According to committee member Suprabhat Bhandari, arrested students will be taken to the ward police station and will be handed to their parents later. (We’ve noted here that many companies prefer to hire– and even pay a premium for– snazzy outsiders, rather than promote tried-and-true insiders, even though the latter often perform better. </div> <div> </div> <div> “If your résumé hints more at your potential, rather than your achievement, people are going to think you are a more exciting and more interesting candidate than otherwise,” says co-author Michael Norton, an associate professor at Harvard Business School. </div> <div> </div> <div> However, he adds, you need to have actual accomplishments to back up the claims of potential. “If you have no achievements that could be a problem,” he says. </div> <div> </div> <div> The researchers used eight experiments to come to their conclusion that potential (e.g., “this person could win an award for his work”) is more powerful than performance (e.g. “this person has won an award for his work”). </div> <div> </div> <div> In one study, 77 subjects evaluated two hypothetical applicants for a management job. One rated very highly on a test measuring leadership potential but more moderately on a test measuring actual leadership achievement. The other candidate rated highly on a test measuring leadership achievement, but more moderately on the test measuring potential. The subjects were more excited about the candidate with the thinner résumé of achievement, the researchers found. </div> <div> </div> <div> The researchers also had participants simulate managing an NBA team, evaluating players based on actual scoring stats for a five-year league veteran or on projected stats for an incoming rookie with five years of predicted outcomes. The subjects showed a clear preference for the untested rookie and were willing to pay some 20% more — which translated to $1 million more — than the proven veteran. </div> <div> </div> <div> In another study, the researchers ran two Facebook ads for a comedian. One touted his achievements (”Critics say he has become the next big thing”) while another offered his potential (“Critics say he could become the next big thing.”) The ad showing the comedian’s potential were more than twice as likely to be clicked and garner a “like” than the former. </div> <div> </div> <div> The researchers don’t know for sure why potential is seen as more appealing than performance, but one theory is that potential carries with it a sense of uncertainty — the candidate could achieve greatness or not. </div> <div> </div> <div> While experienced candidates present a detailed picture about what their performance limits are, for those with thinner résumés the sky is, potentially, the limit, says Dr Norton. He adds that with unknown candidates, people tend to focus on upside potential, and “not nearly as much on the downside risk.” </div> <div> </div> <div> How can these lessons be applied to your own workplace or job search? The study’s authors suggest emphasizing potential in résumés and job-recommendation letters-while also providing evidence to support that claim. “When endorsing individuals for jobs, promotions, or graduate school, then, it seems prudent to highlight their potential as a means of engaging recruiters,’ employers,’ and university admissions officers’ interest,” they write. </div> <div> </div> <div> Moreover, those making hiring decisions should be aware of these biases when evaluating candidates, so they don’t ignore candidates, especially well-known internal ones, with demonstrated expertise. When managers are too wowed by potential, “you can start to make decisions that aren’t in the best interest of the organization.” </div> <div> </div> <div> The findings have implications beyond hiring, too. The business community too diverts itself out of other business and concentrates on the game of getting license for one or other natural resource, and worse still, they involve in the selling these licenses at higher price than actually developing the projects. </div> <div> </div> <div> Resource curse context thus explains the ongoing problem in the development of hydropower. The country has been reeling under massive power outage problem in spite of availability of abundant water resources. </div> <div> </div> <div> Every economic sector has already started to suffer due to regular power outage problem. Heavy load shedding has increased cost of production of domestic industries that are already hit hard by several other problems including labour unrest and forceful donation drive of the political parties. </div> <div> </div> <div> The cost of power intensive industry has risen four times due to diesel or coal generated electricity cost, according industrialists. Private sector often says the country is fast losing its competitiveness due to rising production cost. Similarly, many other opportunities could have been opened if there was sufficient energy supply to run industries. </div> <div> </div> <div> The country has, however, a long way to go to completely tap the hydropower potential. Successive government has been failing to introduce stable and transparent policy in the hydropower regime. Similarly, the private sector and concerned parties are yet to put sincere effort for the growth of hydropower sector. </div> <div> </div> <div> The existing hydropower development models, laws as well as our mindset of both the government and some players of private sector are considered to be the major hurdles to tap hydropower potential. So, the government should review and make necessary changes in the existing models and laws. Some consensus to some handful projects is not a long term solution. If such strategy is to be resorted for a few projects, there must be a good reason. For example, it may be used as the initial big push required to jump start development of this sector. </div> <div> </div> <div> The government should be visionary and should take investors into confidence. As the investment in hydropower is for the long-term, the government should ensure policy and interest rate stability for decades, not for a few years, for such projects. </div> <div> </div> <div> Current bureaucracy, however, wants to create hurdles and just keep the existing problems to create space for corruption. </div> <div> </div> <div> The government should learn from past experiences in hydro sector and should put its effort to pave the way for big projects. Couple of big projects should be brought in the stream anyhow. Otherwise the country will further plunge into power crisis. </div> <div> </div> <div> The government should ensure policy stability to complete the so called ‘super six’ and other projects that are already licensed and in which the promoters are enthusiastic. Completion of a few hydro projects in speedy manner can accelerate economic activities in the country. The country will not lose much in the long run if it provides incentives to companies who want to take risk by investing in hydro sector at present. The government should take initiative for fast converting the natural resources into productive economic assets to convert ‘resource curse’ into ‘resource boon’. The advanced countries are facing an immediate “aging” problem, but most of the emerging economies are also in the midst of a demographic transition that will result in an age structure similar to that of the advanced economies – that is, an inverted pyramid – in just two or three decades. Indeed, China will get there much sooner. </div> <div> </div> <div> Multiple problems affect employment. Weak demand in the aftermath of the global financial crisis that began in 2008 remains a key factor in Europe, the United States, and Japan. But longer-term structural issues are weighing down labor markets as well. </div> <div> </div> <div> Most important, globalization results in a continuous shift of comparative advantage, creating serious adjustment problems as employment created in new activities does not necessarily compensate for the loss of jobs in old ones. In any case, most new jobs require different skills, implying that workers losing their jobs in dying industries have little hope of finding another one. </div> <div> </div> <div> Moreover, technological progress is becoming ever more “labor-saving,” with computers and robots replacing human workers in settings ranging from supermarkets to automobile assembly lines. Given the volatile macroeconomic outlook, many firms are reluctant to hire new workers, leading to high youth unemployment throughout the world. </div> <div> </div> <div> At the same time, aging – and the associated cost of health care for the elderly – constitutes the main fiscal challenge in maturing societies. By the middle of this century, life expectancy at age 60 will have risen by about ten years relative to the post-World War II period, when current retirement ages were fixed. </div> <div> </div> <div> Marginal changes to existing arrangements are unlikely to be sufficient to respond to technological forces, reduce social tensions and young people’s fears, or address growing fiscal burdens. A radical reassessment of work, skill formation, retirement, and leisure is needed, with several principles forming the core of any comprehensive reform. </div> <div> </div> <div> For starters, skill formation and development must become a life-long process, starting with formal schooling, but continuing through on-the-job training and intervals of full-time education at different points in life. Special youth insertion programs should become a normal part of public support for employment and career formation, with exemption from social-security contributions for the first one or two years of employment. </div> <div> </div> <div> A second principle is that retirement should be a gradual process. People could work an average of 1,800-2,000 hours per year until they reach their 50’s, taper off to 1,300-1,500 hours in their early 60’s, and move toward the 500-1,000 range as they approach 70. A hospital nurse, an airplane crew member, or a secondary-school teacher, for example, could work five days a week until her late fifties, four days a week until age 62, three days until age 65, and perhaps two days until age 70. </div> <div> </div> <div> Employers and workers should negotiate such flexibility, but they should do so with incentives and financial support from government – for example, variable social-security and income taxes. Paid holidays can be 3-4 weeks until age 45, gradually increasing to 7-8 weeks in one’s late 60’s. Maternity and paternity leave should be increased where it is low, such as in the United States. </div> <div> </div> <div> Public policies should also encourage greater scope for individual choice. Apparently, it was Dr Bhattarai himself, while Prime Minister, who recommended the President to grant amnesty for a leader charged with murder. </div> <div> </div> <div> Should it be considered a crime in democracy when an ex-king attempts to woo flood victims by providing humanitarian assistance? Or, does he deserve prosecution just because he exercised his constitutional right of mobility by embarking on a trip to the far-west as a citizen of Nepal? </div> <div> </div> <div> It was easy for political leaders to pass the buck to the King while monarchy was at helm. But with monarchy all gone, the leaders have failed miserably to live up to people’s expectations. This is gradually leading to frustration, resentment and detestation among the public towards the current political dispensation. While this is not a good sign for Nepal’s nascent republic democracy, leaders should find solutions in correcting their course instead of mudslinging the erstwhile monarchy. </div> <div> </div> <div> There is no way a dead monarchy will make a comeback. Fear over the deposed monarchy’s revival is simply unfounded; the fear-mongering is an attempt to conceal one’s own incompetency and deflect public criticisms for wrongdoings. </div> <div> </div> <div> Reinstating the monarchy, no doubt, would be a regressive move. Feeble voices from a political section - particularly from the CPN (Maoist) party and a few leaders of the Nepali Congress in favour of the abolished monarchy - will either dissipate or be discarded by the people. </div> <div> </div> <div> The hue and cry over a small philanthropic move of a constitutionally powerless king reflects nothing but the defeated psyche of the UCPN (Maoist) leader. Obviously, people, who have fought for a long time for establishing a republic with multiparty democracy, would not look for monarchy as an alternative system. However, that does not necessarily mean people would stick to the same bunch of leaders who have failed to address their aspirations even after half a decade of regime change. </div> <div> </div> <div> In democracy, there should not be any room for negation, and never the politics of violence and coercion. The deposed king should be subjected to free trial if he commits any unlawful activity, but he should not be hounded time and again out of vengeance. </div> <div> </div> <div> The time is ripe for party leaders to introspect on their deeds on why they could not institutionalise a federal democratic republic and failed to win the hearts of the people. (We’ve noted here that many companies prefer to hire– and even pay a premium for– snazzy outsiders, rather than promote tried-and-true insiders, even though the latter often perform better. </div> <div> </div> <div> “If your résumé hints more at your potential, rather than your achievement, people are going to think you are a more exciting and more interesting candidate than otherwise,” says co-author Michael Norton, an associate professor at Harvard Business School. </div> <div> </div> <div> However, he adds, you need to have actual accomplishments to back up the claims of potential. “If you have no achievements that could be a problem,” he says. </div> <div> </div> <div> The researchers used eight experiments to come to their conclusion that potential (e.g., “this person could win an award for his work”) is more powerful than performance (e.g. “this person has won an award for his work”). </div> <div> </div> <div> In one study, 77 subjects evaluated two hypothetical applicants for a management job. One rated very highly on a test measuring leadership potential but more moderately on a test measuring actual leadership achievement. The other candidate rated highly on a test measuring leadership achievement, but more moderately on the test measuring potential. The subjects were more excited about the candidate with the thinner résumé of achievement, the researchers found. </div> <div> </div> <div> The researchers also had participants simulate managing an NBA team, evaluating players based on actual scoring stats for a five-year league veteran or on projected stats for an incoming rookie with five years of predicted outcomes. The subjects showed a clear preference for the untested rookie and were willing to pay some 20% more — which translated to $1 million more — than the proven veteran. </div> <div> </div> <div> In another study, the researchers ran two Facebook ads for a comedian. One touted his achievements (”Critics say he has become the next big thing”) while another offered his potential (“Critics say he could become the next big thing.”) The ad showing the comedian’s potential were more than twice as likely to be clicked and garner a “like” than the former. </div> <div> </div> <div> The researchers don’t know for sure why potential is seen as more appealing than performance, but one theory is that potential carries with it a sense of uncertainty — the candidate could achieve greatness or not. </div> <div> </div> <div> While experienced candidates present a detailed picture about what their performance limits are, for those with thinner résumés the sky is, potentially, the limit, says Dr Norton. He adds that with unknown candidates, people tend to focus on upside potential, and “not nearly as much on the downside risk.” </div> <div> </div> <div> How can these lessons be applied to your own workplace or job search? The study’s authors suggest emphasizing potential in résumés and job-recommendation letters-while also providing evidence to support that claim. “When endorsing individuals for jobs, promotions, or graduate school, then, it seems prudent to highlight their potential as a means of engaging recruiters,’ employers,’ and university admissions officers’ interest,” they write. </div> <div> </div> <div> Moreover, those making hiring decisions should be aware of these biases when evaluating candidates, so they don’t ignore candidates, especially well-known internal ones, with demonstrated expertise. When managers are too wowed by potential, “you can start to make decisions that aren’t in the best interest of the organization.” </div> <div> </div> <div> The findings have implications beyond hiring, too. The business community too diverts itself out of other business and concentrates on the game of getting license for one or other natural resource, and worse still, they involve in the selling these licenses at higher price than actually developing the projects. </div> <div> </div> <div> Resource curse context thus explains the ongoing problem in the development of hydropower. The country has been reeling under massive power outage problem in spite of availability of abundant water resources. </div> <div> </div> <div> Every economic sector has already started to suffer due to regular power outage problem. Heavy load shedding has increased cost of production of domestic industries that are already hit hard by several other problems including labour unrest and forceful donation drive of the political parties. </div> <div> </div> <div> The cost of power intensive industry has risen four times due to diesel or coal generated electricity cost, according industrialists. Private sector often says the country is fast losing its competitiveness due to rising production cost. Similarly, many other opportunities could have been opened if there was sufficient energy supply to run industries. </div> <div> </div> <div> The country has, however, a long way to go to completely tap the hydropower potential. Successive government has been failing to introduce stable and transparent policy in the hydropower regime. Similarly, the private sector and concerned parties are yet to put sincere effort for the growth of hydropower sector. </div> <div> </div> <div> The existing hydropower development models, laws as well as our mindset of both the government and some players of private sector are considered to be the major hurdles to tap hydropower potential. So, the government should review and make necessary changes in the existing models and laws. Some consensus to some handful projects is not a long term solution. If such strategy is to be resorted for a few projects, there must be a good reason. For example, it may be used as the initial big push required to jump start development of this sector. </div> <div> </div> <div> The government should be visionary and should take investors into confidence. As the investment in hydropower is for the long-term, the government should ensure policy and interest rate stability for decades, not for a few years, for such projects. </div> <div> </div> <div> Current bureaucracy, however, wants to create hurdles and just keep the existing problems to create space for corruption. </div> <div> </div> <div> The government should learn from past experiences in hydro sector and should put its effort to pave the way for big projects. Couple of big projects should be brought in the stream anyhow. Otherwise the country will further plunge into power crisis. </div> <div> </div> <div> The government should ensure policy stability to complete the so called ‘super six’ and other projects that are already licensed and in which the promoters are enthusiastic. Completion of a few hydro projects in speedy manner can accelerate economic activities in the country. The country will not lose much in the long run if it provides incentives to companies who want to take risk by investing in hydro sector at present. The government should take initiative for fast converting the natural resources into productive economic assets to convert ‘resource curse’ into ‘resource boon’. The advanced countries are facing an immediate “aging” problem, but most of the emerging economies are also in the midst of a demographic transition that will result in an age structure similar to that of the advanced economies – that is, an inverted pyramid – in just two or three decades. Indeed, China will get there much sooner. </div> <div> </div> <div> Multiple problems affect employment. Weak demand in the aftermath of the global financial crisis that began in 2008 remains a key factor in Europe, the United States, and Japan. But longer-term structural issues are weighing down labor markets as well. </div> <div> </div> <div> Most important, globalization results in a continuous shift of comparative advantage, creating serious adjustment problems as employment created in new activities does not necessarily compensate for the loss of jobs in old ones. In any case, most new jobs require different skills, implying that workers losing their jobs in dying industries have little hope of finding another one. </div> <div> </div> <div> Moreover, technological progress is becoming ever more “labor-saving,” with computers and robots replacing human workers in settings ranging from supermarkets to automobile assembly lines. Given the volatile macroeconomic outlook, many firms are reluctant to hire new workers, leading to high youth unemployment throughout the world. </div> <div> </div> <div> At the same time, aging – and the associated cost of health care for the elderly – constitutes the main fiscal challenge in maturing societies. By the middle of this century, life expectancy at age 60 will have risen by about ten years relative to the post-World War II period, when current retirement ages were fixed. </div> <div> </div> <div> Marginal changes to existing arrangements are unlikely to be sufficient to respond to technological forces, reduce social tensions and young people’s fears, or address growing fiscal burdens. A radical reassessment of work, skill formation, retirement, and leisure is needed, with several principles forming the core of any comprehensive reform. </div> <div> </div> <div> For starters, skill formation and development must become a life-long process, starting with formal schooling, but continuing through on-the-job training and intervals of full-time education at different points in life. Special youth insertion programs should become a normal part of public support for employment and career formation, with exemption from social-security contributions for the first one or two years of employment. </div> <div> </div> <div> A second principle is that retirement should be a gradual process. People could work an average of 1,800-2,000 hours per year until they reach their 50’s, taper off to 1,300-1,500 hours in their early 60’s, and move toward the 500-1,000 range as they approach 70. A hospital nurse, an airplane crew member, or a secondary-school teacher, for example, could work five days a week until her late fifties, four days a week until age 62, three days until age 65, and perhaps two days until age 70. </div> <div> </div> <div> Employers and workers should negotiate such flexibility, but they should do so with incentives and financial support from government – for example, variable social-security and income taxes. Paid holidays can be 3-4 weeks until age 45, gradually increasing to 7-8 weeks in one’s late 60’s. Maternity and paternity leave should be increased where it is low, such as in the United States. </div> <div> </div> <div> Public policies should also encourage greater scope for individual choice. For example, every ten years, a worker should be able to engage in a year of formal learning, with one-third of the cost paid by the employer, one-third by public funds, and one-third by personal savings (these proportions could vary by income bracket). </div> <div> </div> <div> The overall objective should be a society in which, health permitting, citizens work and pay taxes until close to the age of 70, but less intensively with advancing age and in a flexible manner that reflects individual circumstances. Apparently, it was Dr Bhattarai himself, while Prime Minister, who recommended the President to grant amnesty for a leader charged with murder. </div> <div> </div> <div> Should it be considered a crime in democracy when an ex-king attempts to woo flood victims by providing humanitarian assistance? Or, does he deserve prosecution just because he exercised his constitutional right of mobility by embarking on a trip to the far-west as a citizen of Nepal? </div> <div> </div> <div> It was easy for political leaders to pass the buck to the King while monarchy was at helm. But with monarchy all gone, the leaders have failed miserably to live up to people’s expectations. This is gradually leading to frustration, resentment and detestation among the public towards the current political dispensation. While this is not a good sign for Nepal’s nascent republic democracy, leaders should find solutions in correcting their course instead of mudslinging the erstwhile monarchy. </div> <div> </div> <div> There is no way a dead monarchy will make a comeback. Fear over the deposed monarchy’s revival is simply unfounded; the fear-mongering is an attempt to conceal one’s own incompetency and deflect public criticisms for wrongdoings. </div> <div> </div> <div> Reinstating the monarchy, no doubt, would be a regressive move. Feeble voices from a political section - particularly from the CPN (Maoist) party and a few leaders of the Nepali Congress in favour of the abolished monarchy - will either dissipate or be discarded by the people. </div> <div> </div> <div> The hue and cry over a small philanthropic move of a constitutionally powerless king reflects nothing but the defeated psyche of the UCPN (Maoist) leader. Obviously, people, who have fought for a long time for establishing a republic with multiparty democracy, would not look for monarchy as an alternative system. However, that does not necessarily mean people would stick to the same bunch of leaders who have failed to address their aspirations even after half a decade of regime change. </div> <div> </div> <div> In democracy, there should not be any room for negation, and never the politics of violence and coercion. The deposed king should be subjected to free trial if he commits any unlawful activity, but he should not be hounded time and again out of vengeance. </div> <div> </div> <div> The time is ripe for party leaders to introspect on their deeds on why they could not institutionalise a federal democratic republic and failed to win the hearts of the people. The country has been reeling under massive power outage problem in spite of availability of abundant water resources. </div> <div> </div> <div> Every economic sector has already started to suffer due to regular power outage problem. Heavy load shedding has increased cost of production of domestic industries that are already hit hard by several other problems including labour unrest and forceful donation drive of the political parties. </div> <div> </div> <div> The cost of power intensive industry has risen four times due to diesel or coal generated electricity cost, according industrialists. Private sector often says the country is fast losing its competitiveness due to rising production cost. Similarly, many other opportunities could have been opened if there was sufficient energy supply to run industries. </div> <div> </div> <div> The country has, however, a long way to go to completely tap the hydropower potential. Successive government has been failing to introduce stable and transparent policy in the hydropower regime. Similarly, the private sector and concerned parties are yet to put sincere effort for the growth of hydropower sector. </div> <div> </div> <div> The existing hydropower development models, laws as well as our mindset of both the government and some players of private sector are considered to be the major hurdles to tap hydropower potential. So, the government should review and make necessary changes in the existing models and laws. Some consensus to some handful projects is not a long term solution. If such strategy is to be resorted for a few projects, there must be a good reason. For example, it may be used as the initial big push required to jump start development of this sector. </div> <div> </div> <div> The government should be visionary and should take investors into confidence. As the investment in hydropower is for the long-term, the government should ensure policy and interest rate stability for decades, not for a few years, for such projects. </div> <div> </div> <div> Current bureaucracy, however, wants to create hurdles and just keep the existing problems to create space for corruption. </div> <div> </div> <div> The government should learn from past experiences in hydro sector and should put its effort to pave the way for big projects. Couple of big projects should be brought in the stream anyhow. Otherwise the country will further plunge into power crisis. </div> <div> </div> <div> The government should ensure policy stability to complete the so called ‘super six’ and other projects that are already licensed and in which the promoters are enthusiastic. Completion of a few hydro projects in speedy manner can accelerate economic activities in the country. The country will not lose much in the long run if it provides incentives to companies who want to take risk by investing in hydro sector at present. The government should take initiative for fast converting the natural resources into productive economic assets to convert ‘resource curse’ into ‘resource boon’. The advanced countries are facing an immediate “aging” problem, but most of the emerging economies are also in the midst of a demographic transition that will result in an age structure similar to that of the advanced economies – that is, an inverted pyramid – in just two or three decades. Indeed, China will get there much sooner. </div> <div> </div> <div> Multiple problems affect employment. Weak demand in the aftermath of the global financial crisis that began in 2008 remains a key factor in Europe, the United States, and Japan. But longer-term structural issues are weighing down labor markets as well. </div> <div> </div> <div> Most important, globalization results in a continuous shift of comparative advantage, creating serious adjustment problems as employment created in new activities does not necessarily compensate for the loss of jobs in old ones. In any case, most new jobs require different skills, implying that workers losing their jobs in dying industries have little hope of finding another one. </div> <div> </div> <div> Moreover, technological progress is becoming ever more “labor-saving,” with computers and robots replacing human workers in settings ranging from supermarkets to automobile assembly lines. Given the volatile macroeconomic outlook, many firms are reluctant to hire new workers, leading to high youth unemployment throughout the world. </div> <div> </div> <div> At the same time, aging – and the associated cost of health care for the elderly – constitutes the main fiscal challenge in maturing societies. By the middle of this century, life expectancy at age 60 will have risen by about ten years relative to the post-World War II period, when current retirement ages were fixed. </div> <div> </div> <div> Marginal changes to existing arrangements are unlikely to be sufficient to respond to technological forces, reduce social tensions and young people’s fears, or address growing fiscal burdens. A radical reassessment of work, skill formation, retirement, and leisure is needed, with several principles forming the core of any comprehensive reform. </div> <div> </div> <div> For starters, skill formation and development must become a life-long process, starting with formal schooling, but continuing through on-the-job training and intervals of full-time education at different points in life. Special youth insertion programs should become a normal part of public support for employment and career formation, with exemption from social-security contributions for the first one or two years of employment. </div> <div> </div> <div> A second principle is that retirement should be a gradual process. People could work an average of 1,800-2,000 hours per year until they reach their 50’s, taper off to 1,300-1,500 hours in their early 60’s, and move toward the 500-1,000 range as they approach 70. A hospital nurse, an airplane crew member, or a secondary-school teacher, for example, could work five days a week until her late fifties, four days a week until age 62, three days until age 65, and perhaps two days until age 70. </div> <div> </div> <div> Employers and workers should negotiate such flexibility, but they should do so with incentives and financial support from government – for example, variable social-security and income taxes. Paid holidays can be 3-4 weeks until age 45, gradually increasing to 7-8 weeks in one’s late 60’s. Maternity and paternity leave should be increased where it is low, such as in the United States. </div> <div> </div> <div> Public policies should also encourage greater scope for individual choice. For example, every ten years, a worker should be able to engage in a year of formal learning, with one-third of the cost paid by the employer, one-third by public funds, and one-third by personal savings (these proportions could vary by income bracket). </div> <div> </div> <div> The overall objective should be a society in which, health permitting, citizens work and pay taxes until close to the age of 70, but less intensively with advancing age and in a flexible manner that reflects individual circumstances. In fact, gradual and flexible retirement would in many cases benefit not only employers and governments, but also workers themselves, because continued occupational engagement is often a source of personal satisfaction and emotionally enriching social interaction. </div> <div> </div> <div> Using the Gallup World Poll, my colleagues at the Brookings Institution in Washington, DC, Carol Graham and Milena Nikolova, have found that the happiest cohorts are those who work part-time voluntarily. In exchange for longer work lives, citizens would have more time for both leisure and skill formation throughout their lives, with positive effects on productivity and life satisfaction. </div> <div> </div> <div> The new social contract for the first half of the twenty-first century must be one that combines fiscal realism, significant room for individual preferences, and strong social solidarity and protection against shocks stemming from personal circumstances or a volatile economy. Many countries are taking steps in this direction. They are too timid. Apparently, it was Dr Bhattarai himself, while Prime Minister, who recommended the President to grant amnesty for a leader charged with murder. </div> <div> </div> <div> Should it be considered a crime in democracy when an ex-king attempts to woo flood victims by providing humanitarian assistance? Or, does he deserve prosecution just because he exercised his constitutional right of mobility by embarking on a trip to the far-west as a citizen of Nepal? </div> <div> </div> <div> It was easy for political leaders to pass the buck to the King while monarchy was at helm. But with monarchy all gone, the leaders have failed miserably to live up to people’s expectations. This is gradually leading to frustration, resentment and detestation among the public towards the current political dispensation. While this is not a good sign for Nepal’s nascent republic democracy, leaders should find solutions in correcting their course instead of mudslinging the erstwhile monarchy. </div> <div> </div> <div> There is no way a dead monarchy will make a comeback. Fear over the deposed monarchy’s revival is simply unfounded; the fear-mongering is an attempt to conceal one’s own incompetency and deflect public criticisms for wrongdoings. </div> <div> </div> <div> Reinstating the monarchy, no doubt, would be a regressive move. Feeble voices from a political section - particularly from the CPN (Maoist) party and a few leaders of the Nepali Congress in favour of the abolished monarchy - will either dissipate or be discarded by the people. </div> <div> </div> <div> The hue and cry over a small philanthropic move of a constitutionally powerless king reflects nothing but the defeated psyche of the UCPN (Maoist) leader. Obviously, people, who have fought for a long time for establishing a republic with multiparty democracy, would not look for monarchy as an alternative system. However, that does not necessarily mean people would stick to the same bunch of leaders who have failed to address their aspirations even after half a decade of regime change. </div> <div> </div> <div> In democracy, there should not be any room for negation, and never the politics of violence and coercion. The deposed king should be subjected to free trial if he commits any unlawful activity, but he should not be hounded time and again out of vengeance. </div> <div> </div> <div> The time is ripe for party leaders to introspect on their deeds on why they could not institutionalise a federal democratic republic and failed to win the hearts of the people. (We’ve noted here that many companies prefer to hire– and even pay a premium for– snazzy outsiders, rather than promote tried-and-true insiders, even though the latter often perform better. </div> <div> </div> <div> “If your résumé hints more at your potential, rather than your achievement, people are going to think you are a more exciting and more interesting candidate than otherwise,” says co-author Michael Norton, an associate professor at Harvard Business School. </div> <div> </div> <div> However, he adds, you need to have actual accomplishments to back up the claims of potential. “If you have no achievements that could be a problem,” he says. </div> <div> </div> <div> The researchers used eight experiments to come to their conclusion that potential (e.g., “this person could win an award for his work”) is more powerful than performance (e.g. “this person has won an award for his work”). </div> <div> </div> <div> In one study, 77 subjects evaluated two hypothetical applicants for a management job. One rated very highly on a test measuring leadership potential but more moderately on a test measuring actual leadership achievement. The other candidate rated highly on a test measuring leadership achievement, but more moderately on the test measuring potential. The subjects were more excited about the candidate with the thinner résumé of achievement, the researchers found. </div> <div> </div> <div> The researchers also had participants simulate managing an NBA team, evaluating players based on actual scoring stats for a five-year league veteran or on projected stats for an incoming rookie with five years of predicted outcomes. The subjects showed a clear preference for the untested rookie and were willing to pay some 20% more — which translated to $1 million more — than the proven veteran. </div> <div> </div> <div> In another study, the researchers ran two Facebook ads for a comedian. One touted his achievements (”Critics say he has become the next big thing”) while another offered his potential (“Critics say he could become the next big thing.”) The ad showing the comedian’s potential were more than twice as likely to be clicked and garner a “like” than the former. </div> <div> </div> <div> The researchers don’t know for sure why potential is seen as more appealing than performance, but one theory is that potential carries with it a sense of uncertainty — the candidate could achieve greatness or not. </div> <div> </div> <div> While experienced candidates present a detailed picture about what their performance limits are, for those with thinner résumés the sky is, potentially, the limit, says Dr Norton. He adds that with unknown candidates, people tend to focus on upside potential, and “not nearly as much on the downside risk.” </div> <div> </div> <div> How can these lessons be applied to your own workplace or job search? The study’s authors suggest emphasizing potential in résumés and job-recommendation letters-while also providing evidence to support that claim. “When endorsing individuals for jobs, promotions, or graduate school, then, it seems prudent to highlight their potential as a means of engaging recruiters,’ employers,’ and university admissions officers’ interest,” they write. </div> <div> </div> <div> Moreover, those making hiring decisions should be aware of these biases when evaluating candidates, so they don’t ignore candidates, especially well-known internal ones, with demonstrated expertise. When managers are too wowed by potential, “you can start to make decisions that aren’t in the best interest of the organization.” </div> <div> </div> <div> The findings have implications beyond hiring, too. The business community too diverts itself out of other business and concentrates on the game of getting license for one or other natural resource, and worse still, they involve in the selling these licenses at higher price than actually developing the projects. </div> <div> </div> <div> Resource curse context thus explains the ongoing problem in the development of hydropower. The country has been reeling under massive power outage problem in spite of availability of abundant water resources. </div> <div> </div> <div> Every economic sector has already started to suffer due to regular power outage problem. Heavy load shedding has increased cost of production of domestic industries that are already hit hard by several other problems including labour unrest and forceful donation drive of the political parties. </div> <div> </div> <div> The cost of power intensive industry has risen four times due to diesel or coal generated electricity cost, according industrialists. Private sector often says the country is fast losing its competitiveness due to rising production cost. Similarly, many other opportunities could have been opened if there was sufficient energy supply to run industries. </div> <div> </div> <div> The country has, however, a long way to go to completely tap the hydropower potential. Successive government has been failing to introduce stable and transparent policy in the hydropower regime. Similarly, the private sector and concerned parties are yet to put sincere effort for the growth of hydropower sector. </div> <div> </div> <div> The existing hydropower development models, laws as well as our mindset of both the government and some players of private sector are considered to be the major hurdles to tap hydropower potential. So, the government should review and make necessary changes in the existing models and laws. Some consensus to some handful projects is not a long term solution. If such strategy is to be resorted for a few projects, there must be a good reason. For example, it may be used as the initial big push required to jump start development of this sector. </div> <div> </div> <div> The government should be visionary and should take investors into confidence. As the investment in hydropower is for the long-term, the government should ensure policy and interest rate stability for decades, not for a few years, for such projects. </div> <div> </div> <div> Current bureaucracy, however, wants to create hurdles and just keep the existing problems to create space for corruption. </div> <div> </div> <div> The government should learn from past experiences in hydro sector and should put its effort to pave the way for big projects. Couple of big projects should be brought in the stream anyhow. Otherwise the country will further plunge into power crisis. </div> <div> </div> <div> The government should ensure policy stability to complete the so called ‘super six’ and other projects that are already licensed and in which the promoters are enthusiastic. Completion of a few hydro projects in speedy manner can accelerate economic activities in the country. The country will not lose much in the long run if it provides incentives to companies who want to take risk by investing in hydro sector at present. The government should take initiative for fast converting the natural resources into productive economic assets to convert ‘resource curse’ into ‘resource boon’. The advanced countries are facing an immediate “aging” problem, but most of the emerging economies are also in the midst of a demographic transition that will result in an age structure similar to that of the advanced economies – that is, an inverted pyramid – in just two or three decades. Indeed, China will get there much sooner. </div> <div> </div> <div> Multiple problems affect employment. Weak demand in the aftermath of the global financial crisis that began in 2008 remains a key factor in Europe, the United States, and Japan. But longer-term structural issues are weighing down labor markets as well. </div> <div> </div> <div> Most important, globalization results in a continuous shift of comparative advantage, creating serious adjustment problems as employment created in new activities does not necessarily compensate for the loss of jobs in old ones. In any case, most new jobs require different skills, implying that workers losing their jobs in dying industries have little hope of finding another one. </div> <div> </div> <div> Moreover, technological progress is becoming ever more “labor-saving,” with computers and robots replacing human workers in settings ranging from supermarkets to automobile assembly lines. Given the volatile macroeconomic outlook, many firms are reluctant to hire new workers, leading to high youth unemployment throughout the world. </div> <div> </div> <div> At the same time, aging – and the associated cost of health care for the elderly – constitutes the main fiscal challenge in maturing societies. By the middle of this century, life expectancy at age 60 will have risen by about ten years relative to the post-World War II period, when current retirement ages were fixed. </div> <div> </div> <div> Marginal changes to existing arrangements are unlikely to be sufficient to respond to technological forces, reduce social tensions and young people’s fears, or address growing fiscal burdens. A radical reassessment of work, skill formation, retirement, and leisure is needed, with several principles forming the core of any comprehensive reform. </div> <div> </div> <div> For starters, skill formation and development must become a life-long process, starting with formal schooling, but continuing through on-the-job training and intervals of full-time education at different points in life. Special youth insertion programs should become a normal part of public support for employment and career formation, with exemption from social-security contributions for the first one or two years of employment. </div> <div> </div> <div> A second principle is that retirement should be a gradual process. People could work an average of 1,800-2,000 hours per year until they reach their 50’s, taper off to 1,300-1,500 hours in their early 60’s, and move toward the 500-1,000 range as they approach 70. A hospital nurse, an airplane crew member, or a secondary-school teacher, for example, could work five days a week until her late fifties, four days a week until age 62, three days until age 65, and perhaps two days until age 70. </div> <div> </div> <div> Employers and workers should negotiate such flexibility, but they should do so with incentives and financial support from government – for example, variable social-security and income taxes. Paid holidays can be 3-4 weeks until age 45, gradually increasing to 7-8 weeks in one’s late 60’s. Maternity and paternity leave should be increased where it is low, such as in the United States. </div> <div> </div> <div> Public policies should also encourage greater scope for individual choice. For example, every ten years, a worker should be able to engage in a year of formal learning, with one-third of the cost paid by the employer, one-third by public funds, and one-third by personal savings (these proportions could vary by income bracket). </div> <div> </div> <div> The overall objective should be a society in which, health permitting, citizens work and pay taxes until close to the age of 70, but less intensively with advancing age and in a flexible manner that reflects individual circumstances. In fact, gradual and flexible retirement would in many cases benefit not only employers and governments, but also workers themselves, because continued occupational engagement is often a source of personal satisfaction and emotionally enriching social interaction. </div> <div> </div> <div> Using the Gallup World Poll, my colleagues at the Brookings Institution in Washington, DC, Carol Graham and Milena Nikolova, have found that the happiest cohorts are those who work part-time voluntarily. In exchange for longer work lives, citizens would have more time for both leisure and skill formation throughout their lives, with positive effects on productivity and life satisfaction. </div> <div> </div> <div> The new social contract for the first half of the twenty-first century must be one that combines fiscal realism, significant room for individual preferences, and strong social solidarity and protection against shocks stemming from personal circumstances or a volatile economy. Many countries are taking steps in this direction. They are too timid. Apparently, it was Dr Bhattarai himself, while Prime Minister, who recommended the President to grant amnesty for a leader charged with murder. </div> <div> </div> <div> Should it be considered a crime in democracy when an ex-king attempts to woo flood victims by providing humanitarian assistance? Or, does he deserve prosecution just because he exercised his constitutional right of mobility by embarking on a trip to the far-west as a citizen of Nepal? </div> <div> </div> <div> It was easy for political leaders to pass the buck to the King while monarchy was at helm. But with monarchy all gone, the leaders have failed miserably to live up to people’s expectations. This is gradually leading to frustration, resentment and detestation among the public towards the current political dispensation. While this is not a good sign for Nepal’s nascent republic democracy, leaders should find solutions in correcting their course instead of mudslinging the erstwhile monarchy. </div> <div> </div> <div> There is no way a dead monarchy will make a comeback. Fear over the deposed monarchy’s revival is simply unfounded; the fear-mongering is an attempt to conceal one’s own incompetency and deflect public criticisms for wrongdoings. </div> <div> </div> <div> Reinstating the monarchy, no doubt, would be a regressive move. Feeble voices from a political section - particularly from the CPN (Maoist) party and a few leaders of the Nepali Congress in favour of the abolished monarchy - will either dissipate or be discarded by the people. </div> <div> </div> <div> The hue and cry over a small philanthropic move of a constitutionally powerless king reflects nothing but the defeated psyche of the UCPN (Maoist) leader. Obviously, people, who have fought for a long time for establishing a republic with multiparty democracy, would not look for monarchy as an alternative system. However, that does not necessarily mean people would stick to the same bunch of leaders who have failed to address their aspirations even after half a decade of regime change. </div> <div> </div> <div> In democracy, there should not be any room for negation, and never the politics of violence and coercion. The deposed king should be subjected to free trial if he commits any unlawful activity, but he should not be hounded time and again out of vengeance. </div> <div> </div> <div> The time is ripe for party leaders to introspect on their deeds on why they could not institutionalise a federal democratic republic and failed to win the hearts of the people.
