Ltd. </span></p> <p>Importers complained that lack of necessary equipment for loading and unloading the imported goods has caused delay in transport of goods from Raxaul and caused them to pay fines. According to importers, they are allowed two hours to finish their paper work and additional seven hours from unloading their goods. The railway company charges Rs. 150 for every hour of delay hence after. One of the importers complained that they are also compelled to pay separate fines to the shipping company for not being able to return the containers on time<strong>. </strong></p> <p>“The dry port operator charges us fine for the delay actually caused by them,” an importer complained requesting anonymity. </p> <p>According to coordinator of the Road Transportation and Transit Committee at FNCCI, Ashok Kumar Temani, it is likely that such fines annually translate into billions of rupees which increase their transaction costs. According to importers such increase in transaction costs eventually affects the consumers as price increases.</p> <p>“One of the reasons for such delay is lack of sufficient cranes and reach stackers for loading and unloading goods”, Vice Chairman Kashiraj Upadhaya of Federation of Nepal Customs Agent said. Sanjiv Gautam, director general at Civil CAAN said, “Though we have contacted EU after CAAN’s removal from ICAO’s blacklist, EU has not lifted its ban yet and sought additional information.” Nepal was listed in EU’s SSC list based on ICAO’s Aviation Security Audit Program that listed Nepal in its SSC list in July, 2013.</p> <p>Gautam informed that CAAN’s current focus lies in removing Nepal from EU’s SSC list. According to Gautam, Nepal’s aviation sector has progressed in terms of international security and standards and will discuss the same with EU during their visit to Brussels, Belgium in January. ', 'content' => '<p><span style="font-size:13px">December 12: Nepal’s largest wind-solar hybrid power system installed at Hariharpurgadi village of Sindhuli district has come into operation since Tuesday. The project was implemented by Alternative Energy Promotion Centre (AEPC) and supported by Asian Development Bank (ADB).</span></p> <p>“Access to clean, reliable and affordable energy will help the village to connect to the world through internet and mobile phones, and will create opportunities to boost local income,” said Mukhtor Khamudkhanov, ADB’s country director for Nepal. “The electricity from the mini-grid will also open the door for commercial activities in the village and help small businesses get off the ground.”</p> <p>Issuing a press statement, ADB said that the project, now providing electricity services to 83 rural households, has installed 20 kilowatt wind turbines complemented by 15 kilowatt-peak of solar photo voltaic panels. The system produces 110 kilowatt-hours (kWh) of energy per day, which easily meets the village’s electricity demand of 87 kWh per day.</p> <p>This sub-project represents an example of the government’s commitment and ADB’s efforts to scaling up decentralized off grid approaches to rural energy in Nepal, reads the statement.</p> <p>“Six years ago, the Government of Nepal, with support from ADB, launched its first mini grid wind-solar system in Dhaubadi in western Nepal,” said Ram Prasad Dhital, executive director of AEPC. “The success of these two projects has demonstrated that clean energy is indeed a viable option to provide reliable energy access to rural Nepal through wind-solar hybrid systems.”</p> <p>ADB said that the wind-solar hybrid system was installed under its South Asia Sub-regional Economic Cooperation Power System Expansion Project. One of the importers complained that they are also compelled to pay separate fines to the shipping company for not being able to return the containers on time<strong>. </strong></p> <p>“The dry port operator charges us fine for the delay actually caused by them,” an importer complained requesting anonymity. </p> <p>According to coordinator of the Road Transportation and Transit Committee at FNCCI, Ashok Kumar Temani, it is likely that such fines annually translate into billions of rupees which increase their transaction costs. According to importers such increase in transaction costs eventually affects the consumers as price increases.</p> <p>“One of the reasons for such delay is lack of sufficient cranes and reach stackers for loading and unloading goods”, Vice Chairman Kashiraj Upadhaya of Federation of Nepal Customs Agent said. According to Gautam, Nepal’s aviation sector has progressed in terms of international security and standards and will discuss the same with EU during their visit to Brussels, Belgium in January. The system produces 110 kilowatt-hours (kWh) of energy per day, which easily meets the village’s electricity demand of 87 kWh per day.</p> <p>This sub-project represents an example of the government’s commitment and ADB’s efforts to scaling up decentralized off grid approaches to rural energy in Nepal, reads the statement.</p> <p>“Six years ago, the Government of Nepal, with support from ADB, launched its first mini grid wind-solar system in Dhaubadi in western Nepal,” said Ram Prasad Dhital, executive director of AEPC. “The success of these two projects has demonstrated that clean energy is indeed a viable option to provide reliable energy access to rural Nepal through wind-solar hybrid systems.”</p> <p>ADB said that the wind-solar hybrid system was installed under its South Asia Sub-regional Economic Cooperation Power System Expansion Project.
