<p>The representatives of National Human Rights Institutions (NHRIs) of Afghanistan, Bangladesh, India, the Maldives, Nepal, Pakistan and Sri Lanka, as well as the National Women&rsquo;s Commission of Bhutan, participated in the conference hosted by the Nepal Human Rights Commission (NHRC).</p>

<p>The conference on Identifying Challenges, Assessing Progress, Moving Forward: Addressing Impunity and Realizing Human Rights in South Asia held in Kathmandu from April 9 to 11 unanimously adopted the Kathmandu Declaration.</p>

<p>The NHRIs have agreed to reinforce their support to the Charter of the United Nations; the Universal Declaration of Human Rights (UDHR); the International Covenant on Economic, Social, and Cultural Rights (ICESCR); the International Covenant on Civil and Political Rights (ICCPR); and the Rome Statute of the International Criminal Court; as well as the Agenda 2030 and the Sustainable Development Goals, alongside the Charter of the South Asian Association for Regional Cooperation (SAARC) and its Convention on Preventing and Combating the Trafficking in Women and Children for Prostitution; Convention on Regional Arrangements for the Promotion of Child Welfare in South Asia and the Regional Convention on Suppression of Terrorism.</p>

<p>NHRIs from Jordan, Malaysia, Myanmar, Mongolia and the Philippines also participated in the event along with a broad range of human rights organisations (HROs) and journalists from the South Asia region.&nbsp; The United Nations Office of the High Commissioner for Human Rights, the United Nations Development Program (UNDP)-Kathmandu and a number of international human rights organisations also participated.</p>

<p>President Bidya Devi Bhandari had inaugurated the conference amid a special ceremony.</p>

<p>Speaking on the occasion, Kim said, &ldquo;The completion of the excavation marks a very important milestone in the project&#39;s history and is indeed a giant leap forward for the project, one that will soon help alleviate the water stress experienced by the inhabitants of the Kathmandu Valley.&rdquo;</p>

<p>Kim also appreciated the strong commitment of the government that has enabled the Melamchi Water Supply Project (MWSP) to overcome countless challenges in the past, including the 2015 earthquake and the subsequent shortage of materials, and to come to this remarkable stage.&nbsp;</p>

<p>A press statement issued by the ADB says that the Melamchi Water Supply Project will benefit an estimated 1.3 million urban inhabitants&mdash;or&nbsp; 158,549 households&mdash;with more reliable&nbsp; water supply and higher quality water. The current water supplied by KUKL is about 100 million liters per day (mld) on average, with about 40 percent of this estimated to be lost due to leakages. An additional 170 mld of water will be available by the end of 2018 for distribution to KUKL customers.&nbsp; Water will be supplied daily for at least 2-4 hours to KUKL customers once the new system is put into operation.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&ldquo;ADB is proud to be part of a project of such national importance,&rdquo; said ADB&rsquo;s Country Director for Nepal Mukhtor Khamudkhanov. He also appreciated the government&rsquo;s reforms in Nepal&rsquo;s urban water sector and urged everyone involved to focus on completing the remaining work so that Kathmandu residents could enjoy improved water services in 2018.</p>

<p>ADB said it has provided a total of $145 million in loans for the $355.4 million Melamchi Water Supply Project (MWSP) and has been working since 2000 with the government to build the tunnel as well as 29 km of access roads. Part of the water treatment plant in Sundarijal is financed by the Japan International Cooperation Agency under the MWSP.</p>

<p>The government is planning to complete all finishing works and testing of the tunnel by early July. This will allow the Melamchi river water to be diverted to the Sundarijal water treatment plant in July, with testing of the new transmission and distribution system in the Kathmandu Valley to start from August.</p>

<p>During discussions with the prime minister, Zhang lauded Nepal&rsquo;s initiative to strengthen democracy with the adoption of the new constitution in 2015 and completion of the local, provincial and federal elections in 2017. He also said the country&rsquo;s transition to a federal system of governance represents a significant and hard-won achievement of the peace process and offers a unique opportunity to Nepal to bring about economic and social transformation and for better service delivery with greater accountability.</p>

<p>In his meetings, Zhang also expressed confidence in the country&rsquo;s economic prospects.&nbsp; &ldquo;I am highly encouraged by the government&rsquo;s determination to fulfill the country&rsquo;s growth aspirations,&rdquo; said Zhang, adding, &ldquo;ADB will continue to support higher economic growth and job creation by building physical and human capital, investing in energy, urban and transport infrastructure, as well as education and agriculture.&rdquo;</p>

<p>Zhang mentioned that in partnership with the government, ADB is formulating a new country partnership strategy (CPS) for Nepal covering a 5-year (2020&ndash;2024) period for ADB Board consideration in 2019. He said the CPS will fully support the government&rsquo;s key strategic objectives and priorities. ADB&rsquo;s loan support had increased to $510 million in 2017.</p>

<p>Since joining ADB in 1966, Nepal has received assistance totaling $5.25 billion. The current portfolio consists of 35 projects and programs amounting to $2.4 billion.&nbsp; In 2017, ADB also approved 8 technical assistance projects amounting to $6.75 million.</p>

<p>The NHRIs have agreed to reinforce their support to the Charter of the United Nations; the Universal Declaration of Human Rights (UDHR); the International Covenant on Economic, Social, and Cultural Rights (ICESCR); the International Covenant on Civil and Political Rights (ICCPR); and the Rome Statute of the International Criminal Court; as well as the Agenda 2030 and the Sustainable Development Goals, alongside the Charter of the South Asian Association for Regional Cooperation (SAARC) and its Convention on Preventing and Combating the Trafficking in Women and Children for Prostitution; Convention on Regional Arrangements for the Promotion of Child Welfare in South Asia and the Regional Convention on Suppression of Terrorism.</p>

<p>NHRIs from Jordan, Malaysia, Myanmar, Mongolia and the Philippines also participated in the event along with a broad range of human rights organisations (HROs) and journalists from the South Asia region.&nbsp; The United Nations Office of the High Commissioner for Human Rights, the United Nations Development Program (UNDP)-Kathmandu and a number of international human rights organisations also participated.</p>

<p>President Bidya Devi Bhandari had inaugurated the conference amid a special ceremony.</p>

<p>According to ADB, the 26-km tunnel, to be fully operational in a few months, will carry water from the Melamchi River to the Kathmandu Valley for supply by the Kathmandu Upatyaka Khanepani Limited (KUKL).&nbsp;</p>

<p>Speaking on the occasion, Kim said, &ldquo;The completion of the excavation marks a very important milestone in the project&#39;s history and is indeed a giant leap forward for the project, one that will soon help alleviate the water stress experienced by the inhabitants of the Kathmandu Valley.&rdquo;</p>

<p>Kim also appreciated the strong commitment of the government that has enabled the Melamchi Water Supply Project (MWSP) to overcome countless challenges in the past, including the 2015 earthquake and the subsequent shortage of materials, and to come to this remarkable stage.&nbsp;</p>

<p>A press statement issued by the ADB says that the Melamchi Water Supply Project will benefit an estimated 1.3 million urban inhabitants&mdash;or&nbsp; 158,549 households&mdash;with more reliable&nbsp; water supply and higher quality water. The current water supplied by KUKL is about 100 million liters per day (mld) on average, with about 40 percent of this estimated to be lost due to leakages. An additional 170 mld of water will be available by the end of 2018 for distribution to KUKL customers.&nbsp; Water will be supplied daily for at least 2-4 hours to KUKL customers once the new system is put into operation.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&ldquo;ADB is proud to be part of a project of such national importance,&rdquo; said ADB&rsquo;s Country Director for Nepal Mukhtor Khamudkhanov. He also appreciated the government&rsquo;s reforms in Nepal&rsquo;s urban water sector and urged everyone involved to focus on completing the remaining work so that Kathmandu residents could enjoy improved water services in 2018.</p>

<p>ADB said it has provided a total of $145 million in loans for the $355.4 million Melamchi Water Supply Project (MWSP) and has been working since 2000 with the government to build the tunnel as well as 29 km of access roads. Part of the water treatment plant in Sundarijal is financed by the Japan International Cooperation Agency under the MWSP.</p>

<p>The government is planning to complete all finishing works and testing of the tunnel by early July. This will allow the Melamchi river water to be diverted to the Sundarijal water treatment plant in July, with testing of the new transmission and distribution system in the Kathmandu Valley to start from August.</p>

<p>ADB, based in Manila, said it is dedicated to reducing poverty in Asia and the Pacific through inclusive economic growth, environmentally sustainable growth, and regional integration. Established in 1966, it is owned by 67 members&mdash;48 from the region.</p>

He also said the country&rsquo;s transition to a federal system of governance represents a significant and hard-won achievement of the peace process and offers a unique opportunity to Nepal to bring about economic and social transformation and for better service delivery with greater accountability.</p>

<p>In his meetings, Zhang also expressed confidence in the country&rsquo;s economic prospects.&nbsp; &ldquo;I am highly encouraged by the government&rsquo;s determination to fulfill the country&rsquo;s growth aspirations,&rdquo; said Zhang, adding, &ldquo;ADB will continue to support higher economic growth and job creation by building physical and human capital, investing in energy, urban and transport infrastructure, as well as education and agriculture.&rdquo;</p>

<p>Zhang mentioned that in partnership with the government, ADB is formulating a new country partnership strategy (CPS) for Nepal covering a 5-year (2020&ndash;2024) period for ADB Board consideration in 2019. He said the CPS will fully support the government&rsquo;s key strategic objectives and priorities. ADB&rsquo;s loan support had increased to $510 million in 2017.</p>

<p>Since joining ADB in 1966, Nepal has received assistance totaling $5.25 billion. The current portfolio consists of 35 projects and programs amounting to $2.4 billion.&nbsp; In 2017, ADB also approved 8 technical assistance projects amounting to $6.75 million.</p>

<p>The NHRIs have agreed to reinforce their support to the Charter of the United Nations; the Universal Declaration of Human Rights (UDHR); the International Covenant on Economic, Social, and Cultural Rights (ICESCR); the International Covenant on Civil and Political Rights (ICCPR); and the Rome Statute of the International Criminal Court; as well as the Agenda 2030 and the Sustainable Development Goals, alongside the Charter of the South Asian Association for Regional Cooperation (SAARC) and its Convention on Preventing and Combating the Trafficking in Women and Children for Prostitution; Convention on Regional Arrangements for the Promotion of Child Welfare in South Asia and the Regional Convention on Suppression of Terrorism.</p>

<p>NHRIs from Jordan, Malaysia, Myanmar, Mongolia and the Philippines also participated in the event along with a broad range of human rights organisations (HROs) and journalists from the South Asia region.&nbsp; The United Nations Office of the High Commissioner for Human Rights, the United Nations Development Program (UNDP)-Kathmandu and a number of international human rights organisations also participated.</p>

<p>According to ADB, the 26-km tunnel, to be fully operational in a few months, will carry water from the Melamchi River to the Kathmandu Valley for supply by the Kathmandu Upatyaka Khanepani Limited (KUKL).&nbsp;</p>

<p>Speaking on the occasion, Kim said, &ldquo;The completion of the excavation marks a very important milestone in the project&#39;s history and is indeed a giant leap forward for the project, one that will soon help alleviate the water stress experienced by the inhabitants of the Kathmandu Valley.&rdquo;</p>

<p>Kim also appreciated the strong commitment of the government that has enabled the Melamchi Water Supply Project (MWSP) to overcome countless challenges in the past, including the 2015 earthquake and the subsequent shortage of materials, and to come to this remarkable stage.&nbsp;</p>

<p>A press statement issued by the ADB says that the Melamchi Water Supply Project will benefit an estimated 1.3 million urban inhabitants&mdash;or&nbsp; 158,549 households&mdash;with more reliable&nbsp; water supply and higher quality water. The current water supplied by KUKL is about 100 million liters per day (mld) on average, with about 40 percent of this estimated to be lost due to leakages. An additional 170 mld of water will be available by the end of 2018 for distribution to KUKL customers.&nbsp; Water will be supplied daily for at least 2-4 hours to KUKL customers once the new system is put into operation.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&ldquo;ADB is proud to be part of a project of such national importance,&rdquo; said ADB&rsquo;s Country Director for Nepal Mukhtor Khamudkhanov. He also appreciated the government&rsquo;s reforms in Nepal&rsquo;s urban water sector and urged everyone involved to focus on completing the remaining work so that Kathmandu residents could enjoy improved water services in 2018.</p>

<p>ADB said it has provided a total of $145 million in loans for the $355.4 million Melamchi Water Supply Project (MWSP) and has been working since 2000 with the government to build the tunnel as well as 29 km of access roads. Part of the water treatment plant in Sundarijal is financed by the Japan International Cooperation Agency under the MWSP.</p>

<p>The government is planning to complete all finishing works and testing of the tunnel by early July. This will allow the Melamchi river water to be diverted to the Sundarijal water treatment plant in July, with testing of the new transmission and distribution system in the Kathmandu Valley to start from August.</p>

<p>ADB, based in Manila, said it is dedicated to reducing poverty in Asia and the Pacific through inclusive economic growth, environmentally sustainable growth, and regional integration. Established in 1966, it is owned by 67 members&mdash;48 from the region.</p>

<p>During discussions with the prime minister, Zhang lauded Nepal&rsquo;s initiative to strengthen democracy with the adoption of the new constitution in 2015 and completion of the local, provincial and federal elections in 2017. He also said the country&rsquo;s transition to a federal system of governance represents a significant and hard-won achievement of the peace process and offers a unique opportunity to Nepal to bring about economic and social transformation and for better service delivery with greater accountability.</p>

<p>In his meetings, Zhang also expressed confidence in the country&rsquo;s economic prospects.&nbsp; &ldquo;I am highly encouraged by the government&rsquo;s determination to fulfill the country&rsquo;s growth aspirations,&rdquo; said Zhang, adding, &ldquo;ADB will continue to support higher economic growth and job creation by building physical and human capital, investing in energy, urban and transport infrastructure, as well as education and agriculture.&rdquo;</p>

<p>Zhang mentioned that in partnership with the government, ADB is formulating a new country partnership strategy (CPS) for Nepal covering a 5-year (2020&ndash;2024) period for ADB Board consideration in 2019. He said the CPS will fully support the government&rsquo;s key strategic objectives and priorities. ADB&rsquo;s loan support had increased to $510 million in 2017.</p>

<p>Since joining ADB in 1966, Nepal has received assistance totaling $5.25 billion. The current portfolio consists of 35 projects and programs amounting to $2.4 billion.&nbsp; In 2017, ADB also approved 8 technical assistance projects amounting to $6.75 million.</p>

<p>Sebon aims to make the capital market safe and free from illegal investment. The directive restricts black money from being invested in the market.</p>

<p>Earlier, capital market was accused of receiving illegal investment coming from terrorist groups and illegal activities. The directive was issued to stop such illegal investments.</p>

<p>The regulatory body has now become more responsible and powerful with the new directive.</p>

<p>The conference on Identifying Challenges, Assessing Progress, Moving Forward: Addressing Impunity and Realizing Human Rights in South Asia held in Kathmandu from April 9 to 11 unanimously adopted the Kathmandu Declaration.</p>

<p>The NHRIs have agreed to reinforce their support to the Charter of the United Nations; the Universal Declaration of Human Rights (UDHR); the International Covenant on Economic, Social, and Cultural Rights (ICESCR); the International Covenant on Civil and Political Rights (ICCPR); and the Rome Statute of the International Criminal Court; as well as the Agenda 2030 and the Sustainable Development Goals, alongside the Charter of the South Asian Association for Regional Cooperation (SAARC) and its Convention on Preventing and Combating the Trafficking in Women and Children for Prostitution; Convention on Regional Arrangements for the Promotion of Child Welfare in South Asia and the Regional Convention on Suppression of Terrorism.</p>

<p>NHRIs from Jordan, Malaysia, Myanmar, Mongolia and the Philippines also participated in the event along with a broad range of human rights organisations (HROs) and journalists from the South Asia region.&nbsp; The United Nations Office of the High Commissioner for Human Rights, the United Nations Development Program (UNDP)-Kathmandu and a number of international human rights organisations also participated.</p>

<p>President Bidya Devi Bhandari had inaugurated the conference amid a special ceremony.</p>

<p>According to ADB, the 26-km tunnel, to be fully operational in a few months, will carry water from the Melamchi River to the Kathmandu Valley for supply by the Kathmandu Upatyaka Khanepani Limited (KUKL).&nbsp;</p>

<p>Speaking on the occasion, Kim said, &ldquo;The completion of the excavation marks a very important milestone in the project&#39;s history and is indeed a giant leap forward for the project, one that will soon help alleviate the water stress experienced by the inhabitants of the Kathmandu Valley.&rdquo;</p>

<p>Kim also appreciated the strong commitment of the government that has enabled the Melamchi Water Supply Project (MWSP) to overcome countless challenges in the past, including the 2015 earthquake and the subsequent shortage of materials, and to come to this remarkable stage.&nbsp;</p>

<p>A press statement issued by the ADB says that the Melamchi Water Supply Project will benefit an estimated 1.3 million urban inhabitants&mdash;or&nbsp; 158,549 households&mdash;with more reliable&nbsp; water supply and higher quality water. The current water supplied by KUKL is about 100 million liters per day (mld) on average, with about 40 percent of this estimated to be lost due to leakages. An additional 170 mld of water will be available by the end of 2018 for distribution to KUKL customers.&nbsp; Water will be supplied daily for at least 2-4 hours to KUKL customers once the new system is put into operation.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&ldquo;ADB is proud to be part of a project of such national importance,&rdquo; said ADB&rsquo;s Country Director for Nepal Mukhtor Khamudkhanov. He also appreciated the government&rsquo;s reforms in Nepal&rsquo;s urban water sector and urged everyone involved to focus on completing the remaining work so that Kathmandu residents could enjoy improved water services in 2018.</p>

<p>ADB said it has provided a total of $145 million in loans for the $355.4 million Melamchi Water Supply Project (MWSP) and has been working since 2000 with the government to build the tunnel as well as 29 km of access roads. Part of the water treatment plant in Sundarijal is financed by the Japan International Cooperation Agency under the MWSP.</p>

<p>The government is planning to complete all finishing works and testing of the tunnel by early July. This will allow the Melamchi river water to be diverted to the Sundarijal water treatment plant in July, with testing of the new transmission and distribution system in the Kathmandu Valley to start from August.</p>

<p>ADB, based in Manila, said it is dedicated to reducing poverty in Asia and the Pacific through inclusive economic growth, environmentally sustainable growth, and regional integration. Established in 1966, it is owned by 67 members&mdash;48 from the region.</p>

<p>During his visit, Zhang held meetings with Finance Minister Yuba Raj Khatiwada, Finance Secretary Rajan Khanal and other senior officials to discuss ADB operations and future directions of its partnership with Nepal, ADB said in a statement.</p>

<p>During discussions with the prime minister, Zhang lauded Nepal&rsquo;s initiative to strengthen democracy with the adoption of the new constitution in 2015 and completion of the local, provincial and federal elections in 2017. He also said the country&rsquo;s transition to a federal system of governance represents a significant and hard-won achievement of the peace process and offers a unique opportunity to Nepal to bring about economic and social transformation and for better service delivery with greater accountability.</p>

<p>In his meetings, Zhang also expressed confidence in the country&rsquo;s economic prospects.&nbsp; &ldquo;I am highly encouraged by the government&rsquo;s determination to fulfill the country&rsquo;s growth aspirations,&rdquo; said Zhang, adding, &ldquo;ADB will continue to support higher economic growth and job creation by building physical and human capital, investing in energy, urban and transport infrastructure, as well as education and agriculture.&rdquo;</p>

<p>Zhang mentioned that in partnership with the government, ADB is formulating a new country partnership strategy (CPS) for Nepal covering a 5-year (2020&ndash;2024) period for ADB Board consideration in 2019. He said the CPS will fully support the government&rsquo;s key strategic objectives and priorities. ADB&rsquo;s loan support had increased to $510 million in 2017.</p>

<p>Since joining ADB in 1966, Nepal has received assistance totaling $5.25 billion. The current portfolio consists of 35 projects and programs amounting to $2.4 billion.&nbsp; In 2017, ADB also approved 8 technical assistance projects amounting to $6.75 million.</p>

<p>Mamila-based ADB said it is dedicated to reducing poverty in Asia and the Pacific through inclusive economic growth, environmentally sustainable growth, and regional integration. Established in 1966, it is owned by 67 members&mdash;48 from the region.</p>
