According to Minister for Culture, Tourism and Civil Aviation Rabindra Adhikari, the government has made necessary preparations to divide the CAAN into regulator and service provider.

Stressing the need of separating the duties of a regulator and service provider during the 20th anniversary of CAAN on December 31, Minister Adhikari said the division will propel the growth of the aviation sector in Nepal.

“The decision of splitting CAAN into regulator and service provider was not taken under the pressure of anyone or the European Union (EU). We believe that the segregation will fit in the current scenario of the aviation sector of Nepal,” he said.

He also requested the CAAN’s employees to continue their work effectively in the same sections they have been assigned to.

“The Ministry of Culture, Tourism and Civil Aviation is highly concerned about employees’ adjustment and growth of the industry. We will fulfill all these things through the existing legal provisions.”

The minister asserted that the government took such decision to make the aviation sector an autonomous body. “This division doesn’t mean that we want to make CAAN fragile. We just want to ensure growth of this sector by making it competent in the global aviation market.”

Likewise, Minister Adhikari said that preparations are underway to make the Gautam Buddha International Airport ready for operation within 2019. He also informed that the construction of Pokhara Airport will be completed within the project deadline and the work of Nijgadh Airport will be carried out according to the report prepared by a parliamentary committee.

According to the Secretary at the Ministry of Culture, Tourism and Civil Aviation, Krishna Prasad Devkota, the government’s attempt to make Tribhuvan International Airport as a boutique airport reflecting nationality and new technologies will be initiated from April 14 this year.

He also informed the audience that the authority has already fulfilled the requirement of ICAO and also corresponded with the EU directly through the Ministry of Foreign Affairs to remove Nepal from the blacklist.

Sanjiv Gautam, director general of CAAN,

said that Nepal has signed bilateral flight agreements with 38 nations till date and a total of 29 international airliners from 13 different countries including three Nepali airline companies are operating flights to the Tribhuvan International Airport. He informed 3.54 million passengers arrived at the TIA within the first 10 month of 2018 through international airlines while 2.30 million passengers arrived at the airport through Nepal aircraft.

During the program, CAAN’s Employee Trade Union expressed disagreement regarding splitting the CAAN. Big corporate houses, companies, banks and financial institutions, representatives of the private sector as well as trade unions have said in unison that the amendment proposal aims to demoralize both the industrialists and the workers. They have demanded the government to withdraw the amendment proposal and initiate dialogues with the concerned stakeholders.

In this regard, the Federation of Nepalese Chambers of Commerce and Industries (FNCCI) held discussions with the representatives of multinational companies operating in Nepal on Tuesday (January 1) and reached to the conclusion that the amendment proposal is inappropriate. The FNCCI also urged the government to reconsider its decision to amend the Act.

“The amendment proposal is certain to spoil the good relation between the employer and the employee. Therefore, we held discussions on requesting the government to withdraw the amendment proposal,” said Shekhar Golcha, senior vice president of FNCCI.

There will definitely be a revolt if the government snatches away the perks and benefits that the workers have been enjoying, argued Golcha.

“This decision will have a long-term effect in the industrial sector,” he added.

Nepal Bankers’ Association also held discussions regarding this issue on Tuesday. The association’s executive director Anil Sharma said that the government’s decision will have a direct impact on the banking sector as thousands of employees will be denied their perks and benefits which they have been receiving so far.

“The amendment will demoralize thousands of workers,” he said.

Likewise, the trade union affiliated to Nepali Congress warned the government of grave consequences if the government goes ahead with the amendment proposal which is against the wishes of both the employers and the employees.

The Bonus Act 2030 currently has a provision of depositing 30 percent of amount left after distributing bonuses to the employees at the social security fund of the government. However, the government’s amendment proposal seeks to take away 70 percent of the amount, leaving very little benefits for the employees.
', 'published' => true, 'created' => '2019-01-02', 'modified' => '2019-01-02', 'keywords' => '', 'description' => '', 'sortorder' => '9504', 'image' => '20190102020856_aaaaaa.jpg', 'article_date' => '2019-01-02 00:00:00', 'homepage' => false, 'breaking_news' => false, 'main_news' => true, 'in_scroller' => false, 'user_id' => '20' ) ), (int) 6 => array( 'Article' => array( 'id' => '9729', 'article_category_id' => '1', 'title' => 'Bandipur receives 150,000 Tourists in a Year', 'sub_title' => '', 'summary' => 'January 2: Tanahun’s tourism hub Bandipur welcomed 150,000 tourists during a period of one year. We believe that the segregation will fit in the current scenario of the aviation sector of Nepal,” he said.
