<p>According to them, such partnership is required due to the problems on acquiring land for transmission lines to sub-station where there are settlements.</p>

<p>Kumar Pandey, Vice-President of Independent Power Producers Association of Nepal (IPPAN) said that Nepal Electricity Authority (NEA) which has located its substations in residential places has created obstacles to get permission from the locals.</p>

<p>&ldquo;If the substations were built in uninhabited places, then there would have been no problem,&rdquo; he said. Constructing substations in places away from settlements is technically difficult and economically costly as different transmission lines are needed for every project.</p>

<p>In view of this, connecting to national grid through a single grid connection from the substation after bringing power through a single transmission line from different projects of one river basin is considered suitable.</p>

<p>When this is done, the cost of constructing transmission lines and grid connection will come down for all the projects of the basin. According to Prabal Adhikari, Spokesperson of NEA, some projects have already started this practice on mutual understanding.&nbsp;&nbsp;</p>

<p>However, there is no situation of understanding for one single transmission line in all places and promoters, they claim. Every one wants to transmit power through less or no investment at all.</p>

<p>Likewise, 18 different projects such as Pokhara Regional International Airport, South Asia Tourism Infrastructure Development Project, Melamchi Drinking Water Project, Ranijamara-Kulariya Irrigation Project are also listed under the national pride projects.</p>

<p>Likewise, among the projects, some have not come into operation as the construction modality is yet not prepared and very little expenditure has been made on some projects so far. Amid this, some projects have fallen into political wrangling as well. Therefore, experts opine that sufficient budget should be allocated in the existing projects rather than introducing new programmes.</p>

<p><strong>Budget App Unveiled</strong></p>

<p>The government has unveiled a Budget App to provide overall information on budget one week prior to its announcement on May 29. The app was unveiled by Krishna Bahadur Mahara, Minister of Finance (MoF) amid a programme at the Ministry on May 22.</p>

<p>Currently available on android version, the app can be downloaded through Google playstore. Live budget announcement will also be broadcasted through the budget app.&nbsp;</p>

<p>The Ministry demanded the budget amount exceeding the ceiling of Rs 95.21 billion given by the National Planning Commission (NPC).&nbsp; The demanded amount exceeds the ceiling by Rs 64.40 billion.</p>

<p>The budget ceiling of the Ministry for the upcoming FY was increased by 83.16 percent compared to the ceiling of the current FY. However, citing that the budget ceiling is insufficient, the Ministry has taken initiative to increase the ceiling through Ramesh Lekhak, Minister for Physical Infrastructure and Transport.</p>

<p>The Ministry is taking the initiative for the budget exceeding the NPC ceiling saying the ministry and its underlying departments are facing considerable amount of budget deficiency. In the current fiscal year, the Ministry has received a budget of Rs 79.18 billion.</p>

<p>Out of the total budget demanded by the Ministry, Rs 25 billion has been asked for the Ministry itself, programs under the ministry and for the Kathmandu-Tarai Fast Track construction.</p>

<p>Under this particular heading, the budget ceiling was of Rs 14.51 billion.</p>

<p>Similarly, the largest amount of budget has been demanded under various projects of the Department of Roads. The Ministry has asked for a budget of Rs 120 billion, though it has got a budget ceiling of Rs 74 billion under the heading.</p>

<p>Likewise, the Ministry has demanded Rs 10 billion for railway, a highly publicized project by all the political parties, lately. The Ministry was given only a budget ceiling of Rs 4 billion under the heading of railway. During the current FY, the Ministry had received a budget of Rs 2.01 billion under this heading.</p>

<p style="text-align: justify;">A permission letter was handed over to Krishna Prasad Acharya, Administrator of EPF, at the presence of Janardan Sharma, Energy Minister on May 21 to commence the hydro power project in Karnali River.</p>

<p style="text-align: justify;">The hydro power project named &#39;Betan Karnali Depositors Hydropower Ltd&#39; is to be developed with the investment of EPF and its depositors. &ldquo;Forty percent of the total investment will be that of depositors,&rdquo; said Mohan Panta, CEO of the company. The project will have its authorized capital of Rs 20 billion.</p>

<p style="text-align: justify;">EPF has been accumulating 0.65 percent dividend from every depositor with a plan to invest the fund on the hydro power project.</p>

<p style="text-align: justify;">&ldquo;The semi-reservoir project will be developed within Bidyapur, Betan, Chhapre, Gutu and Bijaura VDCs of Surkhet district,&rdquo; said Krishna Prasad Acharya, Administrator of EPF.&nbsp;</p>

<p style="text-align: justify;">According to EPF, it will invest Rs 1.29 billion out of the Rs 1.60 billion earned during FY 2072/73 BS in the first phase. The total cost of the project will be about Rs 80 billion. &nbsp;The 600,000 depositors from civil service, Nepal Police, Nepal Army, and Armed Police as well as the depositors from the private sector will have the investment opportunity in the project.&nbsp;</p>

<p style="text-align: justify;">The Energy Ministry is also developing the project in a way to support the 10,800 MW Karnali Chisapani Hydropower Project downstream.&nbsp;</p>

<p style="text-align: justify;">With the budget presentation day just round the corner, the Ministry of Finance (MoF) has accelerated the preparations of a regular annual budget as per the constitutional provision. &nbsp;&nbsp;</p>

<p style="text-align: justify;">Madhu Marasini, Joint Secretary of MoF is hopeful that the government will announce the budget on the fixed time by forging political consensus. &ldquo;The political aspect will be fixed by the government, and we will accelerate the administrative works,&rdquo; he said, adding, &ldquo;The budget will come on the fixed date and on a regular size.&rdquo; The economists also opine that the said budget will be of a regular size.</p>

<p style="text-align: justify;">The compulsory constitutional provision was made as the annual budget of government affects taxation of the whole year, revenue and other programmes and as there were increasing politicisation in the past on the budget itself.</p>

<p style="text-align: justify;">Speaking to Aarthik Abhiyan, Bharat Mohan Adhikari, former finance minister said the budget will be of regular size and nature as the constitution has not mentioned anything about a complete or a caretaker budget. &ldquo;Caretaker is only a word used by the government for political agreement,&rdquo; he said adding, &ldquo;There is no such provision in economics and constitution.&rdquo; The government can bring the budget by maintaining election code of conduct.</p>

<p style="text-align: justify;">However, the constitutional provision has allowed the government to bring supplementary budget for the new programmes in view of the situation which can be changed after the election.</p>

<p style="text-align: justify;">Similarly, the budget to be presented on May 29 will not be approved by the house immediately. The government will announce vote on account budget so that government activities do not get halted during the time.</p>

<p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget. Likewise, the house should provide the permission to spend only one fourth of the budget within three months of its announcement.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>According to them, such partnership is required due to the problems on acquiring land for transmission lines to sub-station where there are settlements.</p>

<p>Kumar Pandey, Vice-President of Independent Power Producers Association of Nepal (IPPAN) said that Nepal Electricity Authority (NEA) which has located its substations in residential places has created obstacles to get permission from the locals.</p>

<p>&ldquo;If the substations were built in uninhabited places, then there would have been no problem,&rdquo; he said. Constructing substations in places away from settlements is technically difficult and economically costly as different transmission lines are needed for every project.</p>

<p>In view of this, connecting to national grid through a single grid connection from the substation after bringing power through a single transmission line from different projects of one river basin is considered suitable.</p>

<p>When this is done, the cost of constructing transmission lines and grid connection will come down for all the projects of the basin. According to Prabal Adhikari, Spokesperson of NEA, some projects have already started this practice on mutual understanding.&nbsp;&nbsp;</p>

<p>However, there is no situation of understanding for one single transmission line in all places and promoters, they claim. Every one wants to transmit power through less or no investment at all.</p>

<p>Therefore, it would be better, if the government built one transmission line in one river corridor, says Atmaram Ghimire, Managing Director of Liberty Energy Company.&nbsp;</p>

<p>Likewise, 18 different projects such as Pokhara Regional International Airport, South Asia Tourism Infrastructure Development Project, Melamchi Drinking Water Project, Ranijamara-Kulariya Irrigation Project are also listed under the national pride projects.</p>

<p>Likewise, among the projects, some have not come into operation as the construction modality is yet not prepared and very little expenditure has been made on some projects so far. Amid this, some projects have fallen into political wrangling as well. Therefore, experts opine that sufficient budget should be allocated in the existing projects rather than introducing new programmes.</p>

<p><strong>Budget App Unveiled</strong></p>

<p>The government has unveiled a Budget App to provide overall information on budget one week prior to its announcement on May 29. The app was unveiled by Krishna Bahadur Mahara, Minister of Finance (MoF) amid a programme at the Ministry on May 22.</p>

<p>Currently available on android version, the app can be downloaded through Google playstore. Live budget announcement will also be broadcasted through the budget app.&nbsp;</p>

<p>The Ministry demanded the budget amount exceeding the ceiling of Rs 95.21 billion given by the National Planning Commission (NPC).&nbsp; The demanded amount exceeds the ceiling by Rs 64.40 billion.</p>

<p>The budget ceiling of the Ministry for the upcoming FY was increased by 83.16 percent compared to the ceiling of the current FY. However, citing that the budget ceiling is insufficient, the Ministry has taken initiative to increase the ceiling through Ramesh Lekhak, Minister for Physical Infrastructure and Transport.</p>

<p>The Ministry is taking the initiative for the budget exceeding the NPC ceiling saying the ministry and its underlying departments are facing considerable amount of budget deficiency. In the current fiscal year, the Ministry has received a budget of Rs 79.18 billion.</p>

<p>Out of the total budget demanded by the Ministry, Rs 25 billion has been asked for the Ministry itself, programs under the ministry and for the Kathmandu-Tarai Fast Track construction.</p>

<p>Under this particular heading, the budget ceiling was of Rs 14.51 billion.</p>

<p>Similarly, the largest amount of budget has been demanded under various projects of the Department of Roads. The Ministry has asked for a budget of Rs 120 billion, though it has got a budget ceiling of Rs 74 billion under the heading.</p>

<p>Likewise, the Ministry has demanded Rs 10 billion for railway, a highly publicized project by all the political parties, lately. The Ministry was given only a budget ceiling of Rs 4 billion under the heading of railway. During the current FY, the Ministry had received a budget of Rs 2.01 billion under this heading.</p>

<p style="text-align: justify;">A permission letter was handed over to Krishna Prasad Acharya, Administrator of EPF, at the presence of Janardan Sharma, Energy Minister on May 21 to commence the hydro power project in Karnali River.</p>

<p style="text-align: justify;">The hydro power project named &#39;Betan Karnali Depositors Hydropower Ltd&#39; is to be developed with the investment of EPF and its depositors. &ldquo;Forty percent of the total investment will be that of depositors,&rdquo; said Mohan Panta, CEO of the company. The project will have its authorized capital of Rs 20 billion.</p>

<p style="text-align: justify;">EPF has been accumulating 0.65 percent dividend from every depositor with a plan to invest the fund on the hydro power project.</p>

The total cost of the project will be about Rs 80 billion. &nbsp;The 600,000 depositors from civil service, Nepal Police, Nepal Army, and Armed Police as well as the depositors from the private sector will have the investment opportunity in the project.&nbsp;</p>

<p style="text-align: justify;">With the budget presentation day just round the corner, the Ministry of Finance (MoF) has accelerated the preparations of a regular annual budget as per the constitutional provision. &nbsp;&nbsp;</p>

<p style="text-align: justify;">Madhu Marasini, Joint Secretary of MoF is hopeful that the government will announce the budget on the fixed time by forging political consensus. &ldquo;The political aspect will be fixed by the government, and we will accelerate the administrative works,&rdquo; he said, adding, &ldquo;The budget will come on the fixed date and on a regular size.&rdquo; The economists also opine that the said budget will be of a regular size.</p>

<p style="text-align: justify;">The compulsory constitutional provision was made as the annual budget of government affects taxation of the whole year, revenue and other programmes and as there were increasing politicisation in the past on the budget itself.</p>

<p style="text-align: justify;">Speaking to Aarthik Abhiyan, Bharat Mohan Adhikari, former finance minister said the budget will be of regular size and nature as the constitution has not mentioned anything about a complete or a caretaker budget. &ldquo;Caretaker is only a word used by the government for political agreement,&rdquo; he said adding, &ldquo;There is no such provision in economics and constitution.&rdquo; The government can bring the budget by maintaining election code of conduct.</p>

<p style="text-align: justify;">However, the constitutional provision has allowed the government to bring supplementary budget for the new programmes in view of the situation which can be changed after the election.</p>

<p style="text-align: justify;">Similarly, the budget to be presented on May 29 will not be approved by the house immediately. The government will announce vote on account budget so that government activities do not get halted during the time.</p>

<p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget. Likewise, the house should provide the permission to spend only one fourth of the budget within three months of its announcement.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>According to them, such partnership is required due to the problems on acquiring land for transmission lines to sub-station where there are settlements.</p>

<p>Kumar Pandey, Vice-President of Independent Power Producers Association of Nepal (IPPAN) said that Nepal Electricity Authority (NEA) which has located its substations in residential places has created obstacles to get permission from the locals.</p>

<p>&ldquo;If the substations were built in uninhabited places, then there would have been no problem,&rdquo; he said. Constructing substations in places away from settlements is technically difficult and economically costly as different transmission lines are needed for every project.</p>

<p>In view of this, connecting to national grid through a single grid connection from the substation after bringing power through a single transmission line from different projects of one river basin is considered suitable.</p>

<p>When this is done, the cost of constructing transmission lines and grid connection will come down for all the projects of the basin. According to Prabal Adhikari, Spokesperson of NEA, some projects have already started this practice on mutual understanding.&nbsp;&nbsp;</p>

<p>However, there is no situation of understanding for one single transmission line in all places and promoters, they claim. Every one wants to transmit power through less or no investment at all.</p>

<p>Therefore, it would be better, if the government built one transmission line in one river corridor, says Atmaram Ghimire, Managing Director of Liberty Energy Company.&nbsp;</p>

<p>Likewise, 18 different projects such as Pokhara Regional International Airport, South Asia Tourism Infrastructure Development Project, Melamchi Drinking Water Project, Ranijamara-Kulariya Irrigation Project are also listed under the national pride projects.</p>

<p>Likewise, among the projects, some have not come into operation as the construction modality is yet not prepared and very little expenditure has been made on some projects so far. Amid this, some projects have fallen into political wrangling as well. Therefore, experts opine that sufficient budget should be allocated in the existing projects rather than introducing new programmes.</p>

<p><strong>Budget App Unveiled</strong></p>

<p>The government has unveiled a Budget App to provide overall information on budget one week prior to its announcement on May 29. The app was unveiled by Krishna Bahadur Mahara, Minister of Finance (MoF) amid a programme at the Ministry on May 22.</p>

<p>Currently available on android version, the app can be downloaded through Google playstore. Live budget announcement will also be broadcasted through the budget app.&nbsp;</p>

However, citing that the budget ceiling is insufficient, the Ministry has taken initiative to increase the ceiling through Ramesh Lekhak, Minister for Physical Infrastructure and Transport.</p>

<p>The Ministry is taking the initiative for the budget exceeding the NPC ceiling saying the ministry and its underlying departments are facing considerable amount of budget deficiency. In the current fiscal year, the Ministry has received a budget of Rs 79.18 billion.</p>

<p>Out of the total budget demanded by the Ministry, Rs 25 billion has been asked for the Ministry itself, programs under the ministry and for the Kathmandu-Tarai Fast Track construction.</p>

<p>Under this particular heading, the budget ceiling was of Rs 14.51 billion.</p>

<p>Similarly, the largest amount of budget has been demanded under various projects of the Department of Roads. The Ministry has asked for a budget of Rs 120 billion, though it has got a budget ceiling of Rs 74 billion under the heading.</p>

<p>Likewise, the Ministry has demanded Rs 10 billion for railway, a highly publicized project by all the political parties, lately. The Ministry was given only a budget ceiling of Rs 4 billion under the heading of railway. During the current FY, the Ministry had received a budget of Rs 2.01 billion under this heading.</p>

<p style="text-align: justify;">A permission letter was handed over to Krishna Prasad Acharya, Administrator of EPF, at the presence of Janardan Sharma, Energy Minister on May 21 to commence the hydro power project in Karnali River.</p>

<p style="text-align: justify;">The hydro power project named &#39;Betan Karnali Depositors Hydropower Ltd&#39; is to be developed with the investment of EPF and its depositors. &ldquo;Forty percent of the total investment will be that of depositors,&rdquo; said Mohan Panta, CEO of the company. The project will have its authorized capital of Rs 20 billion.</p>

<p style="text-align: justify;">EPF has been accumulating 0.65 percent dividend from every depositor with a plan to invest the fund on the hydro power project.</p>

<p style="text-align: justify;">&ldquo;The semi-reservoir project will be developed within Bidyapur, Betan, Chhapre, Gutu and Bijaura VDCs of Surkhet district,&rdquo; said Krishna Prasad Acharya, Administrator of EPF.&nbsp;</p>

<p style="text-align: justify;">According to EPF, it will invest Rs 1.29 billion out of the Rs 1.60 billion earned during FY 2072/73 BS in the first phase. The total cost of the project will be about Rs 80 billion. &nbsp;The 600,000 depositors from civil service, Nepal Police, Nepal Army, and Armed Police as well as the depositors from the private sector will have the investment opportunity in the project.&nbsp;</p>

<p style="text-align: justify;">The Energy Ministry is also developing the project in a way to support the 10,800 MW Karnali Chisapani Hydropower Project downstream.&nbsp;</p>

<p style="text-align: justify;">With the budget presentation day just round the corner, the Ministry of Finance (MoF) has accelerated the preparations of a regular annual budget as per the constitutional provision. &nbsp;&nbsp;</p>

<p style="text-align: justify;">Madhu Marasini, Joint Secretary of MoF is hopeful that the government will announce the budget on the fixed time by forging political consensus. &ldquo;The political aspect will be fixed by the government, and we will accelerate the administrative works,&rdquo; he said, adding, &ldquo;The budget will come on the fixed date and on a regular size.&rdquo; The economists also opine that the said budget will be of a regular size.</p>

<p style="text-align: justify;">The compulsory constitutional provision was made as the annual budget of government affects taxation of the whole year, revenue and other programmes and as there were increasing politicisation in the past on the budget itself.</p>

<p style="text-align: justify;">Speaking to Aarthik Abhiyan, Bharat Mohan Adhikari, former finance minister said the budget will be of regular size and nature as the constitution has not mentioned anything about a complete or a caretaker budget. &ldquo;Caretaker is only a word used by the government for political agreement,&rdquo; he said adding, &ldquo;There is no such provision in economics and constitution.&rdquo; The government can bring the budget by maintaining election code of conduct.</p>

<p style="text-align: justify;">However, the constitutional provision has allowed the government to bring supplementary budget for the new programmes in view of the situation which can be changed after the election.</p>

<p style="text-align: justify;">Similarly, the budget to be presented on May 29 will not be approved by the house immediately. The government will announce vote on account budget so that government activities do not get halted during the time.</p>

<p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget. Likewise, the house should provide the permission to spend only one fourth of the budget within three months of its announcement.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>According to them, such partnership is required due to the problems on acquiring land for transmission lines to sub-station where there are settlements.</p>

<p>Kumar Pandey, Vice-President of Independent Power Producers Association of Nepal (IPPAN) said that Nepal Electricity Authority (NEA) which has located its substations in residential places has created obstacles to get permission from the locals.</p>

<p>&ldquo;If the substations were built in uninhabited places, then there would have been no problem,&rdquo; he said. Constructing substations in places away from settlements is technically difficult and economically costly as different transmission lines are needed for every project.</p>

<p>In view of this, connecting to national grid through a single grid connection from the substation after bringing power through a single transmission line from different projects of one river basin is considered suitable.</p>

<p>When this is done, the cost of constructing transmission lines and grid connection will come down for all the projects of the basin. According to Prabal Adhikari, Spokesperson of NEA, some projects have already started this practice on mutual understanding.&nbsp;&nbsp;</p>

<p>However, there is no situation of understanding for one single transmission line in all places and promoters, they claim. Every one wants to transmit power through less or no investment at all.</p>

<p>Therefore, it would be better, if the government built one transmission line in one river corridor, says Atmaram Ghimire, Managing Director of Liberty Energy Company.&nbsp;</p>

<p>Due to the constitutional provision to announce budget on May 29 and because of the code of conduct of the second phase local elections, only the programmes of the previous year are getting priority this time.&nbsp;</p>

<p>Similarly, no new programmes are coming this time also to maintain political consensus for effective implementation of the budget of the coalition government.</p>

<p>Mega projects such as Kathmandu-Terai Fast Track Project, Budhi Gandaki Hydropower Project, Second International Airport, Nijgadh were in priority in the current and previous fiscal year budgets.</p>

<p>Likewise, 18 different projects such as Pokhara Regional International Airport, South Asia Tourism Infrastructure Development Project, Melamchi Drinking Water Project, Ranijamara-Kulariya Irrigation Project are also listed under the national pride projects.</p>

<p>Likewise, among the projects, some have not come into operation as the construction modality is yet not prepared and very little expenditure has been made on some projects so far. Amid this, some projects have fallen into political wrangling as well. Therefore, experts opine that sufficient budget should be allocated in the existing projects rather than introducing new programmes.</p>

<p><strong>Budget App Unveiled</strong></p>

<p>The government has unveiled a Budget App to provide overall information on budget one week prior to its announcement on May 29. The app was unveiled by Krishna Bahadur Mahara, Minister of Finance (MoF) amid a programme at the Ministry on May 22.</p>

<p>Currently available on android version, the app can be downloaded through Google playstore. Live budget announcement will also be broadcasted through the budget app.&nbsp;</p>

<p>The Ministry demanded the budget amount exceeding the ceiling of Rs 95.21 billion given by the National Planning Commission (NPC).&nbsp; The demanded amount exceeds the ceiling by Rs 64.40 billion.</p>

<p>The budget ceiling of the Ministry for the upcoming FY was increased by 83.16 percent compared to the ceiling of the current FY. However, citing that the budget ceiling is insufficient, the Ministry has taken initiative to increase the ceiling through Ramesh Lekhak, Minister for Physical Infrastructure and Transport.</p>

<p>The Ministry is taking the initiative for the budget exceeding the NPC ceiling saying the ministry and its underlying departments are facing considerable amount of budget deficiency. In the current fiscal year, the Ministry has received a budget of Rs 79.18 billion.</p>

<p>Out of the total budget demanded by the Ministry, Rs 25 billion has been asked for the Ministry itself, programs under the ministry and for the Kathmandu-Tarai Fast Track construction.</p>

<p>Under this particular heading, the budget ceiling was of Rs 14.51 billion.</p>

<p>Similarly, the largest amount of budget has been demanded under various projects of the Department of Roads. The Ministry has asked for a budget of Rs 120 billion, though it has got a budget ceiling of Rs 74 billion under the heading.</p>

<p>Likewise, the Ministry has demanded Rs 10 billion for railway, a highly publicized project by all the political parties, lately. The Ministry was given only a budget ceiling of Rs 4 billion under the heading of railway. During the current FY, the Ministry had received a budget of Rs 2.01 billion under this heading.</p>

<p style="text-align: justify;">A permission letter was handed over to Krishna Prasad Acharya, Administrator of EPF, at the presence of Janardan Sharma, Energy Minister on May 21 to commence the hydro power project in Karnali River.</p>

<p style="text-align: justify;">The hydro power project named &#39;Betan Karnali Depositors Hydropower Ltd&#39; is to be developed with the investment of EPF and its depositors. &ldquo;Forty percent of the total investment will be that of depositors,&rdquo; said Mohan Panta, CEO of the company. The project will have its authorized capital of Rs 20 billion.</p>

<p style="text-align: justify;">EPF has been accumulating 0.65 percent dividend from every depositor with a plan to invest the fund on the hydro power project.</p>

<p style="text-align: justify;">&ldquo;The semi-reservoir project will be developed within Bidyapur, Betan, Chhapre, Gutu and Bijaura VDCs of Surkhet district,&rdquo; said Krishna Prasad Acharya, Administrator of EPF.&nbsp;</p>

<p style="text-align: justify;">According to EPF, it will invest Rs 1.29 billion out of the Rs 1.60 billion earned during FY 2072/73 BS in the first phase. The total cost of the project will be about Rs 80 billion. &nbsp;The 600,000 depositors from civil service, Nepal Police, Nepal Army, and Armed Police as well as the depositors from the private sector will have the investment opportunity in the project.&nbsp;</p>

<p style="text-align: justify;">The Energy Ministry is also developing the project in a way to support the 10,800 MW Karnali Chisapani Hydropower Project downstream.&nbsp;</p>

<p style="text-align: justify;">With the budget presentation day just round the corner, the Ministry of Finance (MoF) has accelerated the preparations of a regular annual budget as per the constitutional provision. &nbsp;&nbsp;</p>

<p style="text-align: justify;">Madhu Marasini, Joint Secretary of MoF is hopeful that the government will announce the budget on the fixed time by forging political consensus. &ldquo;The political aspect will be fixed by the government, and we will accelerate the administrative works,&rdquo; he said, adding, &ldquo;The budget will come on the fixed date and on a regular size.&rdquo; The economists also opine that the said budget will be of a regular size.</p>

<p style="text-align: justify;">The compulsory constitutional provision was made as the annual budget of government affects taxation of the whole year, revenue and other programmes and as there were increasing politicisation in the past on the budget itself.</p>

<p style="text-align: justify;">Speaking to Aarthik Abhiyan, Bharat Mohan Adhikari, former finance minister said the budget will be of regular size and nature as the constitution has not mentioned anything about a complete or a caretaker budget. &ldquo;Caretaker is only a word used by the government for political agreement,&rdquo; he said adding, &ldquo;There is no such provision in economics and constitution.&rdquo; The government can bring the budget by maintaining election code of conduct.</p>

<p style="text-align: justify;">However, the constitutional provision has allowed the government to bring supplementary budget for the new programmes in view of the situation which can be changed after the election.</p>

<p style="text-align: justify;">Similarly, the budget to be presented on May 29 will not be approved by the house immediately. The government will announce vote on account budget so that government activities do not get halted during the time.</p>

<p style="text-align: justify;">On the basis of size, the vote on account will be one fourth of regular budget. Likewise, the house should provide the permission to spend only one fourth of the budget within three months of its announcement.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>
