Following the political uncertainty in the country and the government’s decision to reduce the commission of brokers, the mood of investors was rather sober on Thursday, July 21 compared to the rage of earlier days. On Thursday, the transaction decreased by 30 percent than Wednesday dropping from Rs 2.12 billion to 1.48 billion. The share transaction had amounted more than Rs 2.14 billion on Tuesday.

Following the delay in implementing the decision on commission of brokers that was announced Wednesday, the share transaction lowered on Thursday. “Investors were reluctant to buy share on Thursday,” said Anjan Raj Poudyal, immediate past president of Stock Brokers Association of Nepal. According to him, the delay has affected the transaction as investors want to buy the shares in minimum possible prices. He added that the strictness imposed by current monetary policy on share evaluation has affected the investors who invest taking loan in share collateral which has been reflected in the market.

According to SEBON’s Executive Director Niraj Giri, investors might be holding back their investments with ‘wait and see’ policy as waiting few time will allow them to evaluate final financial reports of listed companies of last fiscal year and expecting the decrease in commission of brokers. Listed companies have already started to publish the final reports of the last FY. “In the other hand, investors might be confused about investing in the market during the period of instability,” added Giri.

Although the Ministry of Finance had decided to decrease the broker commission averaging 40 percent, SEBON has forwarded circulars to implement the policy from Sunday, 24 July. Earlier, supply ministry had granted permission for the long term fuel (petrol, diesel, kerosene and gas) supply to 9 private companies under Petroleum and Gas Transaction (regulatory) order, 2069. Meeting of Petroleum and Gas Transaction Management and Regulatory Committee formed under Petroleum and Gas Transaction (regulatory) order had given permission to 9 different private companies on July 5 for the constructions of first phase infrastructure required for long term fuel supply and trading.

The companies those got the permission were Birat Petroleum, Sonapur Mineral and Oil, Himalayan Enterprises, Trans Himalayan, Petrolimax, BB Petroleum, National Petroleum, Malika Petroleum and Abhinas Energy. Among them, Abhinas Energy got approval for gas trading only and Malika Petroleum and Petrolimax got approval for both petroleum and gas. More than 14 companies had applied for permission of petroleum trading.

“Private sector will be allowed to carry out long term fuel trading only after formulating petroleum law,” said Ananda Ram Regmi, Spokesperson of Supply Ministry. For that matter, Ministry is preparing Petroleum and Gas trading Bill-2073 at present. “Preparation for formulation of the Petroleum Act has already been started. Now, the issue of petroleum trading will take a lead only after implementation of Petroleum Act,” he added.

Meanwhile, traders has criticised the government’s move and blamed the government of discouraging them. Deepak Timilshina, Chairman of Malika Petroleum said “The government decision is disappointing as the plan, detail design, land acquisition and contractor had already been finalised for infrastructure construction. Work had been conducted in order to conclude the construction within next 6/7 months. The cabinet’s decision has pushed the investment of the company to the edge.” According to him, Rs 1 billion has already been spent for infrastructure construction. The company had got permission for both petroleum and gas trading. He also informed of forwarding infrastructure construction at Birgunj, Biratnagar and Dhading.

Stakeholders believed that the permission granted to private sector for petroleum products trading would benefit consumers due to increase in competition.

Earlier, supply ministry had granted permission for the long term fuel (petrol, diesel, kerosene and gas) supply to 9 private companies under Petroleum and Gas Transaction (regulatory) order, 2069. More than 14 companies had applied for permission of petroleum trading.

“Private sector will be allowed to carry out long term fuel trading only after formulating petroleum law,” said Ananda Ram Regmi, Spokesperson of Supply Ministry.

According to Poudyal, brokers are ready to implement the directive from regulatory authority from Sunday onwards. We are engaged in the preparation and will start to work from that day by working even on Saturday,” added Poudyal.

', 'published' => true, 'created' => '2016-07-22', 'modified' => '2016-07-22', 'keywords' => '', 'description' => '', 'sortorder' => '3858', 'image' => '20160722012308_Commissions-Copy.jpg', 'article_date' => '2016-07-22 00:00:00', 'homepage' => false, 'breaking_news' => false, 'main_news' => true, 'in_scroller' => false, 'user_id' => '16' ) ), (int) 4 => array( 'Article' => array( 'id' => '4024', 'article_category_id' => '1', 'title' => 'Government Terminates Petroleum Product Supply Decision', 'sub_title' => 'Private sector’s wait continue', 'summary' => 'July 22: Cabinet of Ministers has terminated a decision of allowing private sector firms to carry out petroleum product supply in the country on Wednesday.

Presently, Nepal Oil Corporation is a sole supplier of petroleum products in Nepal.
