<p style="text-align: justify;">&ldquo;This project supports the government&rsquo;s plans to further develop Nepal&rsquo;s infrastructure and connectivity within and outside the country,&rdquo; Lee Ming Tai, Senior Transport Specialist at ADB&rsquo;s South Asia Regional Department, said. &ldquo;These road improvements will help 673,000 people in the Terai area have better access to schools, hospitals, jobs, as well as local and international markets.&rdquo;</p>

<p style="text-align: justify;">Roads carry about 90% of overall passenger and goods in the country. But the land-locked nation also has the lowest road density among South Asian countries with only 14 km of road per 100 square km and 0.90 km per 1,000 people. This poor connectivity increases transport costs, limits people&rsquo;s access to jobs and social services, impedes trade with neighboring countries, and undermines the development of competitive industries in Nepal, including high-value agriculture, agro-processing and manufacturing, reads the press release issued by the bank on December 1.</p>

<p style="text-align: justify;">According to Manila based multilateral financial institution,&nbsp; the project will upgrade a section of the strategic East-West highway including the main arterial road cutting across the entire width of the country in the southern Terai area and a key feeder road. These critical sections are the 115 km road network running from Narayanghat to Butwal, and the 45 km feeder road from Bhairahawa to Taulihawa.</p>

<p style="text-align: justify;">The road improvements will also incorporate flood control and drainage designs in anticipation of more frequent and intense rainfalls in the area as a result of climate change. The project will contribute to ADB&rsquo;s commitment to increase climate&nbsp;finance by approximately $66.5 million. The project roads are located in Nepal&rsquo;s tropical climate zone which experiences heavy rainfall from June to September.</p>

<p style="text-align: justify;">Road safety is a key element of the project as road traffic accidents in the country continue to rise due to an increase in vehicle numbers and poor road conditions. The new road sections will have service lanes to segregate slow-moving local traffic from fast-moving through traffic, pedestrian-friendly features like walkways on both sides of the roads in settlement areas, pedestrian crossings and road accident emergency response systems at critical locations.</p>

<p style="text-align: justify;">The project will include a five-year performance-based maintenance clause in the contracts with the view of tapping the private sector for maintenance contracts in the future. In this regard, ADB is providing a separate technical assistance to the country&rsquo;s Department of Roads, the project&rsquo;s implementing agency, to modernize road asset management and support the implementation of performance-based maintenance contracts.</p>

<p style="text-align: justify;">The total cost of the project is $256.50 million, with the government contributing $69.70 million. The estimated completion date is in early 2022.</p>

As per the statement, the helicopter landed at TIA&nbsp; at 5 in the evening after the conclusion of the agreement on purchase between Simrik Air and Bell Helicopter in Singapore. The helicopter arrived at Kathmandu via air routes of Singapore, Malaysia, Thailand, Myanmar and Bangladesh.</p>

<p style="text-align: justify;">According to the press statement, the helicopter is a new version of Bell 407 GXP of Bell Helicopter. &ldquo;It has fully intergraded glass flight deck with Garmin G1000H which helps in the continuous flow flight information for safety,&rdquo; informs the company. &ldquo;Designed for luxury travel, the Bubul windows of the helicopter are regarded as comfortable for photography. The chopper has four main rotor blade with 643 KW FADEC Rolls-Royce 250-C47B/8 turbine engine.&rdquo;</p>

<p style="text-align: justify;">Similarly, the six seated chopper can carry 1160kg cargo in a flight. The helicopter has standard fuel capacity of 483.8 liters which can cover flight range of 624km and can endure four hours with the Service Ceiling (pressure altitude) of 18,940 feets.</p>

<p style="text-align: justify;">&ldquo;With the aim to help in the promotion of internal tourism, we are operating two AS350 B3e, a AS350 B2 and a Bell 407 GXP helicopter. And within one month we are planning to make permanent station in Pokhara,&rdquo; said the company.&nbsp;</p>

<p style="text-align:justify">Ashok Samsher Jabara, CEO of Himalayan Bank said that the bank will co-ordinate with 100 merchants including hotels, trekking and travel agencies serving the tourists. He also informed that the bank has already selected nearly 100 merchants for co-ordination in order to facilitate use of American Express Card in various institutions and companies.</p>

<p style="text-align:justify">Similarly, Deepak Joshi, CEO of Nepal Tourism Board said that the campaign will help to achieve the NTB&#39;s target of attracting 1 million tourists within 2018. Nepal Tourism Board will tie up with Nepali embassies in France, the UK and Japan to organise promotional programmes in respective countries, says a statement issued on Wednesday.&nbsp;</p>

Frustrated by the figure of merely 4.76 per cent capital expenditure during the period contrary to the expectation, the government gave such warning to the various ministries. The government has already sent a circular related to the issue to Finance Ministry and others ministries and bodies under the Finance Ministry. Apparently, the capital expenditure is far less than the current expenditure by the end of first quarter of the current FY. Besides having budget on time, the concerned bodies could not spend the capital expenditure as expected, thus the government is conceptualising to take back the given budget amount.</p>

<p style="text-align:justify">In the circular, the government has directed the related bodies to increase the capital expenditure within the next three months or return the 100 per cent amount of stalled programs to the Finance Ministry.&nbsp; The direction come in the context when the capital expenditure of the government could not increase besides having favourable conditions unlike the previous year which was ruined by earthquake, blockade and floods and landslides. According to sources, the government took the step to end the condition where current expenditure goes on increasing but capital expenditure is minimal. Stakeholders of various sectors have also expressed concerns on least capital expenditure as it affects national developmental and construction program.&nbsp; Moreover, the government has also issued 9 points direction to control unproductive expenditure.</p>

<p style="text-align:justify">The government has directed the bureaucrats to immediately approve the pended programs and authorities as it is normal in present bureaucracy to avoid decentralisation of authority, partial decentralisation and late approval of the programs. Moreover, the government also directed budget spending bodies to be accountable, regularly inspect the sub-bodies and solve the problems (if any) in order to increase the capital expenditure.&nbsp; &nbsp;</p>

<p style="text-align: justify;">&ldquo;This project supports the government&rsquo;s plans to further develop Nepal&rsquo;s infrastructure and connectivity within and outside the country,&rdquo; Lee Ming Tai, Senior Transport Specialist at ADB&rsquo;s South Asia Regional Department, said. &ldquo;These road improvements will help 673,000 people in the Terai area have better access to schools, hospitals, jobs, as well as local and international markets.&rdquo;</p>

<p style="text-align: justify;">Roads carry about 90% of overall passenger and goods in the country. But the land-locked nation also has the lowest road density among South Asian countries with only 14 km of road per 100 square km and 0.90 km per 1,000 people. This poor connectivity increases transport costs, limits people&rsquo;s access to jobs and social services, impedes trade with neighboring countries, and undermines the development of competitive industries in Nepal, including high-value agriculture, agro-processing and manufacturing, reads the press release issued by the bank on December 1.</p>

<p style="text-align: justify;">According to Manila based multilateral financial institution,&nbsp; the project will upgrade a section of the strategic East-West highway including the main arterial road cutting across the entire width of the country in the southern Terai area and a key feeder road. These critical sections are the 115 km road network running from Narayanghat to Butwal, and the 45 km feeder road from Bhairahawa to Taulihawa.</p>

<p style="text-align: justify;">The road improvements will also incorporate flood control and drainage designs in anticipation of more frequent and intense rainfalls in the area as a result of climate change. The project will contribute to ADB&rsquo;s commitment to increase climate&nbsp;finance by approximately $66.5 million. The project roads are located in Nepal&rsquo;s tropical climate zone which experiences heavy rainfall from June to September.</p>

<p style="text-align: justify;">Road safety is a key element of the project as road traffic accidents in the country continue to rise due to an increase in vehicle numbers and poor road conditions. The new road sections will have service lanes to segregate slow-moving local traffic from fast-moving through traffic, pedestrian-friendly features like walkways on both sides of the roads in settlement areas, pedestrian crossings and road accident emergency response systems at critical locations.</p>

<p style="text-align: justify;">The project will include a five-year performance-based maintenance clause in the contracts with the view of tapping the private sector for maintenance contracts in the future. In this regard, ADB is providing a separate technical assistance to the country&rsquo;s Department of Roads, the project&rsquo;s implementing agency, to modernize road asset management and support the implementation of performance-based maintenance contracts.</p>

<p style="text-align: justify;">The total cost of the project is $256.50 million, with the government contributing $69.70 million. The estimated completion date is in early 2022.</p>

The chopper has four main rotor blade with 643 KW FADEC Rolls-Royce 250-C47B/8 turbine engine.&rdquo;</p>

<p style="text-align: justify;">Similarly, the six seated chopper can carry 1160kg cargo in a flight. The helicopter has standard fuel capacity of 483.8 liters which can cover flight range of 624km and can endure four hours with the Service Ceiling (pressure altitude) of 18,940 feets.</p>

Frustrated by the figure of merely 4.76 per cent capital expenditure during the period contrary to the expectation, the government gave such warning to the various ministries. The government has already sent a circular related to the issue to Finance Ministry and others ministries and bodies under the Finance Ministry. Apparently, the capital expenditure is far less than the current expenditure by the end of first quarter of the current FY. Besides having budget on time, the concerned bodies could not spend the capital expenditure as expected, thus the government is conceptualising to take back the given budget amount.</p>

<p style="text-align:justify">In the circular, the government has directed the related bodies to increase the capital expenditure within the next three months or return the 100 per cent amount of stalled programs to the Finance Ministry.&nbsp; The direction come in the context when the capital expenditure of the government could not increase besides having favourable conditions unlike the previous year which was ruined by earthquake, blockade and floods and landslides. According to sources, the government took the step to end the condition where current expenditure goes on increasing but capital expenditure is minimal. Stakeholders of various sectors have also expressed concerns on least capital expenditure as it affects national developmental and construction program.&nbsp; Moreover, the government has also issued 9 points direction to control unproductive expenditure.</p>

<p style="text-align:justify">The government has directed the bureaucrats to immediately approve the pended programs and authorities as it is normal in present bureaucracy to avoid decentralisation of authority, partial decentralisation and late approval of the programs. Moreover, the government also directed budget spending bodies to be accountable, regularly inspect the sub-bodies and solve the problems (if any) in order to increase the capital expenditure.&nbsp; &nbsp;</p>

<p style="text-align: justify;">Roads carry about 90% of overall passenger and goods in the country. But the land-locked nation also has the lowest road density among South Asian countries with only 14 km of road per 100 square km and 0.90 km per 1,000 people. This poor connectivity increases transport costs, limits people&rsquo;s access to jobs and social services, impedes trade with neighboring countries, and undermines the development of competitive industries in Nepal, including high-value agriculture, agro-processing and manufacturing, reads the press release issued by the bank on December 1.</p>

<p style="text-align: justify;">According to Manila based multilateral financial institution,&nbsp; the project will upgrade a section of the strategic East-West highway including the main arterial road cutting across the entire width of the country in the southern Terai area and a key feeder road. These critical sections are the 115 km road network running from Narayanghat to Butwal, and the 45 km feeder road from Bhairahawa to Taulihawa.</p>

<p style="text-align: justify;">The road improvements will also incorporate flood control and drainage designs in anticipation of more frequent and intense rainfalls in the area as a result of climate change. The project will contribute to ADB&rsquo;s commitment to increase climate&nbsp;finance by approximately $66.5 million. The project roads are located in Nepal&rsquo;s tropical climate zone which experiences heavy rainfall from June to September.</p>

<p style="text-align: justify;">Road safety is a key element of the project as road traffic accidents in the country continue to rise due to an increase in vehicle numbers and poor road conditions. The new road sections will have service lanes to segregate slow-moving local traffic from fast-moving through traffic, pedestrian-friendly features like walkways on both sides of the roads in settlement areas, pedestrian crossings and road accident emergency response systems at critical locations.</p>

<p style="text-align: justify;">The project will include a five-year performance-based maintenance clause in the contracts with the view of tapping the private sector for maintenance contracts in the future. In this regard, ADB is providing a separate technical assistance to the country&rsquo;s Department of Roads, the project&rsquo;s implementing agency, to modernize road asset management and support the implementation of performance-based maintenance contracts.</p>

<p style="text-align: justify;">The total cost of the project is $256.50 million, with the government contributing $69.70 million. The estimated completion date is in early 2022.</p>

<p style="text-align: justify;">Similarly, the six seated chopper can carry 1160kg cargo in a flight. The helicopter has standard fuel capacity of 483.8 liters which can cover flight range of 624km and can endure four hours with the Service Ceiling (pressure altitude) of 18,940 feets.</p>

Stakeholders of various sectors have also expressed concerns on least capital expenditure as it affects national developmental and construction program.&nbsp; Moreover, the government has also issued 9 points direction to control unproductive expenditure.</p>

<p style="text-align:justify">The government has directed the bureaucrats to immediately approve the pended programs and authorities as it is normal in present bureaucracy to avoid decentralisation of authority, partial decentralisation and late approval of the programs. Moreover, the government also directed budget spending bodies to be accountable, regularly inspect the sub-bodies and solve the problems (if any) in order to increase the capital expenditure.&nbsp; &nbsp;</p>

<p style="text-align: justify;">According to the statement, the bonus share is already proposed by the Board to the forthcoming annual general meeting (AGM) subject to the approval of Nepal Rastra Bank (NRB). Moreover, the bank said that the quantum and ratio of the rights issue approved by the board is within the cap of Rs. 2.6 billion fixed by the 22<sup>nd</sup> AGM held on 7 February 2016.&nbsp;</p>

<p style="text-align: justify;">&ldquo;This project supports the government&rsquo;s plans to further develop Nepal&rsquo;s infrastructure and connectivity within and outside the country,&rdquo; Lee Ming Tai, Senior Transport Specialist at ADB&rsquo;s South Asia Regional Department, said. &ldquo;These road improvements will help 673,000 people in the Terai area have better access to schools, hospitals, jobs, as well as local and international markets.&rdquo;</p>

<p style="text-align: justify;">Roads carry about 90% of overall passenger and goods in the country. But the land-locked nation also has the lowest road density among South Asian countries with only 14 km of road per 100 square km and 0.90 km per 1,000 people. This poor connectivity increases transport costs, limits people&rsquo;s access to jobs and social services, impedes trade with neighboring countries, and undermines the development of competitive industries in Nepal, including high-value agriculture, agro-processing and manufacturing, reads the press release issued by the bank on December 1.</p>

<p style="text-align: justify;">According to Manila based multilateral financial institution,&nbsp; the project will upgrade a section of the strategic East-West highway including the main arterial road cutting across the entire width of the country in the southern Terai area and a key feeder road. These critical sections are the 115 km road network running from Narayanghat to Butwal, and the 45 km feeder road from Bhairahawa to Taulihawa.</p>

<p style="text-align: justify;">The road improvements will also incorporate flood control and drainage designs in anticipation of more frequent and intense rainfalls in the area as a result of climate change. The project will contribute to ADB&rsquo;s commitment to increase climate&nbsp;finance by approximately $66.5 million. The project roads are located in Nepal&rsquo;s tropical climate zone which experiences heavy rainfall from June to September.</p>

<p style="text-align: justify;">Road safety is a key element of the project as road traffic accidents in the country continue to rise due to an increase in vehicle numbers and poor road conditions. The new road sections will have service lanes to segregate slow-moving local traffic from fast-moving through traffic, pedestrian-friendly features like walkways on both sides of the roads in settlement areas, pedestrian crossings and road accident emergency response systems at critical locations.</p>

<p style="text-align: justify;">The project will include a five-year performance-based maintenance clause in the contracts with the view of tapping the private sector for maintenance contracts in the future. In this regard, ADB is providing a separate technical assistance to the country&rsquo;s Department of Roads, the project&rsquo;s implementing agency, to modernize road asset management and support the implementation of performance-based maintenance contracts.</p>

<p style="text-align: justify;">The total cost of the project is $256.50 million, with the government contributing $69.70 million. The estimated completion date is in early 2022.</p>

Landed at the Tribhuvan International Airport (TIA) on November 29, the helicopter was formally inaugurated on November 30 amid a program at the airport. <p style="text-align: justify;">According to the press statement, the helicopter is a new version of Bell 407 GXP of Bell Helicopter. &ldquo;It has fully intergraded glass flight deck with Garmin G1000H which helps in the continuous flow flight information for safety,&rdquo; informs the company. &ldquo;Designed for luxury travel, the Bubul windows of the helicopter are regarded as comfortable for photography. The chopper has four main rotor blade with 643 KW FADEC Rolls-Royce 250-C47B/8 turbine engine.&rdquo;</p>

<p style="text-align: justify;">Similarly, the six seated chopper can carry 1160kg cargo in a flight. The helicopter has standard fuel capacity of 483.8 liters which can cover flight range of 624km and can endure four hours with the Service Ceiling (pressure altitude) of 18,940 feets.</p>

<p style="text-align: justify;">&ldquo;With the aim to help in the promotion of internal tourism, we are operating two AS350 B3e, a AS350 B2 and a Bell 407 GXP helicopter. And within one month we are planning to make permanent station in Pokhara,&rdquo; said the company.&nbsp;</p>

<p style="text-align:justify">In the circular, the government has directed the related bodies to increase the capital expenditure within the next three months or return the 100 per cent amount of stalled programs to the Finance Ministry.&nbsp; The direction come in the context when the capital expenditure of the government could not increase besides having favourable conditions unlike the previous year which was ruined by earthquake, blockade and floods and landslides. According to sources, the government took the step to end the condition where current expenditure goes on increasing but capital expenditure is minimal. Stakeholders of various sectors have also expressed concerns on least capital expenditure as it affects national developmental and construction program.&nbsp; Moreover, the government has also issued 9 points direction to control unproductive expenditure.</p>

<p style="text-align:justify">The government has directed the bureaucrats to immediately approve the pended programs and authorities as it is normal in present bureaucracy to avoid decentralisation of authority, partial decentralisation and late approval of the programs. Moreover, the government also directed budget spending bodies to be accountable, regularly inspect the sub-bodies and solve the problems (if any) in order to increase the capital expenditure.&nbsp; &nbsp;</p>
