<p>Preparation is underway to operate 50 electric buses and micro buses with the support of Asian Development Bank&#39;s Clean Energy Fund. The bank has also been preparing to operate electric vehicles in the Kathmandu valley as well, via the same fund. Some of such vehicles to be operated in Lumbini will be powered by solar energy. The Clean Energy Fund is to bear 51% of the total cost required for operating the vehicles, while the remaining amount will be invested by tourism and transportation entrepreneurs. Agreement with the private sector however is yet to be forged in this regard. The Fund has been insisting to get 51% shares in order to provide concession to elderly, students and ascetics as per its public welfare scheme.&nbsp;</p>

<p>Lumbini Development Trust&#39;s member secretary Ajit Man Tamang said that the construction of regional international airport in Bhairahawa was currently underway. He said that the number of tourists visiting Lumbini would automatically increase following the completion of the airport. He added the fund is planning for operating the electric vehicles from the proposed Bhairahawa International Airport to Lumbini keeping in mind the comfort of the tourists visiting Lumbini.&nbsp;</p>

<p>Lumbini Development Trust had sought loan from ADB for the operation of such pollution free vehicles across the Lumbini region. ADB later accepted the proposal in the support of the fund&#39;s welfare ambassador Nobuo Kasai. ADB will be providing NPR 300 million for the venture. The amount will be used to construction the electric vehicles&#39; parking stations, charging stations along with their service stations. The Fund is also planning to completely ban all kinds of petroleum vehicles in Lumbini after the electric vehicles commence their services.&nbsp;</p>

<p>According to NOC&rsquo;s Director Dipak Baral, the daily demand of petrol and diesel across the country stands at 1500 kiloliters and 3000 kiloliters respectively. But the demand has recently gone up due to a prolonged scarcity. In order to bring the daily demand back to normal, it is necessary to send daily 10 thousand liters of petrol and 8 thousand liters of diesel to the market in the valley alone for consecutive ten days. But the corporation hasn&rsquo;t been able to reach the target as IOC has continued its reluctance to supply fuel in a full-fledged manner.&nbsp;</p>

<p>NOC&rsquo;s spokesperson Ghimire said, &ldquo;IOC hasn&rsquo;t been loading our tankers as per our demand. It&rsquo;s even been refraining from providing any clear reason for that.&rdquo; He said the problem has occurred since IOC has recently been providing only 70% of the actual demand. As the embargo with regard to fuel continues, NOC&rsquo;s Director General Gopal Bahadur Khadka headed to India on Wednesday to hold meeting with IOC&rsquo;s officials in this regard.&nbsp;</p>

<p>IOC hasn&rsquo;t completely eased the supply LPG bullets as well. It&rsquo;s been only providing 40 to 42 bullets daily, while a normal day&rsquo;s requirement is 65 bullets.&nbsp;</p>

<p>It&rsquo;s been learnt that, despite the Indian government assurance reported through media to provide fuel as per Nepal&rsquo;s demand through, it hasn&rsquo;t done so.&nbsp;</p>

<p>The meeting of the council of ministers held at the prime minister&#39;s residence on thursday endorsed the scheme. The cabinet meeting has also declared National Energy Crisis Alleviation and Electricity Development Decade. Energy Minister Top Bahadur Rayamajhi said that the government was planning to expedite works on electricity generation to relieve the public from persistent power cuts. He said the load-shedding would be drastically reduced in a year and completely removed within two years.&nbsp;</p>

<p>The plan includes completion of 22 power projects within the current fiscal year and 16 more projects by the end of next fiscal year. The ten-year plan envisages 11 hydropower projects based on reservoir.&nbsp;</p>

<p>The action plan read out by government&#39;s spokesperson Sher Dhan Rai pledges to do away with the general electricity scarcity within a year. As per the action plan, the government would also be able to mobilize army in case of any kind obstacle to its power generation and project construction. The decision has come at a time when stakeholders have been complaining that works related to hydel projects had been repeatedly obstructed by political party cadres and local residents. The plan also has a provision to ask the banks to increase their investment in the power projects. &nbsp;</p>

<p>The revenue target of the office for the current fiscal year was around 1.65 billion rupees. But the strikes imposed along the Terai region led to the loss of 480 million rupees, according to the chief revenue officer at the office, Punya Prasad Neupane.&nbsp;</p>

<p>The businesses in the central Terai region including Dhanusha came to a standstill due to the movement instigated by the Madheshi Morcha. Neupane said that the details of sales of factories and other business firms in the region couldn&rsquo;t be received for the same reason. He added that failure of most of the businesses to register themselves under PAN due to the agitation was another cause for the loss in the revenue.&nbsp;</p>

<p>Meanwhile, the government has exempted the penalty on the taxes for the period between 18 August 2015 to 14 January 2016. Treasurer at the Janakpur Chambe of Commerce and Industry Jinendra Mahaseth said that the exemption of charges provided some respite to the local businesses. Likewise, Tax Officer at the Inland Revenue Office, Rakesh Chaudhary, said that around 60 thousand traders in the region have felt relief from the exemption on the penalty.&nbsp;</p>

<p>According to a recent decision by the Office of the Company Registrar (OCR), if the shares of public limited companies that are delisted from the list of Nepse or still unlisted in Nepse or do not fulfil the criteria for listing on Nepse are to be sold or purchased, such transaction must be through Nepse.&nbsp;</p>

<p>For this, Nepse has already created over the counter (OTC) window. The OCR has &nbsp;asked all the persons and companies concerned to follow this rule now onwards.</p>

<p>So far, the share transactions of the companies not listed at the securities market were so far carried out as per approval of the OCR on the basis of decisions from the Board of Directors of the respective company. &nbsp;However, the office has said that it reached the decision based on the OCT Regulation 2065 that has already made it mandatory for such companies to trade their shares through the OTC market. &nbsp;</p>

<p>Following the decision, hundreds of companies not listed yet with the Nepse will now come under the purview of OTC. Narayan Prasad Timilisina, a Senior Officer in OCR assigned to look after the OTC market, said that the new arrangement would help to increase government revenue as well in terms of capital gain tax from such transactions.&nbsp;</p>

<p>The companies are not required to pay any kind of charges while their shares are transacted through the OCT market. &nbsp;Likewise, companies can also get registered for free at the market.&nbsp;</p>

<p>As per the OCT Regulation 2065, the capital gain tax is 5% for natural persons and 10% for firms, companies and institutions. &nbsp;</p>

<p>Participating in an interaction held at Biratnagar on the topic &ldquo;Nepal&rsquo;s Development and Nepal-India Relationship,&rdquo; jointly organized by New Business Age Pvt. Ltd. and Aarthik Abhiyan Daily on last Wednesday, the stakeholders alleged that the political leadership was indifferent towards the country&rsquo;s development. They claimed that the leaders&rsquo; lack of vision about national progress was the reason behind the sluggish pace of Nepal&rsquo;s development. Speakers at the program said that the Nepal-India relations have remained strong and cordial at the peoples&rsquo; level, though problems have been felt from time to time at the government level.&nbsp;</p>

<p>Member of Parliament representing Madhesi People&rsquo;s Rights Forum-Democratic, Pawan Kumar Sharada, who presided over the event, opined that frequent strikes and shutdowns have ravaged almost every area related to national development. Sharada, who is also is also the President of Morang Merchants Association and an Executive Committee Member of SAARC Chamber of Commerce and Industry, said that Nepal had to suffer a huge economic setback due to the recent blockade on Indian border because the country didn&rsquo;t take any initiative to reduce dependence on India even after experience of a blockade in 1989. He said that the country once able to export rice has now come to the stage of importing it. Expressing his dismay over the fact, he added, &ldquo;It&rsquo;s easy to blame others. But what have we done since 1989?&rdquo; &nbsp;|</p>

<p>Likewise, chief guest at the program and President of Chamber of Industries, Morang, Shiva Shankar Agrawal called for a strategy based on four pillars for the development of the country. According to him, the four pillars should be Service Sector, Manufacturing Sector, Agriculture Sector and Natural Resources. He added that even if it is necessary for the time being to send the youth, the crucial human resource, for foreign employment, they should be provided with proper trainings before they go abroad. He also called for removing the non-tariff barriers imposed by India on Nepal&rsquo;s exports. On a different note, he added that both Nepal and India should be vigilant on containing the rise of illegal trade across the open border</p>

<p>Another participant, Dean at the Purbanchal University&rsquo;s Faculty of Management, Professor Dr. Khagendra Acharya called for developing a &lsquo;win-win&rsquo; situation for both Nepal and India so as to avoid bilateral tension between the two countries. He was of the view that a link road connecting the SAARC nations and China should be constructed for the development of the eastern Nepal.&nbsp;</p>

<p>Similarly, Industrialist Surendra Golchha stressed on the need of agricultural development in order to ensure overall development of the country. He said efforts should be made to reduce the production costs so as to effectively commercialize the country&rsquo;s agricultural sector. Pointing at the possibility of attracting a significant number of tourists in the eastern region, he added that the tourism prospects and infrastructural quality of the region should however be bolstered to make it a reality.&nbsp;</p>

<p>Former lawmaker and a leader of Federal Socialist Forum Nepal, Jaya Ram Yadav, said that the country&rsquo;s development would not move ahead unless there is an improvement in the relationship with India. He added that mere blame game would not help resolve the matter. CPN-UML&rsquo;s representative Keshav Prasad Gautam said that the Nepal-India bilateral treaty of 1950 should be revoked. Former Executive Officer at the Nerude Micro-Hydro Power Development Bank, Mani Kumar Arjyal drew the attention of all to the fact that the microfinance companies are facing difficulty in finding a sector where to invest as there is a lack of a long-term strategy on microfinance. He said that the provision of identity cards for citizens of both Nepal and India should be made mandatory for cross-border travel.&nbsp;</p>

<p>At the beginning of the program, Editor-in-Chief of Aarthik Abhiyan Daily and New Business Age monthly, Madan Lamsal explained the objective of the program and said that the program focusing on the development issues of the country&rsquo;s eastern region was organized at Biratnagar simply because no others than the people of eastern region would be as concerned and determined for the development of this region.&nbsp;</p>

The businesses in the region blame the negligence Nepal Oil Corporation for this. They say they are still compelled to rely on black marketers for the supply.&nbsp;</p>

The Indo Nepal Truck and Trailer Association has resorted to hindering the supply to Nepal as a pressure tactic aimed at increasing collection from the freight and demurrage.&nbsp;</p>

<p>Nepal&#39;s Deputy Consular General in Kolkata, SurendraThapa, said the suppliers of trucks and containers have recently halted the supply via the port. He said that the obstruction was possibly carried out under the protection of the local political parties.&nbsp;<br />
No container has been released via the roadway due to the obstruction. The association has been holding a sit-in by setting up a tent at the port&rsquo;s main entrance. Around 60 percent of supply to Nepal from third countries comes via roadway from the Kolkata port. Every year, as many as 40 thousand containers come to Nepal through the port. &nbsp; &nbsp;</p>

<p>The Indo Nepal Truck and Trailer Association has demanded that the detention charges should be fixed at Indian Currency (IC) 2 thousand to 3 thousand rupees depending on the capacity of the trucks and the returning charge of empty containers at 2,500 Indian rupees. The clearing agents at Kolkata however have said that the demands were unreasonable, since both the detention and returning charges were increased in 10th of January earlier this year. As per the agents, the returning charges for 20-feet and 40-feet containers were then fixed at 1200 and 1500 Indian rupees respectively. They also said that the detention charges too had already been fixed at 300 to 600 rupees per day, depending on the containers&rsquo; capacity. The association has however called for further increase in the detention charges as well, citing that the prospects of regular supply to Nepal were still uncertain. The clearing agents, on the other hand, insist that demand is irrational as the earlier increase was made when the border was blocked.&nbsp;</p>

<p>Meanwhile, the association has barred also the traders who want to move their goods from the port on their own. The traders said that the association has also been threatening them and clearing agents in this regard. Deputy Consular General Thapa said, &ldquo;The people affiliated to the association have been barring even other traders from entering the port. We have already informed the local police about it.&rdquo; He added that the obstruction would be done away with in a couple of days through security arrangements.&nbsp;</p>

<p>Chairman of the Birgunj Chamber of Commerce and Industries, Pradip Kumar Kedia, said that many containers have already been stranded at the Indian side of the port due to the obstruction. Meanwhile, Deputy Commissioner of Police at the Kolkata port Sandeep Sarkar said that the police was ready to provide security to regularize the supply if the suppliers want. &nbsp;Speaking to reporters, he said that the problem had arisen due to tussle between the transport associations. He said that problem would however be sorted out since the agitating sides were already called for discussion and that the preparation for security arrangements was also underway.&nbsp;</p>

<p>Preparation is underway to operate 50 electric buses and micro buses with the support of Asian Development Bank&#39;s Clean Energy Fund. The bank has also been preparing to operate electric vehicles in the Kathmandu valley as well, via the same fund. Some of such vehicles to be operated in Lumbini will be powered by solar energy. The Clean Energy Fund is to bear 51% of the total cost required for operating the vehicles, while the remaining amount will be invested by tourism and transportation entrepreneurs. Agreement with the private sector however is yet to be forged in this regard. The Fund has been insisting to get 51% shares in order to provide concession to elderly, students and ascetics as per its public welfare scheme.&nbsp;</p>

<p>Lumbini Development Trust&#39;s member secretary Ajit Man Tamang said that the construction of regional international airport in Bhairahawa was currently underway. He said that the number of tourists visiting Lumbini would automatically increase following the completion of the airport. He added the fund is planning for operating the electric vehicles from the proposed Bhairahawa International Airport to Lumbini keeping in mind the comfort of the tourists visiting Lumbini.&nbsp;</p>

<p>Lumbini Development Trust had sought loan from ADB for the operation of such pollution free vehicles across the Lumbini region. ADB later accepted the proposal in the support of the fund&#39;s welfare ambassador Nobuo Kasai. ADB will be providing NPR 300 million for the venture. The amount will be used to construction the electric vehicles&#39; parking stations, charging stations along with their service stations. The Fund is also planning to completely ban all kinds of petroleum vehicles in Lumbini after the electric vehicles commence their services.&nbsp;</p>

In order to bring the daily demand back to normal, it is necessary to send daily 10 thousand liters of petrol and 8 thousand liters of diesel to the market in the valley alone for consecutive ten days. But the corporation hasn&rsquo;t been able to reach the target as IOC has continued its reluctance to supply fuel in a full-fledged manner.&nbsp;</p>

<p>NOC&rsquo;s spokesperson Ghimire said, &ldquo;IOC hasn&rsquo;t been loading our tankers as per our demand. It&rsquo;s even been refraining from providing any clear reason for that.&rdquo; He said the problem has occurred since IOC has recently been providing only 70% of the actual demand. As the embargo with regard to fuel continues, NOC&rsquo;s Director General Gopal Bahadur Khadka headed to India on Wednesday to hold meeting with IOC&rsquo;s officials in this regard.&nbsp;</p>

<p>IOC hasn&rsquo;t completely eased the supply LPG bullets as well. It&rsquo;s been only providing 40 to 42 bullets daily, while a normal day&rsquo;s requirement is 65 bullets.&nbsp;</p>

<p>It&rsquo;s been learnt that, despite the Indian government assurance reported through media to provide fuel as per Nepal&rsquo;s demand through, it hasn&rsquo;t done so.&nbsp;</p>

He said the load-shedding would be drastically reduced in a year and completely removed within two years.&nbsp;</p>

<p>The plan includes completion of 22 power projects within the current fiscal year and 16 more projects by the end of next fiscal year. The ten-year plan envisages 11 hydropower projects based on reservoir.&nbsp;</p>

<p>The action plan read out by government&#39;s spokesperson Sher Dhan Rai pledges to do away with the general electricity scarcity within a year. As per the action plan, the government would also be able to mobilize army in case of any kind obstacle to its power generation and project construction. The decision has come at a time when stakeholders have been complaining that works related to hydel projects had been repeatedly obstructed by political party cadres and local residents. The plan also has a provision to ask the banks to increase their investment in the power projects. &nbsp;</p>

<p>The revenue target of the office for the current fiscal year was around 1.65 billion rupees. But the strikes imposed along the Terai region led to the loss of 480 million rupees, according to the chief revenue officer at the office, Punya Prasad Neupane.&nbsp;</p>

<p>The businesses in the central Terai region including Dhanusha came to a standstill due to the movement instigated by the Madheshi Morcha. Neupane said that the details of sales of factories and other business firms in the region couldn&rsquo;t be received for the same reason. He added that failure of most of the businesses to register themselves under PAN due to the agitation was another cause for the loss in the revenue.&nbsp;</p>

<p>Meanwhile, the government has exempted the penalty on the taxes for the period between 18 August 2015 to 14 January 2016. Treasurer at the Janakpur Chambe of Commerce and Industry Jinendra Mahaseth said that the exemption of charges provided some respite to the local businesses. Likewise, Tax Officer at the Inland Revenue Office, Rakesh Chaudhary, said that around 60 thousand traders in the region have felt relief from the exemption on the penalty.&nbsp;</p>

<p>According to a recent decision by the Office of the Company Registrar (OCR), if the shares of public limited companies that are delisted from the list of Nepse or still unlisted in Nepse or do not fulfil the criteria for listing on Nepse are to be sold or purchased, such transaction must be through Nepse.&nbsp;</p>

<p>For this, Nepse has already created over the counter (OTC) window. The OCR has &nbsp;asked all the persons and companies concerned to follow this rule now onwards.</p>

<p>So far, the share transactions of the companies not listed at the securities market were so far carried out as per approval of the OCR on the basis of decisions from the Board of Directors of the respective company. &nbsp;However, the office has said that it reached the decision based on the OCT Regulation 2065 that has already made it mandatory for such companies to trade their shares through the OTC market. &nbsp;</p>

<p>Following the decision, hundreds of companies not listed yet with the Nepse will now come under the purview of OTC. Narayan Prasad Timilisina, a Senior Officer in OCR assigned to look after the OTC market, said that the new arrangement would help to increase government revenue as well in terms of capital gain tax from such transactions.&nbsp;</p>

<p>The companies are not required to pay any kind of charges while their shares are transacted through the OCT market. &nbsp;Likewise, companies can also get registered for free at the market.&nbsp;</p>

<p>As per the OCT Regulation 2065, the capital gain tax is 5% for natural persons and 10% for firms, companies and institutions. &nbsp;</p>

<p>Member of Parliament representing Madhesi People&rsquo;s Rights Forum-Democratic, Pawan Kumar Sharada, who presided over the event, opined that frequent strikes and shutdowns have ravaged almost every area related to national development. Sharada, who is also is also the President of Morang Merchants Association and an Executive Committee Member of SAARC Chamber of Commerce and Industry, said that Nepal had to suffer a huge economic setback due to the recent blockade on Indian border because the country didn&rsquo;t take any initiative to reduce dependence on India even after experience of a blockade in 1989. He said that the country once able to export rice has now come to the stage of importing it. Expressing his dismay over the fact, he added, &ldquo;It&rsquo;s easy to blame others. But what have we done since 1989?&rdquo; &nbsp;|</p>

<p>Likewise, chief guest at the program and President of Chamber of Industries, Morang, Shiva Shankar Agrawal called for a strategy based on four pillars for the development of the country. According to him, the four pillars should be Service Sector, Manufacturing Sector, Agriculture Sector and Natural Resources. He added that even if it is necessary for the time being to send the youth, the crucial human resource, for foreign employment, they should be provided with proper trainings before they go abroad. He also called for removing the non-tariff barriers imposed by India on Nepal&rsquo;s exports. On a different note, he added that both Nepal and India should be vigilant on containing the rise of illegal trade across the open border</p>

<p>Another participant, Dean at the Purbanchal University&rsquo;s Faculty of Management, Professor Dr. Khagendra Acharya called for developing a &lsquo;win-win&rsquo; situation for both Nepal and India so as to avoid bilateral tension between the two countries. He was of the view that a link road connecting the SAARC nations and China should be constructed for the development of the eastern Nepal.&nbsp;</p>

<p>Similarly, Industrialist Surendra Golchha stressed on the need of agricultural development in order to ensure overall development of the country. He said efforts should be made to reduce the production costs so as to effectively commercialize the country&rsquo;s agricultural sector. Pointing at the possibility of attracting a significant number of tourists in the eastern region, he added that the tourism prospects and infrastructural quality of the region should however be bolstered to make it a reality.&nbsp;</p>

<p>Former lawmaker and a leader of Federal Socialist Forum Nepal, Jaya Ram Yadav, said that the country&rsquo;s development would not move ahead unless there is an improvement in the relationship with India. He added that mere blame game would not help resolve the matter. CPN-UML&rsquo;s representative Keshav Prasad Gautam said that the Nepal-India bilateral treaty of 1950 should be revoked. Former Executive Officer at the Nerude Micro-Hydro Power Development Bank, Mani Kumar Arjyal drew the attention of all to the fact that the microfinance companies are facing difficulty in finding a sector where to invest as there is a lack of a long-term strategy on microfinance. He said that the provision of identity cards for citizens of both Nepal and India should be made mandatory for cross-border travel.&nbsp;</p>

The businesses in the region blame the negligence Nepal Oil Corporation for this. They say they are still compelled to rely on black marketers for the supply.&nbsp;</p>

The Indo Nepal Truck and Trailer Association has resorted to hindering the supply to Nepal as a pressure tactic aimed at increasing collection from the freight and demurrage.&nbsp;</p>

<p>Nepal&#39;s Deputy Consular General in Kolkata, SurendraThapa, said the suppliers of trucks and containers have recently halted the supply via the port. He said that the obstruction was possibly carried out under the protection of the local political parties.&nbsp;<br />
No container has been released via the roadway due to the obstruction. The association has been holding a sit-in by setting up a tent at the port&rsquo;s main entrance. Around 60 percent of supply to Nepal from third countries comes via roadway from the Kolkata port. Every year, as many as 40 thousand containers come to Nepal through the port. &nbsp; &nbsp;</p>

<p>The Indo Nepal Truck and Trailer Association has demanded that the detention charges should be fixed at Indian Currency (IC) 2 thousand to 3 thousand rupees depending on the capacity of the trucks and the returning charge of empty containers at 2,500 Indian rupees. The clearing agents at Kolkata however have said that the demands were unreasonable, since both the detention and returning charges were increased in 10th of January earlier this year. As per the agents, the returning charges for 20-feet and 40-feet containers were then fixed at 1200 and 1500 Indian rupees respectively. They also said that the detention charges too had already been fixed at 300 to 600 rupees per day, depending on the containers&rsquo; capacity. The association has however called for further increase in the detention charges as well, citing that the prospects of regular supply to Nepal were still uncertain. The clearing agents, on the other hand, insist that demand is irrational as the earlier increase was made when the border was blocked.&nbsp;</p>

<p>Meanwhile, the association has barred also the traders who want to move their goods from the port on their own. The traders said that the association has also been threatening them and clearing agents in this regard. Deputy Consular General Thapa said, &ldquo;The people affiliated to the association have been barring even other traders from entering the port. We have already informed the local police about it.&rdquo; He added that the obstruction would be done away with in a couple of days through security arrangements.&nbsp;</p>

<p>Chairman of the Birgunj Chamber of Commerce and Industries, Pradip Kumar Kedia, said that many containers have already been stranded at the Indian side of the port due to the obstruction. Meanwhile, Deputy Commissioner of Police at the Kolkata port Sandeep Sarkar said that the police was ready to provide security to regularize the supply if the suppliers want. &nbsp;Speaking to reporters, he said that the problem had arisen due to tussle between the transport associations. He said that problem would however be sorted out since the agitating sides were already called for discussion and that the preparation for security arrangements was also underway.&nbsp;</p>

<p>Preparation is underway to operate 50 electric buses and micro buses with the support of Asian Development Bank&#39;s Clean Energy Fund. The bank has also been preparing to operate electric vehicles in the Kathmandu valley as well, via the same fund. Some of such vehicles to be operated in Lumbini will be powered by solar energy. The Clean Energy Fund is to bear 51% of the total cost required for operating the vehicles, while the remaining amount will be invested by tourism and transportation entrepreneurs. Agreement with the private sector however is yet to be forged in this regard. The Fund has been insisting to get 51% shares in order to provide concession to elderly, students and ascetics as per its public welfare scheme.&nbsp;</p>

<p>Lumbini Development Trust&#39;s member secretary Ajit Man Tamang said that the construction of regional international airport in Bhairahawa was currently underway. He said that the number of tourists visiting Lumbini would automatically increase following the completion of the airport. He added the fund is planning for operating the electric vehicles from the proposed Bhairahawa International Airport to Lumbini keeping in mind the comfort of the tourists visiting Lumbini.&nbsp;</p>

<p>Lumbini Development Trust had sought loan from ADB for the operation of such pollution free vehicles across the Lumbini region. ADB later accepted the proposal in the support of the fund&#39;s welfare ambassador Nobuo Kasai. ADB will be providing NPR 300 million for the venture. The amount will be used to construction the electric vehicles&#39; parking stations, charging stations along with their service stations. The Fund is also planning to completely ban all kinds of petroleum vehicles in Lumbini after the electric vehicles commence their services.&nbsp;</p>

In order to bring the daily demand back to normal, it is necessary to send daily 10 thousand liters of petrol and 8 thousand liters of diesel to the market in the valley alone for consecutive ten days. But the corporation hasn&rsquo;t been able to reach the target as IOC has continued its reluctance to supply fuel in a full-fledged manner.&nbsp;</p>

<p>NOC&rsquo;s spokesperson Ghimire said, &ldquo;IOC hasn&rsquo;t been loading our tankers as per our demand. It&rsquo;s even been refraining from providing any clear reason for that.&rdquo; He said the problem has occurred since IOC has recently been providing only 70% of the actual demand. As the embargo with regard to fuel continues, NOC&rsquo;s Director General Gopal Bahadur Khadka headed to India on Wednesday to hold meeting with IOC&rsquo;s officials in this regard.&nbsp;</p>

<p>IOC hasn&rsquo;t completely eased the supply LPG bullets as well. It&rsquo;s been only providing 40 to 42 bullets daily, while a normal day&rsquo;s requirement is 65 bullets.&nbsp;</p>

<p>It&rsquo;s been learnt that, despite the Indian government assurance reported through media to provide fuel as per Nepal&rsquo;s demand through, it hasn&rsquo;t done so.&nbsp;</p>

Energy Minister Top Bahadur Rayamajhi said that the government was planning to expedite works on electricity generation to relieve the public from persistent power cuts. He said the load-shedding would be drastically reduced in a year and completely removed within two years.&nbsp;</p>

<p>The plan includes completion of 22 power projects within the current fiscal year and 16 more projects by the end of next fiscal year. The ten-year plan envisages 11 hydropower projects based on reservoir.&nbsp;</p>

<p>The action plan read out by government&#39;s spokesperson Sher Dhan Rai pledges to do away with the general electricity scarcity within a year. As per the action plan, the government would also be able to mobilize army in case of any kind obstacle to its power generation and project construction. The decision has come at a time when stakeholders have been complaining that works related to hydel projects had been repeatedly obstructed by political party cadres and local residents. The plan also has a provision to ask the banks to increase their investment in the power projects. &nbsp;</p>

<p>The businesses in the central Terai region including Dhanusha came to a standstill due to the movement instigated by the Madheshi Morcha. Neupane said that the details of sales of factories and other business firms in the region couldn&rsquo;t be received for the same reason. He added that failure of most of the businesses to register themselves under PAN due to the agitation was another cause for the loss in the revenue.&nbsp;</p>

<p>Meanwhile, the government has exempted the penalty on the taxes for the period between 18 August 2015 to 14 January 2016. Treasurer at the Janakpur Chambe of Commerce and Industry Jinendra Mahaseth said that the exemption of charges provided some respite to the local businesses. <p>According to a recent decision by the Office of the Company Registrar (OCR), if the shares of public limited companies that are delisted from the list of Nepse or still unlisted in Nepse or do not fulfil the criteria for listing on Nepse are to be sold or purchased, such transaction must be through Nepse.&nbsp;</p>

<p>For this, Nepse has already created over the counter (OTC) window. The OCR has &nbsp;asked all the persons and companies concerned to follow this rule now onwards.</p>

<p>So far, the share transactions of the companies not listed at the securities market were so far carried out as per approval of the OCR on the basis of decisions from the Board of Directors of the respective company. &nbsp;However, the office has said that it reached the decision based on the OCT Regulation 2065 that has already made it mandatory for such companies to trade their shares through the OTC market. &nbsp;</p>

<p>Following the decision, hundreds of companies not listed yet with the Nepse will now come under the purview of OTC. Narayan Prasad Timilisina, a Senior Officer in OCR assigned to look after the OTC market, said that the new arrangement would help to increase government revenue as well in terms of capital gain tax from such transactions.&nbsp;</p>

<p>The companies are not required to pay any kind of charges while their shares are transacted through the OCT market. &nbsp;Likewise, companies can also get registered for free at the market.&nbsp;</p>

<p>As per the OCT Regulation 2065, the capital gain tax is 5% for natural persons and 10% for firms, companies and institutions. &nbsp;</p>

Ltd. and Aarthik Abhiyan Daily on last Wednesday, the stakeholders alleged that the political leadership was indifferent towards the country&rsquo;s development. They claimed that the leaders&rsquo; lack of vision about national progress was the reason behind the sluggish pace of Nepal&rsquo;s development. Speakers at the program said that the Nepal-India relations have remained strong and cordial at the peoples&rsquo; level, though problems have been felt from time to time at the government level.&nbsp;</p>

<p>Member of Parliament representing Madhesi People&rsquo;s Rights Forum-Democratic, Pawan Kumar Sharada, who presided over the event, opined that frequent strikes and shutdowns have ravaged almost every area related to national development. Sharada, who is also is also the President of Morang Merchants Association and an Executive Committee Member of SAARC Chamber of Commerce and Industry, said that Nepal had to suffer a huge economic setback due to the recent blockade on Indian border because the country didn&rsquo;t take any initiative to reduce dependence on India even after experience of a blockade in 1989. He said that the country once able to export rice has now come to the stage of importing it. Expressing his dismay over the fact, he added, &ldquo;It&rsquo;s easy to blame others. But what have we done since 1989?&rdquo; &nbsp;|</p>

<p>Likewise, chief guest at the program and President of Chamber of Industries, Morang, Shiva Shankar Agrawal called for a strategy based on four pillars for the development of the country. According to him, the four pillars should be Service Sector, Manufacturing Sector, Agriculture Sector and Natural Resources. He added that even if it is necessary for the time being to send the youth, the crucial human resource, for foreign employment, they should be provided with proper trainings before they go abroad. He also called for removing the non-tariff barriers imposed by India on Nepal&rsquo;s exports. On a different note, he added that both Nepal and India should be vigilant on containing the rise of illegal trade across the open border</p>

<p>Another participant, Dean at the Purbanchal University&rsquo;s Faculty of Management, Professor Dr. Khagendra Acharya called for developing a &lsquo;win-win&rsquo; situation for both Nepal and India so as to avoid bilateral tension between the two countries. He was of the view that a link road connecting the SAARC nations and China should be constructed for the development of the eastern Nepal.&nbsp;</p>

<p>Similarly, Industrialist Surendra Golchha stressed on the need of agricultural development in order to ensure overall development of the country. He said efforts should be made to reduce the production costs so as to effectively commercialize the country&rsquo;s agricultural sector. Pointing at the possibility of attracting a significant number of tourists in the eastern region, he added that the tourism prospects and infrastructural quality of the region should however be bolstered to make it a reality.&nbsp;</p>

<p>Former lawmaker and a leader of Federal Socialist Forum Nepal, Jaya Ram Yadav, said that the country&rsquo;s development would not move ahead unless there is an improvement in the relationship with India. He added that mere blame game would not help resolve the matter. CPN-UML&rsquo;s representative Keshav Prasad Gautam said that the Nepal-India bilateral treaty of 1950 should be revoked. Former Executive Officer at the Nerude Micro-Hydro Power Development Bank, Mani Kumar Arjyal drew the attention of all to the fact that the microfinance companies are facing difficulty in finding a sector where to invest as there is a lack of a long-term strategy on microfinance. He said that the provision of identity cards for citizens of both Nepal and India should be made mandatory for cross-border travel.&nbsp;</p>

The Indo Nepal Truck and Trailer Association has resorted to hindering the supply to Nepal as a pressure tactic aimed at increasing collection from the freight and demurrage.&nbsp;</p>

<p>Nepal&#39;s Deputy Consular General in Kolkata, SurendraThapa, said the suppliers of trucks and containers have recently halted the supply via the port. He said that the obstruction was possibly carried out under the protection of the local political parties.&nbsp;<br />
No container has been released via the roadway due to the obstruction. The association has been holding a sit-in by setting up a tent at the port&rsquo;s main entrance. Around 60 percent of supply to Nepal from third countries comes via roadway from the Kolkata port. Every year, as many as 40 thousand containers come to Nepal through the port. &nbsp; &nbsp;</p>

<p>The Indo Nepal Truck and Trailer Association has demanded that the detention charges should be fixed at Indian Currency (IC) 2 thousand to 3 thousand rupees depending on the capacity of the trucks and the returning charge of empty containers at 2,500 Indian rupees. The clearing agents at Kolkata however have said that the demands were unreasonable, since both the detention and returning charges were increased in 10th of January earlier this year. As per the agents, the returning charges for 20-feet and 40-feet containers were then fixed at 1200 and 1500 Indian rupees respectively. They also said that the detention charges too had already been fixed at 300 to 600 rupees per day, depending on the containers&rsquo; capacity. The association has however called for further increase in the detention charges as well, citing that the prospects of regular supply to Nepal were still uncertain. The clearing agents, on the other hand, insist that demand is irrational as the earlier increase was made when the border was blocked.&nbsp;</p>

<p>Meanwhile, the association has barred also the traders who want to move their goods from the port on their own. The traders said that the association has also been threatening them and clearing agents in this regard. Deputy Consular General Thapa said, &ldquo;The people affiliated to the association have been barring even other traders from entering the port. We have already informed the local police about it.&rdquo; He added that the obstruction would be done away with in a couple of days through security arrangements.&nbsp;</p>

<p>Chairman of the Birgunj Chamber of Commerce and Industries, Pradip Kumar Kedia, said that many containers have already been stranded at the Indian side of the port due to the obstruction. Meanwhile, Deputy Commissioner of Police at the Kolkata port Sandeep Sarkar said that the police was ready to provide security to regularize the supply if the suppliers want. &nbsp;Speaking to reporters, he said that the problem had arisen due to tussle between the transport associations. He said that problem would however be sorted out since the agitating sides were already called for discussion and that the preparation for security arrangements was also underway.&nbsp;</p>

<p>Preparation is underway to operate 50 electric buses and micro buses with the support of Asian Development Bank&#39;s Clean Energy Fund. The bank has also been preparing to operate electric vehicles in the Kathmandu valley as well, via the same fund. Some of such vehicles to be operated in Lumbini will be powered by solar energy. The Clean Energy Fund is to bear 51% of the total cost required for operating the vehicles, while the remaining amount will be invested by tourism and transportation entrepreneurs. Agreement with the private sector however is yet to be forged in this regard. The Fund has been insisting to get 51% shares in order to provide concession to elderly, students and ascetics as per its public welfare scheme.&nbsp;</p>

<p>Lumbini Development Trust&#39;s member secretary Ajit Man Tamang said that the construction of regional international airport in Bhairahawa was currently underway. He said that the number of tourists visiting Lumbini would automatically increase following the completion of the airport. He added the fund is planning for operating the electric vehicles from the proposed Bhairahawa International Airport to Lumbini keeping in mind the comfort of the tourists visiting Lumbini.&nbsp;</p>

<p>Lumbini Development Trust had sought loan from ADB for the operation of such pollution free vehicles across the Lumbini region. ADB later accepted the proposal in the support of the fund&#39;s welfare ambassador Nobuo Kasai. ADB will be providing NPR 300 million for the venture. The amount will be used to construction the electric vehicles&#39; parking stations, charging stations along with their service stations. The Fund is also planning to completely ban all kinds of petroleum vehicles in Lumbini after the electric vehicles commence their services.&nbsp;</p>

In order to bring the daily demand back to normal, it is necessary to send daily 10 thousand liters of petrol and 8 thousand liters of diesel to the market in the valley alone for consecutive ten days. But the corporation hasn&rsquo;t been able to reach the target as IOC has continued its reluctance to supply fuel in a full-fledged manner.&nbsp;</p>

<p>NOC&rsquo;s spokesperson Ghimire said, &ldquo;IOC hasn&rsquo;t been loading our tankers as per our demand. It&rsquo;s even been refraining from providing any clear reason for that.&rdquo; He said the problem has occurred since IOC has recently been providing only 70% of the actual demand. As the embargo with regard to fuel continues, NOC&rsquo;s Director General Gopal Bahadur Khadka headed to India on Wednesday to hold meeting with IOC&rsquo;s officials in this regard.&nbsp;</p>

<p>IOC hasn&rsquo;t completely eased the supply LPG bullets as well. It&rsquo;s been only providing 40 to 42 bullets daily, while a normal day&rsquo;s requirement is 65 bullets.&nbsp;</p>

<p>It&rsquo;s been learnt that, despite the Indian government assurance reported through media to provide fuel as per Nepal&rsquo;s demand through, it hasn&rsquo;t done so.&nbsp;</p>

He said the load-shedding would be drastically reduced in a year and completely removed within two years.&nbsp;</p>

<p>The plan includes completion of 22 power projects within the current fiscal year and 16 more projects by the end of next fiscal year. The ten-year plan envisages 11 hydropower projects based on reservoir.&nbsp;</p>

<p>The action plan read out by government&#39;s spokesperson Sher Dhan Rai pledges to do away with the general electricity scarcity within a year. As per the action plan, the government would also be able to mobilize army in case of any kind obstacle to its power generation and project construction. The decision has come at a time when stakeholders have been complaining that works related to hydel projects had been repeatedly obstructed by political party cadres and local residents. The plan also has a provision to ask the banks to increase their investment in the power projects. &nbsp;</p>

He added that failure of most of the businesses to register themselves under PAN due to the agitation was another cause for the loss in the revenue.&nbsp;</p>

<p>Meanwhile, the government has exempted the penalty on the taxes for the period between 18 August 2015 to 14 January 2016. <p>Of the financial support, a revolving fund of Rs 800,000 has been established. School Principal Bhimnath Subedi said that the amount received as the interest would be spent for the educational and physical infrastructure development.&nbsp;</p>

<p>Gharti said that educational materials including 10 computers, two multi-media projectors, laptop and printer worth Rs 568,000 were provided to the school. Gharti is the ex-student of the school. RSS&nbsp;</p>

<p>According to a recent decision by the Office of the Company Registrar (OCR), if the shares of public limited companies that are delisted from the list of Nepse or still unlisted in Nepse or do not fulfil the criteria for listing on Nepse are to be sold or purchased, such transaction must be through Nepse.&nbsp;</p>

<p>For this, Nepse has already created over the counter (OTC) window. The OCR has &nbsp;asked all the persons and companies concerned to follow this rule now onwards.</p>

<p>So far, the share transactions of the companies not listed at the securities market were so far carried out as per approval of the OCR on the basis of decisions from the Board of Directors of the respective company. &nbsp;However, the office has said that it reached the decision based on the OCT Regulation 2065 that has already made it mandatory for such companies to trade their shares through the OTC market. &nbsp;</p>

<p>Following the decision, hundreds of companies not listed yet with the Nepse will now come under the purview of OTC. Narayan Prasad Timilisina, a Senior Officer in OCR assigned to look after the OTC market, said that the new arrangement would help to increase government revenue as well in terms of capital gain tax from such transactions.&nbsp;</p>

<p>The companies are not required to pay any kind of charges while their shares are transacted through the OCT market. &nbsp;Likewise, companies can also get registered for free at the market.&nbsp;</p>

<p>As per the OCT Regulation 2065, the capital gain tax is 5% for natural persons and 10% for firms, companies and institutions. &nbsp;</p>

<p>Participating in an interaction held at Biratnagar on the topic &ldquo;Nepal&rsquo;s Development and Nepal-India Relationship,&rdquo; jointly organized by New Business Age Pvt. Ltd. and Aarthik Abhiyan Daily on last Wednesday, the stakeholders alleged that the political leadership was indifferent towards the country&rsquo;s development. They claimed that the leaders&rsquo; lack of vision about national progress was the reason behind the sluggish pace of Nepal&rsquo;s development. Speakers at the program said that the Nepal-India relations have remained strong and cordial at the peoples&rsquo; level, though problems have been felt from time to time at the government level.&nbsp;</p>

<p>Member of Parliament representing Madhesi People&rsquo;s Rights Forum-Democratic, Pawan Kumar Sharada, who presided over the event, opined that frequent strikes and shutdowns have ravaged almost every area related to national development. Sharada, who is also is also the President of Morang Merchants Association and an Executive Committee Member of SAARC Chamber of Commerce and Industry, said that Nepal had to suffer a huge economic setback due to the recent blockade on Indian border because the country didn&rsquo;t take any initiative to reduce dependence on India even after experience of a blockade in 1989. He said that the country once able to export rice has now come to the stage of importing it. Expressing his dismay over the fact, he added, &ldquo;It&rsquo;s easy to blame others. But what have we done since 1989?&rdquo; &nbsp;|</p>

<p>Likewise, chief guest at the program and President of Chamber of Industries, Morang, Shiva Shankar Agrawal called for a strategy based on four pillars for the development of the country. According to him, the four pillars should be Service Sector, Manufacturing Sector, Agriculture Sector and Natural Resources. He added that even if it is necessary for the time being to send the youth, the crucial human resource, for foreign employment, they should be provided with proper trainings before they go abroad. He also called for removing the non-tariff barriers imposed by India on Nepal&rsquo;s exports. On a different note, he added that both Nepal and India should be vigilant on containing the rise of illegal trade across the open border</p>

<p>Another participant, Dean at the Purbanchal University&rsquo;s Faculty of Management, Professor Dr. Khagendra Acharya called for developing a &lsquo;win-win&rsquo; situation for both Nepal and India so as to avoid bilateral tension between the two countries. He was of the view that a link road connecting the SAARC nations and China should be constructed for the development of the eastern Nepal.&nbsp;</p>

<p>Similarly, Industrialist Surendra Golchha stressed on the need of agricultural development in order to ensure overall development of the country. He said efforts should be made to reduce the production costs so as to effectively commercialize the country&rsquo;s agricultural sector. Pointing at the possibility of attracting a significant number of tourists in the eastern region, he added that the tourism prospects and infrastructural quality of the region should however be bolstered to make it a reality.&nbsp;</p>

<p>Former lawmaker and a leader of Federal Socialist Forum Nepal, Jaya Ram Yadav, said that the country&rsquo;s development would not move ahead unless there is an improvement in the relationship with India. He added that mere blame game would not help resolve the matter. CPN-UML&rsquo;s representative Keshav Prasad Gautam said that the Nepal-India bilateral treaty of 1950 should be revoked. Former Executive Officer at the Nerude Micro-Hydro Power Development Bank, Mani Kumar Arjyal drew the attention of all to the fact that the microfinance companies are facing difficulty in finding a sector where to invest as there is a lack of a long-term strategy on microfinance. He said that the provision of identity cards for citizens of both Nepal and India should be made mandatory for cross-border travel.&nbsp;</p>

<p>At the beginning of the program, Editor-in-Chief of Aarthik Abhiyan Daily and New Business Age monthly, Madan Lamsal explained the objective of the program and said that the program focusing on the development issues of the country&rsquo;s eastern region was organized at Biratnagar simply because no others than the people of eastern region would be as concerned and determined for the development of this region.&nbsp;</p>

Meanwhile, the Chamber has drawn the Prime Minister&rsquo;s attention towards the scenario and has demanded for an easy supply of fuel so as to go about their businesses.&nbsp;</p>

<p>Birganj customs point is the source of as much as 70% of the total demand of fuel in the country. But the plight of the businesses near this border point has not reduced, despite the number of fuel trucks entering through the transit has returned to normalcy. The businesses in the region blame the negligence Nepal Oil Corporation for this. They say they are still compelled to rely on black marketers for the supply.&nbsp;</p>

<p>President of the Chamber, Pradip Kumar Kediya, said, &ldquo;the industries close to the major transit point, which has recently resumed normal operation, are forced to reel under the scarcity of petroleum.&rdquo; &nbsp;He added that this has led to a significant increase in the production costs.&nbsp;</p>

<p>The Bureau is of the view that such an assessment was necessary, since the current practice is dominated by the manufacturing sector. Suwal said that the bureau has come up with the plan also to remove the doubts about the current practice of national income accounting.&nbsp;</p>

The Indo Nepal Truck and Trailer Association has resorted to hindering the supply to Nepal as a pressure tactic aimed at increasing collection from the freight and demurrage.&nbsp;</p>

<p>Nepal&#39;s Deputy Consular General in Kolkata, SurendraThapa, said the suppliers of trucks and containers have recently halted the supply via the port. He said that the obstruction was possibly carried out under the protection of the local political parties.&nbsp;<br />
No container has been released via the roadway due to the obstruction. The association has been holding a sit-in by setting up a tent at the port&rsquo;s main entrance. Around 60 percent of supply to Nepal from third countries comes via roadway from the Kolkata port. Every year, as many as 40 thousand containers come to Nepal through the port. &nbsp; &nbsp;</p>

<p>The Indo Nepal Truck and Trailer Association has demanded that the detention charges should be fixed at Indian Currency (IC) 2 thousand to 3 thousand rupees depending on the capacity of the trucks and the returning charge of empty containers at 2,500 Indian rupees. The clearing agents at Kolkata however have said that the demands were unreasonable, since both the detention and returning charges were increased in 10th of January earlier this year. As per the agents, the returning charges for 20-feet and 40-feet containers were then fixed at 1200 and 1500 Indian rupees respectively. They also said that the detention charges too had already been fixed at 300 to 600 rupees per day, depending on the containers&rsquo; capacity. The association has however called for further increase in the detention charges as well, citing that the prospects of regular supply to Nepal were still uncertain. The clearing agents, on the other hand, insist that demand is irrational as the earlier increase was made when the border was blocked.&nbsp;</p>

<p>Meanwhile, the association has barred also the traders who want to move their goods from the port on their own. The traders said that the association has also been threatening them and clearing agents in this regard. Deputy Consular General Thapa said, &ldquo;The people affiliated to the association have been barring even other traders from entering the port. We have already informed the local police about it.&rdquo; He added that the obstruction would be done away with in a couple of days through security arrangements.&nbsp;</p>

<p>Chairman of the Birgunj Chamber of Commerce and Industries, Pradip Kumar Kedia, said that many containers have already been stranded at the Indian side of the port due to the obstruction. Meanwhile, Deputy Commissioner of Police at the Kolkata port Sandeep Sarkar said that the police was ready to provide security to regularize the supply if the suppliers want. &nbsp;Speaking to reporters, he said that the problem had arisen due to tussle between the transport associations. He said that problem would however be sorted out since the agitating sides were already called for discussion and that the preparation for security arrangements was also underway.&nbsp;</p>
