So far, only the buyer had been paying VAT amount to the government. </p> <p> According to the amended regulation, public offices as well as other institutions and individuals registered under VAT have to deposit 50 percent of the tax at the concerned government office themselves for any transaction relating to contract agreements or for rendering goods and services. </p> <p> Likewise, the revised provision of VAT restricts the companies to receive full payment for rendering goods and services. They have complained that the ECTS is adding financial burden without rendering the service.</p> <p> Nava Raj Dhakal, joint secretary at the Ministry of Industry, Trade and Supply, said that the problems have emerged as the ECTS in in the testing phase.</p> <p> “Some technical glitches might have appeared as we are in the initial phase of implementing the tracking system. They have complained that the ECTS is adding financial burden without rendering the service.</p> <p> Nava Raj Dhakal, joint secretary at the Ministry of Industry, Trade and Supply, said that the problems have emerged as the ECTS in in the testing phase.</p> <p> “Some technical glitches might have appeared as we are in the initial phase of implementing the tracking system. They have complained that the ECTS is adding financial burden without rendering the service.</p> <p> Nava Raj Dhakal, joint secretary at the Ministry of Industry, Trade and Supply, said that the problems have emerged as the ECTS in in the testing phase.</p> <p> “Some technical glitches might have appeared as we are in the initial phase of implementing the tracking system. They have complained that the ECTS is adding financial burden without rendering the service.</p> <p> Nava Raj Dhakal, joint secretary at the Ministry of Industry, Trade and Supply, said that the problems have emerged as the ECTS in in the testing phase.</p> <p> “Some technical glitches might have appeared as we are in the initial phase of implementing the tracking system. The problems will be resolved gradually,” said Dhakal.</p> <p> The ECTS was introduced to minimize the cost of trading by removing the documentation process in the ports.
