The local units have more than doubled the charges under different heads effective from the current fiscal year.</p>

<p>The municipalities have doubled the charge for issuing citizenship certificates by ten folds.</p>

<p>Also, the charge for issuing birth and death certificates, migration certificate, pension cards among others have been increased to a great extent. There has also been a sharp increase in the fee for registration of firms and organisations.</p>

<p>The decision of the local units to increase the charges massively has drawn widespread criticism from different quarters of the society. Economists and consumers have said that the sharp hike will hit the people hard. They have argued that the government didn&rsquo;t make proper assessment before increasing the taxes and other charges and also said that the government extensively aims to run the country by collecting taxes alone.</p>

<p>According to economist Chandramani Adhikari, there are two ways of increasing revenue. One is the expansion of tax net while the other is to increase the rate of tax. Although the former takes time, it is more sustainable while the latter is easy to implement but is unpopular among the people.</p>

<p>&ldquo;It seems that the local units have adopted the easy way to collect revenue,&rdquo; he said, adding, &ldquo;However, the taxes they had been collection had not been reviewed for a long time.&rdquo;</p>

<p>Meanwhile, activist Prem Lal Maharjan said that it is very much impractical for the local units to set the tax rate at their whims.</p>

<p>&ldquo;This is the outcome of their sick mentality of running the government just by collecting taxes,&rdquo; he added.</p>

<p>Entrepreneurs including Sixit Bhatta, Ayushi KC, Siddhant Raj Pandey, Amit Agrawal delivered key notes on entrepreneurship and their experiences on Entrepreneurship Session during the second day of the symposium.</p>

<p>Speaking about the required skill for today&rsquo;s entrepreneurship, Sixit Bhatta, founder and CEO of Tootle, said, &ldquo;Innovation drives policy change. For that, we need to seek the idea ourselves getting ideas from others,&rdquo; adding, &ldquo;Learning the situation oneself is more important beyond traditional teaching method. Social media itself is also one of the educational models today.&rdquo;</p>

<p>Similarly, another speaker Ayushi KC, CEO of Khalisisi Management, also put her insight on innovation. &ldquo;We can no longer rely on the traditional education. We must be updated on present scenario and move along with digital collaboration after identifying our potential in bringing solution to any issue,&rdquo; she shared.&nbsp;</p>

<p>Amit Agrawal, another speaker during the Entrepreneurship Session of the symposium shared his personal experience and views on technology in the programme. According to him, understanding one&rsquo;s own timeline, team capacity, potential, business model at first is the prime thing for the growth of any business. &ldquo;Technology is not the solution. It is just a tool for it. Identifying the problem by oneself is the first step to the solution.&rdquo;</p>

<p>Siddhant Raj Pandey, CEO of Business Oxygen Pvt Ltd, also delivered key-note speech on sustainable growth funding through private equity in post conflict fragile nation on the second day of the programme. He said, &ldquo;In this digital world, Nepal is still lacking research in terms of financial knowledge and ecosystem for investors.&rdquo; He further said, &ldquo;Concepts like capital, value addition, climate change are to be understood by the investor for running their business with technology.&rdquo;</p>

<p>The two-day event was attended by representatives and students of different colleges, &nbsp;managers, entrepreneurs, researchers and policy makers.</p>

<p>Dr KC was on a hunger-strike at the KAHS since June 30 demanding key reforms in Nepal&#39;s health sector including withdrawal of the Medical Education Bill from the parliament, the watchdog said in a statement.</p>

<p>&ldquo;It is deeply saddening to see the baton-welding police forcefully enter the hospital premise manhandling medical professionals and general people, and use unwarranted force including tear gas, and allegedly a &quot;live ammunition&quot; seriously injuring a police constable, twenty medical doctors and others,&rdquo; the statement said.</p>

<p>Under international human rights law, Nepal is obliged to protect the right to life, liberty and security of every person, Amnesty International noted. It is also an obligation of the government to ensure and respect the right to freedom of expression and opinion of every individual.</p>

<p>&ldquo;Amnesty International Nepal urges the government to sufficiently ensure that the law- enforcement officials adhere to the UN Basic Principles on the Use of Force and Firearms, which requires at a minimum to ensure the necessity, proportionality, legality and accountability of any amount of force used in all circumstances,&rdquo; the statement further said.</p>

<p>&quot;We also urge the Government of Nepal to resolve any outstanding issues with the opposition party and/or dissenting groups including Dr KC through a process of meaningful dialogue,&quot; said Nirajan Thapaliya, director of Amnesty International Nepal.</p>

The tanker operators protested against the municipality after they were asked to pay the tax. The protest of the tanker operators had briefly affected the import of petroleum products from Birgunj Customs Point.</p>

<p>The transport operators parked the vehicles on the road after entering the border from the Integrated Check Post (ICP) of Birgunj on Wednesday &nbsp;to protest against the decision of the municipality to impose the tax. They declined to pay the tax arguing that the municipality should collect the tax from the importer instead of the transporters.</p>

<p>One of the transport entrepreneurs Manoj Das said that the municipality should collect the tax from Nepal Oil Corporation, the state-owned oli monopoly responsible for the overall distribution of oil across the country.</p>

<p>Birgunj Municipality has imposed a tax of Rs 1,000 per tanker. It has set up a counter at the highway near the ICP to collect the tax. Altogether 300 tankers import petroleum products from Birgunj Customs Point every day.</p>

<p>The tanker operators reached a deal with the municipality on Wednesday evening to call off the standoff after the municipality decided just to keep records of the tankers and collect the tax later on.</p>

<p>The municipalities have doubled the charge for issuing citizenship certificates by ten folds.</p>

<p>Also, the charge for issuing birth and death certificates, migration certificate, pension cards among others have been increased to a great extent. There has also been a sharp increase in the fee for registration of firms and organisations.</p>

<p>The decision of the local units to increase the charges massively has drawn widespread criticism from different quarters of the society. Economists and consumers have said that the sharp hike will hit the people hard. They have argued that the government didn&rsquo;t make proper assessment before increasing the taxes and other charges and also said that the government extensively aims to run the country by collecting taxes alone.</p>

<p>According to economist Chandramani Adhikari, there are two ways of increasing revenue. One is the expansion of tax net while the other is to increase the rate of tax. Although the former takes time, it is more sustainable while the latter is easy to implement but is unpopular among the people.</p>

<p>&ldquo;It seems that the local units have adopted the easy way to collect revenue,&rdquo; he said, adding, &ldquo;However, the taxes they had been collection had not been reviewed for a long time.&rdquo;</p>

<p>Meanwhile, activist Prem Lal Maharjan said that it is very much impractical for the local units to set the tax rate at their whims.</p>

<p>&ldquo;This is the outcome of their sick mentality of running the government just by collecting taxes,&rdquo; he added.</p>

It is just a tool for it. Identifying the problem by oneself is the first step to the solution.&rdquo;</p>

<p>Siddhant Raj Pandey, CEO of Business Oxygen Pvt Ltd, also delivered key-note speech on sustainable growth funding through private equity in post conflict fragile nation on the second day of the programme. He said, &ldquo;In this digital world, Nepal is still lacking research in terms of financial knowledge and ecosystem for investors.&rdquo; He further said, &ldquo;Concepts like capital, value addition, climate change are to be understood by the investor for running their business with technology.&rdquo;</p>

<p>Under international human rights law, Nepal is obliged to protect the right to life, liberty and security of every person, Amnesty International noted. It is also an obligation of the government to ensure and respect the right to freedom of expression and opinion of every individual.</p>

<p>&ldquo;Amnesty International Nepal urges the government to sufficiently ensure that the law- enforcement officials adhere to the UN Basic Principles on the Use of Force and Firearms, which requires at a minimum to ensure the necessity, proportionality, legality and accountability of any amount of force used in all circumstances,&rdquo; the statement further said.</p>

The tanker operators protested against the municipality after they were asked to pay the tax. The protest of the tanker operators had briefly affected the import of petroleum products from Birgunj Customs Point.</p>

<p>The transport operators parked the vehicles on the road after entering the border from the Integrated Check Post (ICP) of Birgunj on Wednesday &nbsp;to protest against the decision of the municipality to impose the tax. They declined to pay the tax arguing that the municipality should collect the tax from the importer instead of the transporters.</p>

<p>One of the transport entrepreneurs Manoj Das said that the municipality should collect the tax from Nepal Oil Corporation, the state-owned oli monopoly responsible for the overall distribution of oil across the country.</p>

<p>Birgunj Municipality has imposed a tax of Rs 1,000 per tanker. It has set up a counter at the highway near the ICP to collect the tax. Altogether 300 tankers import petroleum products from Birgunj Customs Point every day.</p>

<p>The tanker operators reached a deal with the municipality on Wednesday evening to call off the standoff after the municipality decided just to keep records of the tankers and collect the tax later on.</p>

<p>The municipalities have doubled the charge for issuing citizenship certificates by ten folds.</p>

<p>Also, the charge for issuing birth and death certificates, migration certificate, pension cards among others have been increased to a great extent. There has also been a sharp increase in the fee for registration of firms and organisations.</p>

<p>The decision of the local units to increase the charges massively has drawn widespread criticism from different quarters of the society. Economists and consumers have said that the sharp hike will hit the people hard. They have argued that the government didn&rsquo;t make proper assessment before increasing the taxes and other charges and also said that the government extensively aims to run the country by collecting taxes alone.</p>

<p>According to economist Chandramani Adhikari, there are two ways of increasing revenue. One is the expansion of tax net while the other is to increase the rate of tax. Although the former takes time, it is more sustainable while the latter is easy to implement but is unpopular among the people.</p>

<p>&ldquo;It seems that the local units have adopted the easy way to collect revenue,&rdquo; he said, adding, &ldquo;However, the taxes they had been collection had not been reviewed for a long time.&rdquo;</p>

<p>Meanwhile, activist Prem Lal Maharjan said that it is very much impractical for the local units to set the tax rate at their whims.</p>

<p>&ldquo;This is the outcome of their sick mentality of running the government just by collecting taxes,&rdquo; he added.</p>

The two-day event with a motto of &ldquo;where the managers today and tomorrow converge&rdquo; was organized by the Student Council of the college.</p>

<p>&ldquo;The event was organized with an aim to provide platform to develop a network between Nepali students and present entrepreneurs and managers,&rdquo; said Richa Tandukar, president of the council at KCM</p>

<p>Four main sessions including Leadership and Organizations, Marketing and Branding, Financial Economy Session and Entrepreneurship Session along with respective panel discussion were the key features of the programme. &nbsp;Two sessions -- Financial Economy and Marketing and Branding -- were held on the first day while Entrepreneurship and Leadership and Organization were conducted on the second day of the symposium.</p>

<p>Entrepreneurs including Sixit Bhatta, Ayushi KC, Siddhant Raj Pandey, Amit Agrawal delivered key notes on entrepreneurship and their experiences on Entrepreneurship Session during the second day of the symposium.</p>

<p>Speaking about the required skill for today&rsquo;s entrepreneurship, Sixit Bhatta, founder and CEO of Tootle, said, &ldquo;Innovation drives policy change. For that, we need to seek the idea ourselves getting ideas from others,&rdquo; adding, &ldquo;Learning the situation oneself is more important beyond traditional teaching method. Social media itself is also one of the educational models today.&rdquo;</p>

<p>Similarly, another speaker Ayushi KC, CEO of Khalisisi Management, also put her insight on innovation. &ldquo;We can no longer rely on the traditional education. We must be updated on present scenario and move along with digital collaboration after identifying our potential in bringing solution to any issue,&rdquo; she shared.&nbsp;</p>

<p>Amit Agrawal, another speaker during the Entrepreneurship Session of the symposium shared his personal experience and views on technology in the programme. According to him, understanding one&rsquo;s own timeline, team capacity, potential, business model at first is the prime thing for the growth of any business. &ldquo;Technology is not the solution. It is just a tool for it. Identifying the problem by oneself is the first step to the solution.&rdquo;</p>

<p>Siddhant Raj Pandey, CEO of Business Oxygen Pvt Ltd, also delivered key-note speech on sustainable growth funding through private equity in post conflict fragile nation on the second day of the programme. He said, &ldquo;In this digital world, Nepal is still lacking research in terms of financial knowledge and ecosystem for investors.&rdquo; He further said, &ldquo;Concepts like capital, value addition, climate change are to be understood by the investor for running their business with technology.&rdquo;</p>

<p>The two-day event was attended by representatives and students of different colleges, &nbsp;managers, entrepreneurs, researchers and policy makers.</p>

<p>Under international human rights law, Nepal is obliged to protect the right to life, liberty and security of every person, Amnesty International noted. It is also an obligation of the government to ensure and respect the right to freedom of expression and opinion of every individual.</p>

<p>&ldquo;Amnesty International Nepal urges the government to sufficiently ensure that the law- enforcement officials adhere to the UN Basic Principles on the Use of Force and Firearms, which requires at a minimum to ensure the necessity, proportionality, legality and accountability of any amount of force used in all circumstances,&rdquo; the statement further said.</p>

<p>The transport operators parked the vehicles on the road after entering the border from the Integrated Check Post (ICP) of Birgunj on Wednesday &nbsp;to protest against the decision of the municipality to impose the tax. They declined to pay the tax arguing that the municipality should collect the tax from the importer instead of the transporters.</p>

<p>One of the transport entrepreneurs Manoj Das said that the municipality should collect the tax from Nepal Oil Corporation, the state-owned oli monopoly responsible for the overall distribution of oil across the country.</p>

<p>Birgunj Municipality has imposed a tax of Rs 1,000 per tanker. It has set up a counter at the highway near the ICP to collect the tax. Altogether 300 tankers import petroleum products from Birgunj Customs Point every day.</p>

<p>The tanker operators reached a deal with the municipality on Wednesday evening to call off the standoff after the municipality decided just to keep records of the tankers and collect the tax later on.</p>

<p>Also, the charge for issuing birth and death certificates, migration certificate, pension cards among others have been increased to a great extent. There has also been a sharp increase in the fee for registration of firms and organisations.</p>

<p>The decision of the local units to increase the charges massively has drawn widespread criticism from different quarters of the society. Economists and consumers have said that the sharp hike will hit the people hard. They have argued that the government didn&rsquo;t make proper assessment before increasing the taxes and other charges and also said that the government extensively aims to run the country by collecting taxes alone.</p>

<p>According to economist Chandramani Adhikari, there are two ways of increasing revenue. One is the expansion of tax net while the other is to increase the rate of tax. Although the former takes time, it is more sustainable while the latter is easy to implement but is unpopular among the people.</p>

<p>&ldquo;It seems that the local units have adopted the easy way to collect revenue,&rdquo; he said, adding, &ldquo;However, the taxes they had been collection had not been reviewed for a long time.&rdquo;</p>

<p>Meanwhile, activist Prem Lal Maharjan said that it is very much impractical for the local units to set the tax rate at their whims.</p>

<p>&ldquo;This is the outcome of their sick mentality of running the government just by collecting taxes,&rdquo; he added.</p>

<p>&ldquo;The event was organized with an aim to provide platform to develop a network between Nepali students and present entrepreneurs and managers,&rdquo; said Richa Tandukar, president of the council at KCM</p>

<p>Four main sessions including Leadership and Organizations, Marketing and Branding, Financial Economy Session and Entrepreneurship Session along with respective panel discussion were the key features of the programme. &nbsp;Two sessions -- Financial Economy and Marketing and Branding -- were held on the first day while Entrepreneurship and Leadership and Organization were conducted on the second day of the symposium.</p>

<p>Entrepreneurs including Sixit Bhatta, Ayushi KC, Siddhant Raj Pandey, Amit Agrawal delivered key notes on entrepreneurship and their experiences on Entrepreneurship Session during the second day of the symposium.</p>

<p>Speaking about the required skill for today&rsquo;s entrepreneurship, Sixit Bhatta, founder and CEO of Tootle, said, &ldquo;Innovation drives policy change. For that, we need to seek the idea ourselves getting ideas from others,&rdquo; adding, &ldquo;Learning the situation oneself is more important beyond traditional teaching method. Social media itself is also one of the educational models today.&rdquo;</p>

<p>Similarly, another speaker Ayushi KC, CEO of Khalisisi Management, also put her insight on innovation. &ldquo;We can no longer rely on the traditional education. We must be updated on present scenario and move along with digital collaboration after identifying our potential in bringing solution to any issue,&rdquo; she shared.&nbsp;</p>

<p>Amit Agrawal, another speaker during the Entrepreneurship Session of the symposium shared his personal experience and views on technology in the programme. According to him, understanding one&rsquo;s own timeline, team capacity, potential, business model at first is the prime thing for the growth of any business. &ldquo;Technology is not the solution. It is just a tool for it. Identifying the problem by oneself is the first step to the solution.&rdquo;</p>

<p>Siddhant Raj Pandey, CEO of Business Oxygen Pvt Ltd, also delivered key-note speech on sustainable growth funding through private equity in post conflict fragile nation on the second day of the programme. He said, &ldquo;In this digital world, Nepal is still lacking research in terms of financial knowledge and ecosystem for investors.&rdquo; He further said, &ldquo;Concepts like capital, value addition, climate change are to be understood by the investor for running their business with technology.&rdquo;</p>

<p>The two-day event was attended by representatives and students of different colleges, &nbsp;managers, entrepreneurs, researchers and policy makers.</p>

<p>Dr KC was on a hunger-strike at the KAHS since June 30 demanding key reforms in Nepal&#39;s health sector including withdrawal of the Medical Education Bill from the parliament, the watchdog said in a statement.</p>

<p>&ldquo;It is deeply saddening to see the baton-welding police forcefully enter the hospital premise manhandling medical professionals and general people, and use unwarranted force including tear gas, and allegedly a &quot;live ammunition&quot; seriously injuring a police constable, twenty medical doctors and others,&rdquo; the statement said.</p>

<p>Under international human rights law, Nepal is obliged to protect the right to life, liberty and security of every person, Amnesty International noted. It is also an obligation of the government to ensure and respect the right to freedom of expression and opinion of every individual.</p>

<p>&ldquo;Amnesty International Nepal urges the government to sufficiently ensure that the law- enforcement officials adhere to the UN Basic Principles on the Use of Force and Firearms, which requires at a minimum to ensure the necessity, proportionality, legality and accountability of any amount of force used in all circumstances,&rdquo; the statement further said.</p>

<p>&quot;We also urge the Government of Nepal to resolve any outstanding issues with the opposition party and/or dissenting groups including Dr KC through a process of meaningful dialogue,&quot; said Nirajan Thapaliya, director of Amnesty International Nepal.</p>

			'content' => '<p>July 20: Petroleum tanker operators have criticized the decision of Birgunj Municipality to impose environment and road maintenance tax effective from the current fiscal year. The tanker operators protested against the municipality after they were asked to pay the tax. The protest of the tanker operators had briefly affected the import of petroleum products from Birgunj Customs Point.</p>

<p>The transport operators parked the vehicles on the road after entering the border from the Integrated Check Post (ICP) of Birgunj on Wednesday &nbsp;to protest against the decision of the municipality to impose the tax. They declined to pay the tax arguing that the municipality should collect the tax from the importer instead of the transporters.</p>

<p>One of the transport entrepreneurs Manoj Das said that the municipality should collect the tax from Nepal Oil Corporation, the state-owned oli monopoly responsible for the overall distribution of oil across the country.</p>

<p>Birgunj Municipality has imposed a tax of Rs 1,000 per tanker. It has set up a counter at the highway near the ICP to collect the tax. Altogether 300 tankers import petroleum products from Birgunj Customs Point every day.</p>

<p>The tanker operators reached a deal with the municipality on Wednesday evening to call off the standoff after the municipality decided just to keep records of the tankers and collect the tax later on.</p>
