Similarly, 124 trained volunteers have been assigned for the program in Kailali.</p> <p>As per the program, a family of five can take health insurance of Rs 50,000 by paying Rs 2,500 as insurance premium. But families under extreme poverty will get 100 percent discount in insurance premium. Likewise, families under moderate poverty and poverty will get 75 percent and 50 percent discounts respectively. The government will categorize poor people on the basis of identity card distributed by Poverty Alleviation Ministry. </p> <p>The government had announced health insurance program in the budget of current fiscal year in a bid to secure health services to all citizens. It initiated health insurance through Social Health Security Program under Health Insurance Policy in 2071 BS. Kailali, Baglung, Illam, Jhapa, Rautahat, Chitwan, Bhaktapur, Myagdi, Kaski, Palpa, Jajarkot, Jumla and Baitadi have been selected as sample districts for the program. Absence of agreements has led to deprivation of basic rights and facilities as minimum salary, medical expenses, insurance and legal services to the workets. </p> <p>Although the country has opened 108 countries as destination countries for Nepali workers, the country has signed labour agreement only with Qatar so far while MoUs have been signed with Bahrain, Japan, South Korea, Kuwait and Israel.</p> <p>According to spokesperson at the Ministry of Labour and Employment, Govinda Mani Bhurtel, “Exchange of letters is taking place with Saudi Arabia, Malaysia and Oman for signing the bilateral labour agreements while the draft of the agreement has been prepared and ready to be sent through the Ministry of Foreign Affairs, to Jordan and Lebanon”.</p> <p>Bhurtel said that signing labour agreement is not all in Nepal's control as the approval of the destination country too needs to be taken to that connection; so, the delay. He claimed that agreements would be reached with many countries very soon.</p> <p>Executive Director of the Department of Foreign Employment, Raghu Raj Kafle said that if possible bilateral labour agreement should be signed and if not at least MoU should be reached between the source country and the destination country before sending the workers. In his view, the present problem is because many countries have been opened as destination countries for Nepali workers without signing either labour agreement or MoU.</p> <p>He said the workers are facing problems like not getting their pay on time, the company seizing their passport from them and denial of services, facilities, insurance and health allowances etc.</p> <p>A total 4 million 520 thousand 413 Nepalis have gone on overseas employment as per the figures available until mid-March since the Department of Foreign Employment started keeping records of people going on foreign employment 22 years back. This number does not include the Nepali migrant workers in India. Of this number, 4 million 357 thousand 119 are male and 163 thousand 294 are female. Absence of agreements has led to deprivation of basic rights and facilities as minimum salary, medical expenses, insurance and legal services to the workets. </p> <p>Although the country has opened 108 countries as destination countries for Nepali workers, the country has signed labour agreement only with Qatar so far while MoUs have been signed with Bahrain, Japan, South Korea, Kuwait and Israel.</p> <p>According to spokesperson at the Ministry of Labour and Employment, Govinda Mani Bhurtel, “Exchange of letters is taking place with Saudi Arabia, Malaysia and Oman for signing the bilateral labour agreements while the draft of the agreement has been prepared and ready to be sent through the Ministry of Foreign Affairs, to Jordan and Lebanon”.</p> <p>Bhurtel said that signing labour agreement is not all in Nepal's control as the approval of the destination country too needs to be taken to that connection; so, the delay. He claimed that agreements would be reached with many countries very soon.</p> <p>Executive Director of the Department of Foreign Employment, Raghu Raj Kafle said that if possible bilateral labour agreement should be signed and if not at least MoU should be reached between the source country and the destination country before sending the workers. He claimed that agreements would be reached with many countries very soon.</p> <p>Executive Director of the Department of Foreign Employment, Raghu Raj Kafle said that if possible bilateral labour agreement should be signed and if not at least MoU should be reached between the source country and the destination country before sending the workers. The construction of the project is estimated to cost Rs 1.87 billion. The company plans to invest 30 percent of the total cost while BFIs will invest 70 percent. The project is likely to complete within the thirty months since the start of construction.</p> <p> As, the power purchase agreement (PPA) with the Nepal Electricity Authority (NEA) and environmental impact assessment of the project has already been carried out, it is expected to enter the construction phase shortly. Absence of agreements has led to deprivation of basic rights and facilities as minimum salary, medical expenses, insurance and legal services to the workets. </p> <p>Although the country has opened 108 countries as destination countries for Nepali workers, the country has signed labour agreement only with Qatar so far while MoUs have been signed with Bahrain, Japan, South Korea, Kuwait and Israel.</p> <p>According to spokesperson at the Ministry of Labour and Employment, Govinda Mani Bhurtel, “Exchange of letters is taking place with Saudi Arabia, Malaysia and Oman for signing the bilateral labour agreements while the draft of the agreement has been prepared and ready to be sent through the Ministry of Foreign Affairs, to Jordan and Lebanon”.</p> <p>Bhurtel said that signing labour agreement is not all in Nepal's control as the approval of the destination country too needs to be taken to that connection; so, the delay. He claimed that agreements would be reached with many countries very soon.</p> <p>Executive Director of the Department of Foreign Employment, Raghu Raj Kafle said that if possible bilateral labour agreement should be signed and if not at least MoU should be reached between the source country and the destination country before sending the workers. In his view, the present problem is because many countries have been opened as destination countries for Nepali workers without signing either labour agreement or MoU.</p> <p>He said the workers are facing problems like not getting their pay on time, the company seizing their passport from them and denial of services, facilities, insurance and health allowances etc.</p> <p>A total 4 million 520 thousand 413 Nepalis have gone on overseas employment as per the figures available until mid-March since the Department of Foreign Employment started keeping records of people going on foreign employment 22 years back.
