	The 2018/19 report of the Office of Auditor General &ndash; the constitutional budget oversight agency &ndash; has painted a bleak picture of most of the district-based government bodies.<br />
	It is mandatory for the concerned public entity to call quotations for open competition. Nevertheless, the competition has been made with limited forms and entities, RSS reported. Such practices have created ample spaces for fiduciary malaises, the report stated.<br />
	According to the OAG report, most of the district-based government offices were found to have purchased goods in bit and pieces against the procurement rule.<br />
	According to the Public Procurement Act, the procurement of goods above a certain limit should be done at once.<br />
	Most of the government offices and local governments are found to have proceeded the procurement without master plan and annual procurement plan.<br />
	The offices were also found be apathetic to execute the given responsibilities, reads the report. It has affected revenue collection and protection of public properties as well as relegated the public service to backburner.<br />
	According to RSS, the status of fiscal transparency is worse in local government than in federal government offices. However, the central government offices are also found to be working in an unsystematic manner.<br />
	Even the district administration offices were not found maintaining data and records systematically.</p>

	After nine years of chartered helicopter service, the Ministry of Culture, Tourism and Civil Aviation granted the permission to the company to operate international chartered flights last Monday.</p>
<p>
	Joint secretary at the ministry, Suresh Acharya, told New Business Age that the company already had the license to operate international flights. &ldquo;Recently, we only granted permission to operate international flights with its jet planes with the same old license.&rdquo;</p>
<p>
	The company&rsquo;s corporate manager Anil Manandhar said that Shree Airlines received the permission for international flights with its jet airlines after a long time. Now, the company has initiated the process to obtain air operator&rsquo;s certificate (AOC) from the Civil Aviation Authority of Nepal (CAAN), informed Manandhar. Meanwhile, the company is still working to fix the destination countries.</p>
<p>
	An airline company can operate international flights only after acquiring AOC after examining the technical aspects, number of capable pilots and the capital of the company.</p>
<p>
	Currently, Shree Airlines is operating domestic flights to Bhairahawa, Biratnagar, Bhadrapur, Dhangadhi and Nepalgunj from its base in Kathmandu.</p>

	Rastriya Samachar Samiti (RSS) reported that the SC issued the order on Wednesday, February 6, in the context that the company was yet to pay the capital gains tax while purchasing Ncell from Telia Sonera.</p>
<p>
	According to attorney Hari Shankar Gyawali, with the SC decision, Ncell is banned to take away some Rs 7 billion gains before submitting the tax.<br />
	A full bench of Chief Justice Cholrendra Shumsher JB Rana, and justices Mira Khadka, Bishwombhar Prasad Shrestha, Dr Anand Mohan Bhattarai and Tanka Bahadur Moktan issued mandamus that the capital gains tax must be paid by the company which is operative and owns the business.</p>
<p>
	Swedish company Telia Sonera had 80 percent share in the Ncell, which was later purchased by the Malaysian company.<br />
	Earlier, the Large Taxpayers&#39; Office had calculated Rs 61 billion tax Telia Sonera had to pay.<br />
	After the Telia Sonera sold 80 percent share to the Malaysian company Axiata, the dispute over who shall pay tax had reached the Supreme Court.</p>

	February 6: With less than four years to go until the 2022 World Cup, the Qatari authorities risk falling behind on their promise to tackle widespread labour exploitation of thousands of migrant workers, Amnesty International said on Tuesday, February 5.</p>

	Amnesty International said it has urged Qatar to fully abolish the abusive kafala sponsorship system which, despite a few recent changes, continues to tie workers to unscrupulous employers for up to five years.</p>
<p>
	In November 2017, Qatar signed an agreement with the UN International Labour Organization (ILO) to revise its laws in line with international labour standards.</p>
<p>
	Since then, the authorities have passed several pieces of legislation aimed at benefiting migrant workers, including introducing a temporary minimum wage, introducing a law for domestic workers, setting up new committees to address labour disputes and establishing a workers&rsquo; support and insurance fund.</p>
<p>
	The authorities also ended the requirement for employees to obtain an &ldquo;exit permit&rdquo; requiring their employer&rsquo;s permission to be able to leave the country for most migrant workers.</p>
<p>
	However, limitations in some of the reforms introduced so far mean many migrant workers in Qatar are still at risk of forced labour, restrictions on their movement and other abuses.</p>
<p>
	Under the kafala system, which remains firmly in place despite partial reforms, workers still cannot change jobs without their employers&rsquo; permission. They face criminalization for &lsquo;absconding&rsquo; and risk having their passports confiscated.</p>
<p>
	The temporary minimum wage is just over $200 per month, while new labour courts intended to tackle cases of abuse including non-payment of wages are overwhelmed with cases and hundreds of workers have returned home without justice or compensation.</p>
<p>
	Domestic workers, meanwhile, are still required to obtain an &ldquo;exit permit&rdquo; in order to leave the country, and a weak domestic workers law introduced in 2017 means many remain vulnerable to abuse.</p>

	February 6: Nepal Telecom (NT) has introduced roaming service for pre-paid mobile, which will be accessible in China and India. Prior to this, the service was available only for post-paid mobile users. The state-run news agency, Rastriya Samachar Samiti (RSS), reported that the pre-paid mobile roaming service was launched on February 5.</p>
<p>
	RSS further said that the prepaid mobile phone users are entitled to the new service without deposits. According to NT Managing Director Dilliram Adhikari, the state-owned company plans to further diversify its services and the new decision was a part of such plan.</p>
<p>
	Meanwhile, NT said that new customers of GSM postpaid mobile phones to be registered from February 6 to 20 will be given free one GB &lsquo;all time&rsquo; data and 100-minute phone calls per month for three months.</p>
<p>
	Under the tourist package, five GB data, 50 minutes&rsquo; phone calls within the NT network, 50 SMS and a 100-minute international call services will be available for Rs 500. All these services will be doubled in the package of Rs 1,000. The schemes were announced on the occasion of the 15th anniversary of the NT.</p>
<p>
	Meanwhile, the company announced that it earned a profit of Rs 45.27 billion in the fiscal year 2017-18. According to RSS, the figure was Rs 44.59 billion in the previous fiscal year.</p>
<p>
	The company paid revenue of over Rs 26.20 billion in total (as tax and non-tax category) to the government in the fiscal year 2017-18. The number of its customers till mid-December last year has reached 21.09 million. The figure was 17.60 million in the previous fiscal year. The telecommunication company said it has presence in all the 77 districts of the seven provinces.</p>

	The 2018/19 report of the Office of Auditor General &ndash; the constitutional budget oversight agency &ndash; has painted a bleak picture of most of the district-based government bodies.<br />
	It is mandatory for the concerned public entity to call quotations for open competition. Nevertheless, the competition has been made with limited forms and entities, RSS reported. Such practices have created ample spaces for fiduciary malaises, the report stated.<br />
	According to the OAG report, most of the district-based government offices were found to have purchased goods in bit and pieces against the procurement rule.<br />
	According to the Public Procurement Act, the procurement of goods above a certain limit should be done at once.<br />
	Most of the government offices and local governments are found to have proceeded the procurement without master plan and annual procurement plan.<br />
	The offices were also found be apathetic to execute the given responsibilities, reads the report. It has affected revenue collection and protection of public properties as well as relegated the public service to backburner.<br />
	According to RSS, the status of fiscal transparency is worse in local government than in federal government offices. However, the central government offices are also found to be working in an unsystematic manner.<br />
	Even the district administration offices were not found maintaining data and records systematically.</p>

	After nine years of chartered helicopter service, the Ministry of Culture, Tourism and Civil Aviation granted the permission to the company to operate international chartered flights last Monday.</p>

	Joint secretary at the ministry, Suresh Acharya, told New Business Age that the company already had the license to operate international flights. &ldquo;Recently, we only granted permission to operate international flights with its jet planes with the same old license.&rdquo;</p>
<p>
	The company&rsquo;s corporate manager Anil Manandhar said that Shree Airlines received the permission for international flights with its jet airlines after a long time. Now, the company has initiated the process to obtain air operator&rsquo;s certificate (AOC) from the Civil Aviation Authority of Nepal (CAAN), informed Manandhar. Meanwhile, the company is still working to fix the destination countries.</p>

	An airline company can operate international flights only after acquiring AOC after examining the technical aspects, number of capable pilots and the capital of the company.</p>
<p>
	Currently, Shree Airlines is operating domestic flights to Bhairahawa, Biratnagar, Bhadrapur, Dhangadhi and Nepalgunj from its base in Kathmandu.</p>

	Rastriya Samachar Samiti (RSS) reported that the SC issued the order on Wednesday, February 6, in the context that the company was yet to pay the capital gains tax while purchasing Ncell from Telia Sonera.</p>

	According to attorney Hari Shankar Gyawali, with the SC decision, Ncell is banned to take away some Rs 7 billion gains before submitting the tax.<br />
	A full bench of Chief Justice Cholrendra Shumsher JB Rana, and justices Mira Khadka, Bishwombhar Prasad Shrestha, Dr Anand Mohan Bhattarai and Tanka Bahadur Moktan issued mandamus that the capital gains tax must be paid by the company which is operative and owns the business.</p>

	Swedish company Telia Sonera had 80 percent share in the Ncell, which was later purchased by the Malaysian company.<br />
	Earlier, the Large Taxpayers&#39; Office had calculated Rs 61 billion tax Telia Sonera had to pay.<br />
	After the Telia Sonera sold 80 percent share to the Malaysian company Axiata, the dispute over who shall pay tax had reached the Supreme Court.</p>

	Amnesty International said it has urged Qatar to fully abolish the abusive kafala sponsorship system which, despite a few recent changes, continues to tie workers to unscrupulous employers for up to five years.</p>
<p>
	In November 2017, Qatar signed an agreement with the UN International Labour Organization (ILO) to revise its laws in line with international labour standards.</p>
<p>
	Since then, the authorities have passed several pieces of legislation aimed at benefiting migrant workers, including introducing a temporary minimum wage, introducing a law for domestic workers, setting up new committees to address labour disputes and establishing a workers&rsquo; support and insurance fund.</p>
<p>
	The authorities also ended the requirement for employees to obtain an &ldquo;exit permit&rdquo; requiring their employer&rsquo;s permission to be able to leave the country for most migrant workers.</p>
<p>
	However, limitations in some of the reforms introduced so far mean many migrant workers in Qatar are still at risk of forced labour, restrictions on their movement and other abuses.</p>
<p>
	Under the kafala system, which remains firmly in place despite partial reforms, workers still cannot change jobs without their employers&rsquo; permission. They face criminalization for &lsquo;absconding&rsquo; and risk having their passports confiscated.</p>
<p>
	The temporary minimum wage is just over $200 per month, while new labour courts intended to tackle cases of abuse including non-payment of wages are overwhelmed with cases and hundreds of workers have returned home without justice or compensation.</p>
<p>
	Domestic workers, meanwhile, are still required to obtain an &ldquo;exit permit&rdquo; in order to leave the country, and a weak domestic workers law introduced in 2017 means many remain vulnerable to abuse.</p>

	RSS further said that the prepaid mobile phone users are entitled to the new service without deposits. According to NT Managing Director Dilliram Adhikari, the state-owned company plans to further diversify its services and the new decision was a part of such plan.</p>
<p>
	Meanwhile, NT said that new customers of GSM postpaid mobile phones to be registered from February 6 to 20 will be given free one GB &lsquo;all time&rsquo; data and 100-minute phone calls per month for three months.</p>
<p>
	Under the tourist package, five GB data, 50 minutes&rsquo; phone calls within the NT network, 50 SMS and a 100-minute international call services will be available for Rs 500. All these services will be doubled in the package of Rs 1,000. The schemes were announced on the occasion of the 15th anniversary of the NT.</p>
<p>
	Meanwhile, the company announced that it earned a profit of Rs 45.27 billion in the fiscal year 2017-18. According to RSS, the figure was Rs 44.59 billion in the previous fiscal year.</p>
<p>
	The company paid revenue of over Rs 26.20 billion in total (as tax and non-tax category) to the government in the fiscal year 2017-18. The number of its customers till mid-December last year has reached 21.09 million. The figure was 17.60 million in the previous fiscal year. 	The 2018/19 report of the Office of Auditor General &ndash; the constitutional budget oversight agency &ndash; has painted a bleak picture of most of the district-based government bodies.<br />
	It is mandatory for the concerned public entity to call quotations for open competition. Nevertheless, the competition has been made with limited forms and entities, RSS reported. Such practices have created ample spaces for fiduciary malaises, the report stated.<br />
	According to the OAG report, most of the district-based government offices were found to have purchased goods in bit and pieces against the procurement rule.<br />
	According to the Public Procurement Act, the procurement of goods above a certain limit should be done at once.<br />
	Most of the government offices and local governments are found to have proceeded the procurement without master plan and annual procurement plan.<br />
	The offices were also found be apathetic to execute the given responsibilities, reads the report. It has affected revenue collection and protection of public properties as well as relegated the public service to backburner.<br />
	According to RSS, the status of fiscal transparency is worse in local government than in federal government offices. However, the central government offices are also found to be working in an unsystematic manner.<br />
	Even the district administration offices were not found maintaining data and records systematically.</p>

	After nine years of chartered helicopter service, the Ministry of Culture, Tourism and Civil Aviation granted the permission to the company to operate international chartered flights last Monday.</p>
<p>
	Joint secretary at the ministry, Suresh Acharya, told New Business Age that the company already had the license to operate international flights. &ldquo;Recently, we only granted permission to operate international flights with its jet planes with the same old license.&rdquo;</p>
<p>
	The company&rsquo;s corporate manager Anil Manandhar said that Shree Airlines received the permission for international flights with its jet airlines after a long time. Now, the company has initiated the process to obtain air operator&rsquo;s certificate (AOC) from the Civil Aviation Authority of Nepal (CAAN), informed Manandhar. Meanwhile, the company is still working to fix the destination countries.</p>

	An airline company can operate international flights only after acquiring AOC after examining the technical aspects, number of capable pilots and the capital of the company.</p>

	Rastriya Samachar Samiti (RSS) reported that the SC issued the order on Wednesday, February 6, in the context that the company was yet to pay the capital gains tax while purchasing Ncell from Telia Sonera.</p>
<p>
	According to attorney Hari Shankar Gyawali, with the SC decision, Ncell is banned to take away some Rs 7 billion gains before submitting the tax.<br />
	A full bench of Chief Justice Cholrendra Shumsher JB Rana, and justices Mira Khadka, Bishwombhar Prasad Shrestha, Dr Anand Mohan Bhattarai and Tanka Bahadur Moktan issued mandamus that the capital gains tax must be paid by the company which is operative and owns the business.</p>
<p>
	Swedish company Telia Sonera had 80 percent share in the Ncell, which was later purchased by the Malaysian company.<br />
	Earlier, the Large Taxpayers&#39; Office had calculated Rs 61 billion tax Telia Sonera had to pay.<br />
	After the Telia Sonera sold 80 percent share to the Malaysian company Axiata, the dispute over who shall pay tax had reached the Supreme Court.</p>

	Amnesty International said it has urged Qatar to fully abolish the abusive kafala sponsorship system which, despite a few recent changes, continues to tie workers to unscrupulous employers for up to five years.</p>
<p>
	In November 2017, Qatar signed an agreement with the UN International Labour Organization (ILO) to revise its laws in line with international labour standards.</p>
<p>
	Since then, the authorities have passed several pieces of legislation aimed at benefiting migrant workers, including introducing a temporary minimum wage, introducing a law for domestic workers, setting up new committees to address labour disputes and establishing a workers&rsquo; support and insurance fund.</p>
<p>
	The authorities also ended the requirement for employees to obtain an &ldquo;exit permit&rdquo; requiring their employer&rsquo;s permission to be able to leave the country for most migrant workers.</p>
<p>
	However, limitations in some of the reforms introduced so far mean many migrant workers in Qatar are still at risk of forced labour, restrictions on their movement and other abuses.</p>
<p>
	Under the kafala system, which remains firmly in place despite partial reforms, workers still cannot change jobs without their employers&rsquo; permission. They face criminalization for &lsquo;absconding&rsquo; and risk having their passports confiscated.</p>
<p>
	The temporary minimum wage is just over $200 per month, while new labour courts intended to tackle cases of abuse including non-payment of wages are overwhelmed with cases and hundreds of workers have returned home without justice or compensation.</p>
<p>
	Domestic workers, meanwhile, are still required to obtain an &ldquo;exit permit&rdquo; in order to leave the country, and a weak domestic workers law introduced in 2017 means many remain vulnerable to abuse.</p>

The state-run news agency, Rastriya Samachar Samiti (RSS), reported that the pre-paid mobile roaming service was launched on February 5.</p>

	RSS further said that the prepaid mobile phone users are entitled to the new service without deposits. According to NT Managing Director Dilliram Adhikari, the state-owned company plans to further diversify its services and the new decision was a part of such plan.</p>
<p>
	Meanwhile, NT said that new customers of GSM postpaid mobile phones to be registered from February 6 to 20 will be given free one GB &lsquo;all time&rsquo; data and 100-minute phone calls per month for three months.</p>
<p>
	Under the tourist package, five GB data, 50 minutes&rsquo; phone calls within the NT network, 50 SMS and a 100-minute international call services will be available for Rs 500. All these services will be doubled in the package of Rs 1,000. The schemes were announced on the occasion of the 15th anniversary of the NT.</p>
<p>
	Meanwhile, the company announced that it earned a profit of Rs 45.27 billion in the fiscal year 2017-18. According to RSS, the figure was Rs 44.59 billion in the previous fiscal year.</p>
<p>
	The company paid revenue of over Rs 26.20 billion in total (as tax and non-tax category) to the government in the fiscal year 2017-18. The number of its customers till mid-December last year has reached 21.09 million. The figure was 17.60 million in the previous fiscal year. 	The 2018/19 report of the Office of Auditor General &ndash; the constitutional budget oversight agency &ndash; has painted a bleak picture of most of the district-based government bodies.<br />
	It is mandatory for the concerned public entity to call quotations for open competition. Nevertheless, the competition has been made with limited forms and entities, RSS reported. Such practices have created ample spaces for fiduciary malaises, the report stated.<br />
	According to the OAG report, most of the district-based government offices were found to have purchased goods in bit and pieces against the procurement rule.<br />
	According to the Public Procurement Act, the procurement of goods above a certain limit should be done at once.<br />
	Most of the government offices and local governments are found to have proceeded the procurement without master plan and annual procurement plan.<br />
	The offices were also found be apathetic to execute the given responsibilities, reads the report. It has affected revenue collection and protection of public properties as well as relegated the public service to backburner.<br />
	According to RSS, the status of fiscal transparency is worse in local government than in federal government offices. However, the central government offices are also found to be working in an unsystematic manner.<br />
	Even the district administration offices were not found maintaining data and records systematically.</p>

	After nine years of chartered helicopter service, the Ministry of Culture, Tourism and Civil Aviation granted the permission to the company to operate international chartered flights last Monday.</p>
<p>
	Joint secretary at the ministry, Suresh Acharya, told New Business Age that the company already had the license to operate international flights. &ldquo;Recently, we only granted permission to operate international flights with its jet planes with the same old license.&rdquo;</p>
<p>
	The company&rsquo;s corporate manager Anil Manandhar said that Shree Airlines received the permission for international flights with its jet airlines after a long time. Now, the company has initiated the process to obtain air operator&rsquo;s certificate (AOC) from the Civil Aviation Authority of Nepal (CAAN), informed Manandhar. Meanwhile, the company is still working to fix the destination countries.</p>
<p>
	An airline company can operate international flights only after acquiring AOC after examining the technical aspects, number of capable pilots and the capital of the company.</p>
<p>
	Currently, Shree Airlines is operating domestic flights to Bhairahawa, Biratnagar, Bhadrapur, Dhangadhi and Nepalgunj from its base in Kathmandu.</p>

	Rastriya Samachar Samiti (RSS) reported that the SC issued the order on Wednesday, February 6, in the context that the company was yet to pay the capital gains tax while purchasing Ncell from Telia Sonera.</p>
<p>
	According to attorney Hari Shankar Gyawali, with the SC decision, Ncell is banned to take away some Rs 7 billion gains before submitting the tax.<br />
	A full bench of Chief Justice Cholrendra Shumsher JB Rana, and justices Mira Khadka, Bishwombhar Prasad Shrestha, Dr Anand Mohan Bhattarai and Tanka Bahadur Moktan issued mandamus that the capital gains tax must be paid by the company which is operative and owns the business.</p>
<p>
	Swedish company Telia Sonera had 80 percent share in the Ncell, which was later purchased by the Malaysian company.<br />
	Earlier, the Large Taxpayers&#39; Office had calculated Rs 61 billion tax Telia Sonera had to pay.<br />
	After the Telia Sonera sold 80 percent share to the Malaysian company Axiata, the dispute over who shall pay tax had reached the Supreme Court.</p>

	Bhatta cautioned the fresh graduates to brace for the inevitable change as the courses they have completed might be out of date in the market.</p>

	&ldquo;It is necessary to prepare oneself keeping in mind the changes brought by technological development. By the time students complete their studies, many of the jobs they learnt in their courses might have turned into typewriters. Students need to prepare themselves accordingly to meet the demands of the future,&rdquo; said Bhatta.</p>
<p>
	During the function, KMC conferred bachelor&rsquo;s degree to its 63 BBA students of 2014 batch for successfully completing their degree in 2018.</p>
<p>
	&nbsp;Meanwhile, director of the college, Kishor Gautam, instructed the graduates to apply their theoretical knowledge in practical life.</p>
<p>
	The programme&rsquo;s chief guest, Pro Dr Kundan Dutta Koirala, suggested the students to choose a profession which they like from heart.</p>

	Amnesty International said it has urged Qatar to fully abolish the abusive kafala sponsorship system which, despite a few recent changes, continues to tie workers to unscrupulous employers for up to five years.</p>
<p>
	In November 2017, Qatar signed an agreement with the UN International Labour Organization (ILO) to revise its laws in line with international labour standards.</p>
<p>
	Since then, the authorities have passed several pieces of legislation aimed at benefiting migrant workers, including introducing a temporary minimum wage, introducing a law for domestic workers, setting up new committees to address labour disputes and establishing a workers&rsquo; support and insurance fund.</p>
<p>
	The authorities also ended the requirement for employees to obtain an &ldquo;exit permit&rdquo; requiring their employer&rsquo;s permission to be able to leave the country for most migrant workers.</p>
<p>
	However, limitations in some of the reforms introduced so far mean many migrant workers in Qatar are still at risk of forced labour, restrictions on their movement and other abuses.</p>
<p>
	Under the kafala system, which remains firmly in place despite partial reforms, workers still cannot change jobs without their employers&rsquo; permission. They face criminalization for &lsquo;absconding&rsquo; and risk having their passports confiscated.</p>
<p>
	The temporary minimum wage is just over $200 per month, while new labour courts intended to tackle cases of abuse including non-payment of wages are overwhelmed with cases and hundreds of workers have returned home without justice or compensation.</p>
<p>
	Domestic workers, meanwhile, are still required to obtain an &ldquo;exit permit&rdquo; in order to leave the country, and a weak domestic workers law introduced in 2017 means many remain vulnerable to abuse.</p>
<p>

	February 6: Nepal Telecom (NT) has introduced roaming service for pre-paid mobile, which will be accessible in China and India. Prior to this, the service was available only for post-paid mobile users. The state-run news agency, Rastriya Samachar Samiti (RSS), reported that the pre-paid mobile roaming service was launched on February 5.</p>
<p>
	RSS further said that the prepaid mobile phone users are entitled to the new service without deposits. According to NT Managing Director Dilliram Adhikari, the state-owned company plans to further diversify its services and the new decision was a part of such plan.</p>
<p>
	Meanwhile, NT said that new customers of GSM postpaid mobile phones to be registered from February 6 to 20 will be given free one GB &lsquo;all time&rsquo; data and 100-minute phone calls per month for three months.</p>
<p>
	Under the tourist package, five GB data, 50 minutes&rsquo; phone calls within the NT network, 50 SMS and a 100-minute international call services will be available for Rs 500. All these services will be doubled in the package of Rs 1,000. The schemes were announced on the occasion of the 15th anniversary of the NT.</p>
<p>
	Meanwhile, the company announced that it earned a profit of Rs 45.27 billion in the fiscal year 2017-18. According to RSS, the figure was Rs 44.59 billion in the previous fiscal year.</p>
<p>
	The company paid revenue of over Rs 26.20 billion in total (as tax and non-tax category) to the government in the fiscal year 2017-18. The number of its customers till mid-December last year has reached 21.09 million. The figure was 17.60 million in the previous fiscal year. The telecommunication company said it has presence in all the 77 districts of the seven provinces.</p>
