It is considered as good news as the project aims to manage the urbanization and connect Kathmandu through a single road network.</p> <p style="text-align: justify;">According to Dhruba Sapkota, Officer of the Outer Ring Road Project, the land acquisition of Chovar-Satungal portion will be started from this week. “As per the Land Acquisition Act, the land acquisition will be started for the construction of the outer ring road,” he said, adding , “Cities will be developed through land integration.”</p> <p style="text-align: justify;">Similarly, according to Ministry of Urban Development, 13 cities have been developed under the land integration project. He informed that Rs 30 million had been allocated to open track in FY 2016/17.</p> <p style="text-align: justify;">The total investment of the project is assumed to be Rs six billion. "The budget could not show any basis for encouraging the investors to invest in the country," Golchha said.</p> <p style="text-align: justify;">However, the FNCCI has judged that the budget is not limited to becoming an average. Bhawani Rana, President of FNCCI said that the budget is more administrative in nature. "As a whole, the budget could not encourage us to make investments," she said. </p> <p style="text-align: justify;">In the past, the programmes in the budget were not implemented even at the end of the fiscal year. In the budget speech of the upcoming FY, this issue is considered as the main challenge in budget implementation. In the previous fiscal years, the government could not spend the allocated capital expenditure.</p> <p style="text-align: justify;">The Nepal Chamber of Commerce (NCC) has said that the budget promotes self-employment and employment opportunity which is a good step by the government. "However, the issues of revenue in the budget might create problem in taxation," said Kamlesh Kumar Agrawal, General Secretary of NCC. He said the suggestions NCC sent to the government to address the issue of paying tax, which is regarded complicated, was ignored in the budget.</p> <p style="text-align: justify;">Similarly, the Nepal Foreign trade Association expressed the view that the decision of the government to give grants for export and make standard lab is appreciable. Out of the eight companies, while five companies have increased their paid-up capital, three companies have shown zero increase. The companies whose paid-up capital stands still are National Life, Prime Life and Rastriya Beema Sansthan.</p> <p style="text-align:justify">According to Prime Life, it failed to increase the paid-up capital due to postponing of its general meeting since the last four year. Prime Life has not conducted annual general meeting since 2013. The company is planning to move ahead with a capital increment strategic plan by organising annual general meeting, said the company.</p> <p style="text-align:justify">Similarly, Rastriya Beema Sansthan is also going through the same circumstances as Prime Life Insurance. As the company has not been able to conduct regular AGMs, it has not been able to increase its capital.</p> <p style="text-align:justify"> However, in order to increase paid-up capital, National Life Insurance is set to provide 25 percent bonus share to its shareholders. The company is also offering 75 percent right shares to its existing shareholders to meet the minimum paid-up capital requirement.</p> <p style="text-align:justify">Meanwhile, among the companies that have increased the paid-up capital, Nepal Life Insurance has increased the maximum paid-up capital by 78.75 percent. "The budget could not show any basis for encouraging the investors to invest in the country," Golchha said.</p> <p style="text-align: justify;">However, the FNCCI has judged that the budget is not limited to becoming an average. Bhawani Rana, President of FNCCI said that the budget is more administrative in nature. By the third quarter of the current FY, the combined paid-up capital of eight life insurance companies has increased to Rs 7.96 billion. Out of the eight companies, while five companies have increased their paid-up capital, three companies have shown zero increase. The companies whose paid-up capital stands still are National Life, Prime Life and Rastriya Beema Sansthan.</p> <p style="text-align:justify">According to Prime Life, it failed to increase the paid-up capital due to postponing of its general meeting since the last four year. Prime Life has not conducted annual general meeting since 2013. The company is planning to move ahead with a capital increment strategic plan by organising annual general meeting, said the company.</p> <p style="text-align:justify">Similarly, Rastriya Beema Sansthan is also going through the same circumstances as Prime Life Insurance. Bhawani Rana, President of FNCCI said that the budget is more administrative in nature. It is considered as good news as the project aims to manage the urbanization and connect Kathmandu through a single road network.</p> <p style="text-align: justify;">According to Dhruba Sapkota, Officer of the Outer Ring Road Project, the land acquisition of Chovar-Satungal portion will be started from this week. “As per the Land Acquisition Act, the land acquisition will be started for the construction of the outer ring road,” he said, adding , “Cities will be developed through land integration.”</p> <p style="text-align: justify;">Similarly, according to Ministry of Urban Development, 13 cities have been developed under the land integration project. He informed that Rs 30 million had been allocated to open track in FY 2016/17.</p> <p style="text-align: justify;">The total investment of the project is assumed to be Rs six billion. "The budget could not show any basis for encouraging the investors to invest in the country," Golchha said.</p> <p style="text-align: justify;">However, the FNCCI has judged that the budget is not limited to becoming an average. Bhawani Rana, President of FNCCI said that the budget is more administrative in nature. "As a whole, the budget could not encourage us to make investments," she said. </p> <p style="text-align: justify;">In the past, the programmes in the budget were not implemented even at the end of the fiscal year. In the budget speech of the upcoming FY, this issue is considered as the main challenge in budget implementation. In the previous fiscal years, the government could not spend the allocated capital expenditure.</p> <p style="text-align: justify;">The Nepal Chamber of Commerce (NCC) has said that the budget promotes self-employment and employment opportunity which is a good step by the government. "However, the issues of revenue in the budget might create problem in taxation," said Kamlesh Kumar Agrawal, General Secretary of NCC. He said the suggestions NCC sent to the government to address the issue of paying tax, which is regarded complicated, was ignored in the budget.</p> <p style="text-align: justify;">Similarly, the Nepal Foreign trade Association expressed the view that the decision of the government to give grants for export and make standard lab is appreciable. The companies whose paid-up capital stands still are National Life, Prime Life and Rastriya Beema Sansthan.</p> <p style="text-align:justify">According to Prime Life, it failed to increase the paid-up capital due to postponing of its general meeting since the last four year. Prime Life has not conducted annual general meeting since 2013. The company is planning to move ahead with a capital increment strategic plan by organising annual general meeting, said the company.</p> <p style="text-align:justify">Similarly, Rastriya Beema Sansthan is also going through the same circumstances as Prime Life Insurance. As the company has not been able to conduct regular AGMs, it has not been able to increase its capital.</p> <p style="text-align:justify"> However, in order to increase paid-up capital, National Life Insurance is set to provide 25 percent bonus share to its shareholders.
