	January 21: NMB Bank has signed a private power purchase agreement (PPA) with SaralUrja Nepal Private Limited (SUN) for a 50 kW grid-tie solar roof-top with net metering. The bank said in a statement that the grid-tie solar roof-top will be placed its head office inBabarmahal, Kathmandu.</p>
<p>
	Under the power purchase agreement, SUN will install, own and operate the solar roof-top for 15 years. As per the agreement, NMB Bank will purchase all the electricity generated from the solar roof-top at a price lower than their retail grid electricity tariff with no up-front investment.</p>
<p>
	&ldquo;This initiative reaffirms NMB&rsquo;s commitment to expanding and financing renewable energy in Nepal. Not only will part of our own electricity requirements be met through solar energy, but we will also use this to expand financing of solar roof-top solutions across Nepal,&rdquo; said Sunil KC, CEO of NMB Bank.</p>
<p>
	The bank said that the 50 kW solar energywill also help to avoid 2 million kWhimports and reduce imports by Rs20 million over the project&rsquo;s life.</p>

	&ldquo;We welcome the decision of Nepal Electricity Authority to allow net metering, a system that allows users to connect their solar system to the grid and export the excess electricity to the grid. 	The agreement between NMB Bank and SUN is also intended to expand financing of such solar roof-top systems across Nepal.</p>

	&ldquo;The system at NMB is a unique model where customers can get a solar roof-top system with no upfront investment and pay a rate for solar electricity that is lower than NEA&rsquo;s tariff. We believe that through this system we can achieve 500 MW of solar roof-top within the next five years,&rdquo; said Aashish Chalise, CEO of SUN.</p>

	NMB and SUN are working towards a financing facility that will enable SUN to offer the solar energy services across Nepal.</p>
<p>

	The 11.46 km-road section which leads to various destinations such as Nagarkot, tea estate at Bhotechaur in Sindhupalchowkpopularly known as &#39;Mini Ilam&#39;, picnic spot JarsinghPauwa and Jhule among other tourist spots, has long been in a sorry state.&nbsp;</p>
<p>
	Paragliding pilot at Shankharapur, Ajay Chaulagain, said, &quot;The road here is in such a poor condition that tourists are facing problems to reach here due to potholes, dust and mud on the road.&quot;&nbsp;<br />
	According to him, tourists coming to Shankharapur for paragliding express their annoyance due to this.</p>
<p>
	&quot;Road is the prime reason for boosting or backing tourism. The tourists who want to enjoy paragliding while gazing at the mountains opt for other alternatives due to the poor road here,&quot; &nbsp;RSS quoted Chaulagain as saying.</p>
<p>
	The 8-meter wide road section which is undergoing expansion to 22 metres has been left unmanaged although the expansion ought to be completed by December last year. Sand and aggregates lie alongside the road. During the monsoon, the road section is muddy while it is full of dust in summer and winter.&nbsp;</p>
<p>
	Moreover, the travel agencies have been sending their tourists who want to visit JarsinghPauwa for paragliding or sightseeing elsewhere.</p>
<p>
	Ram Prasad Timalsina, proprietor of Hotel Heaven Hill, shared, &quot;The vehicles used for tourists get stuck in the middle of the road due to potholes. Traveling in two-wheelers is perilous.&quot;&nbsp;<br />
	He further bemoaned that in lack of timely maintenance of this road section, tourism sector has suffered a setback.&nbsp;</p>
<p>
	Hotelier Timalsina complained that frequent call attention to the road construction company and the government bodies on the issue have gone unheeded. RSS reported that the Bouddha-Jorpati-Sankhu road is in a very sorry state for the last three years. The condition of the Jorpati-Sundarijal road is also very bad.&nbsp;People living in settlements alongside the road and commuters are irritated by the thick dust that issues when vehicles ply on the road. So are the roadside vendors. People are bearing the brunt due to such condition of the road.&nbsp;</p>
<p>
	&ldquo;One cannot see the road due to the dust when it is dry. The innumerable potholes and ditches in the road make driving risky and challenging. The condition gets worse when it rains,&rdquo; explained Dev Narayan Chaulagain of Narayantar, Jorpati.&nbsp;</p>
<p>
	The BouddhanathStupa, a world heritage site is located close to this road. The religious site Sankhu also lies along this road.&nbsp;</p>
<p>
	Three years ago the government brought a plan of upgrading the Bouddha-Jorpati-Sankhu road into 22 metres wide four-lane road from Chabahil, according to RSS. The Kathmandu Valley Road Extension Project called for tenders in May 2015 for the construction of this road. It awarded the contract to four construction companies four months later. The project has given the responsibility of road expansion to an additional company after it seemed the four companies appointed earlier would not be able to complete the works on time.&nbsp;</p>
<p>
	Project information officer BishwaBijayaLal Shrestha said that the Supreme Court has recently issued an order to provide compensation to the people whose land has been acquired for the road expansion.&nbsp;<br />
	Shrestha clarified that the works have been delayed also due to the compensation process. &ldquo;Road expansion works are progressing ahead smoothly except at places where there is dispute over the land. The work would be completed soon,&rdquo; he said.</p>

	January 16: The Embassy of India in Kathmandu has announced a special tailor-made training course on&lsquo;Global Perspectives on Public Financial Management&rsquo; for 62 officials of the finance ministry of Nepal under the Indian Technical and Economic Cooperation (ITEC) programme of the Government of India.</p>

	Issuing a statement, the embassy said that the Government of India decided to providethe training to the Nepali officials under the Nepal-India Economic Co-operation Programme upon the request from the Ministry of Finance of Nepal.</p>
<p>
	&ldquo;The programme is designed as per the requirement of the Ministry of Finance of Nepal and is being held at the Institute of Government Accounts and Finance (INGAF),&rdquo; reads the statement.</p>
<p>
	The training is expected to enhance the capabilities of these officials in global practices dealing with e-payment system, accounting and cash management, public borrowing system, accounting of foreign loans/grants and repayments, pension payment system, internal audit, fiscal responsibility and budget management, among others.</p>
<p>
	According to the Indian embassy, the training course will be held in three batches. The first batch of 20 Nepali officials is currently undergoing training at INGAF, New Delhi from January 14.</p>
<p>
	The statement said that the INGAF, New Delhi is a premier training institute of Government of India in the field of Public Financial Management with state-of-the-art learning facilities.</p>
<p>
	The Indian embassy further said that the INGAF, New Delhi is a partner institute for imparting trainings of officials from friendly developing countries under the Indian Technical and Economic Cooperation (ITEC) programme of the Government of India.</p>
<p>
	&ldquo;In addition to some of their global programmes, the INGAF, New Delhihas been undertaking tailor-made trainings for officials from the neighbouring countries like Afghanistan, Bangladesh, Bhutan, Maldives, and Sri Lanka.&rdquo;</p>

	January 16: The High-Level National Education Committee has submitted its report to Prime Minister KP Sharma Oli recommending the government for quality enhancement of community schools and ending commercialization of private schools, according to a news report published by RastriyaSamacharSamiti (RSS). However, the state-run news agency said that the final report of the committee is not yet made public.&nbsp;</p>
<p>
	According to RSS, chairman of the committee and Minister for Education, Science and Technology GirirajmaniPokharel submitted the recommendations with way forward for stopping commercialization in education and shifting the private schools into service-oriented ones in the future and developing community schools as the first choice of the parents.&nbsp;</p>
<p>
	The government had formed the committee last July.&nbsp;</p>
<p>
	The report has given top priority for the recovery of the community schools to ensure their characteristics in line with the socialism-oriented state system, with the Constitution of Nepal ensuring education as the fundamental right of the citizen by guaranteeing free education up to secondary level.&nbsp;</p>
<p>
	The committee has mentioned keeping private schools only in the service-oriented institutions in the future. However, the report has not recommended the closure of the private schools despite suggesting an end to increased privatization and commercialization of education.&nbsp;</p>
<p>
	Receiving the report, Prime Minister Oli vowed to ensure quality education in the community schools and create an environment where the private sector itself would &#39;run away&#39; from the education sector.</p>
<p>
	&quot;There is no need to pamper or prohibit the private sector. No parents would entertain the private schools if free and quality education was ensured in the community schools,&quot; RSS quoted the PM as saying.&nbsp;</p>
<p>
	As per the report, every parent drawing money from the state coffers should enroll their children in the community schools.&nbsp;</p>
<p>
	On the occasion, Minister Pokharel claimed that the report would be a milestone to materialize the dream of &#39;Prosperous Nepal and Happy Nepali&#39; by producing conscious, efficient, skilled, practical and competitive human resources through the life skills, well-cultured and technology-friendly education.&nbsp;</p>
<p>
	It is said that the report was prepared by holding consultations with around 4,000 people in all seven provinces across the country.&nbsp;</p>

	According to RastriyaSamacharSamiti (RSS), the bilateral and multilateral development partners of Nepalgave legal, governmental and procedural feedback to the government team headed by Finance Minister Dr Yuba Raj Khatiwada, who is the coordinator of the conference organising committee during the meeting held at the Ministry of Finance.&nbsp;</p>
<p>
	The meeting was attended by chiefs and deputy chiefs of most of the diplomatic missions based in Kathmandu, multilateral and bilateral development partners and representatives from the Institute of International Finance.&nbsp;<br />
	They gave their commitments in doing their best to bring in encouraging investment in Nepal, according to minister Khatiwada.</p>
<p>
	RSS reported that the conference will go through broader discussions about Nepal&#39;s agriculture, energy, physical infrastructure (operation and expansion of rail, roadway and air services) and investment increase in the industrial and information technology sectors.&nbsp;</p>
<p>
	The Investment Board, the Ministry of Finance, the Ministry of Industry, the Ministry of Commerce and Supply and the Ministry of Foreign Affairs are jointly organising the event with the support from the private sector. The conference is expected to be helpful in drawing in foreign investment.</p>

	January 21: NMB Bank has signed a private power purchase agreement (PPA) with SaralUrja Nepal Private Limited (SUN) for a 50 kW grid-tie solar roof-top with net metering. The bank said in a statement that the grid-tie solar roof-top will be placed its head office inBabarmahal, Kathmandu.</p>
<p>
	Under the power purchase agreement, SUN will install, own and operate the solar roof-top for 15 years. As per the agreement, NMB Bank will purchase all the electricity generated from the solar roof-top at a price lower than their retail grid electricity tariff with no up-front investment.</p>
<p>
	&ldquo;This initiative reaffirms NMB&rsquo;s commitment to expanding and financing renewable energy in Nepal. Not only will part of our own electricity requirements be met through solar energy, but we will also use this to expand financing of solar roof-top solutions across Nepal,&rdquo; said Sunil KC, CEO of NMB Bank.</p>
<p>
	The bank said that the 50 kW solar energywill also help to avoid 2 million kWhimports and reduce imports by Rs20 million over the project&rsquo;s life.</p>

	&ldquo;We welcome the decision of Nepal Electricity Authority to allow net metering, a system that allows users to connect their solar system to the grid and export the excess electricity to the grid. 	The agreement between NMB Bank and SUN is also intended to expand financing of such solar roof-top systems across Nepal.</p>

	&ldquo;The system at NMB is a unique model where customers can get a solar roof-top system with no upfront investment and pay a rate for solar electricity that is lower than NEA&rsquo;s tariff. We believe that through this system we can achieve 500 MW of solar roof-top within the next five years,&rdquo; said Aashish Chalise, CEO of SUN.</p>

	NMB and SUN are working towards a financing facility that will enable SUN to offer the solar energy services across Nepal.</p>
<p>

	January 16: Sankhu, an ancient town in north-eastern part of Kathmandu, has witnessed decline in the number of tourists due to the poor condition of road along the Chahabil-Sankhu road section, according to RastriyaSamacharSamiti (RSS).&nbsp;</p>

	The 11.46 km-road section which leads to various destinations such as Nagarkot, tea estate at Bhotechaur in Sindhupalchowkpopularly known as &#39;Mini Ilam&#39;, picnic spot JarsinghPauwa and Jhule among other tourist spots, has long been in a sorry state.&nbsp;</p>
<p>
	Paragliding pilot at Shankharapur, Ajay Chaulagain, said, &quot;The road here is in such a poor condition that tourists are facing problems to reach here due to potholes, dust and mud on the road.&quot;&nbsp;<br />
	According to him, tourists coming to Shankharapur for paragliding express their annoyance due to this.</p>
<p>
	&quot;Road is the prime reason for boosting or backing tourism. The tourists who want to enjoy paragliding while gazing at the mountains opt for other alternatives due to the poor road here,&quot; &nbsp;RSS quoted Chaulagain as saying.</p>
<p>
	The 8-meter wide road section which is undergoing expansion to 22 metres has been left unmanaged although the expansion ought to be completed by December last year. Sand and aggregates lie alongside the road. During the monsoon, the road section is muddy while it is full of dust in summer and winter.&nbsp;</p>
<p>
	Moreover, the travel agencies have been sending their tourists who want to visit JarsinghPauwa for paragliding or sightseeing elsewhere.</p>
<p>
	Ram Prasad Timalsina, proprietor of Hotel Heaven Hill, shared, &quot;The vehicles used for tourists get stuck in the middle of the road due to potholes. Traveling in two-wheelers is perilous.&quot;&nbsp;<br />
	He further bemoaned that in lack of timely maintenance of this road section, tourism sector has suffered a setback.&nbsp;</p>
<p>
	Hotelier Timalsina complained that frequent call attention to the road construction company and the government bodies on the issue have gone unheeded. RSS reported that the Bouddha-Jorpati-Sankhu road is in a very sorry state for the last three years. The condition of the Jorpati-Sundarijal road is also very bad.&nbsp;People living in settlements alongside the road and commuters are irritated by the thick dust that issues when vehicles ply on the road. So are the roadside vendors. People are bearing the brunt due to such condition of the road.&nbsp;</p>
<p>
	&ldquo;One cannot see the road due to the dust when it is dry. The innumerable potholes and ditches in the road make driving risky and challenging. The condition gets worse when it rains,&rdquo; explained Dev Narayan Chaulagain of Narayantar, Jorpati.&nbsp;</p>
<p>
	The BouddhanathStupa, a world heritage site is located close to this road. The religious site Sankhu also lies along this road.&nbsp;</p>
<p>
	Three years ago the government brought a plan of upgrading the Bouddha-Jorpati-Sankhu road into 22 metres wide four-lane road from Chabahil, according to RSS. The Kathmandu Valley Road Extension Project called for tenders in May 2015 for the construction of this road. It awarded the contract to four construction companies four months later. The project has given the responsibility of road expansion to an additional company after it seemed the four companies appointed earlier would not be able to complete the works on time.&nbsp;</p>
<p>
	Project information officer BishwaBijayaLal Shrestha said that the Supreme Court has recently issued an order to provide compensation to the people whose land has been acquired for the road expansion.&nbsp;<br />
	Shrestha clarified that the works have been delayed also due to the compensation process. &ldquo;Road expansion works are progressing ahead smoothly except at places where there is dispute over the land. The work would be completed soon,&rdquo; he said.</p>

	January 16: The Embassy of India in Kathmandu has announced a special tailor-made training course on&lsquo;Global Perspectives on Public Financial Management&rsquo; for 62 officials of the finance ministry of Nepal under the Indian Technical and Economic Cooperation (ITEC) programme of the Government of India.</p>

	Issuing a statement, the embassy said that the Government of India decided to providethe training to the Nepali officials under the Nepal-India Economic Co-operation Programme upon the request from the Ministry of Finance of Nepal.</p>
<p>
	&ldquo;The programme is designed as per the requirement of the Ministry of Finance of Nepal and is being held at the Institute of Government Accounts and Finance (INGAF),&rdquo; reads the statement.</p>
<p>
	The training is expected to enhance the capabilities of these officials in global practices dealing with e-payment system, accounting and cash management, public borrowing system, accounting of foreign loans/grants and repayments, pension payment system, internal audit, fiscal responsibility and budget management, among others.</p>
<p>
	According to the Indian embassy, the training course will be held in three batches. The first batch of 20 Nepali officials is currently undergoing training at INGAF, New Delhi from January 14.</p>
<p>
	The statement said that the INGAF, New Delhi is a premier training institute of Government of India in the field of Public Financial Management with state-of-the-art learning facilities.</p>
<p>
	The Indian embassy further said that the INGAF, New Delhi is a partner institute for imparting trainings of officials from friendly developing countries under the Indian Technical and Economic Cooperation (ITEC) programme of the Government of India.</p>

	January 16: The High-Level National Education Committee has submitted its report to Prime Minister KP Sharma Oli recommending the government for quality enhancement of community schools and ending commercialization of private schools, according to a news report published by RastriyaSamacharSamiti (RSS). However, the state-run news agency said that the final report of the committee is not yet made public.&nbsp;</p>
<p>
	According to RSS, chairman of the committee and Minister for Education, Science and Technology GirirajmaniPokharel submitted the recommendations with way forward for stopping commercialization in education and shifting the private schools into service-oriented ones in the future and developing community schools as the first choice of the parents.&nbsp;</p>
<p>
	The government had formed the committee last July.&nbsp;</p>
<p>
	The report has given top priority for the recovery of the community schools to ensure their characteristics in line with the socialism-oriented state system, with the Constitution of Nepal ensuring education as the fundamental right of the citizen by guaranteeing free education up to secondary level.&nbsp;</p>
<p>
	The committee has mentioned keeping private schools only in the service-oriented institutions in the future. However, the report has not recommended the closure of the private schools despite suggesting an end to increased privatization and commercialization of education.&nbsp;</p>
<p>
	Receiving the report, Prime Minister Oli vowed to ensure quality education in the community schools and create an environment where the private sector itself would &#39;run away&#39; from the education sector.</p>
<p>
	&quot;There is no need to pamper or prohibit the private sector. No parents would entertain the private schools if free and quality education was ensured in the community schools,&quot; RSS quoted the PM as saying.&nbsp;</p>
<p>
	As per the report, every parent drawing money from the state coffers should enroll their children in the community schools.&nbsp;</p>
<p>
	On the occasion, Minister Pokharel claimed that the report would be a milestone to materialize the dream of &#39;Prosperous Nepal and Happy Nepali&#39; by producing conscious, efficient, skilled, practical and competitive human resources through the life skills, well-cultured and technology-friendly education.&nbsp;</p>
<p>
	It is said that the report was prepared by holding consultations with around 4,000 people in all seven provinces across the country.&nbsp;</p>

	January 21: NMB Bank has signed a private power purchase agreement (PPA) with SaralUrja Nepal Private Limited (SUN) for a 50 kW grid-tie solar roof-top with net metering. The bank said in a statement that the grid-tie solar roof-top will be placed its head office inBabarmahal, Kathmandu.</p>
<p>
	Under the power purchase agreement, SUN will install, own and operate the solar roof-top for 15 years. As per the agreement, NMB Bank will purchase all the electricity generated from the solar roof-top at a price lower than their retail grid electricity tariff with no up-front investment.</p>
<p>
	&ldquo;This initiative reaffirms NMB&rsquo;s commitment to expanding and financing renewable energy in Nepal. Not only will part of our own electricity requirements be met through solar energy, but we will also use this to expand financing of solar roof-top solutions across Nepal,&rdquo; said Sunil KC, CEO of NMB Bank.</p>
<p>
	The bank said that the 50 kW solar energywill also help to avoid 2 million kWhimports and reduce imports by Rs20 million over the project&rsquo;s life.</p>
<p>
	&ldquo;We welcome the decision of Nepal Electricity Authority to allow net metering, a system that allows users to connect their solar system to the grid and export the excess electricity to the grid. Net metering has opened up tremendous opportunities for Nepal to diversify its generation base, reduce electricity costs to consumers, avoid imports and help build a more reliable electricity grid,&rdquo; said BishalThapa, managing directorof SaralUrja Nepal.</p>

	The agreement between NMB Bank and SUN is also intended to expand financing of such solar roof-top systems across Nepal.</p>

	&ldquo;The system at NMB is a unique model where customers can get a solar roof-top system with no upfront investment and pay a rate for solar electricity that is lower than NEA&rsquo;s tariff. We believe that through this system we can achieve 500 MW of solar roof-top within the next five years,&rdquo; said Aashish Chalise, CEO of SUN.</p>

	NMB and SUN are working towards a financing facility that will enable SUN to offer the solar energy services across Nepal.</p>

	The 11.46 km-road section which leads to various destinations such as Nagarkot, tea estate at Bhotechaur in Sindhupalchowkpopularly known as &#39;Mini Ilam&#39;, picnic spot JarsinghPauwa and Jhule among other tourist spots, has long been in a sorry state.&nbsp;</p>
<p>
	Paragliding pilot at Shankharapur, Ajay Chaulagain, said, &quot;The road here is in such a poor condition that tourists are facing problems to reach here due to potholes, dust and mud on the road.&quot;&nbsp;<br />
	According to him, tourists coming to Shankharapur for paragliding express their annoyance due to this.</p>
<p>
	&quot;Road is the prime reason for boosting or backing tourism. The tourists who want to enjoy paragliding while gazing at the mountains opt for other alternatives due to the poor road here,&quot; &nbsp;RSS quoted Chaulagain as saying.</p>
<p>
	The 8-meter wide road section which is undergoing expansion to 22 metres has been left unmanaged although the expansion ought to be completed by December last year. Sand and aggregates lie alongside the road. During the monsoon, the road section is muddy while it is full of dust in summer and winter.&nbsp;</p>
<p>
	Moreover, the travel agencies have been sending their tourists who want to visit JarsinghPauwa for paragliding or sightseeing elsewhere.</p>
<p>
	Ram Prasad Timalsina, proprietor of Hotel Heaven Hill, shared, &quot;The vehicles used for tourists get stuck in the middle of the road due to potholes. Traveling in two-wheelers is perilous.&quot;&nbsp;<br />
	He further bemoaned that in lack of timely maintenance of this road section, tourism sector has suffered a setback.&nbsp;</p>
<p>
	Hotelier Timalsina complained that frequent call attention to the road construction company and the government bodies on the issue have gone unheeded. RSS reported that the Bouddha-Jorpati-Sankhu road is in a very sorry state for the last three years. The condition of the Jorpati-Sundarijal road is also very bad.&nbsp;People living in settlements alongside the road and commuters are irritated by the thick dust that issues when vehicles ply on the road. So are the roadside vendors. People are bearing the brunt due to such condition of the road.&nbsp;</p>
<p>
	&ldquo;One cannot see the road due to the dust when it is dry. The innumerable potholes and ditches in the road make driving risky and challenging. The condition gets worse when it rains,&rdquo; explained Dev Narayan Chaulagain of Narayantar, Jorpati.&nbsp;</p>
<p>
	The BouddhanathStupa, a world heritage site is located close to this road. The religious site Sankhu also lies along this road.&nbsp;</p>
<p>
	Three years ago the government brought a plan of upgrading the Bouddha-Jorpati-Sankhu road into 22 metres wide four-lane road from Chabahil, according to RSS. The Kathmandu Valley Road Extension Project called for tenders in May 2015 for the construction of this road. It awarded the contract to four construction companies four months later. The project has given the responsibility of road expansion to an additional company after it seemed the four companies appointed earlier would not be able to complete the works on time.&nbsp;</p>
<p>
	Project information officer BishwaBijayaLal Shrestha said that the Supreme Court has recently issued an order to provide compensation to the people whose land has been acquired for the road expansion.&nbsp;<br />
	Shrestha clarified that the works have been delayed also due to the compensation process. &ldquo;Road expansion works are progressing ahead smoothly except at places where there is dispute over the land. The work would be completed soon,&rdquo; he said.</p>

	Issuing a statement, the embassy said that the Government of India decided to providethe training to the Nepali officials under the Nepal-India Economic Co-operation Programme upon the request from the Ministry of Finance of Nepal.</p>

	&ldquo;The programme is designed as per the requirement of the Ministry of Finance of Nepal and is being held at the Institute of Government Accounts and Finance (INGAF),&rdquo; reads the statement.</p>
<p>
	The training is expected to enhance the capabilities of these officials in global practices dealing with e-payment system, accounting and cash management, public borrowing system, accounting of foreign loans/grants and repayments, pension payment system, internal audit, fiscal responsibility and budget management, among others.</p>
<p>
	According to the Indian embassy, the training course will be held in three batches. The first batch of 20 Nepali officials is currently undergoing training at INGAF, New Delhi from January 14.</p>
<p>
	The statement said that the INGAF, New Delhi is a premier training institute of Government of India in the field of Public Financial Management with state-of-the-art learning facilities.</p>
<p>

However, the state-run news agency said that the final report of the committee is not yet made public.&nbsp;</p>
<p>
	According to RSS, chairman of the committee and Minister for Education, Science and Technology GirirajmaniPokharel submitted the recommendations with way forward for stopping commercialization in education and shifting the private schools into service-oriented ones in the future and developing community schools as the first choice of the parents.&nbsp;</p>
<p>
	The government had formed the committee last July.&nbsp;</p>
<p>
	The report has given top priority for the recovery of the community schools to ensure their characteristics in line with the socialism-oriented state system, with the Constitution of Nepal ensuring education as the fundamental right of the citizen by guaranteeing free education up to secondary level.&nbsp;</p>
<p>
	The committee has mentioned keeping private schools only in the service-oriented institutions in the future. However, the report has not recommended the closure of the private schools despite suggesting an end to increased privatization and commercialization of education.&nbsp;</p>
<p>
	Receiving the report, Prime Minister Oli vowed to ensure quality education in the community schools and create an environment where the private sector itself would &#39;run away&#39; from the education sector.</p>
<p>
	&quot;There is no need to pamper or prohibit the private sector. No parents would entertain the private schools if free and quality education was ensured in the community schools,&quot; RSS quoted the PM as saying.&nbsp;</p>
<p>
	As per the report, every parent drawing money from the state coffers should enroll their children in the community schools.&nbsp;</p>
<p>
	On the occasion, Minister Pokharel claimed that the report would be a milestone to materialize the dream of &#39;Prosperous Nepal and Happy Nepali&#39; by producing conscious, efficient, skilled, practical and competitive human resources through the life skills, well-cultured and technology-friendly education.&nbsp;</p>
<p>
	It is said that the report was prepared by holding consultations with around 4,000 people in all seven provinces across the country.&nbsp;</p>

	January 21: NMB Bank has signed a private power purchase agreement (PPA) with SaralUrja Nepal Private Limited (SUN) for a 50 kW grid-tie solar roof-top with net metering. The bank said in a statement that the grid-tie solar roof-top will be placed its head office inBabarmahal, Kathmandu.</p>
<p>
	Under the power purchase agreement, SUN will install, own and operate the solar roof-top for 15 years. As per the agreement, NMB Bank will purchase all the electricity generated from the solar roof-top at a price lower than their retail grid electricity tariff with no up-front investment.</p>
<p>
	&ldquo;This initiative reaffirms NMB&rsquo;s commitment to expanding and financing renewable energy in Nepal. Not only will part of our own electricity requirements be met through solar energy, but we will also use this to expand financing of solar roof-top solutions across Nepal,&rdquo; said Sunil KC, CEO of NMB Bank.</p>
<p>
	The bank said that the 50 kW solar energywill also help to avoid 2 million kWhimports and reduce imports by Rs20 million over the project&rsquo;s life.</p>

	&ldquo;We welcome the decision of Nepal Electricity Authority to allow net metering, a system that allows users to connect their solar system to the grid and export the excess electricity to the grid. 	The agreement between NMB Bank and SUN is also intended to expand financing of such solar roof-top systems across Nepal.</p>

	&ldquo;The system at NMB is a unique model where customers can get a solar roof-top system with no upfront investment and pay a rate for solar electricity that is lower than NEA&rsquo;s tariff. We believe that through this system we can achieve 500 MW of solar roof-top within the next five years,&rdquo; said Aashish Chalise, CEO of SUN.</p>
<p>
	NMB and SUN are working towards a financing facility that will enable SUN to offer the solar energy services across Nepal.</p>
<p>

	Ram Prasad Timalsina, proprietor of Hotel Heaven Hill, shared, &quot;The vehicles used for tourists get stuck in the middle of the road due to potholes. Traveling in two-wheelers is perilous.&quot;&nbsp;<br />
	He further bemoaned that in lack of timely maintenance of this road section, tourism sector has suffered a setback.&nbsp;</p>

	Hotelier Timalsina complained that frequent call attention to the road construction company and the government bodies on the issue have gone unheeded. RSS reported that the Bouddha-Jorpati-Sankhu road is in a very sorry state for the last three years. The condition of the Jorpati-Sundarijal road is also very bad.&nbsp;People living in settlements alongside the road and commuters are irritated by the thick dust that issues when vehicles ply on the road. So are the roadside vendors. People are bearing the brunt due to such condition of the road.&nbsp;</p>
<p>
	&ldquo;One cannot see the road due to the dust when it is dry. The innumerable potholes and ditches in the road make driving risky and challenging. The condition gets worse when it rains,&rdquo; explained Dev Narayan Chaulagain of Narayantar, Jorpati.&nbsp;</p>
<p>
	The BouddhanathStupa, a world heritage site is located close to this road. The religious site Sankhu also lies along this road.&nbsp;</p>
<p>
	Three years ago the government brought a plan of upgrading the Bouddha-Jorpati-Sankhu road into 22 metres wide four-lane road from Chabahil, according to RSS. The Kathmandu Valley Road Extension Project called for tenders in May 2015 for the construction of this road. It awarded the contract to four construction companies four months later. The project has given the responsibility of road expansion to an additional company after it seemed the four companies appointed earlier would not be able to complete the works on time.&nbsp;</p>
<p>
	Project information officer BishwaBijayaLal Shrestha said that the Supreme Court has recently issued an order to provide compensation to the people whose land has been acquired for the road expansion.&nbsp;<br />
	Shrestha clarified that the works have been delayed also due to the compensation process. &ldquo;Road expansion works are progressing ahead smoothly except at places where there is dispute over the land. The work would be completed soon,&rdquo; he said.</p>

	January 16: The Embassy of India in Kathmandu has announced a special tailor-made training course on&lsquo;Global Perspectives on Public Financial Management&rsquo; for 62 officials of the finance ministry of Nepal under the Indian Technical and Economic Cooperation (ITEC) programme of the Government of India.</p>

	Issuing a statement, the embassy said that the Government of India decided to providethe training to the Nepali officials under the Nepal-India Economic Co-operation Programme upon the request from the Ministry of Finance of Nepal.</p>
<p>
	&ldquo;The programme is designed as per the requirement of the Ministry of Finance of Nepal and is being held at the Institute of Government Accounts and Finance (INGAF),&rdquo; reads the statement.</p>
<p>
	The training is expected to enhance the capabilities of these officials in global practices dealing with e-payment system, accounting and cash management, public borrowing system, accounting of foreign loans/grants and repayments, pension payment system, internal audit, fiscal responsibility and budget management, among others.</p>
<p>
	According to the Indian embassy, the training course will be held in three batches. The first batch of 20 Nepali officials is currently undergoing training at INGAF, New Delhi from January 14.</p>
<p>
	The statement said that the INGAF, New Delhi is a premier training institute of Government of India in the field of Public Financial Management with state-of-the-art learning facilities.</p>
<p>
	The Indian embassy further said that the INGAF, New Delhi is a partner institute for imparting trainings of officials from friendly developing countries under the Indian Technical and Economic Cooperation (ITEC) programme of the Government of India.</p>
<p>
	&ldquo;In addition to some of their global programmes, the INGAF, New Delhihas been undertaking tailor-made trainings for officials from the neighbouring countries like Afghanistan, Bangladesh, Bhutan, Maldives, and Sri Lanka.&rdquo;</p>

	January 16: The High-Level National Education Committee has submitted its report to Prime Minister KP Sharma Oli recommending the government for quality enhancement of community schools and ending commercialization of private schools, according to a news report published by RastriyaSamacharSamiti (RSS). However, the state-run news agency said that the final report of the committee is not yet made public.&nbsp;</p>
<p>
	According to RSS, chairman of the committee and Minister for Education, Science and Technology GirirajmaniPokharel submitted the recommendations with way forward for stopping commercialization in education and shifting the private schools into service-oriented ones in the future and developing community schools as the first choice of the parents.&nbsp;</p>
<p>
	The government had formed the committee last July.&nbsp;</p>
<p>
	The report has given top priority for the recovery of the community schools to ensure their characteristics in line with the socialism-oriented state system, with the Constitution of Nepal ensuring education as the fundamental right of the citizen by guaranteeing free education up to secondary level.&nbsp;</p>
<p>
	The committee has mentioned keeping private schools only in the service-oriented institutions in the future. However, the report has not recommended the closure of the private schools despite suggesting an end to increased privatization and commercialization of education.&nbsp;</p>
<p>
	Receiving the report, Prime Minister Oli vowed to ensure quality education in the community schools and create an environment where the private sector itself would &#39;run away&#39; from the education sector.</p>
<p>
	&quot;There is no need to pamper or prohibit the private sector. No parents would entertain the private schools if free and quality education was ensured in the community schools,&quot; RSS quoted the PM as saying.&nbsp;</p>
<p>
	As per the report, every parent drawing money from the state coffers should enroll their children in the community schools.&nbsp;</p>
<p>
	On the occasion, Minister Pokharel claimed that the report would be a milestone to materialize the dream of &#39;Prosperous Nepal and Happy Nepali&#39; by producing conscious, efficient, skilled, practical and competitive human resources through the life skills, well-cultured and technology-friendly education.&nbsp;</p>
<p>
	It is said that the report was prepared by holding consultations with around 4,000 people in all seven provinces across the country.&nbsp;</p>

	They gave their commitments in doing their best to bring in encouraging investment in Nepal, according to minister Khatiwada.</p>

	RSS reported that the conference will go through broader discussions about Nepal&#39;s agriculture, energy, physical infrastructure (operation and expansion of rail, roadway and air services) and investment increase in the industrial and information technology sectors.&nbsp;</p>
<p>
	The Investment Board, the Ministry of Finance, the Ministry of Industry, the Ministry of Commerce and Supply and the Ministry of Foreign Affairs are jointly organising the event with the support from the private sector. The conference is expected to be helpful in drawing in foreign investment.</p>
