	Nepal Academy of Tourism &amp; Hotel M a n a g e m e n t (NATHM) has a history of four decades of service in Nepal&rsquo;s Tourism &amp; Hotel Management Education. Established by the Government of Nepal in 1972 with the technical assistance of UNDP and ILO, the school has aims to produce skilled workforce required by the hospitality and tourism industry. Since its inception, the Academy is playing a crucial role in developing human resources for this industry with the aim of enhancing quality in tourism and hospitality services. It has been providing craft and supervisory level of skill-oriented training to cater to the demands of this sector. The Academy in consultation with the industry launched the three-year-long Bachelor in Hotel Management (BHM) Course from 1999 and three-year-long Bachelor in Travel and Tourism Management (BTTM) Course from September 2003 in affiliation with Tribhuvan University to fulfill the needs of supervisory-level manpower in the hospitality and tourism industry.</div>

Since then, both under the auspices of the government and in private ownership, management education has grown in Nepal by leaps and bounds, though not always with a firm focus on quality. Much of the growth has happened either to have another fiefdom of some well-connected academics under the government umbrella, and even more as another business proposition for earliest possible profits by the private institutes.&nbsp;</span></div>

	&nbsp;</div>
<div>
	Hence, while the good, the bad and the ugly have co-existed; and while the Nepali, the Indian, the Western and other Asian universities jostled for space in the domain of B-education, there was no independent initiative towards rating, ranking, benchmarking business education in this nation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Hence, when on July 19 last (Sravan 4), New Business Age organized the Everest Bank National B-Schools Rating-Ranking-Awards 2013 at Radisson Hotel in Kathmandu, it was rightfully hailed as &ldquo;path-breaking, essential, historical and auspicious&rdquo; by various front-ranking guests who graced the occasion and gave away the awards. Going beyond awards, there are larger issues that need to be looked into ahead.&nbsp;</div>

	&nbsp;</div>
<div>
	First, while there are a few good government institutes, it is now established that expansion of management education can largely be done efficiently and effectively by the private sector if it is done with a long-term vision and not short term profitability. Allowing permissions, resources, and standards support from the government to the better private initiatives from people with expertise and resources is the need of the hour.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Second, even the monolithic Tribhuvan University, already stretched beyond limits, needs a complete re-look at its management education. Some colleges under TU should be allowed to grow into independet purely management universities.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Third, the private sector in its exigency of admissions and revenue has largely focused on the input side of the education, and much lower on the output side. Hence, while aggressive admission driven branding is seen plastered all across the city, there is hardly any long-term effective communication, far less blending of experiential and virtual learning with brick-and-mortar business education.&nbsp;</div>

	&nbsp;</div>
<div>
	Fourth, research, even in its applied form, seems to be the biggest casualty of business education in a hurry. Applied research, market viability studies, drawing up relevant case-studies etc can make business education really market-friendly. However, except a couple of institutes, these are rarely practiced.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Fifth, the tie-ups, associations and affiliations of foreign universities are a good way for positioning and marketing, but have not been used effectively for collaborative research, productive faculty and students&rsquo; exchange programs, and long-term value addition.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Sixth, the synergy between business and business education is also a rarity. Hardly any concrete projects of market survey, feasibility studies etc are being given by the business bodies to management institutes.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Finally, the entire process of rating-ranking-awards showed that several good institutes, suffering from the mindset of &lsquo;me being the best&rsquo;, often avoid being voluntarily benchmarked against one another and being rated by independent bodies. Good is never afraid of being quizzed.&nbsp;</div>
<div>
	However, one needs to emphatically note that management education in this country, including that of tourism and hospitality niche, has taken deep roots and may perhaps come next only to India in the region, and is poised for a big leap forward in quality and sustainability.</div>',

	The HLPC has decided to form a team comprising two members each from the parties represented in the HLPC. The eight members of the committee are- Krishna Bahadur Mahara and Khim Lal Devkota from UCPN (Maoist), Ram Sharan Mahat and Minendra Rijal from Nepali Congress, and Surendra Panday and Agni Kharel from CPN (UML). Likewise, Hridayesh Tripathi and Jitendra Dev are other two members from the United Democratic Madhesi Front in the team, which has been mandated three days to submit its report.&nbsp;</div>

	Albeit late, the four major political parties&mdash;Unified CPN (Maoist), Nepali Congress, CPN (UML) and United Democratic Madhesi Front&mdash;represented in the High Level Political Mechanism (HLPC) have seemingly conceded to the demand for a Round Table Conference (RTC) by UCPN (Maoist), the breakaway faction CPN-Maoist.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	After the leaders of all four parties hinted that they could sit for the Round Table Conference, the CPN (Maoist) party led by Mohan Baidya immediately reciprocated by announcing the formation of a five-member talk team under the leadership of Baidhya himself.&nbsp;</div>
<div>
	This could be considered as a positive gesture from the CPN-Maoist side, which had earlier threatened to foil the CA polls by mobilising its force at the election booths.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	This latest development has also renewed a hope among the people for the November election of the Constituent Assembly.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	However, the success of the RTC hinges upon the HLPC&rsquo;s ability to bring poll-opposing parties, especially CPN-Maoist, on board with the election process.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Nevertheless, if held, the RTC could be an opportunity for dissident parties to put forth their issues on the table for discussion and deliberation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The RTC mechanism is a negotiating platform for resolving a long political standoff where parties have not held even a single dialogue since Chief Justice Khil Raj Regmi&rsquo;s dispensation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Political parties have tentatively agreed to hold the RTC, but they have not sat down together to work out a modality, date and the nature of such a mechanism.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Also, there are diverging views between the CPN (Maoist) and the parties in the HLPC regarding the interpretation of the RTC. The former argues that contentious issues of the constitution drafting process should be brought in the RTC for endorsement while parties in the HLPC see it merely as a mechanism to resolve the current political impasse.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Similarly, parties in the HLPC are seeking assurance from the CPN-Maoist and other protesting parties for taking part in the CA election slated for November before meeting the demands of the RTC. However, CPN-Maoist has refused to give such assurances. The party deigns agreeing on such conditions as tantamount to surrender. It has demanded that the election date be scrapped to give the RTC authority to take calls on the election.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Another question pertaining to the RTC is how the parties will come to a conclusion, let alone consensus, when they will have so many contentious issues on the table to resolve. There are many challenges in the prospect of the RTC for releasing the country from the current quagmire. The country cannot be held hostage to such a crisis for long.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Undeniably, in democracy, the solution to all problems could be found in election. Putting parties like the CPN-Maoist, the Madhesi Peoples&rsquo; Rights Forum led by Upendra Yadav, the Federal Socialist Party by Ashok Rai, and other fringe parties outside the election process, does not bode well for Nepal&rsquo;s peaceful transition.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The slow-paced election preparations by the Election Commission, government and the HLPC give enough room to cast doubt whether the election will really be held at the scheduled date. Even the Constituency Delineation Commission (CDC), which was formed with the mandate to come up with a report on delimiting election constituency, is grappling with political and constitutional difficulties. The CDC is left with two options now - to either submit the report keeping the current 240 constituencies intact, or remove the constitutional difficulties which could affect the CA election date.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The HLPC should make some concessions even at the expense of postponing polls for the time being so as to convince the CPN-Maoist to step on board for the election process. But the CPN-Maoist should also sincerely agree to participate in the CA election thereby proving its democratic credential, which often comes under question.</div>

Since then, both under the auspices of the government and in private ownership, management education has grown in Nepal by leaps and bounds, though not always with a firm focus on quality. Much of the growth has happened either to have another fiefdom of some well-connected academics under the government umbrella, and even more as another business proposition for earliest possible profits by the private institutes.&nbsp;</span></div>

	Hence, while the good, the bad and the ugly have co-existed; and while the Nepali, the Indian, the Western and other Asian universities jostled for space in the domain of B-education, there was no independent initiative towards rating, ranking, benchmarking business education in this nation.&nbsp;</div>

	&nbsp;</div>
<div>
	Hence, when on July 19 last (Sravan 4), New Business Age organized the Everest Bank National B-Schools Rating-Ranking-Awards 2013 at Radisson Hotel in Kathmandu, it was rightfully hailed as &ldquo;path-breaking, essential, historical and auspicious&rdquo; by various front-ranking guests who graced the occasion and gave away the awards. Going beyond awards, there are larger issues that need to be looked into ahead.&nbsp;</div>

	&nbsp;</div>
<div>
	First, while there are a few good government institutes, it is now established that expansion of management education can largely be done efficiently and effectively by the private sector if it is done with a long-term vision and not short term profitability. Allowing permissions, resources, and standards support from the government to the better private initiatives from people with expertise and resources is the need of the hour.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Second, even the monolithic Tribhuvan University, already stretched beyond limits, needs a complete re-look at its management education. Some colleges under TU should be allowed to grow into independet purely management universities.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Third, the private sector in its exigency of admissions and revenue has largely focused on the input side of the education, and much lower on the output side. Hence, while aggressive admission driven branding is seen plastered all across the city, there is hardly any long-term effective communication, far less blending of experiential and virtual learning with brick-and-mortar business education.&nbsp;</div>

	&nbsp;</div>
<div>
	Fourth, research, even in its applied form, seems to be the biggest casualty of business education in a hurry. Applied research, market viability studies, drawing up relevant case-studies etc can make business education really market-friendly. However, except a couple of institutes, these are rarely practiced.&nbsp;</div>

	&nbsp;</div>
<div>
	Fifth, the tie-ups, associations and affiliations of foreign universities are a good way for positioning and marketing, but have not been used effectively for collaborative research, productive faculty and students&rsquo; exchange programs, and long-term value addition.&nbsp;</div>

	&nbsp;</div>
<div>
	Sixth, the synergy between business and business education is also a rarity. Hardly any concrete projects of market survey, feasibility studies etc are being given by the business bodies to management institutes.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Finally, the entire process of rating-ranking-awards showed that several good institutes, suffering from the mindset of &lsquo;me being the best&rsquo;, often avoid being voluntarily benchmarked against one another and being rated by independent bodies. Good is never afraid of being quizzed.&nbsp;</div>
<div>
	However, one needs to emphatically note that management education in this country, including that of tourism and hospitality niche, has taken deep roots and may perhaps come next only to India in the region, and is poised for a big leap forward in quality and sustainability.</div>',

The eight members of the committee are- Krishna Bahadur Mahara and Khim Lal Devkota from UCPN (Maoist), Ram Sharan Mahat and Minendra Rijal from Nepali Congress, and Surendra Panday and Agni Kharel from CPN (UML). Likewise, Hridayesh Tripathi and Jitendra Dev are other two members from the United Democratic Madhesi Front in the team, which has been mandated three days to submit its report.&nbsp;</div>

	Albeit late, the four major political parties&mdash;Unified CPN (Maoist), Nepali Congress, CPN (UML) and United Democratic Madhesi Front&mdash;represented in the High Level Political Mechanism (HLPC) have seemingly conceded to the demand for a Round Table Conference (RTC) by UCPN (Maoist), the breakaway faction CPN-Maoist.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	After the leaders of all four parties hinted that they could sit for the Round Table Conference, the CPN (Maoist) party led by Mohan Baidya immediately reciprocated by announcing the formation of a five-member talk team under the leadership of Baidhya himself.&nbsp;</div>
<div>
	This could be considered as a positive gesture from the CPN-Maoist side, which had earlier threatened to foil the CA polls by mobilising its force at the election booths.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	This latest development has also renewed a hope among the people for the November election of the Constituent Assembly.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	However, the success of the RTC hinges upon the HLPC&rsquo;s ability to bring poll-opposing parties, especially CPN-Maoist, on board with the election process.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Nevertheless, if held, the RTC could be an opportunity for dissident parties to put forth their issues on the table for discussion and deliberation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The RTC mechanism is a negotiating platform for resolving a long political standoff where parties have not held even a single dialogue since Chief Justice Khil Raj Regmi&rsquo;s dispensation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Political parties have tentatively agreed to hold the RTC, but they have not sat down together to work out a modality, date and the nature of such a mechanism.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Also, there are diverging views between the CPN (Maoist) and the parties in the HLPC regarding the interpretation of the RTC. The former argues that contentious issues of the constitution drafting process should be brought in the RTC for endorsement while parties in the HLPC see it merely as a mechanism to resolve the current political impasse.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Similarly, parties in the HLPC are seeking assurance from the CPN-Maoist and other protesting parties for taking part in the CA election slated for November before meeting the demands of the RTC. However, CPN-Maoist has refused to give such assurances. The party deigns agreeing on such conditions as tantamount to surrender. It has demanded that the election date be scrapped to give the RTC authority to take calls on the election.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Another question pertaining to the RTC is how the parties will come to a conclusion, let alone consensus, when they will have so many contentious issues on the table to resolve. There are many challenges in the prospect of the RTC for releasing the country from the current quagmire. The country cannot be held hostage to such a crisis for long.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Undeniably, in democracy, the solution to all problems could be found in election. Putting parties like the CPN-Maoist, the Madhesi Peoples&rsquo; Rights Forum led by Upendra Yadav, the Federal Socialist Party by Ashok Rai, and other fringe parties outside the election process, does not bode well for Nepal&rsquo;s peaceful transition.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The slow-paced election preparations by the Election Commission, government and the HLPC give enough room to cast doubt whether the election will really be held at the scheduled date. Even the Constituency Delineation Commission (CDC), which was formed with the mandate to come up with a report on delimiting election constituency, is grappling with political and constitutional difficulties. The CDC is left with two options now - to either submit the report keeping the current 240 constituencies intact, or remove the constitutional difficulties which could affect the CA election date.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The HLPC should make some concessions even at the expense of postponing polls for the time being so as to convince the CPN-Maoist to step on board for the election process. But the CPN-Maoist should also sincerely agree to participate in the CA election thereby proving its democratic credential, which often comes under question.</div>

Since then, both under the auspices of the government and in private ownership, management education has grown in Nepal by leaps and bounds, though not always with a firm focus on quality. Much of the growth has happened either to have another fiefdom of some well-connected academics under the government umbrella, and even more as another business proposition for earliest possible profits by the private institutes.&nbsp;</span></div>

	&nbsp;</div>
<div>
	Hence, while the good, the bad and the ugly have co-existed; and while the Nepali, the Indian, the Western and other Asian universities jostled for space in the domain of B-education, there was no independent initiative towards rating, ranking, benchmarking business education in this nation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Hence, when on July 19 last (Sravan 4), New Business Age organized the Everest Bank National B-Schools Rating-Ranking-Awards 2013 at Radisson Hotel in Kathmandu, it was rightfully hailed as &ldquo;path-breaking, essential, historical and auspicious&rdquo; by various front-ranking guests who graced the occasion and gave away the awards. Going beyond awards, there are larger issues that need to be looked into ahead.&nbsp;</div>

	&nbsp;</div>
<div>
	First, while there are a few good government institutes, it is now established that expansion of management education can largely be done efficiently and effectively by the private sector if it is done with a long-term vision and not short term profitability. Allowing permissions, resources, and standards support from the government to the better private initiatives from people with expertise and resources is the need of the hour.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Second, even the monolithic Tribhuvan University, already stretched beyond limits, needs a complete re-look at its management education. Some colleges under TU should be allowed to grow into independet purely management universities.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Third, the private sector in its exigency of admissions and revenue has largely focused on the input side of the education, and much lower on the output side. Hence, while aggressive admission driven branding is seen plastered all across the city, there is hardly any long-term effective communication, far less blending of experiential and virtual learning with brick-and-mortar business education.&nbsp;</div>

	&nbsp;</div>
<div>
	Fourth, research, even in its applied form, seems to be the biggest casualty of business education in a hurry. Applied research, market viability studies, drawing up relevant case-studies etc can make business education really market-friendly. However, except a couple of institutes, these are rarely practiced.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Fifth, the tie-ups, associations and affiliations of foreign universities are a good way for positioning and marketing, but have not been used effectively for collaborative research, productive faculty and students&rsquo; exchange programs, and long-term value addition.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Sixth, the synergy between business and business education is also a rarity. Hardly any concrete projects of market survey, feasibility studies etc are being given by the business bodies to management institutes.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Finally, the entire process of rating-ranking-awards showed that several good institutes, suffering from the mindset of &lsquo;me being the best&rsquo;, often avoid being voluntarily benchmarked against one another and being rated by independent bodies. Good is never afraid of being quizzed.&nbsp;</div>
<div>
	However, one needs to emphatically note that management education in this country, including that of tourism and hospitality niche, has taken deep roots and may perhaps come next only to India in the region, and is poised for a big leap forward in quality and sustainability.</div>',

	After the Constituency Delineation Committee (CDC) fell into constitutional and political difficulties while fixing the number of constituencies, the High Level Political Committee (HLPC) has decided to form an eight-member team to resolve the issue.&nbsp;</div>

	The HLPC has decided to form a team comprising two members each from the parties represented in the HLPC. The eight members of the committee are- Krishna Bahadur Mahara and Khim Lal Devkota from UCPN (Maoist), Ram Sharan Mahat and Minendra Rijal from Nepali Congress, and Surendra Panday and Agni Kharel from CPN (UML). Likewise, Hridayesh Tripathi and Jitendra Dev are other two members from the United Democratic Madhesi Front in the team, which has been mandated three days to submit its report.&nbsp;</div>

	Albeit late, the four major political parties&mdash;Unified CPN (Maoist), Nepali Congress, CPN (UML) and United Democratic Madhesi Front&mdash;represented in the High Level Political Mechanism (HLPC) have seemingly conceded to the demand for a Round Table Conference (RTC) by UCPN (Maoist), the breakaway faction CPN-Maoist.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	After the leaders of all four parties hinted that they could sit for the Round Table Conference, the CPN (Maoist) party led by Mohan Baidya immediately reciprocated by announcing the formation of a five-member talk team under the leadership of Baidhya himself.&nbsp;</div>
<div>
	This could be considered as a positive gesture from the CPN-Maoist side, which had earlier threatened to foil the CA polls by mobilising its force at the election booths.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	This latest development has also renewed a hope among the people for the November election of the Constituent Assembly.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	However, the success of the RTC hinges upon the HLPC&rsquo;s ability to bring poll-opposing parties, especially CPN-Maoist, on board with the election process.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Nevertheless, if held, the RTC could be an opportunity for dissident parties to put forth their issues on the table for discussion and deliberation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The RTC mechanism is a negotiating platform for resolving a long political standoff where parties have not held even a single dialogue since Chief Justice Khil Raj Regmi&rsquo;s dispensation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Political parties have tentatively agreed to hold the RTC, but they have not sat down together to work out a modality, date and the nature of such a mechanism.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Also, there are diverging views between the CPN (Maoist) and the parties in the HLPC regarding the interpretation of the RTC. The former argues that contentious issues of the constitution drafting process should be brought in the RTC for endorsement while parties in the HLPC see it merely as a mechanism to resolve the current political impasse.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Similarly, parties in the HLPC are seeking assurance from the CPN-Maoist and other protesting parties for taking part in the CA election slated for November before meeting the demands of the RTC. However, CPN-Maoist has refused to give such assurances. The party deigns agreeing on such conditions as tantamount to surrender. It has demanded that the election date be scrapped to give the RTC authority to take calls on the election.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Another question pertaining to the RTC is how the parties will come to a conclusion, let alone consensus, when they will have so many contentious issues on the table to resolve. There are many challenges in the prospect of the RTC for releasing the country from the current quagmire. The country cannot be held hostage to such a crisis for long.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Undeniably, in democracy, the solution to all problems could be found in election. Putting parties like the CPN-Maoist, the Madhesi Peoples&rsquo; Rights Forum led by Upendra Yadav, the Federal Socialist Party by Ashok Rai, and other fringe parties outside the election process, does not bode well for Nepal&rsquo;s peaceful transition.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The slow-paced election preparations by the Election Commission, government and the HLPC give enough room to cast doubt whether the election will really be held at the scheduled date. Even the Constituency Delineation Commission (CDC), which was formed with the mandate to come up with a report on delimiting election constituency, is grappling with political and constitutional difficulties. The CDC is left with two options now - to either submit the report keeping the current 240 constituencies intact, or remove the constitutional difficulties which could affect the CA election date.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The HLPC should make some concessions even at the expense of postponing polls for the time being so as to convince the CPN-Maoist to step on board for the election process. But the CPN-Maoist should also sincerely agree to participate in the CA election thereby proving its democratic credential, which often comes under question.</div>

The three-day-long meeting of the 500-member plenum was called after the party stuck to the serious rows of portfolio allocation following a sudden decision of its vice-chairperson Baburam Bhattarai to step down from his post.&nbsp;</div>

Since then, both under the auspices of the government and in private ownership, management education has grown in Nepal by leaps and bounds, though not always with a firm focus on quality. Much of the growth has happened either to have another fiefdom of some well-connected academics under the government umbrella, and even more as another business proposition for earliest possible profits by the private institutes.&nbsp;</span></div>

	Hence, while the good, the bad and the ugly have co-existed; and while the Nepali, the Indian, the Western and other Asian universities jostled for space in the domain of B-education, there was no independent initiative towards rating, ranking, benchmarking business education in this nation.&nbsp;</div>

	&nbsp;</div>
<div>
	Hence, when on July 19 last (Sravan 4), New Business Age organized the Everest Bank National B-Schools Rating-Ranking-Awards 2013 at Radisson Hotel in Kathmandu, it was rightfully hailed as &ldquo;path-breaking, essential, historical and auspicious&rdquo; by various front-ranking guests who graced the occasion and gave away the awards. Going beyond awards, there are larger issues that need to be looked into ahead.&nbsp;</div>

	First, while there are a few good government institutes, it is now established that expansion of management education can largely be done efficiently and effectively by the private sector if it is done with a long-term vision and not short term profitability. Allowing permissions, resources, and standards support from the government to the better private initiatives from people with expertise and resources is the need of the hour.&nbsp;</div>

	&nbsp;</div>
<div>
	Second, even the monolithic Tribhuvan University, already stretched beyond limits, needs a complete re-look at its management education. Some colleges under TU should be allowed to grow into independet purely management universities.&nbsp;</div>

	&nbsp;</div>
<div>
	Third, the private sector in its exigency of admissions and revenue has largely focused on the input side of the education, and much lower on the output side. Hence, while aggressive admission driven branding is seen plastered all across the city, there is hardly any long-term effective communication, far less blending of experiential and virtual learning with brick-and-mortar business education.&nbsp;</div>

	&nbsp;</div>
<div>
	Fourth, research, even in its applied form, seems to be the biggest casualty of business education in a hurry. Applied research, market viability studies, drawing up relevant case-studies etc can make business education really market-friendly. However, except a couple of institutes, these are rarely practiced.&nbsp;</div>

	&nbsp;</div>
<div>
	Fifth, the tie-ups, associations and affiliations of foreign universities are a good way for positioning and marketing, but have not been used effectively for collaborative research, productive faculty and students&rsquo; exchange programs, and long-term value addition.&nbsp;</div>

	&nbsp;</div>
<div>
	Sixth, the synergy between business and business education is also a rarity. Hardly any concrete projects of market survey, feasibility studies etc are being given by the business bodies to management institutes.&nbsp;</div>

	Finally, the entire process of rating-ranking-awards showed that several good institutes, suffering from the mindset of &lsquo;me being the best&rsquo;, often avoid being voluntarily benchmarked against one another and being rated by independent bodies. Good is never afraid of being quizzed.&nbsp;</div>

	However, one needs to emphatically note that management education in this country, including that of tourism and hospitality niche, has taken deep roots and may perhaps come next only to India in the region, and is poised for a big leap forward in quality and sustainability.</div>',

	The HLPC has decided to form a team comprising two members each from the parties represented in the HLPC. The eight members of the committee are- Krishna Bahadur Mahara and Khim Lal Devkota from UCPN (Maoist), Ram Sharan Mahat and Minendra Rijal from Nepali Congress, and Surendra Panday and Agni Kharel from CPN (UML). Likewise, Hridayesh Tripathi and Jitendra Dev are other two members from the United Democratic Madhesi Front in the team, which has been mandated three days to submit its report.&nbsp;</div>

	Albeit late, the four major political parties&mdash;Unified CPN (Maoist), Nepali Congress, CPN (UML) and United Democratic Madhesi Front&mdash;represented in the High Level Political Mechanism (HLPC) have seemingly conceded to the demand for a Round Table Conference (RTC) by UCPN (Maoist), the breakaway faction CPN-Maoist.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	After the leaders of all four parties hinted that they could sit for the Round Table Conference, the CPN (Maoist) party led by Mohan Baidya immediately reciprocated by announcing the formation of a five-member talk team under the leadership of Baidhya himself.&nbsp;</div>
<div>
	This could be considered as a positive gesture from the CPN-Maoist side, which had earlier threatened to foil the CA polls by mobilising its force at the election booths.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	This latest development has also renewed a hope among the people for the November election of the Constituent Assembly.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	However, the success of the RTC hinges upon the HLPC&rsquo;s ability to bring poll-opposing parties, especially CPN-Maoist, on board with the election process.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Nevertheless, if held, the RTC could be an opportunity for dissident parties to put forth their issues on the table for discussion and deliberation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The RTC mechanism is a negotiating platform for resolving a long political standoff where parties have not held even a single dialogue since Chief Justice Khil Raj Regmi&rsquo;s dispensation.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Political parties have tentatively agreed to hold the RTC, but they have not sat down together to work out a modality, date and the nature of such a mechanism.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Also, there are diverging views between the CPN (Maoist) and the parties in the HLPC regarding the interpretation of the RTC. The former argues that contentious issues of the constitution drafting process should be brought in the RTC for endorsement while parties in the HLPC see it merely as a mechanism to resolve the current political impasse.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Similarly, parties in the HLPC are seeking assurance from the CPN-Maoist and other protesting parties for taking part in the CA election slated for November before meeting the demands of the RTC. However, CPN-Maoist has refused to give such assurances. The party deigns agreeing on such conditions as tantamount to surrender. It has demanded that the election date be scrapped to give the RTC authority to take calls on the election.&nbsp;</div>

	&nbsp;</div>
<div>
	Another question pertaining to the RTC is how the parties will come to a conclusion, let alone consensus, when they will have so many contentious issues on the table to resolve. There are many challenges in the prospect of the RTC for releasing the country from the current quagmire. The country cannot be held hostage to such a crisis for long.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Undeniably, in democracy, the solution to all problems could be found in election. Putting parties like the CPN-Maoist, the Madhesi Peoples&rsquo; Rights Forum led by Upendra Yadav, the Federal Socialist Party by Ashok Rai, and other fringe parties outside the election process, does not bode well for Nepal&rsquo;s peaceful transition.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The slow-paced election preparations by the Election Commission, government and the HLPC give enough room to cast doubt whether the election will really be held at the scheduled date. Even the Constituency Delineation Commission (CDC), which was formed with the mandate to come up with a report on delimiting election constituency, is grappling with political and constitutional difficulties. The CDC is left with two options now - to either submit the report keeping the current 240 constituencies intact, or remove the constitutional difficulties which could affect the CA election date.&nbsp;</div>

	&nbsp;</div>
<div>
	The HLPC should make some concessions even at the expense of postponing polls for the time being so as to convince the CPN-Maoist to step on board for the election process. But the CPN-Maoist should also sincerely agree to participate in the CA election thereby proving its democratic credential, which often comes under question.</div>
