Thus, the new exchange protocol has made the exchange of currency easier with the use of cards.</p> <p>The new provision was made by the Nepal Rastra Bank after amending the integrated circular 2074 keeping in mind the convenience of the travelers. The circular has made it mandatory for any bank or financial institution to inform the central bank about the transaction of foreign exchange.</p> <p>After analyzing the foreign currency exchange policy, the central bank directed BFIs for POS provision, informed Rajendra Pandit, deputy spokesperson at Nepal Rastra Bank. Money exchangers had also been demanding for such provision, he added.</p> <p>Previously, travelers were amazed and worried to know about lack of POS technology in Nepal. Many were troubled by the absence of such technology but now after the implementation of the provision they are expected to spend more in Nepal.</p> <p>Foreigners can now exchange Nepali currency using any of Visa International, MasterCard and Union Pay international card from POS machines. Money exchangers are allowed to mark their exchange charges but the rates should be in Nepali currency. However, a great deal of the body of electoral law was enacted less than three months before the election, which meant that there was insufficient time for dissemination, reads the report. </p> <p>The report showed some weak areas during the campaign stating that although the Election Commission of Nepal (ECN) performed its duties impartially, there lacked transparency in its work. There was no mechanism for regular consultations with election stakeholders, and the ECN failed to publish critical information on polling centre turnout and invalid votes. There were also procedural weaknesses, particularly in relation to reconciliation of ballots. The state-run oil monopoly is preparing to implement this system to avoid unauthorized leakage of fuel imported from Betalpur to Nepalgunj and Gonda to Bhairahawa.</p> <p>In the first phase, NOC had introduced this system to check leakage of fuel imported from Siliguri of West Bengal of India. The government decided to implement the locking system due to increasing cases of fuel theft on the way. The locking system was formally inaugurated only a few days ago, informed Sushil Bhattarai, chief executive of NOC.</p> <p>According to NOC, it is planning to implement the locking system from the two border points -- Betalpur and Gonda -- within March 29.</p> <p>“Though some inconvenience was felt at the beginning, the situation has become normal now,” he said.</p> <p>Drivers of the fuel tankers had protested the decision at first. According to Bhattarai, NOC is planning to implement the system in all tankers within three months.</p> <p>A team of NOC had conducted a long study with Indian Oil Corporation (IOC) on the implementation of the locking system. Bhattarai assured that with the implementation of the locking system, the chances of fuel theft will get minimize.</p> <p>“The locking system of IOC is of international level and the same design is being implemented in Nepal,” informed Bhattarai. He mentioned that if the design was finalized, the construction would have been moving ahead. Another company named Andraj has been awarded with the construction of Hydro Mechanical works of the project but is waiting for Kwangsi to finish its work. Hydro Mechanical works can only be initiated after the completion of civil engineering works.</p> <p>Previously, CEO for Kwangsi had committed for speedy work but he has hardly been seen at the project site, stated Project Manager Lama. He travelled back to China and only arrived in Nepal about two weeks ago, added Lama.</p> <p>Lama informed that construction of the dam was scheduled to completed before the start of 2075 BS but the project has been halted for more than two months which indeed will affect the schedule. He mentioned that if the design was finalized, the construction would have been moving ahead. According to him, if the design won't get ready then the construction will yet be affected during the monsoon when the river bank will be overflowed with rain water.</p> <p> The project was also hit by landslides, floods, earthquakes and economic blockade of India. Hydro Mechanical works can only be initiated after the completion of civil engineering works.</p> <p>Previously, CEO for Kwangsi had committed for speedy work but he has hardly been seen at the project site, stated Project Manager Lama. He travelled back to China and only arrived in Nepal about two weeks ago, added Lama.</p> <p>Lama informed that construction of the dam was scheduled to completed before the start of 2075 BS but the project has been halted for more than two months which indeed will affect the schedule. He mentioned that if the design was finalized, the construction would have been moving ahead. According to Bhattarai, NOC is planning to implement the system in all tankers within three months.</p> <p>A team of NOC had conducted a long study with Indian Oil Corporation (IOC) on the implementation of the locking system. He also expressed doubts towards the contractor’s performance since the past four years.</p> <p>Earlier, Anup Kumar Upadhyay, secretary at the Ministry of Energy and Kul Mann Ghising, CEO of Nepal Electricity Authority had directed the contractor to accomplish the project within the allotted time. Kul Mann Ghising had also visited the project site for inspection and gave some suggestions to the project management team. Besides, he requested both the management and contractors to inform him about the timeframe for the construction.</p> <p>Chinese company Kwangsi was awarded the contract for designing. Another company named Andraj has been awarded with the construction of Hydro Mechanical works of the project but is waiting for Kwangsi to finish its work. Hydro Mechanical works can only be initiated after the completion of civil engineering works.</p> <p>Previously, CEO for Kwangsi had committed for speedy work but he has hardly been seen at the project site, stated Project Manager Lama. He travelled back to China and only arrived in Nepal about two weeks ago, added Lama.</p> <p>Lama informed that construction of the dam was scheduled to completed before the start of 2075 BS but the project has been halted for more than two months which indeed will affect the schedule. He mentioned that if the design was finalized, the construction would have been moving ahead. According to him, if the design won't get ready then the construction will yet be affected during the monsoon when the river bank will be overflowed with rain water.</p> <p> The project was also hit by landslides, floods, earthquakes and economic blockade of India.
