The Department of Transport Management (DoTM) has implemented the new system after amending the Transport Management Directives-2060.</p>

<p>Before this, transport associations and committees affiliated to the Federation of Nepalese National Transport Entrepreneurs (FNNTE) used to get route permit from the district administration offices. With the implementation of new directives, public transport operators should compulsorily register with the Company Registrar Office.</p>

<p>DoTM Spokesperson Tulsi Ram Aryal informed that they would not provide route permit to any new public transport entrepreneurs until their registration is confirmed.</p>

<p>&nbsp;&ldquo;The directive was amended to eliminate the problems seen in public transport,&rdquo; he said. According to Aryal, public transport entrepreneurs will get permission for new route after been registered with the Company Register Office.</p>

<p>Khatiwada also gave a hint that he would adopt strict measures in revenue collection arguing that the flourishing informal economy has limited revenue collection. He said that the government will adopt austerity measures since the announcement of budget.</p>

Pointing out that 90 percent of the income is spent in consumption, Nepal&rsquo;s consumption growth is too high compared to its production capacity, informed Dr Yuba Raj Khatiwada, minister for finance while releasing the white paper.</p>

<p>Dr Khatiwada attributes this mismatch to the past governments&#39; failure in devising policies focused on boosting production. We are aware about the situation and will introduce policies that will boost production and reduce the gap between Nepal&rsquo;s consumption and production rate, Khatiwada said.&nbsp;</p>

<p>According to the Fifth Household Budget Survey released by Nepal Rastra Bank (NRB) in 2014/15, Nepali households, in average, earn Rs 30,121 on monthly basis but spend Rs 23,883 in consumption which is almost 80 percent of the income. Further, Rs 2,045 is spent as non-consumption expenditure allowing saving of only Rs 4,193 (14 percent). At this point of time, it is a crucial challenge to break the shackles of saving deficit, mentioned Khatiwada.</p>

<p>The white paper also suggested that Nepal&rsquo;s economy has become an import-oriented economy with dependence on commodities for even the development of social, cultural, financial infrastructures on foreign market. The heavy imports are bound to inflict heavy trade deficits and incur rise in production costs for Nepali manufacturers.</p>

<p>Dr Khatiwada clarified during the release of the white paper that the double digit economic growth would be impossible without a structural change in the economy. According to Khatiwada, the long-term economic bases in Nepal, including financial discipline, have weakened creating numerous challenges for the country.</p>

<p>Further, Khatiwada highlighted that national revenues alone may not be able to cover the budget expenditure of Rs 804 billion in the current fiscal year which is 110 percent of the total revenue.&nbsp;</p>

<p>Kolkata Port Trust (KPT), an autonomous body under the Shipping Ministry of India, has agreed to allow Nepal set up the needed infrastructure for warehouse in the land. Nepali importers will be able to use this warehouse within one month, according to Nepal&rsquo;s consul general for Kolkata Ek Narayan Aryal.</p>

<p>&ldquo;The officials of KPT officials during a meeting on March 29 agreed to let us build infrastructure in the land,&rdquo; informed Aryal.</p>

<p>He confirmed that the work will complete within a month.</p>

<p>The government had taken 4,872 square feet of land at Kolkata port on lease in 1973. The government is paying IRs 55,700 for the land every month to India. Importers in Nepal are compelled to pay million of rupees as fine while importing goods from third countries via India. The operation of the warehouse will minimize the fines, Aryal said.&nbsp;&nbsp;&nbsp;</p>

<p>Before this, transport associations and committees affiliated to the Federation of Nepalese National Transport Entrepreneurs (FNNTE) used to get route permit from the district administration offices. With the implementation of new directives, public transport operators should compulsorily register with the Company Registrar Office.</p>

<p>DoTM Spokesperson Tulsi Ram Aryal informed that they would not provide route permit to any new public transport entrepreneurs until their registration is confirmed.</p>

<p>&nbsp;&ldquo;The directive was amended to eliminate the problems seen in public transport,&rdquo; he said. According to Aryal, public transport entrepreneurs will get permission for new route after been registered with the Company Register Office.</p>

Pointing out that 90 percent of the income is spent in consumption, Nepal&rsquo;s consumption growth is too high compared to its production capacity, informed Dr Yuba Raj Khatiwada, minister for finance while releasing the white paper.</p>

<p>Dr Khatiwada attributes this mismatch to the past governments&#39; failure in devising policies focused on boosting production. We are aware about the situation and will introduce policies that will boost production and reduce the gap between Nepal&rsquo;s consumption and production rate, Khatiwada said.&nbsp;</p>

<p>According to the Fifth Household Budget Survey released by Nepal Rastra Bank (NRB) in 2014/15, Nepali households, in average, earn Rs 30,121 on monthly basis but spend Rs 23,883 in consumption which is almost 80 percent of the income. Further, Rs 2,045 is spent as non-consumption expenditure allowing saving of only Rs 4,193 (14 percent). At this point of time, it is a crucial challenge to break the shackles of saving deficit, mentioned Khatiwada.</p>

<p>The white paper also suggested that Nepal&rsquo;s economy has become an import-oriented economy with dependence on commodities for even the development of social, cultural, financial infrastructures on foreign market. The heavy imports are bound to inflict heavy trade deficits and incur rise in production costs for Nepali manufacturers.</p>

<p>Dr Khatiwada clarified during the release of the white paper that the double digit economic growth would be impossible without a structural change in the economy. According to Khatiwada, the long-term economic bases in Nepal, including financial discipline, have weakened creating numerous challenges for the country.</p>

<p>Further, Khatiwada highlighted that national revenues alone may not be able to cover the budget expenditure of Rs 804 billion in the current fiscal year which is 110 percent of the total revenue.&nbsp;</p>

With the implementation of new directives, public transport operators should compulsorily register with the Company Registrar Office.</p>

<p>DoTM Spokesperson Tulsi Ram Aryal informed that they would not provide route permit to any new public transport entrepreneurs until their registration is confirmed.</p>

<p>&nbsp;&ldquo;The directive was amended to eliminate the problems seen in public transport,&rdquo; he said. According to Aryal, public transport entrepreneurs will get permission for new route after been registered with the Company Register Office.</p>

<p>Dr Khatiwada attributes this mismatch to the past governments&#39; failure in devising policies focused on boosting production. We are aware about the situation and will introduce policies that will boost production and reduce the gap between Nepal&rsquo;s consumption and production rate, Khatiwada said.&nbsp;</p>

<p>According to the Fifth Household Budget Survey released by Nepal Rastra Bank (NRB) in 2014/15, Nepali households, in average, earn Rs 30,121 on monthly basis but spend Rs 23,883 in consumption which is almost 80 percent of the income. Further, Rs 2,045 is spent as non-consumption expenditure allowing saving of only Rs 4,193 (14 percent). At this point of time, it is a crucial challenge to break the shackles of saving deficit, mentioned Khatiwada.</p>

<p>The white paper also suggested that Nepal&rsquo;s economy has become an import-oriented economy with dependence on commodities for even the development of social, cultural, financial infrastructures on foreign market. The heavy imports are bound to inflict heavy trade deficits and incur rise in production costs for Nepali manufacturers.</p>

<p>Dr Khatiwada clarified during the release of the white paper that the double digit economic growth would be impossible without a structural change in the economy. According to Khatiwada, the long-term economic bases in Nepal, including financial discipline, have weakened creating numerous challenges for the country.</p>

<p>Further, Khatiwada highlighted that national revenues alone may not be able to cover the budget expenditure of Rs 804 billion in the current fiscal year which is 110 percent of the total revenue.&nbsp;</p>

Nepali importers will be able to use this warehouse within one month, according to Nepal&rsquo;s consul general for Kolkata Ek Narayan Aryal.</p>

<p>&ldquo;The officials of KPT officials during a meeting on March 29 agreed to let us build infrastructure in the land,&rdquo; informed Aryal.</p>

<p>He confirmed that the work will complete within a month.</p>

<p>The government had taken 4,872 square feet of land at Kolkata port on lease in 1973. The government is paying IRs 55,700 for the land every month to India. Importers in Nepal are compelled to pay million of rupees as fine while importing goods from third countries via India. The operation of the warehouse will minimize the fines, Aryal said.&nbsp;&nbsp;&nbsp;</p>

<p>Before this, transport associations and committees affiliated to the Federation of Nepalese National Transport Entrepreneurs (FNNTE) used to get route permit from the district administration offices. With the implementation of new directives, public transport operators should compulsorily register with the Company Registrar Office.</p>

<p>DoTM Spokesperson Tulsi Ram Aryal informed that they would not provide route permit to any new public transport entrepreneurs until their registration is confirmed.</p>

<p>&nbsp;&ldquo;The directive was amended to eliminate the problems seen in public transport,&rdquo; he said. According to Aryal, public transport entrepreneurs will get permission for new route after been registered with the Company Register Office.</p>

Pointing out that 90 percent of the income is spent in consumption, Nepal&rsquo;s consumption growth is too high compared to its production capacity, informed Dr Yuba Raj Khatiwada, minister for finance while releasing the white paper.</p>

<p>Dr Khatiwada attributes this mismatch to the past governments&#39; failure in devising policies focused on boosting production. We are aware about the situation and will introduce policies that will boost production and reduce the gap between Nepal&rsquo;s consumption and production rate, Khatiwada said.&nbsp;</p>

<p>According to the Fifth Household Budget Survey released by Nepal Rastra Bank (NRB) in 2014/15, Nepali households, in average, earn Rs 30,121 on monthly basis but spend Rs 23,883 in consumption which is almost 80 percent of the income. Further, Rs 2,045 is spent as non-consumption expenditure allowing saving of only Rs 4,193 (14 percent). At this point of time, it is a crucial challenge to break the shackles of saving deficit, mentioned Khatiwada.</p>

<p>The white paper also suggested that Nepal&rsquo;s economy has become an import-oriented economy with dependence on commodities for even the development of social, cultural, financial infrastructures on foreign market. The heavy imports are bound to inflict heavy trade deficits and incur rise in production costs for Nepali manufacturers.</p>

<p>Dr Khatiwada clarified during the release of the white paper that the double digit economic growth would be impossible without a structural change in the economy. According to Khatiwada, the long-term economic bases in Nepal, including financial discipline, have weakened creating numerous challenges for the country.</p>

<p>Further, Khatiwada highlighted that national revenues alone may not be able to cover the budget expenditure of Rs 804 billion in the current fiscal year which is 110 percent of the total revenue.&nbsp;</p>

Nepali importers will be able to use this warehouse within one month, according to Nepal&rsquo;s consul general for Kolkata Ek Narayan Aryal.</p>

<p>&ldquo;The officials of KPT officials during a meeting on March 29 agreed to let us build infrastructure in the land,&rdquo; informed Aryal.</p>

<p>He confirmed that the work will complete within a month.</p>

<p>The government had taken 4,872 square feet of land at Kolkata port on lease in 1973. The government is paying IRs 55,700 for the land every month to India. Importers in Nepal are compelled to pay million of rupees as fine while importing goods from third countries via India. The operation of the warehouse will minimize the fines, Aryal said.&nbsp;&nbsp;&nbsp;</p>
