The report was presented to Deputy Prime Minister and Minister for Energy Kamal Thapa on Monday, December 18.</p> <p>The erstwhile government had handed over the responsibility of the national pride project to a Chinese company Gezhouba amid widespread criticism for choosing a foreign company for the project which was supposed to be completed with domestic investment.</p> <p>A cabinet meeting on November 24 decided to complete the project with domestic investment after scrapping the deal with the Chinese company on November 13. Following the decision, the eight-member committee headed by National Planning Commission’s Vice-Chairman Dr Swarnim Wagle was formed to prepare the investment plan of the project. Some other members of the committee include Nepal Rastra bank’s governor, finance secretary, joint secretary of energy ministry as well as executive director of Nepal Electricity Authority.</p> <p>The report prepared by the committee incorporates strategic importance of the project, investment, modality of contract, economic possibility and the alternatives of investment. The report also includes the present situation in hydropower investment, investment needed for hydropower sector in the next five years, demand and supply of electricity in the country.</p> <p>The report states that the government needs to provide 35 percent as the viability gap funding for the project considering the total investment to be Rs 270 billion.</p> <p>Meanwhile, in the budget speech for the Fiscal Year 2017/2018, the government had announced that it will levy Rs 5 per liter on petrol, diesel and aviation fuel for the construction of Budhigandaki Hydropower Project. The April 2015 earthquake had badly damaged the school, destroying five classrooms and other school facilities, reads a statement issued by the bank.</p> <p> “The reconstruction of the school was an opportunity to build back better, and now the school is not only rebuilt to earthquake-resistant standards but also provides an improved learning environment for children,” said Mukhtor Khamudkhanov, ADB’s Country Director for Nepal. “We hope this new building will inspire teachers and students to do their best.”</p> <p>According to the ADB, the newly reconstructed school has seven classrooms and a library in three buildings as well as separate toilet blocks for girls and boys. The bank said that the buildings are modern structures resistant to earthquakes and designed with disabled-friendly features.</p> <p>Prior to the construction of the new buildings, students were taking classes at temporary makeshift classrooms. “If the new building were not constructed, the school would have to be closed as the number of students was dwindling,” says Prem Lal Shrestha, the school’s head teacher. “But now, we are confident students will come back as parents also feel the new buildings are safe.”</p> <p>The hand-over ceremony was attended by Madhu Prasad Regmi, secretary at the Ministry of Education, Dhruba Prasad Sharma, executive member of National Reconstruction Authority and the local community, informed the ADB.</p> <p>The school was reconstructed under the Earthquake Emergency Assistance Project (EEAP) jointly financed by ADB, which provided USD 200 million, and the Government of Nepal, which provided USD 33.4 million. The United States Agency for International Development provided USD 10 million in co-financing.</p> <p>The ADB said that the project is rebuilding 154 schools damaged by the earthquake, that would enable thousands of children to return to school. Eleven schools are ready to be handed over to the community. The schools include stronger construction and engineering specifications that are designed to help the structures withstand future earthquakes. Following the decision, the eight-member committee headed by National Planning Commission’s Vice-Chairman Dr Swarnim Wagle was formed to prepare the investment plan of the project. Some other members of the committee include Nepal Rastra bank’s governor, finance secretary, joint secretary of energy ministry as well as executive director of Nepal Electricity Authority.</p> <p>The report prepared by the committee incorporates strategic importance of the project, investment, modality of contract, economic possibility and the alternatives of investment. The report also includes the present situation in hydropower investment, investment needed for hydropower sector in the next five years, demand and supply of electricity in the country.</p> <p>The report states that the government needs to provide 35 percent as the viability gap funding for the project considering the total investment to be Rs 270 billion.</p> <p>Meanwhile, in the budget speech for the Fiscal Year 2017/2018, the government had announced that it will levy Rs 5 per liter on petrol, diesel and aviation fuel for the construction of Budhigandaki Hydropower Project. The bank said that the buildings are modern structures resistant to earthquakes and designed with disabled-friendly features.</p> <p>Prior to the construction of the new buildings, students were taking classes at temporary makeshift classrooms. “If the new building were not constructed, the school would have to be closed as the number of students was dwindling,” says Prem Lal Shrestha, the school’s head teacher. “But now, we are confident students will come back as parents also feel the new buildings are safe.”</p> <p>The hand-over ceremony was attended by Madhu Prasad Regmi, secretary at the Ministry of Education, Dhruba Prasad Sharma, executive member of National Reconstruction Authority and the local community, informed the ADB.</p> <p>The school was reconstructed under the Earthquake Emergency Assistance Project (EEAP) jointly financed by ADB, which provided USD 200 million, and the Government of Nepal, which provided USD 33.4 million. Eleven schools are ready to be handed over to the community. Some other members of the committee include Nepal Rastra bank’s governor, finance secretary, joint secretary of energy ministry as well as executive director of Nepal Electricity Authority.</p> <p>The report prepared by the committee incorporates strategic importance of the project, investment, modality of contract, economic possibility and the alternatives of investment. The report also includes the present situation in hydropower investment, investment needed for hydropower sector in the next five years, demand and supply of electricity in the country.</p> <p>The report states that the government needs to provide 35 percent as the viability gap funding for the project considering the total investment to be Rs 270 billion.</p> <p>Meanwhile, in the budget speech for the Fiscal Year 2017/2018, the government had announced that it will levy Rs 5 per liter on petrol, diesel and aviation fuel for the construction of Budhigandaki Hydropower Project. The bank said that the buildings are modern structures resistant to earthquakes and designed with disabled-friendly features.</p> <p>Prior to the construction of the new buildings, students were taking classes at temporary makeshift classrooms. “If the new building were not constructed, the school would have to be closed as the number of students was dwindling,” says Prem Lal Shrestha, the school’s head teacher. “But now, we are confident students will come back as parents also feel the new buildings are safe.”</p> <p>The hand-over ceremony was attended by Madhu Prasad Regmi, secretary at the Ministry of Education, Dhruba Prasad Sharma, executive member of National Reconstruction Authority and the local community, informed the ADB.</p> <p>The school was reconstructed under the Earthquake Emergency Assistance Project (EEAP) jointly financed by ADB, which provided USD 200 million, and the Government of Nepal, which provided USD 33.4 million. The United States Agency for International Development provided USD 10 million in co-financing.</p> <p>The ADB said that the project is rebuilding 154 schools damaged by the earthquake, that would enable thousands of children to return to school. Eleven schools are ready to be handed over to the community. The schools include stronger construction and engineering specifications that are designed to help the structures withstand future earthquakes.
