Constructing substations in places away from settlements is technically difficult and economically costly as different transmission lines are needed for every project.</p> <p>In view of this, connecting to national grid through a single grid connection from the substation after bringing power through a single transmission line from different projects of one river basin is considered suitable.</p> <p>When this is done, the cost of constructing transmission lines and grid connection will come down for all the projects of the basin. According to Prabal Adhikari, Spokesperson of NEA, some projects have already started this practice on mutual understanding. </p> <p>However, there is no situation of understanding for one single transmission line in all places and promoters, they claim. The demanded amount exceeds the ceiling by Rs 64.40 billion.</p> <p>The budget ceiling of the Ministry for the upcoming FY was increased by 83.16 percent compared to the ceiling of the current FY. However, citing that the budget ceiling is insufficient, the Ministry has taken initiative to increase the ceiling through Ramesh Lekhak, Minister for Physical Infrastructure and Transport.</p> <p>The Ministry is taking the initiative for the budget exceeding the NPC ceiling saying the ministry and its underlying departments are facing considerable amount of budget deficiency. In the current fiscal year, the Ministry has received a budget of Rs 79.18 billion.</p> <p>Out of the total budget demanded by the Ministry, Rs 25 billion has been asked for the Ministry itself, programs under the ministry and for the Kathmandu-Tarai Fast Track construction.</p> <p>Under this particular heading, the budget ceiling was of Rs 14.51 billion.</p> <p>Similarly, the largest amount of budget has been demanded under various projects of the Department of Roads. The Ministry has asked for a budget of Rs 120 billion, though it has got a budget ceiling of Rs 74 billion under the heading.</p> <p>Likewise, the Ministry has demanded Rs 10 billion for railway, a highly publicized project by all the political parties, lately. The project will have its authorized capital of Rs 20 billion.</p> <p style="text-align: justify;">EPF has been accumulating 0.65 percent dividend from every depositor with a plan to invest the fund on the hydro power project.</p> <p style="text-align: justify;">“The semi-reservoir project will be developed within Bidyapur, Betan, Chhapre, Gutu and Bijaura VDCs of Surkhet district,” said Krishna Prasad Acharya, Administrator of EPF. </p> <p style="text-align: justify;">According to EPF, it will invest Rs 1.29 billion out of the Rs 1.60 billion earned during FY 2072/73 BS in the first phase. The total cost of the project will be about Rs 80 billion. The government will announce vote on account budget so that government activities do not get halted during the time.</p> <p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget. Constructing substations in places away from settlements is technically difficult and economically costly as different transmission lines are needed for every project.</p> <p>In view of this, connecting to national grid through a single grid connection from the substation after bringing power through a single transmission line from different projects of one river basin is considered suitable.</p> <p>When this is done, the cost of constructing transmission lines and grid connection will come down for all the projects of the basin. According to Prabal Adhikari, Spokesperson of NEA, some projects have already started this practice on mutual understanding. </p> <p>However, there is no situation of understanding for one single transmission line in all places and promoters, they claim. Therefore, experts opine that sufficient budget should be allocated in the existing projects rather than introducing new programmes.</p> <p><strong>Budget App Unveiled</strong></p> <p>The government has unveiled a Budget App to provide overall information on budget one week prior to its announcement on May 29. The app was unveiled by Krishna Bahadur Mahara, Minister of Finance (MoF) amid a programme at the Ministry on May 22.</p> <p>Currently available on android version, the app can be downloaded through Google playstore. The total cost of the project will be about Rs 80 billion. The government will announce vote on account budget so that government activities do not get halted during the time.</p> <p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget.
