	<span style="font-size: 12px;">The National Planning Commission (NPC) has now endorsed the approach paper of the Three- Year (2013-16) plan with revenue and expenditure projections of the Central and State governments.&nbsp;</span></p>
<p>
	Designed with an objective of upgrading Nepal within 2022 to a developing country from the current status of least developed country, the approach paper aims to attain an average 6 percent economic growth annually over the period. However, calculations show that the country needs to achieve average 7 percent growth to attain the target of becoming a developing country within 2022.&nbsp;</p>
<p>
	The proposed plan also aims to decrease the poverty rate to 18 percent from the current 23.8 percent.&nbsp;</p>
<p>
	The government expenditure projected is about Rs 1.4 trillion in the next three years, of which Rs 11 billion will be mobilized as state revenue generated within the country. The rest will be arranged from foreign aid and internal loans.&nbsp;</p>
<p>
	How realistic are the targets?In the recent years, NPC has been often criticized for being only mouth-piece of political parties rather than engaging in the rigorous analysis of country’s economic situation.&nbsp;</p>
<p>
	Instead of formulating down-to-earth plan, the commission seems to tend to agenda of the political parties which are in power.&nbsp;</p>
<p>
	According to its mandate, NPC is the advisory body for formulating development plans and policies in the country and it should explore and allocate resources for economic development and work as a central agency for monitoring and evaluation of development plans, policies and programmes.&nbsp;</p>
<p>
	However, influence from powerful politicians, nepotism and favouritism while formulating plan and ignorance to the grassroots problems are often attributed as a weakness of the commission. Unrealistic targets often suffer from aforementioned weaknesses. The commission leadership should be serious to avoid such weaknesses. Otherwise, its plan will be nothing more than a day dream.</p>

According to the act, those who have been handed down final sentences by the courts for involvement in certain criminal cases including corruption, rape, murder, passport misuse, money laundering, drug smuggling and human trafficking, or have been black-listed for loan default, cannot file candidacy. The petitioner has demanded implementation of only those provisions which are accommodated in the Interim Constitution. 	<span style="font-size: 12px;">The Election Commission (EC) has set the code of conduct for the upcoming election. According to the code a candidate contesting under the First-Past-the-Post (FPTP) can spend upto Rs 1 million for election campaign while the candidate from proportional representation system can spend upto Rs 0.1 million. According to the Election Commissioner Ayodhee Prasad Yadav, EC has increased the expenditure limit this time because of the inflation.&nbsp;</span></p>
<p>
	Similarly, the parties have been barred from collecting donations without an official receipt and are strictly forbidden to use insulting language, character assassination and intimidation during their campaign. EC has also directed parties to stop their election campaign 48 hours before voting starts. Any party or candidate violating the Code of conduct will be fined of Rs 100,000 and could also be declared disqualified to participate in any elections for next six years.&nbsp;</p>
<p>
	Meanwhile, some parties have opposed the restriction on use of helicopter for election campaign. UCPN (Maoist) and Madhes-based parties have been opposing the EC’s proposal to ban the use of chartered planes and helicopters. But the Nepali Congress and the CPN-UML are silent on this matter. Senior officials of the EC have also rejected the idea of using helicopters during the elections, saying that it would be an expensive affair.&nbsp;</p>
<p>
	Election Commission (EC) officials say that the use of helicopters and planes will violate the code of conduct of election in two ways. Firstly, it will increase the campaign expenditure, and secondly, it will encourage collection of forced donations.</p>',

	<span style="font-size: 12px;">The National Planning Commission (NPC) has now endorsed the approach paper of the Three- Year (2013-16) plan with revenue and expenditure projections of the Central and State governments.&nbsp;</span></p>
<p>
	Designed with an objective of upgrading Nepal within 2022 to a developing country from the current status of least developed country, the approach paper aims to attain an average 6 percent economic growth annually over the period. However, calculations show that the country needs to achieve average 7 percent growth to attain the target of becoming a developing country within 2022.&nbsp;</p>
<p>
	The proposed plan also aims to decrease the poverty rate to 18 percent from the current 23.8 percent.&nbsp;</p>
<p>
	The government expenditure projected is about Rs 1.4 trillion in the next three years, of which Rs 11 billion will be mobilized as state revenue generated within the country. The rest will be arranged from foreign aid and internal loans.&nbsp;</p>
<p>
	How realistic are the targets?In the recent years, NPC has been often criticized for being only mouth-piece of political parties rather than engaging in the rigorous analysis of country’s economic situation.&nbsp;</p>
<p>
	Instead of formulating down-to-earth plan, the commission seems to tend to agenda of the political parties which are in power.&nbsp;</p>
<p>
	According to its mandate, NPC is the advisory body for formulating development plans and policies in the country and it should explore and allocate resources for economic development and work as a central agency for monitoring and evaluation of development plans, policies and programmes.&nbsp;</p>
<p>
	However, influence from powerful politicians, nepotism and favouritism while formulating plan and ignorance to the grassroots problems are often attributed as a weakness of the commission. Unrealistic targets often suffer from aforementioned weaknesses. The commission leadership should be serious to avoid such weaknesses. Otherwise, its plan will be nothing more than a day dream.</p>

According to the code a candidate contesting under the First-Past-the-Post (FPTP) can spend upto Rs 1 million for election campaign while the candidate from proportional representation system can spend upto Rs 0.1 million. According to the Election Commissioner Ayodhee Prasad Yadav, EC has increased the expenditure limit this time because of the inflation.&nbsp;</span></p>
<p>
	Similarly, the parties have been barred from collecting donations without an official receipt and are strictly forbidden to use insulting language, character assassination and intimidation during their campaign. EC has also directed parties to stop their election campaign 48 hours before voting starts. Any party or candidate violating the Code of conduct will be fined of Rs 100,000 and could also be declared disqualified to participate in any elections for next six years.&nbsp;</p>
<p>
	Meanwhile, some parties have opposed the restriction on use of helicopter for election campaign. UCPN (Maoist) and Madhes-based parties have been opposing the EC’s proposal to ban the use of chartered planes and helicopters. But the Nepali Congress and the CPN-UML are silent on this matter. Senior officials of the EC have also rejected the idea of using helicopters during the elections, saying that it would be an expensive affair.&nbsp;</p>
<p>
	Election Commission (EC) officials say that the use of helicopters and planes will violate the code of conduct of election in two ways. Firstly, it will increase the campaign expenditure, and secondly, it will encourage collection of forced donations.</p>',

	<span style="font-size: 12px;">The National Planning Commission (NPC) has now endorsed the approach paper of the Three- Year (2013-16) plan with revenue and expenditure projections of the Central and State governments.&nbsp;</span></p>
<p>
	Designed with an objective of upgrading Nepal within 2022 to a developing country from the current status of least developed country, the approach paper aims to attain an average 6 percent economic growth annually over the period. However, calculations show that the country needs to achieve average 7 percent growth to attain the target of becoming a developing country within 2022.&nbsp;</p>
<p>
	The proposed plan also aims to decrease the poverty rate to 18 percent from the current 23.8 percent.&nbsp;</p>
<p>
	The government expenditure projected is about Rs 1.4 trillion in the next three years, of which Rs 11 billion will be mobilized as state revenue generated within the country. The rest will be arranged from foreign aid and internal loans.&nbsp;</p>
<p>
	How realistic are the targets?In the recent years, NPC has been often criticized for being only mouth-piece of political parties rather than engaging in the rigorous analysis of country’s economic situation.&nbsp;</p>
<p>
	Instead of formulating down-to-earth plan, the commission seems to tend to agenda of the political parties which are in power.&nbsp;</p>
<p>
	According to its mandate, NPC is the advisory body for formulating development plans and policies in the country and it should explore and allocate resources for economic development and work as a central agency for monitoring and evaluation of development plans, policies and programmes.&nbsp;</p>
<p>
	However, influence from powerful politicians, nepotism and favouritism while formulating plan and ignorance to the grassroots problems are often attributed as a weakness of the commission. Unrealistic targets often suffer from aforementioned weaknesses. The commission leadership should be serious to avoid such weaknesses. Otherwise, its plan will be nothing more than a day dream.</p>

According to the code a candidate contesting under the First-Past-the-Post (FPTP) can spend upto Rs 1 million for election campaign while the candidate from proportional representation system can spend upto Rs 0.1 million. According to the Election Commissioner Ayodhee Prasad Yadav, EC has increased the expenditure limit this time because of the inflation.&nbsp;</span></p>
<p>
	Similarly, the parties have been barred from collecting donations without an official receipt and are strictly forbidden to use insulting language, character assassination and intimidation during their campaign. EC has also directed parties to stop their election campaign 48 hours before voting starts. Any party or candidate violating the Code of conduct will be fined of Rs 100,000 and could also be declared disqualified to participate in any elections for next six years.&nbsp;</p>
<p>
	Meanwhile, some parties have opposed the restriction on use of helicopter for election campaign. UCPN (Maoist) and Madhes-based parties have been opposing the EC’s proposal to ban the use of chartered planes and helicopters. But the Nepali Congress and the CPN-UML are silent on this matter. Senior officials of the EC have also rejected the idea of using helicopters during the elections, saying that it would be an expensive affair.&nbsp;</p>
<p>
	Election Commission (EC) officials say that the use of helicopters and planes will violate the code of conduct of election in two ways. Firstly, it will increase the campaign expenditure, and secondly, it will encourage collection of forced donations.</p>',

	<span style="font-size: 12px;">The National Planning Commission (NPC) has now endorsed the approach paper of the Three- Year (2013-16) plan with revenue and expenditure projections of the Central and State governments.&nbsp;</span></p>
<p>
	Designed with an objective of upgrading Nepal within 2022 to a developing country from the current status of least developed country, the approach paper aims to attain an average 6 percent economic growth annually over the period. However, calculations show that the country needs to achieve average 7 percent growth to attain the target of becoming a developing country within 2022.&nbsp;</p>
<p>
	The proposed plan also aims to decrease the poverty rate to 18 percent from the current 23.8 percent.&nbsp;</p>
<p>
	The government expenditure projected is about Rs 1.4 trillion in the next three years, of which Rs 11 billion will be mobilized as state revenue generated within the country. The rest will be arranged from foreign aid and internal loans.&nbsp;</p>
<p>
	How realistic are the targets?In the recent years, NPC has been often criticized for being only mouth-piece of political parties rather than engaging in the rigorous analysis of country’s economic situation.&nbsp;</p>
<p>
	Instead of formulating down-to-earth plan, the commission seems to tend to agenda of the political parties which are in power.&nbsp;</p>
<p>
	According to its mandate, NPC is the advisory body for formulating development plans and policies in the country and it should explore and allocate resources for economic development and work as a central agency for monitoring and evaluation of development plans, policies and programmes.&nbsp;</p>
<p>
	However, influence from powerful politicians, nepotism and favouritism while formulating plan and ignorance to the grassroots problems are often attributed as a weakness of the commission. Unrealistic targets often suffer from aforementioned weaknesses. The commission leadership should be serious to avoid such weaknesses. Otherwise, its plan will be nothing more than a day dream.</p>

	<span style="font-size: 12px;">The Election Commission (EC) has set the code of conduct for the upcoming election. According to the code a candidate contesting under the First-Past-the-Post (FPTP) can spend upto Rs 1 million for election campaign while the candidate from proportional representation system can spend upto Rs 0.1 million. According to the Election Commissioner Ayodhee Prasad Yadav, EC has increased the expenditure limit this time because of the inflation.&nbsp;</span></p>

	Similarly, the parties have been barred from collecting donations without an official receipt and are strictly forbidden to use insulting language, character assassination and intimidation during their campaign. EC has also directed parties to stop their election campaign 48 hours before voting starts. Any party or candidate violating the Code of conduct will be fined of Rs 100,000 and could also be declared disqualified to participate in any elections for next six years.&nbsp;</p>
<p>
	Meanwhile, some parties have opposed the restriction on use of helicopter for election campaign. UCPN (Maoist) and Madhes-based parties have been opposing the EC’s proposal to ban the use of chartered planes and helicopters. But the Nepali Congress and the CPN-UML are silent on this matter. Senior officials of the EC have also rejected the idea of using helicopters during the elections, saying that it would be an expensive affair.&nbsp;</p>

	Election Commission (EC) officials say that the use of helicopters and planes will violate the code of conduct of election in two ways. Firstly, it will increase the campaign expenditure, and secondly, it will encourage collection of forced donations.</p>',
