<p>Ministry of Physical Infrastructure and Transport got the largest share of budget for the fiscal year 2017/18. However, some major projects under the ministry have become uncertain due to the government&rsquo;s decision to hold the local level polls in phase-wise manner.</p>

<p>Three of the projects identified by the ministry have been hit by the election deferral, which was initially announced for May 14.</p>

<p>The projects suffered setbacks as the election code of conduct was in place when the budget was announced.</p>

<p>The constitution had set the deadline of May 29 as the date for budget announcement while the opposition parties were demanding the government not bring any programmes that could possibly influence the election results.</p>

<p>The new projects and programmes were announced as per the understanding reached between the political parties amid this backdrop. As a result, the projects prepared by the ministry had to be dropped while announcing the budget.</p>

<p>Since the local elections held after 20 years couldn&rsquo;t take place in one phase on May 14, the projects suffered setbacks as the date of budget announcement clashed with the election date.</p>

<p>Despite having adequate budget, various projects couldn&rsquo;t get approval due to political instability.</p>

<p>Under-secretary at the Ministry of Physical Infrastructure and Transport Rajendra Raj Sharma said that the ministry had given priority to study the feasibility of new roads, tunnels and flyovers in Kathmandu Valley. The ministry was interested in 40 kilometers road parallel to the Prithvi Highway on the other side of Trishuli River while it was planning to study the feasibility of four tunnels and flyovers in Kathmandu. However, the projects had to be dropped as the election code of conduct was in place during budget announcement.</p>

<p>However, the ministry is hopeful that the projects can get back on track if the government announces supplementary budget.&nbsp;</p>

According to the circular, anyone elected in any of the three tiers of elections, namely local, provincial and federal, cannot remain in the board of BFIs.</p>

<p>The Banks and Financial Institutions Act (BAFIA) passed by the parliament last year has provisions to bar lawmakers from being a member of the board of directors of BFIs. As per the rules, many lawmakers involved with BFIs have already given up their banking roles.</p>

<p>NRB has claimed that it introduced the new regulation fearing that the elected representatives as board members of BFIs could weaken good governance.</p>

<p>The central bank said it issued the circular effective from July 24.</p>

<p>NRB&rsquo;s spokesperson Narayan Prasad Poudel informed that the central bank took such decision after finding that some of the elected representatives were also members of board of directors of BFIs.</p>

<p>&ldquo;We found some elected representatives involved in BFIs. Such dual role would weaken good governance so we decided to issue the circular,&rdquo; said Poudel.</p>

<p>Former governor of NRB Dipendra Bahadur Chhetri backed the move saying that the central bank took the right decision.</p>

<p>According to Chhetri, the elected representatives should not be allowed to hold any major post in BFIs as they are the ones responsible to deliver justice, make political decisions as well as monitor various issues at the local level.</p>

<p>&ldquo;They have the quasi-judicial powers of the executive, legislative and judicial bodies so they can influence the decisions of BFIs. Therefore they should be excluded from the board of BFIs,&rdquo; said Chhetri.</p>

<p>NRB informed that the circular was issued as per Clause 79 of the Nepal Rastra Bank Act, 2058.&nbsp;</p>

<p style="margin-left:5.0pt">A press statement issued by JICA states that the Supreme Court&rsquo;s Chief Registrar Nahakul Subedi unveiled the guideline on July 23 at the Supreme Court office amidst a program and mentioned that &ldquo;the drafting of the Case Management Guidelines is instrumental for strengthening the judicial system in Nepal&rdquo;.</p>

<p style="margin-left:5.0pt">&ldquo;The Case Management Guideline and has now come into effect in all the 75 districts. The Guideline will help to understand the court procedure especially for judges, court officials and lawyers,&rdquo; reads the press statement.</p>

<p style="margin-left:5.0pt">The guideline was prepared with technical assistance of JICA under <strong>&ldquo;The Project for Strengthening the Capacity of Court for Expeditious and Reliable Dispute Settlement&rdquo; </strong>from September 2013 to March 2018. The project&rsquo;s objective is to establish the foundation to improve the court&rsquo;s function for promoting expeditious and reliable dispute settlement, according to JICA.</p>

<p>Jun Sakuma, chief representative of JICA Nepal, during the occasion reaffirmed JICA&rsquo;s continuous support to the Supreme Court for establishing harmonious society in Nepal by ensuring access to justice for all public.</p>

<p>Ministry of Physical Infrastructure and Transport got the largest share of budget for the fiscal year 2017/18. However, some major projects under the ministry have become uncertain due to the government&rsquo;s decision to hold the local level polls in phase-wise manner.</p>

<p>Three of the projects identified by the ministry have been hit by the election deferral, which was initially announced for May 14.</p>

<p>The projects suffered setbacks as the election code of conduct was in place when the budget was announced.</p>

<p>The constitution had set the deadline of May 29 as the date for budget announcement while the opposition parties were demanding the government not bring any programmes that could possibly influence the election results.</p>

<p>The new projects and programmes were announced as per the understanding reached between the political parties amid this backdrop. As a result, the projects prepared by the ministry had to be dropped while announcing the budget.</p>

<p>Since the local elections held after 20 years couldn&rsquo;t take place in one phase on May 14, the projects suffered setbacks as the date of budget announcement clashed with the election date.</p>

<p>Despite having adequate budget, various projects couldn&rsquo;t get approval due to political instability.</p>

<p>Under-secretary at the Ministry of Physical Infrastructure and Transport Rajendra Raj Sharma said that the ministry had given priority to study the feasibility of new roads, tunnels and flyovers in Kathmandu Valley. The ministry was interested in 40 kilometers road parallel to the Prithvi Highway on the other side of Trishuli River while it was planning to study the feasibility of four tunnels and flyovers in Kathmandu. However, the projects had to be dropped as the election code of conduct was in place during budget announcement.</p>

<p>However, the ministry is hopeful that the projects can get back on track if the government announces supplementary budget.&nbsp;</p>

According to the circular, anyone elected in any of the three tiers of elections, namely local, provincial and federal, cannot remain in the board of BFIs.</p>

<p>The Banks and Financial Institutions Act (BAFIA) passed by the parliament last year has provisions to bar lawmakers from being a member of the board of directors of BFIs. As per the rules, many lawmakers involved with BFIs have already given up their banking roles.</p>

<p>NRB has claimed that it introduced the new regulation fearing that the elected representatives as board members of BFIs could weaken good governance.</p>

<p>The central bank said it issued the circular effective from July 24.</p>

<p>NRB&rsquo;s spokesperson Narayan Prasad Poudel informed that the central bank took such decision after finding that some of the elected representatives were also members of board of directors of BFIs.</p>

<p>&ldquo;We found some elected representatives involved in BFIs. Such dual role would weaken good governance so we decided to issue the circular,&rdquo; said Poudel.</p>

<p>Former governor of NRB Dipendra Bahadur Chhetri backed the move saying that the central bank took the right decision.</p>

<p>According to Chhetri, the elected representatives should not be allowed to hold any major post in BFIs as they are the ones responsible to deliver justice, make political decisions as well as monitor various issues at the local level.</p>

<p>&ldquo;They have the quasi-judicial powers of the executive, legislative and judicial bodies so they can influence the decisions of BFIs. Therefore they should be excluded from the board of BFIs,&rdquo; said Chhetri.</p>

<p>NRB informed that the circular was issued as per Clause 79 of the Nepal Rastra Bank Act, 2058.&nbsp;</p>

<p style="margin-left:5.0pt">A press statement issued by JICA states that the Supreme Court&rsquo;s Chief Registrar Nahakul Subedi unveiled the guideline on July 23 at the Supreme Court office amidst a program and mentioned that &ldquo;the drafting of the Case Management Guidelines is instrumental for strengthening the judicial system in Nepal&rdquo;.</p>

<p style="margin-left:5.0pt">&ldquo;The Case Management Guideline and has now come into effect in all the 75 districts. The Guideline will help to understand the court procedure especially for judges, court officials and lawyers,&rdquo; reads the press statement.</p>

<p style="margin-left:5.0pt">The guideline was prepared with technical assistance of JICA under <strong>&ldquo;The Project for Strengthening the Capacity of Court for Expeditious and Reliable Dispute Settlement&rdquo; </strong>from September 2013 to March 2018. The project&rsquo;s objective is to establish the foundation to improve the court&rsquo;s function for promoting expeditious and reliable dispute settlement, according to JICA.</p>

<p>Jun Sakuma, chief representative of JICA Nepal, during the occasion reaffirmed JICA&rsquo;s continuous support to the Supreme Court for establishing harmonious society in Nepal by ensuring access to justice for all public.</p>

<p>Ministry of Physical Infrastructure and Transport got the largest share of budget for the fiscal year 2017/18. However, some major projects under the ministry have become uncertain due to the government&rsquo;s decision to hold the local level polls in phase-wise manner.</p>

<p>Three of the projects identified by the ministry have been hit by the election deferral, which was initially announced for May 14.</p>

<p>The projects suffered setbacks as the election code of conduct was in place when the budget was announced.</p>

<p>The constitution had set the deadline of May 29 as the date for budget announcement while the opposition parties were demanding the government not bring any programmes that could possibly influence the election results.</p>

<p>The new projects and programmes were announced as per the understanding reached between the political parties amid this backdrop. As a result, the projects prepared by the ministry had to be dropped while announcing the budget.</p>

<p>Since the local elections held after 20 years couldn&rsquo;t take place in one phase on May 14, the projects suffered setbacks as the date of budget announcement clashed with the election date.</p>

<p>Despite having adequate budget, various projects couldn&rsquo;t get approval due to political instability.</p>

<p>Under-secretary at the Ministry of Physical Infrastructure and Transport Rajendra Raj Sharma said that the ministry had given priority to study the feasibility of new roads, tunnels and flyovers in Kathmandu Valley. The ministry was interested in 40 kilometers road parallel to the Prithvi Highway on the other side of Trishuli River while it was planning to study the feasibility of four tunnels and flyovers in Kathmandu. However, the projects had to be dropped as the election code of conduct was in place during budget announcement.</p>

<p>However, the ministry is hopeful that the projects can get back on track if the government announces supplementary budget.&nbsp;</p>

According to the circular, anyone elected in any of the three tiers of elections, namely local, provincial and federal, cannot remain in the board of BFIs.</p>

<p>The Banks and Financial Institutions Act (BAFIA) passed by the parliament last year has provisions to bar lawmakers from being a member of the board of directors of BFIs. As per the rules, many lawmakers involved with BFIs have already given up their banking roles.</p>

<p>NRB has claimed that it introduced the new regulation fearing that the elected representatives as board members of BFIs could weaken good governance.</p>

<p>The central bank said it issued the circular effective from July 24.</p>

<p>NRB&rsquo;s spokesperson Narayan Prasad Poudel informed that the central bank took such decision after finding that some of the elected representatives were also members of board of directors of BFIs.</p>

<p>&ldquo;We found some elected representatives involved in BFIs. Such dual role would weaken good governance so we decided to issue the circular,&rdquo; said Poudel.</p>

<p>Former governor of NRB Dipendra Bahadur Chhetri backed the move saying that the central bank took the right decision.</p>

<p>According to Chhetri, the elected representatives should not be allowed to hold any major post in BFIs as they are the ones responsible to deliver justice, make political decisions as well as monitor various issues at the local level.</p>

<p>&ldquo;They have the quasi-judicial powers of the executive, legislative and judicial bodies so they can influence the decisions of BFIs. Therefore they should be excluded from the board of BFIs,&rdquo; said Chhetri.</p>

<p>NRB informed that the circular was issued as per Clause 79 of the Nepal Rastra Bank Act, 2058.&nbsp;</p>

<p style="margin-left:5.0pt">A press statement issued by JICA states that the Supreme Court&rsquo;s Chief Registrar Nahakul Subedi unveiled the guideline on July 23 at the Supreme Court office amidst a program and mentioned that &ldquo;the drafting of the Case Management Guidelines is instrumental for strengthening the judicial system in Nepal&rdquo;.</p>

<p style="margin-left:5.0pt">&ldquo;The Case Management Guideline and has now come into effect in all the 75 districts. The Guideline will help to understand the court procedure especially for judges, court officials and lawyers,&rdquo; reads the press statement.</p>

<p style="margin-left:5.0pt">The guideline was prepared with technical assistance of JICA under <strong>&ldquo;The Project for Strengthening the Capacity of Court for Expeditious and Reliable Dispute Settlement&rdquo; </strong>from September 2013 to March 2018. The project&rsquo;s objective is to establish the foundation to improve the court&rsquo;s function for promoting expeditious and reliable dispute settlement, according to JICA.</p>

<p>Jun Sakuma, chief representative of JICA Nepal, during the occasion reaffirmed JICA&rsquo;s continuous support to the Supreme Court for establishing harmonious society in Nepal by ensuring access to justice for all public.</p>

<p>Ministry of Physical Infrastructure and Transport got the largest share of budget for the fiscal year 2017/18. However, some major projects under the ministry have become uncertain due to the government&rsquo;s decision to hold the local level polls in phase-wise manner.</p>

<p>Three of the projects identified by the ministry have been hit by the election deferral, which was initially announced for May 14.</p>

<p>The projects suffered setbacks as the election code of conduct was in place when the budget was announced.</p>

<p>The constitution had set the deadline of May 29 as the date for budget announcement while the opposition parties were demanding the government not bring any programmes that could possibly influence the election results.</p>

<p>The new projects and programmes were announced as per the understanding reached between the political parties amid this backdrop. As a result, the projects prepared by the ministry had to be dropped while announcing the budget.</p>

<p>Since the local elections held after 20 years couldn&rsquo;t take place in one phase on May 14, the projects suffered setbacks as the date of budget announcement clashed with the election date.</p>

<p>Despite having adequate budget, various projects couldn&rsquo;t get approval due to political instability.</p>

<p>Under-secretary at the Ministry of Physical Infrastructure and Transport Rajendra Raj Sharma said that the ministry had given priority to study the feasibility of new roads, tunnels and flyovers in Kathmandu Valley. The ministry was interested in 40 kilometers road parallel to the Prithvi Highway on the other side of Trishuli River while it was planning to study the feasibility of four tunnels and flyovers in Kathmandu. However, the projects had to be dropped as the election code of conduct was in place during budget announcement.</p>

<p>However, the ministry is hopeful that the projects can get back on track if the government announces supplementary budget.&nbsp;</p>

According to the circular, anyone elected in any of the three tiers of elections, namely local, provincial and federal, cannot remain in the board of BFIs.</p>

<p>The Banks and Financial Institutions Act (BAFIA) passed by the parliament last year has provisions to bar lawmakers from being a member of the board of directors of BFIs. As per the rules, many lawmakers involved with BFIs have already given up their banking roles.</p>

<p>NRB has claimed that it introduced the new regulation fearing that the elected representatives as board members of BFIs could weaken good governance.</p>

<p>The central bank said it issued the circular effective from July 24.</p>

<p>NRB&rsquo;s spokesperson Narayan Prasad Poudel informed that the central bank took such decision after finding that some of the elected representatives were also members of board of directors of BFIs.</p>

<p>&ldquo;We found some elected representatives involved in BFIs. Such dual role would weaken good governance so we decided to issue the circular,&rdquo; said Poudel.</p>

<p>Former governor of NRB Dipendra Bahadur Chhetri backed the move saying that the central bank took the right decision.</p>

<p>According to Chhetri, the elected representatives should not be allowed to hold any major post in BFIs as they are the ones responsible to deliver justice, make political decisions as well as monitor various issues at the local level.</p>

<p>&ldquo;They have the quasi-judicial powers of the executive, legislative and judicial bodies so they can influence the decisions of BFIs. Therefore they should be excluded from the board of BFIs,&rdquo; said Chhetri.</p>

<p>NRB informed that the circular was issued as per Clause 79 of the Nepal Rastra Bank Act, 2058.&nbsp;</p>

<p style="margin-left:5.0pt">A press statement issued by JICA states that the Supreme Court&rsquo;s Chief Registrar Nahakul Subedi unveiled the guideline on July 23 at the Supreme Court office amidst a program and mentioned that &ldquo;the drafting of the Case Management Guidelines is instrumental for strengthening the judicial system in Nepal&rdquo;.</p>

<p style="margin-left:5.0pt">&ldquo;The Case Management Guideline and has now come into effect in all the 75 districts. The Guideline will help to understand the court procedure especially for judges, court officials and lawyers,&rdquo; reads the press statement.</p>

<p style="margin-left:5.0pt">The guideline was prepared with technical assistance of JICA under <strong>&ldquo;The Project for Strengthening the Capacity of Court for Expeditious and Reliable Dispute Settlement&rdquo; </strong>from September 2013 to March 2018. The project&rsquo;s objective is to establish the foundation to improve the court&rsquo;s function for promoting expeditious and reliable dispute settlement, according to JICA.</p>

<p>Jun Sakuma, chief representative of JICA Nepal, during the occasion reaffirmed JICA&rsquo;s continuous support to the Supreme Court for establishing harmonious society in Nepal by ensuring access to justice for all public.</p>
