This is what we measure as our best achievement till date. Also, several families have been successful in generating income on their own with the help of the training we provide. Fourteen hundred children have been included in piloting for health insurance. We have also spent more than 50 percent of our funds in providing education. </div> <div> </div> <div> <strong>What are the main community development projects supported by Good Neighbours International in Nepal? </strong></div> <div> In 2009, we started Community Development Projects (CDP) with the motive to support child education, public health and income generation for a number of communities. We now have 18 projects in 11 districts. The projects include support for education, child protection programs, health care services and vocational training classes to help residents increase their income. </div> <div> </div> <div> <strong>Apart from projects that are being operated, what new projects are in line for Nepal? </strong></div> <div> We have already completed our feasibility study in Gorkha and Kaski districts to start our projects. Apart from this, we have no new projects in line. If we are to start any, it will only be after 2015 because we cannot start new projects without the permission of the Social Welfare Association of Nepal (SWAN). </div> <div> </div> <div> <strong>What operational challenges are you facing to run projects in Nepal? </strong></div> <div> There have been challenges but we considered them as opportunities. The main one was to overcome geographical hurdles as it was the main hindrance for the implementation of our projects. We are also facing high dependency of communities over our organisation. They might mistake our support as being lifelong, which can increase their dependency. But we are providing communities with vocational training to reduce their dependency. Similarly, schools that we support for children’s education are holding high expectations from us. Political instability too cannot be missed in the list of challenges. </div> <div> </div> <div> <strong>What is the main source of your funding? What is your annual total investment in Nepal? </strong></div> <div> Our main donor is South Korea where we have our headquarter. Japan and USA are also supporting our organisation to some extent. We get support through sponsorship programs and not directly from any company. We have negotiated with the Nepali government for an annual investment of Rs 29.62 million. In 2012, our total annual investment was Rs 23.41 million. </div> <div> </div> <div> <strong>How beneficial have cookstoves projects been for Nepal? </strong></div> <div> We have not initiated cookstoves projects in Nepal as yet. Some volunteers from our organisation have done some research about cookstoves. This project is carried out in Cambodia. We don’t have any plans to start such projects in Nepal right now. </div> <div> </div> <div> <strong>How do you ensure that the service you provide to a community is actually useful to them? </strong></div> <div> As I already mentioned, we have 18 projects which have their own offices in different districts. Every project has 10-35 staff persons and we provide services through those offices. So we are quite sure of our service being served to the community. </div> <div> </div> <div> <strong>What is the response from the government so far? Is the government helpful in Good Neighbours’ initiatives? </strong></div> <div> Every governmental and non-governmental organisation is supposed to work under the government’s territory. So in this regard, we are thankful to the government for letting our organisation provide service to communities in Nepal. We have a very good negotiation with the government regarding our projects and services to communities here. Overall, we are positive towards the government and vice versa. </div> <div> </div> <div> <strong>How do you ensure that benefits from the projects you implement continue even after the project comes to an end? </strong></div> <div> We are planning to establish one CDP and one Cooperative in every district we cover. This has already been implemented for some projects. Although the economic growth vulnerability and lower sentiment resulted in market slowdown in 2012 and 2013, India is expected to regain strong growth trend from 2014 onwards, said the Colorado-based firm. </div> <div> </div> <div> “We expect that by 2016, vehicle sales would surpass Brazil, Germany and Japan making India the third largest market,” IHS Senior Principal Economist Charles Chesbrough said here. </div> <div> </div> <div> In 2012, China, the US and Japan were the top three global automotive markets and India was ranked six after Brazil and Germany in the fourth and fifth positions respectively. Sounding bullish on the Indian market in the mid to long term, IHS said: “Investment reform policy will induce better environment for domestic and foreign enterprises. India light vehicle production (is) expected to reach 7 million by 2020.” </div> <div> </div> <div> The implications for auto demand are huge in India and the country has been moving along the penetration path, it said. “With demand for vehicles declining in most mature markets in the face of the global recession, high fuel costs and urban driving restrictions, the industry is turning its attention more strongly towards the expanding middle classes in the new powerhouse of China, India, Brazil, Russia and other growing nations,” Chesbrough said. </div> <div> </div> <div> The growth of automobile sales will not be restricted only to mass market vehicles, IHS said. “The favorable Indian market conditions are acting as a catalyst for luxury and premium carmakers, which are receiving impetus from new launches. The top-end carmakers have posted double-digit growth for the quarter ended June 30, 2013,” IHS Director James Chao said. </div> <div> </div> <div> According to IHS, in terms of production volume, India would move to fourth position in 2020 ahead of Germany and Brazil from its currently sixth spot. IHS said as India develops, its citizens acquire wealth, demand for automobiles will increase as the need of personal transportation rises. “It may take a little longer in India because they do not have the infrastructure...but we know about the personal behaviour as people gain wealth, they want freedom, ability to go where they want to go and when they want to go,” Chesbrough said. <em>(The Economic Times)</em></div> <div> </div> <table border="0" cellpadding="10" width="99%"> <tbody> <tr> <td bgcolor="#FFFFFF"> <h1> More Vehicles, Less Roads </h1> <div> Nepali auto market has expanded at rapid pace in the recent years. The construction of roads and other related infrastructures have contributed to the rise of vehicles sales. According to Economic Survey published by Nepal government last week, on an average, 61 vehicles are sharing one kilometer of road around the country. The total number of registered vehicles has reached 1.5 million by the end of fiscal year 2069/70. The survey reports that vehicle import has increased by 40 per cent annually. More than 142,000 vehicles were sold in FY 2069/70 compared as to 101,000 in previous FY. Increase in remittance, raised income of middle class families and road expansion activities are seen as the key driving factors for increased vehicle sales. </div> <div> </div> <div> However, the low availability of roads is seen as major problematic factor. Particularly, with the increase of vehicle sales, Kathmandu valley and other major cities are facing huge traffic congestions on a daily basis. The total length of road around the country reached 24,583 kms by the end of last FY which is very less compared to the number of registered vehicles. The sluggishness in road construction and expansion is also seen as another factor hindering the vehicle sales. The official data has showed that 518 km road was constructed in eight months of last FY which is about 58 per cent less compared to FY 2068/69. What are the major provisions? </strong></div> <div> The Electricity Act of 2049 still exists and foreign and local investors develop the projects remaining within the parameters set in that Act. The PDA is being practiced in recent years throughout the world to increase the security of investment. Private sector entrepreneurs in Nepal too want PDA system. Frequent changes in policies and tax rates have increased the cost in hydro power development and there are risks posed by natural settings as well. The PDA template will include the issue of how such risks are to be shared. We have included this under ‘force majeure’. Similarly, the issue of quality and security are also addressed in the PDA template. As the project is eventually to be transferred to the government, the quality issue is important. The social responsibility of the developer is also necessary to be included. The process of handing over the project to the government and disputes settlement mechanisms are also being included. </div> <div> </div> <div> <strong>To what extent are the private sector’s suggestions going to be included in the PDA template? </strong></div> <div> The private sector’s suggestions are largely included in the template. The PDA will balance the profit interest of the private sector with the national interests. </div> <div> </div> <div> <strong>It is said that the PDA drafted by the MoE is not bankable. Why did not the MoE take care about making the PDA bankable? </strong></div> <div> We do understand that the PDA should be bankable. In case the current template is not bankable then we want suggestions from the private sector to make it so. We are preparing the PDA template to make it private sector friendly and have been receptive to the private sector’s suggestions. </div> <div> </div> <div> <strong>Most of the power projects developed by the government suffer time and cost overrun. Why? </strong></div> <div> Nepal is still in the process of drafting the constitution. Political instability has continued in Nepal for quite long. And is the main cause of time overrun in projects. Similarly, frequent change in government brings change in the leadership of the power projects programmes. Also the practice of starting a project without enough funds arranged is to blame for this. Similarly, there is the challenge of getting the support from local communities. </div> <div> </div> <div> <strong>Independent Power Producers’ Association of Nepal (IPPAN) has urged for change in the Power Purchase rates. How is it possible to consider their demand when the only buyer Nepal Electricity Authority (NEA) is in perpetual loss? </strong></div> <div> It is said that the reason behind NEA’s loss is the low electricity tariff. The government has a policy to revise the tariff as required by the time. NEA has thus formed a committee to prepare a model power purchase agreement so as to accommodate the view that the power price should be based on generation cost. The committee is considering also the view that a certain Internal Rate of Return should be assured to the developers. </div> <div> </div> <div> <strong>Why is the delay in inking PPA with the ‘super-six’ hydropower projects? </strong></div> <div> The government has entrusted the super-six hydropower projects to private power producers selected through a bidding process. But the government is not able to fulfill its commitment regarding these projects. However, the MoE is determined to fulfill those commitments. The problem of these projects is lack of transmission lines. Current FY budget has allocated funds for development of these transmission lines. But this budget allocation alone is not enough to hope that there will be transmission lines. I believe that there has been a great mistake of granting license for the super-six projects before the development of transmission lines. We collected money from the private sector but could not prepare the transmission lines on time. Therefore, the private sector is suffering a lot in this regard. Thus, I commit to create situation for these super-six projects to start construction as soon as possible. </div> <div> </div> <div> <strong>Private sector power producers have been asking for PPA in US dollars and NEA is refusing it. This discourages foreign investment. Is it possible to develop hydropower only from domestic investment? </strong></div> <div> PPA in US dollar will not make any difference if the generated electricity is exported. Nepal’s currency is not strong enough and costs have increased by signing PPA for Khimti and Bhote Koshi projects in US dollars. This experience is the reason why NEA is hesitating from PPA in US dollars. The MoE, however, has formed a committee to work for agreements in US dollars. </div> <div> </div> <div> <strong>FY 2013\14 budget has allocated Rs 13 billion for the hydropower and energy sector, focusing on development of transmission lines. Will the transmission line problem be solved now? </strong></div> <div> It is necessary to have a sufficient budget for transmission lines. Foreign grants are included in the budget for the development of transmission lines. But for land acquisition, which is one of the major problems for the transmission lines, the government itself should allocate a budget from its own resources. This is lacking in the budget. We are currently in dialogue with the Ministry of Finance to solve this problem. </div> <div> </div> <div> <strong>The budget did not address the demand of the private developers for a waiver of VAT on construction materials used by power projects and other demands of the private sector. Why is this so? </strong></div> <div> We are in the discussion about such demands from the private sector. A conclusion is yet to be arrived at on this. So it was not included in the budget. The group started as United Trade Syndicate, a company that imports automobiles, has now expanded its business ranging from education to construction and from tea to agro products. </div> <div> </div> <div> <strong>Inception </strong></div> <div> VOITH was established in Kathmandu 40 years ago by an enterprising young man, late Dr Vijay G. Vaidya. </div> <div> </div> <div> Vaidya was initially involved in the political movement of Nepal to overthrow the Rana oligarchy and also worked for 11 years in different institutions including USAID and Ministry for Foreign Affairs until he realized that nothing would interest him except working under his own leadership and self vision. </div> <div> </div> <div> Vaidya gave up everything just to initiate his own business. With just $700 in his pocket, he ventured into the business journey to Japan on December 18, 1967. After continuous and regular meetings with the officials of Toyota Company in Japan, who were initially skeptical about his ability, eventually signed an agreement with the company on selling their vehicles in Nepal. </div> <div> </div> <div> Upon his arrival, Vaidya established United Traders Syndicate (UTS) Pvt Ltd and sold 97 vehicles, 91 more than the targets set by the Toyota. </div> <div> </div> <div> After four-decades, Toyota, which was introduced to the customers by the UTS for the first time in Nepal, is still one of the dominant brands in Nepal. </div> <div> </div> <div> Started from the UTS dealing automobiles, the VOITH has now expanded its business ranging from education to construction and from tea to agro products. </div> <div> </div> <div> Behind the meteoric rise of the organization as one of the largest business house, there are the tales of struggle, conviction, hard-work and patience of the organization’s founder late Dr Vijay G. It has been providing financial help to dozens of schools across the country. In Chitwan, it has constructed a Reading Room besides providing books and magazines. It has made available Rs. 1 million to Mothers’ groups to create awareness and expand literacy. </div> <div> </div> <div> In Kathmandu, it has built numerous waiting stands at the bus stops for the comfort of passengers. </div> <div> </div> <div> <strong>Venturing Next </strong></div> <div> As part of its regular and new launches, VOITH is all set to launch a new model of Toyota car at the end of the August. According to Sahara KC, Marketing Manager at VOITH, Toyota Etios will roll out in the street. This car would cost Rs 3.44 million. </div> <div> </div> <div> KC says those who want to exchange their vehicle with the Toyota Etios will have that opportunity during the launch where bank, insurance and validity counter will also be available. </div> <div> </div> <div> Likewise, Vijaya Academy of Health and Science is scheduled to begin four-year Bachelor degree in affiliation with universities from Australia and Philippines. </div> <div> </div> <div> According to Ritu Singh Vaidya, Managing Director of UTS Pvt Ltd, the organization is planning to expand into newer sectors like hydropower, hospitality and education. </div> <div> </div> <div> She says, “Hydropower should be there soon as it is already in the pipeline and we are seriously looking into hospitality. This is what we measure as our best achievement till date. Also, several families have been successful in generating income on their own with the help of the training we provide. Fourteen hundred children have been included in piloting for health insurance. We have also spent more than 50 percent of our funds in providing education. </div> <div> </div> <div> <strong>What are the main community development projects supported by Good Neighbours International in Nepal? </strong></div> <div> In 2009, we started Community Development Projects (CDP) with the motive to support child education, public health and income generation for a number of communities. We now have 18 projects in 11 districts. The projects include support for education, child protection programs, health care services and vocational training classes to help residents increase their income. </div> <div> </div> <div> <strong>Apart from projects that are being operated, what new projects are in line for Nepal? </strong></div> <div> We have already completed our feasibility study in Gorkha and Kaski districts to start our projects. Apart from this, we have no new projects in line. If we are to start any, it will only be after 2015 because we cannot start new projects without the permission of the Social Welfare Association of Nepal (SWAN). </div> <div> </div> <div> <strong>What operational challenges are you facing to run projects in Nepal? </strong></div> <div> There have been challenges but we considered them as opportunities. The main one was to overcome geographical hurdles as it was the main hindrance for the implementation of our projects. We are also facing high dependency of communities over our organisation. They might mistake our support as being lifelong, which can increase their dependency. But we are providing communities with vocational training to reduce their dependency. Similarly, schools that we support for children’s education are holding high expectations from us. Political instability too cannot be missed in the list of challenges. </div> <div> </div> <div> <strong>What is the main source of your funding? What is your annual total investment in Nepal? </strong></div> <div> Our main donor is South Korea where we have our headquarter. Japan and USA are also supporting our organisation to some extent. We get support through sponsorship programs and not directly from any company. We have negotiated with the Nepali government for an annual investment of Rs 29.62 million. In 2012, our total annual investment was Rs 23.41 million. </div> <div> </div> <div> <strong>How beneficial have cookstoves projects been for Nepal? </strong></div> <div> We have not initiated cookstoves projects in Nepal as yet. Some volunteers from our organisation have done some research about cookstoves. This project is carried out in Cambodia. We don’t have any plans to start such projects in Nepal right now. </div> <div> </div> <div> <strong>How do you ensure that the service you provide to a community is actually useful to them? </strong></div> <div> As I already mentioned, we have 18 projects which have their own offices in different districts. Every project has 10-35 staff persons and we provide services through those offices. So we are quite sure of our service being served to the community. </div> <div> </div> <div> <strong>What is the response from the government so far? Is the government helpful in Good Neighbours’ initiatives? </strong></div> <div> Every governmental and non-governmental organisation is supposed to work under the government’s territory. So in this regard, we are thankful to the government for letting our organisation provide service to communities in Nepal. We have a very good negotiation with the government regarding our projects and services to communities here. Overall, we are positive towards the government and vice versa. </div> <div> </div> <div> <strong>How do you ensure that benefits from the projects you implement continue even after the project comes to an end? </strong></div> <div> We are planning to establish one CDP and one Cooperative in every district we cover. This has already been implemented for some projects. India light vehicle production (is) expected to reach 7 million by 2020.” </div> <div> </div> <div> The implications for auto demand are huge in India and the country has been moving along the penetration path, it said. “With demand for vehicles declining in most mature markets in the face of the global recession, high fuel costs and urban driving restrictions, the industry is turning its attention more strongly towards the expanding middle classes in the new powerhouse of China, India, Brazil, Russia and other growing nations,” Chesbrough said. </div> <div> </div> <div> The growth of automobile sales will not be restricted only to mass market vehicles, IHS said. “The favorable Indian market conditions are acting as a catalyst for luxury and premium carmakers, which are receiving impetus from new launches. The top-end carmakers have posted double-digit growth for the quarter ended June 30, 2013,” IHS Director James Chao said. </div> <div> </div> <div> According to IHS, in terms of production volume, India would move to fourth position in 2020 ahead of Germany and Brazil from its currently sixth spot. The construction of roads and other related infrastructures have contributed to the rise of vehicles sales. According to Economic Survey published by Nepal government last week, on an average, 61 vehicles are sharing one kilometer of road around the country. The total number of registered vehicles has reached 1.5 million by the end of fiscal year 2069/70. The survey reports that vehicle import has increased by 40 per cent annually. More than 142,000 vehicles were sold in FY 2069/70 compared as to 101,000 in previous FY. Increase in remittance, raised income of middle class families and road expansion activities are seen as the key driving factors for increased vehicle sales. </div> <div> </div> <div> However, the low availability of roads is seen as major problematic factor. Particularly, with the increase of vehicle sales, Kathmandu valley and other major cities are facing huge traffic congestions on a daily basis. The total length of road around the country reached 24,583 kms by the end of last FY which is very less compared to the number of registered vehicles. The sluggishness in road construction and expansion is also seen as another factor hindering the vehicle sales. The official data has showed that 518 km road was constructed in eight months of last FY which is about 58 per cent less compared to FY 2068/69. What are the major provisions? </strong></div> <div> The Electricity Act of 2049 still exists and foreign and local investors develop the projects remaining within the parameters set in that Act. The PDA is being practiced in recent years throughout the world to increase the security of investment. Private sector entrepreneurs in Nepal too want PDA system. Frequent changes in policies and tax rates have increased the cost in hydro power development and there are risks posed by natural settings as well. The PDA template will include the issue of how such risks are to be shared. We have included this under ‘force majeure’. Similarly, the issue of quality and security are also addressed in the PDA template. As the project is eventually to be transferred to the government, the quality issue is important. The social responsibility of the developer is also necessary to be included. The process of handing over the project to the government and disputes settlement mechanisms are also being included. </div> <div> </div> <div> <strong>To what extent are the private sector’s suggestions going to be included in the PDA template? </strong></div> <div> The private sector’s suggestions are largely included in the template. The PDA will balance the profit interest of the private sector with the national interests. </div> <div> </div> <div> <strong>It is said that the PDA drafted by the MoE is not bankable. Why did not the MoE take care about making the PDA bankable? </strong></div> <div> We do understand that the PDA should be bankable. In case the current template is not bankable then we want suggestions from the private sector to make it so. We are preparing the PDA template to make it private sector friendly and have been receptive to the private sector’s suggestions. </div> <div> </div> <div> <strong>Most of the power projects developed by the government suffer time and cost overrun. Why? </strong></div> <div> Nepal is still in the process of drafting the constitution. Political instability has continued in Nepal for quite long. And is the main cause of time overrun in projects. Similarly, frequent change in government brings change in the leadership of the power projects programmes. Also the practice of starting a project without enough funds arranged is to blame for this. Similarly, there is the challenge of getting the support from local communities. </div> <div> </div> <div> <strong>Independent Power Producers’ Association of Nepal (IPPAN) has urged for change in the Power Purchase rates. How is it possible to consider their demand when the only buyer Nepal Electricity Authority (NEA) is in perpetual loss? </strong></div> <div> It is said that the reason behind NEA’s loss is the low electricity tariff. The committee is considering also the view that a certain Internal Rate of Return should be assured to the developers. </div> <div> </div> <div> <strong>Why is the delay in inking PPA with the ‘super-six’ hydropower projects? </strong></div> <div> The government has entrusted the super-six hydropower projects to private power producers selected through a bidding process. But the government is not able to fulfill its commitment regarding these projects. However, the MoE is determined to fulfill those commitments. The problem of these projects is lack of transmission lines. Current FY budget has allocated funds for development of these transmission lines. But this budget allocation alone is not enough to hope that there will be transmission lines. I believe that there has been a great mistake of granting license for the super-six projects before the development of transmission lines. We collected money from the private sector but could not prepare the transmission lines on time. Therefore, the private sector is suffering a lot in this regard. Thus, I commit to create situation for these super-six projects to start construction as soon as possible. </div> <div> </div> <div> <strong>Private sector power producers have been asking for PPA in US dollars and NEA is refusing it. This discourages foreign investment. Is it possible to develop hydropower only from domestic investment? </strong></div> <div> PPA in US dollar will not make any difference if the generated electricity is exported. Nepal’s currency is not strong enough and costs have increased by signing PPA for Khimti and Bhote Koshi projects in US dollars. This experience is the reason why NEA is hesitating from PPA in US dollars. The MoE, however, has formed a committee to work for agreements in US dollars. </div> <div> </div> <div> <strong>FY 2013\14 budget has allocated Rs 13 billion for the hydropower and energy sector, focusing on development of transmission lines. Will the transmission line problem be solved now? </strong></div> <div> It is necessary to have a sufficient budget for transmission lines. Foreign grants are included in the budget for the development of transmission lines. But for land acquisition, which is one of the major problems for the transmission lines, the government itself should allocate a budget from its own resources. This is lacking in the budget. However, such evaluation does not do justice to the holistic growth of the students, especially with regards to sports, cultural activities, social work, prizes and achievements, development measures of weak students, and preparations for higher professional courses. The various parameters considered were HS academic results of two years with 20 points, infra-structure with 10 points (campus size and ownership, rooms, computer and science labs, etc), co-curricular activities, ECA, sports and social work together 20 points, faculty numbers and qualification, library and teaching tools etc together 20 points, preparation for and success in higher professional courses after HS with 10 points, and various other smaller parameters together being 20 points (like, integrating parents in the system, collaborations at national and international levels, etc).<br /> <br /> The entire project, close to the heart of the NewBiz Chairman Madan Lamsal, has been conducted over two months by a team led by Prof Ujjwal K Chowdhury, former Dean of Symbiosis International University, Pune, India. Further, along with success in engineering, medical and management admissions, also success in social sciences admissions in higher education should be considered. This is what we measure as our best achievement till date. Also, several families have been successful in generating income on their own with the help of the training we provide. Fourteen hundred children have been included in piloting for health insurance. We have also spent more than 50 percent of our funds in providing education. </div> <div> </div> <div> <strong>What are the main community development projects supported by Good Neighbours International in Nepal? </strong></div> <div> In 2009, we started Community Development Projects (CDP) with the motive to support child education, public health and income generation for a number of communities. We now have 18 projects in 11 districts. The projects include support for education, child protection programs, health care services and vocational training classes to help residents increase their income. </div> <div> </div> <div> <strong>Apart from projects that are being operated, what new projects are in line for Nepal? </strong></div> <div> We have already completed our feasibility study in Gorkha and Kaski districts to start our projects. Apart from this, we have no new projects in line. If we are to start any, it will only be after 2015 because we cannot start new projects without the permission of the Social Welfare Association of Nepal (SWAN). </div> <div> </div> <div> <strong>What operational challenges are you facing to run projects in Nepal? </strong></div> <div> There have been challenges but we considered them as opportunities. The main one was to overcome geographical hurdles as it was the main hindrance for the implementation of our projects. We are also facing high dependency of communities over our organisation. They might mistake our support as being lifelong, which can increase their dependency. But we are providing communities with vocational training to reduce their dependency. Similarly, schools that we support for children’s education are holding high expectations from us. We get support through sponsorship programs and not directly from any company. We have negotiated with the Nepali government for an annual investment of Rs 29.62 million. In 2012, our total annual investment was Rs 23.41 million. </div> <div> </div> <div> <strong>How beneficial have cookstoves projects been for Nepal? </strong></div> <div> We have not initiated cookstoves projects in Nepal as yet. Some volunteers from our organisation have done some research about cookstoves. This project is carried out in Cambodia. We don’t have any plans to start such projects in Nepal right now. </div> <div> </div> <div> <strong>How do you ensure that the service you provide to a community is actually useful to them? </strong></div> <div> As I already mentioned, we have 18 projects which have their own offices in different districts. Every project has 10-35 staff persons and we provide services through those offices. So we are quite sure of our service being served to the community. </div> <div> </div> <div> <strong>What is the response from the government so far? Is the government helpful in Good Neighbours’ initiatives? </strong></div> <div> Every governmental and non-governmental organisation is supposed to work under the government’s territory. So in this regard, we are thankful to the government for letting our organisation provide service to communities in Nepal. We have a very good negotiation with the government regarding our projects and services to communities here. Overall, we are positive towards the government and vice versa. </div> <div> </div> <div> <strong>How do you ensure that benefits from the projects you implement continue even after the project comes to an end? </strong></div> <div> We are planning to establish one CDP and one Cooperative in every district we cover. The construction of roads and other related infrastructures have contributed to the rise of vehicles sales. According to Economic Survey published by Nepal government last week, on an average, 61 vehicles are sharing one kilometer of road around the country. The total number of registered vehicles has reached 1.5 million by the end of fiscal year 2069/70. The survey reports that vehicle import has increased by 40 per cent annually. More than 142,000 vehicles were sold in FY 2069/70 compared as to 101,000 in previous FY. Increase in remittance, raised income of middle class families and road expansion activities are seen as the key driving factors for increased vehicle sales. </div> <div> </div> <div> However, the low availability of roads is seen as major problematic factor. Particularly, with the increase of vehicle sales, Kathmandu valley and other major cities are facing huge traffic congestions on a daily basis. The total length of road around the country reached 24,583 kms by the end of last FY which is very less compared to the number of registered vehicles. The sluggishness in road construction and expansion is also seen as another factor hindering the vehicle sales. The official data has showed that 518 km road was constructed in eight months of last FY which is about 58 per cent less compared to FY 2068/69. The PDA is being practiced in recent years throughout the world to increase the security of investment. Private sector entrepreneurs in Nepal too want PDA system. Frequent changes in policies and tax rates have increased the cost in hydro power development and there are risks posed by natural settings as well. The PDA template will include the issue of how such risks are to be shared. We have included this under ‘force majeure’. Similarly, the issue of quality and security are also addressed in the PDA template. As the project is eventually to be transferred to the government, the quality issue is important. The social responsibility of the developer is also necessary to be included. The process of handing over the project to the government and disputes settlement mechanisms are also being included. </div> <div> </div> <div> <strong>To what extent are the private sector’s suggestions going to be included in the PDA template? </strong></div> <div> The private sector’s suggestions are largely included in the template. The PDA will balance the profit interest of the private sector with the national interests. </div> <div> </div> <div> <strong>It is said that the PDA drafted by the MoE is not bankable. Why did not the MoE take care about making the PDA bankable? </strong></div> <div> We do understand that the PDA should be bankable. In case the current template is not bankable then we want suggestions from the private sector to make it so. We are preparing the PDA template to make it private sector friendly and have been receptive to the private sector’s suggestions. </div> <div> </div> <div> <strong>Most of the power projects developed by the government suffer time and cost overrun. Why? </strong></div> <div> Nepal is still in the process of drafting the constitution. Political instability has continued in Nepal for quite long. And is the main cause of time overrun in projects. Similarly, frequent change in government brings change in the leadership of the power projects programmes. Also the practice of starting a project without enough funds arranged is to blame for this. Similarly, there is the challenge of getting the support from local communities. </div> <div> </div> <div> <strong>Independent Power Producers’ Association of Nepal (IPPAN) has urged for change in the Power Purchase rates. How is it possible to consider their demand when the only buyer Nepal Electricity Authority (NEA) is in perpetual loss? </strong></div> <div> It is said that the reason behind NEA’s loss is the low electricity tariff. The government has a policy to revise the tariff as required by the time. NEA has thus formed a committee to prepare a model power purchase agreement so as to accommodate the view that the power price should be based on generation cost. The committee is considering also the view that a certain Internal Rate of Return should be assured to the developers. </div> <div> </div> <div> <strong>Why is the delay in inking PPA with the ‘super-six’ hydropower projects? </strong></div> <div> The government has entrusted the super-six hydropower projects to private power producers selected through a bidding process. But the government is not able to fulfill its commitment regarding these projects. However, the MoE is determined to fulfill those commitments. The problem of these projects is lack of transmission lines. Current FY budget has allocated funds for development of these transmission lines. But this budget allocation alone is not enough to hope that there will be transmission lines. I believe that there has been a great mistake of granting license for the super-six projects before the development of transmission lines. We collected money from the private sector but could not prepare the transmission lines on time. Therefore, the private sector is suffering a lot in this regard. Thus, I commit to create situation for these super-six projects to start construction as soon as possible. </div> <div> </div> <div> <strong>Private sector power producers have been asking for PPA in US dollars and NEA is refusing it. This discourages foreign investment. Is it possible to develop hydropower only from domestic investment? </strong></div> <div> PPA in US dollar will not make any difference if the generated electricity is exported. Nepal’s currency is not strong enough and costs have increased by signing PPA for Khimti and Bhote Koshi projects in US dollars. This experience is the reason why NEA is hesitating from PPA in US dollars. The MoE, however, has formed a committee to work for agreements in US dollars. </div> <div> </div> <div> <strong>FY 2013\14 budget has allocated Rs 13 billion for the hydropower and energy sector, focusing on development of transmission lines. Will the transmission line problem be solved now? </strong></div> <div> It is necessary to have a sufficient budget for transmission lines. Foreign grants are included in the budget for the development of transmission lines. But for land acquisition, which is one of the major problems for the transmission lines, the government itself should allocate a budget from its own resources. This is lacking in the budget. We are currently in dialogue with the Ministry of Finance to solve this problem. </div> <div> </div> <div> <strong>The budget did not address the demand of the private developers for a waiver of VAT on construction materials used by power projects and other demands of the private sector. Why is this so? </strong></div> <div> We are in the discussion about such demands from the private sector. A conclusion is yet to be arrived at on this. So it was not included in the budget. This is what we measure as our best achievement till date. Also, several families have been successful in generating income on their own with the help of the training we provide. Fourteen hundred children have been included in piloting for health insurance. We have also spent more than 50 percent of our funds in providing education. </div> <div> </div> <div> <strong>What are the main community development projects supported by Good Neighbours International in Nepal? </strong></div> <div> In 2009, we started Community Development Projects (CDP) with the motive to support child education, public health and income generation for a number of communities. We now have 18 projects in 11 districts. The projects include support for education, child protection programs, health care services and vocational training classes to help residents increase their income. </div> <div> </div> <div> <strong>Apart from projects that are being operated, what new projects are in line for Nepal? </strong></div> <div> We have already completed our feasibility study in Gorkha and Kaski districts to start our projects. Apart from this, we have no new projects in line. If we are to start any, it will only be after 2015 because we cannot start new projects without the permission of the Social Welfare Association of Nepal (SWAN). </div> <div> </div> <div> <strong>What operational challenges are you facing to run projects in Nepal? </strong></div> <div> There have been challenges but we considered them as opportunities. The main one was to overcome geographical hurdles as it was the main hindrance for the implementation of our projects. We are also facing high dependency of communities over our organisation. They might mistake our support as being lifelong, which can increase their dependency. But we are providing communities with vocational training to reduce their dependency. Similarly, schools that we support for children’s education are holding high expectations from us. Political instability too cannot be missed in the list of challenges. </div> <div> </div> <div> <strong>What is the main source of your funding? What is your annual total investment in Nepal? </strong></div> <div> Our main donor is South Korea where we have our headquarter. Japan and USA are also supporting our organisation to some extent. We get support through sponsorship programs and not directly from any company. We have negotiated with the Nepali government for an annual investment of Rs 29.62 million. In 2012, our total annual investment was Rs 23.41 million. </div> <div> </div> <div> <strong>How beneficial have cookstoves projects been for Nepal? </strong></div> <div> We have not initiated cookstoves projects in Nepal as yet. Some volunteers from our organisation have done some research about cookstoves. This project is carried out in Cambodia. We don’t have any plans to start such projects in Nepal right now. </div> <div> </div> <div> <strong>How do you ensure that the service you provide to a community is actually useful to them? </strong></div> <div> As I already mentioned, we have 18 projects which have their own offices in different districts. Every project has 10-35 staff persons and we provide services through those offices. So we are quite sure of our service being served to the community. </div> <div> </div> <div> <strong>What is the response from the government so far? Is the government helpful in Good Neighbours’ initiatives? </strong></div> <div> Every governmental and non-governmental organisation is supposed to work under the government’s territory. So in this regard, we are thankful to the government for letting our organisation provide service to communities in Nepal. We have a very good negotiation with the government regarding our projects and services to communities here. Overall, we are positive towards the government and vice versa. </div> <div> </div> <div> <strong>How do you ensure that benefits from the projects you implement continue even after the project comes to an end? </strong></div> <div> We are planning to establish one CDP and one Cooperative in every district we cover. This has already been implemented for some projects. Sounding bullish on the Indian market in the mid to long term, IHS said: “Investment reform policy will induce better environment for domestic and foreign enterprises. India light vehicle production (is) expected to reach 7 million by 2020.” </div> <div> </div> <div> The implications for auto demand are huge in India and the country has been moving along the penetration path, it said. “With demand for vehicles declining in most mature markets in the face of the global recession, high fuel costs and urban driving restrictions, the industry is turning its attention more strongly towards the expanding middle classes in the new powerhouse of China, India, Brazil, Russia and other growing nations,” Chesbrough said. </div> <div> </div> <div> The growth of automobile sales will not be restricted only to mass market vehicles, IHS said. “The favorable Indian market conditions are acting as a catalyst for luxury and premium carmakers, which are receiving impetus from new launches. The top-end carmakers have posted double-digit growth for the quarter ended June 30, 2013,” IHS Director James Chao said. </div> <div> </div> <div> According to IHS, in terms of production volume, India would move to fourth position in 2020 ahead of Germany and Brazil from its currently sixth spot. IHS said as India develops, its citizens acquire wealth, demand for automobiles will increase as the need of personal transportation rises. “It may take a little longer in India because they do not have the infrastructure...but we know about the personal behaviour as people gain wealth, they want freedom, ability to go where they want to go and when they want to go,” Chesbrough said. <em>(The Economic Times)</em></div> <div> </div> <table border="0" cellpadding="10" width="99%"> <tbody> <tr> <td bgcolor="#FFFFFF"> <h1> More Vehicles, Less Roads </h1> <div> Nepali auto market has expanded at rapid pace in the recent years. The construction of roads and other related infrastructures have contributed to the rise of vehicles sales. According to Economic Survey published by Nepal government last week, on an average, 61 vehicles are sharing one kilometer of road around the country. The total number of registered vehicles has reached 1.5 million by the end of fiscal year 2069/70. The survey reports that vehicle import has increased by 40 per cent annually. More than 142,000 vehicles were sold in FY 2069/70 compared as to 101,000 in previous FY. Increase in remittance, raised income of middle class families and road expansion activities are seen as the key driving factors for increased vehicle sales. </div> <div> </div> <div> However, the low availability of roads is seen as major problematic factor. Particularly, with the increase of vehicle sales, Kathmandu valley and other major cities are facing huge traffic congestions on a daily basis. The total length of road around the country reached 24,583 kms by the end of last FY which is very less compared to the number of registered vehicles. The sluggishness in road construction and expansion is also seen as another factor hindering the vehicle sales. The official data has showed that 518 km road was constructed in eight months of last FY which is about 58 per cent less compared to FY 2068/69. What are the major provisions? </strong></div> <div> The Electricity Act of 2049 still exists and foreign and local investors develop the projects remaining within the parameters set in that Act. The PDA is being practiced in recent years throughout the world to increase the security of investment. Private sector entrepreneurs in Nepal too want PDA system. Frequent changes in policies and tax rates have increased the cost in hydro power development and there are risks posed by natural settings as well. The PDA template will include the issue of how such risks are to be shared. We have included this under ‘force majeure’. Similarly, the issue of quality and security are also addressed in the PDA template. As the project is eventually to be transferred to the government, the quality issue is important. The social responsibility of the developer is also necessary to be included. The process of handing over the project to the government and disputes settlement mechanisms are also being included. </div> <div> </div> <div> <strong>To what extent are the private sector’s suggestions going to be included in the PDA template? </strong></div> <div> The private sector’s suggestions are largely included in the template. The PDA will balance the profit interest of the private sector with the national interests. </div> <div> </div> <div> <strong>It is said that the PDA drafted by the MoE is not bankable. Why did not the MoE take care about making the PDA bankable? </strong></div> <div> We do understand that the PDA should be bankable. In case the current template is not bankable then we want suggestions from the private sector to make it so. We are preparing the PDA template to make it private sector friendly and have been receptive to the private sector’s suggestions. </div> <div> </div> <div> <strong>Most of the power projects developed by the government suffer time and cost overrun. Why? </strong></div> <div> Nepal is still in the process of drafting the constitution. Political instability has continued in Nepal for quite long. And is the main cause of time overrun in projects. Similarly, frequent change in government brings change in the leadership of the power projects programmes. Also the practice of starting a project without enough funds arranged is to blame for this. Similarly, there is the challenge of getting the support from local communities. </div> <div> </div> <div> <strong>Independent Power Producers’ Association of Nepal (IPPAN) has urged for change in the Power Purchase rates. How is it possible to consider their demand when the only buyer Nepal Electricity Authority (NEA) is in perpetual loss? </strong></div> <div> It is said that the reason behind NEA’s loss is the low electricity tariff. The government has a policy to revise the tariff as required by the time. NEA has thus formed a committee to prepare a model power purchase agreement so as to accommodate the view that the power price should be based on generation cost. The committee is considering also the view that a certain Internal Rate of Return should be assured to the developers. </div> <div> </div> <div> <strong>Why is the delay in inking PPA with the ‘super-six’ hydropower projects? </strong></div> <div> The government has entrusted the super-six hydropower projects to private power producers selected through a bidding process. But the government is not able to fulfill its commitment regarding these projects. However, the MoE is determined to fulfill those commitments. The problem of these projects is lack of transmission lines. Current FY budget has allocated funds for development of these transmission lines. But this budget allocation alone is not enough to hope that there will be transmission lines. I believe that there has been a great mistake of granting license for the super-six projects before the development of transmission lines. We collected money from the private sector but could not prepare the transmission lines on time. Therefore, the private sector is suffering a lot in this regard. Thus, I commit to create situation for these super-six projects to start construction as soon as possible. </div> <div> </div> <div> <strong>Private sector power producers have been asking for PPA in US dollars and NEA is refusing it. This discourages foreign investment. Is it possible to develop hydropower only from domestic investment? </strong></div> <div> PPA in US dollar will not make any difference if the generated electricity is exported. Nepal’s currency is not strong enough and costs have increased by signing PPA for Khimti and Bhote Koshi projects in US dollars. This experience is the reason why NEA is hesitating from PPA in US dollars. The MoE, however, has formed a committee to work for agreements in US dollars. </div> <div> </div> <div> <strong>FY 2013\14 budget has allocated Rs 13 billion for the hydropower and energy sector, focusing on development of transmission lines. Will the transmission line problem be solved now? </strong></div> <div> It is necessary to have a sufficient budget for transmission lines. Foreign grants are included in the budget for the development of transmission lines. But for land acquisition, which is one of the major problems for the transmission lines, the government itself should allocate a budget from its own resources. This is lacking in the budget. However, such evaluation does not do justice to the holistic growth of the students, especially with regards to sports, cultural activities, social work, prizes and achievements, development measures of weak students, and preparations for higher professional courses. The various parameters considered were HS academic results of two years with 20 points, infra-structure with 10 points (campus size and ownership, rooms, computer and science labs, etc), co-curricular activities, ECA, sports and social work together 20 points, faculty numbers and qualification, library and teaching tools etc together 20 points, preparation for and success in higher professional courses after HS with 10 points, and various other smaller parameters together being 20 points (like, integrating parents in the system, collaborations at national and international levels, etc).<br /> <br /> The entire project, close to the heart of the NewBiz Chairman Madan Lamsal, has been conducted over two months by a team led by Prof Ujjwal K Chowdhury, former Dean of Symbiosis International University, Pune, India. Suggestions made by jury members include that along with number and qualification of teachers, the aspect of quality of teaching also needs to be quantified. Further, along with activities and awards of the school, also the aspects of discipline and culture of the school need to be incorporated. Further, along with success in engineering, medical and management admissions, also success in social sciences admissions in higher education should be considered.
