	<span style="font-size: 12px;">Saipal Academy stands out from other schools in the country with its unique approach to provide an all-round education. The school, which is in its twelfth year, gives equal emphasis to academics as well as development of the students’ personality.&nbsp;</span></p>
<p>
	Affiliated to the Higher Secondary Education Board, Saipal also offers Cambridge GCE A Level programme. “Students who have graduated from our college have been admitted to top universities around the world,” says Principal Gopal Sharma.&nbsp;</p>
<p>
	The college, established in 2002, has been in growth and expansion mode. Initially, the college, located in Dhumbarahi, was launched with A-level programme. It started +2 programme last year. “We are also planning to introduce BBA programme in the days to come,” informed Sharma.&nbsp;</p>
<p>
	He says, “The market is highly competitive with every institution aiming for high quality education.” While mentioning the major challenges in order to run a school, Sharma said that there is a very limited quality human resource in the country and there is lack of proper planning and vision. The college has proved that it can produce world class students by producing world topper in CIE examination.&nbsp;</p>
<p>
	The college has shown best performance in SLC results throughout these years.&nbsp;</p>

	The college is now offering courses in Humanities, Science and Management faculty. Sharma shares, “We have been getting a very good response from students and guardian till date. They have been truly supportive in what we do. They are the reason for our existence. In fact, they can be considered as our strength.”&nbsp;</p>
<p>
	Both written and visual form of communication have been used here as teaching methodology whereas ICT is the key point. Sharma says, “We encourage our student to ask question and participate, because effective communication can only lead to proper and effective learning process.” He adds, “Considering the quality, the cost here is quite reasonable. It’s our students who benefit by considering us, not we.”&nbsp;</p>
<p>
	The college has been imparting education to prepare student to face challenges for tomorrow. The college has been guiding, mentoring and motivating young people to make them able to be not only successful but also qualified products.&nbsp;</p>
<p>
	The number of students get enrolled in Science faculty is 40 in average whereas 120 students get admitted every year in management faculty.&nbsp;</p>
<p>
	Sharma further adds, “Students not only study but also work as a foreign study counselor for Saipal Academy. The college arranges different foreign study counseling session periodically. The college has strategy to counsel students rather than plunging them to further frustration. The college administration believes in counseling students when they do something wrong.”&nbsp;</p>
<p>
	The college also provides services such as student’s career guidance since 2002 AD and also offers a personality development course in order to facilitate the student’s career. The personality development course, which is a non- credit course, includes presentation skills enhancement, leadership training, team spirit building and public speaking.&nbsp;</p>
<p>
	Similarly, with an aim to develop the inner qualities of the students, four clubs have been established at Saipal. “These clubs run autonomously through the guidance of the college administration. The club’s leaders are elected through a democratic voting practice among the students. These clubs organize various events to foster team spirit and harmony among the students as a part of extracurricular activities,” says Sharma. The clubs are Take a Step Foundation, Roots and Shoots, Indigenous Rhythms and Real Dreams.</p>

<p>
	Many people citing steady reduction in consumption-based poverty amidst trade and finance-induced economic activities together with some progress in education and health services including limited expansion in physical infrastructure facilities, think that businesses as usual discourse grounded on ongoing but failed globally dominant economic regime is best suited for Nepal’s advancement. Such a view apparently has received added impetus in the present governance setting. As such, viewing problems primarily through technical lence, that too without reference to Nepalis initial conditions, some minor change in the policies wherever necessary is advocated. Such thinking, at first, derecognizes the role and contribution of the perpetuated underdevelopment and contemporary state of the economy in the historical political change of 2006. As a corollary, the asymmetrical tendency between realization of limited successes as stated above (that too driven primarily by remittances) and deepening problems of low growth and jobless trap amidst high inflation, exclusive and non-sustainable nature of development and, above all, the burgeoning external dependency multiplying the vulnerability of the Nepalis economy, is almost fully undermined. Such a tendency, if persists for long, may have more pervasive and wide-ranging devastating impact on the Nepalis economy in the coming days.&nbsp;</p>
<p>
	As is well known, in Nepal the entire macroeconomic policies are revolving around economic stabilization since mid 1980s. Very liberal and open up policies that are continuously being pushed are grounded on it. Undeniably, economic stabilization is a precondition for creating entrepreneurial and business environment and thereby embarking on the path to sustainable development. But Nepal’s experience indicates that this is not a sufficient condition and hence what matters is how that stabilization objective has been achieved. It is ironical that amidst maintenance of fiscal balance through tight fiscal policy the share of capital expenditure in total government expenditure has gone down below 15 percent and it is further declining. This means that the balance has been maintained simply at the cost of jeopardizing fiscal role of the government which is supposed to play catalyst task of augmenting productive capacity of the economy. The problem in monetary front is perhaps more serious.&nbsp;</p>
<p>
	Tight monetary policy which deliberately escapes from growth enhancing role has also dismally failed to contain prices as well as maintain balance of payment.&nbsp;</p>
<p>
	Instead, by contributing to unproductive investment-led non-tradable economic activities amidst massive inflow of remittances, it has helped deceleration of production sectors (agriculture and industry), thereby establishing a culture of trade not production. This has led to, among others, destabilization in external trade and payments fronts.&nbsp;</p>
<p>
	Today, the trade deficit has reached alarmingly level, surpassing 28 percent of GDP which is hardly observed around the globe.&nbsp;</p>
<p>
	Amidst immature frequent decisions grounded simply on instant technical reasoning, poor prudential regulations, weak control and monitoring mechanism, inefficiency-led financial instability and increased fraud are raising high risk in the entire banking system. The institutionally driven exclusionary practices encouraging lending activities in certain urban centers and in (that too catering limited business houses and companies) is another paradox of monetary policy under business as usual principle.&nbsp;</p>
<p>
	Another fundamental flaw is that the business as usual discourse presumes trickle downing or spill over effects. Hence identification of linkages or transmission mechanisms through which macro and sectoral policies could play both catalyst and complementary role each simultaneously are either ignored or treated in isolation. In this context increased evidences show (apart from policies linked to tax structure), quality of both public and private investment, policies in the areas of exchange rate, finance, industry, trade and business services together with their institutional and governance dimension become critically important.&nbsp;</p>
<p>
	In Nepal’s specific condition, given the tremendous potentiality and competitive advantages of sectors like agriculture, energy, tourism and richness in biodiversity, interlinking of macro and sectoral policies in an economy-wide frame ensuring comprehensiveness becomes critically important. Here again the micro dimension comes to the forefront in which area-specific policy incentive backed by a strategy of providing basic infrastructure and other facilities under the broad macro, sectoral and interlinked micro policy setting, becomes critically important. A policy of value chain through institutional or organizational structure from the grass roots in an integrated manner has emerged the best alternative as successes of many countries in expanding the domestic production base of the economy and enhancing sustainable growth, indicate. This means that simultaneous consideration from both horizontal and vertical dimension becomes utmost important which is lacking in the present economic policy discourse.&nbsp;</p>
<p>
	In view of all these, time has come to review whole gamut of policy and institutional set ups and arrangements in a way that our tremendous potentials are harnessed more judiciously for rapid growth and economic prosperity in a sustainable way. There is a need of maximum use of our entrepreneurial capability accompanied by development and unleashing of productive forces. Grounded on the existing characteristics of the economy and identification of underlying reasons, a comprehensive forward looking economic policy agenda backed by institutional setups and arrangements must be framed and introduced with utmost priority by involving various stakeholders and other catalyst forces for a new economic discourse that could contribute to enhance productive base of the economy and augment societal transformation in a dynamic way. As such, time has come to engage in much needed concrete agenda rather than repeating simply rhetoric.&nbsp;</p>

	‘’Look at it this way: The dean is the Chairman of the government, our adviser is the private sector, we faculties are the ministers, administration staffs are the work force, you are the people and your junior brothers and sisters are the future.’’&nbsp;</p>
<p>
	‘’I still don’t get it’’ responded a student.&nbsp;</p>
<p>
	In the meantime a junior brother of one of the student entered the class crying. The faculty and the students were surprised and didn’t know what to do next. However, the student took his brother to deposit at the Dean’s cabin so that he could take his brother home together after the class was over. But the Dean was sleeping. The student than went to the cabin of the adviser who was nowhere in the college. So the student requested his brother to wait for him at the corridor till the class will be over.&nbsp;</p>
<p>
	The faculty, who was already worried for not being able to give best definition of the government to the student, suddenly became happy as now he had found a good answer for him.&nbsp;</p>
<p>
	Now I will make you understand the government! He said, “The Chairman of the Council of the ministers is sleeping, private sector is nowhere, the ministers don’t know what to do and how to do, nobody cares about the people, and the future is full of cry!’’</p>

	<span style="font-size: 12px;">Like every year, July is the budget time, and the debate about pay hike of government employees has started as usual.&nbsp;</span></p>
<p>
	The government will revise the existing pay scale of all the government employees, according to the Finance Ministry. However, there is still problem with the resource generation, to manage the increase.&nbsp;</p>
<p>
	It is understood that the salary the government gives to civil servants is in no way satisfactory as the amount is not sufficient to sustain a family decently. But the proposal to give the government staffers a raise is opposed by tax payers.&nbsp;</p>
<p>
	The government employees are far ahead in demanding increment in salaries but they are reluctant to deliver public service efficiently. On the other hand, government employees are often criticized for institutionalizing corruption.&nbsp;</p>
<p>
	In this regard, both the government and the employees should justify the decision of pay and perks increment. Since the salary to governement staff is paid from the people’s money, any increment in such salary will have an extra burden to the people.&nbsp;</p>
<p>
	The government should start focusing on other aspects of reform along with salary revision. First of all, the efficiency of the employees should be enhanced and the number of employees should be reduced. The saving so generated can be used to pay more to the remaining employees.&nbsp;</p>
<p>
	Similarly, the government should seek alternative way of paying pension. Currently, the pension scheme has become a burden to the government. Every year the number of retired government employees has been increasing, and the law requires paying pension to them throughout their life and ever beyond.&nbsp;</p>
<p>
	The government should bring participatory pension scheme to save the State from future financial disaster.&nbsp;</p>
<p>
	Reform in performance of government employees is also very necessary. None of the government agency has been successful to regulate the concerned sector at present, putting consumers at the receiving end. Increment in salary without commitment of employees is unjustifiable.&nbsp;</p>
<p>
	The government should also introduce the carrot-and-stick approach to encourage government employees to do the best. Independent evaluation of jobs performed by civil servants is urgent to discourage the trend of cheating. Otherwise, salary increment will merely add burden on the entire economy.</p>

Addressing an interaction program at EC office in the Capital on Monday, Chief Election Commissioner Neel Kantha Uprety said, “We wish to conduct the elections on November 19 in a free, independent and impartial manner. The EC is fully concentrated on the same.” Uprety further noted that necessary Acts have been promulgated through the ordinance while the EC has also passed the Election Regulations. More than 200,000 employees including security personnel are to be mobilized for the elections.</span></p>

	The CPN-Maoist has formally decided to boycott the elections of the Constituent Assembly (CA). Terming the scheduled elections a process of Sikkimization, the Baidya Maoists at the conclusion of four day party central committee meeting held in Pokhara appealed to the people and to ‘nationalist forces’ to boycott the poll. The CPN-Maoist decided to mobilize the full force of the party in cities and villages to foil the electoral process. Chairman Baidya´s political document presented at the meet had proposed boycotting the elections, arguing that it is against the interest of the people.&nbsp;</p>
<p>
	The document also says that the elections are being held only to serve the interests of reactionary and foreign forces to turn Nepal into another Sikkim. “We will retaliate, mobilizing the people, if the government invites confrontation by holding the elections through force,” said party spokesperson Pampha Bhusal.</p>

					<span style="font-size: 12px;">Meanwhile, High Level Political Committee (HLPC) has decided to address demands raised by Mohan Baidya-led CPN-Maoist to bring the party on board in the forthcoming Constituent Assembly Elections. The HLPC meeting held at Singhdurbar on Saturday decided to make all efforts to bring the parties on board in the CA elections. After the meeting, Central Committee member of CPN (UML), Raghuji Panta, said that the HLPC is flexible to address the demands raised by Baidya-led Maoist. Panta also stressed that Regmi-led government must hold the elections on the scheduled time. Vice Chairman of the UCPN (Maoist), Narayan Kaji Shrestha, said that government was holding talks with agitating parties to reach for a consensus. “We are ready to re-organise the HLPC,” said Shrestha. Vice President of Nepali Congress Ram Chandra Paudel expressed hope that Baidya will get ready for the CA election. “At any cost, elections would be held on the scheduled date,” he added.</span></p>

	Former Maoist combatants who were inducted into the national defense forces, have now formally become Nepal Army (NA) personnel after finishing their mandatory training. Altogether 1,352 former rebel combatants completed a nine-month basic army training on Friday to formally become part of the national army. As per the Secretariat of the Army Integration Special Committee, 71 combatants for officer level and 1,373 for other ranks were selected for training. However, 21 combatants could not complete the training due to various reasons. In addition to the former combatants inducted at officer level, 1,352 combatants integrated into the lower ranks in the army have completed basic training and received formal permission to join the army.&nbsp;</p>
<p>
	According to a statement issued by NA´s Directorate of Public Relations (DPR), 16 of the combatants initially selected for integration took voluntary retirement before training started while 14 others retired voluntarily in the course of the training, and three were found medically unfit. Five others fled the training camp. According to Sharma, 14 First Class Warrant Officers, 40 Second Class Warrant Officers, 168 Sergeants, 190 Corporals, 181 Lance Corporals and 759 Privates passed out from basic training.&nbsp;</p>
<p>
	The pass-outs will be posted at different directorates under the newly established NA General Directorate. The Nepal Army has already created 4,417 new posts for the purpose.</p>

	While the entire society (barring some groups) is upbeat about the November 19 elections for the Constituent Assembly Version-2, the chances of the elections actually being held are diminishing with each passing day.&nbsp;</p>
<p>
	First is the timing of the election. November 19 falls immediately after a long holiday season. Generally, August- October is considered a festival season in Nepal and there are 15 festival holidays from August 1 to November 19 when the government offices remain closed (Aug 22 Gaijatra, Aug 28 Shreekrishna Janmastami, Sep 7 Teej, Sep 18 Indrajatra, Oct 5 Ghatasthapana, Oct 11-15 Dashain, Oct 18 Purnima, Nov 3-5 Tihar, and Nov 9 Chhath).</p>
<p>
	In such situation, Election Commission (EC) has to almost finish all major preparation before these festivals start because the staffs in the government offices rarely work even in the working days during this period. The offices look totally deserted during one month period from October 5 (when the Dashain festival starts) till November 9 (the day of Chhath festival). That is the reason why all previous general elections were held on other seasons. One previous election held after the festivals was on over a week after Chhath.&nbsp;</p>
<p>
	Secondly, Mohan Baidya-led Maoist Party has been threatening the government and other political parties to obstruct the upcoming elections. It had also created an alliance of 33 fringe parties. It is good sign that a total of 18 parties out of 33 from the alliance have decided to participate in the upcoming CA polls. And the number may further increase.&nbsp;</p>
<p>
	However, EC should provide sufficient time to these parties to formally register for the polls. That too will work as a drag on election process.&nbsp;</p>
<p>
	Similarly, some crucial issues such as voter education, voter registration and providing election symbols to these parties are also time-consuming.&nbsp;</p>
<p>
	On the other hand, there are still disputes among political parties over some crucial agenda such as fixing the number of constituencies. The Government has asked the constituency delineation Commission that at least one seat must be there for each district.&nbsp;</p>
<p>
	The Commission has just started its work and it is yet to solve the dispute over number of constituencies it seems it will also add trouble in the election of the CA.</p>

	Both written and visual form of communication have been used here as teaching methodology whereas ICT is the key point. Sharma says, “We encourage our student to ask question and participate, because effective communication can only lead to proper and effective learning process.” He adds, “Considering the quality, the cost here is quite reasonable. It’s our students who benefit by considering us, not we.”&nbsp;</p>

	The college has been imparting education to prepare student to face challenges for tomorrow. The college has been guiding, mentoring and motivating young people to make them able to be not only successful but also qualified products.&nbsp;</p>

	The number of students get enrolled in Science faculty is 40 in average whereas 120 students get admitted every year in management faculty.&nbsp;</p>

	The college also provides services such as student’s career guidance since 2002 AD and also offers a personality development course in order to facilitate the student’s career. The personality development course, which is a non- credit course, includes presentation skills enhancement, leadership training, team spirit building and public speaking.&nbsp;</p>

	Similarly, with an aim to develop the inner qualities of the students, four clubs have been established at Saipal. “These clubs run autonomously through the guidance of the college administration. The club’s leaders are elected through a democratic voting practice among the students. These clubs organize various events to foster team spirit and harmony among the students as a part of extracurricular activities,” says Sharma. The clubs are Take a Step Foundation, Roots and Shoots, Indigenous Rhythms and Real Dreams.</p>

<p>
	Many people citing steady reduction in consumption-based poverty amidst trade and finance-induced economic activities together with some progress in education and health services including limited expansion in physical infrastructure facilities, think that businesses as usual discourse grounded on ongoing but failed globally dominant economic regime is best suited for Nepal’s advancement. Such a view apparently has received added impetus in the present governance setting. As such, viewing problems primarily through technical lence, that too without reference to Nepalis initial conditions, some minor change in the policies wherever necessary is advocated. Such thinking, at first, derecognizes the role and contribution of the perpetuated underdevelopment and contemporary state of the economy in the historical political change of 2006. As a corollary, the asymmetrical tendency between realization of limited successes as stated above (that too driven primarily by remittances) and deepening problems of low growth and jobless trap amidst high inflation, exclusive and non-sustainable nature of development and, above all, the burgeoning external dependency multiplying the vulnerability of the Nepalis economy, is almost fully undermined. Such a tendency, if persists for long, may have more pervasive and wide-ranging devastating impact on the Nepalis economy in the coming days.&nbsp;</p>
<p>
	As is well known, in Nepal the entire macroeconomic policies are revolving around economic stabilization since mid 1980s. Very liberal and open up policies that are continuously being pushed are grounded on it. Undeniably, economic stabilization is a precondition for creating entrepreneurial and business environment and thereby embarking on the path to sustainable development. But Nepal’s experience indicates that this is not a sufficient condition and hence what matters is how that stabilization objective has been achieved. It is ironical that amidst maintenance of fiscal balance through tight fiscal policy the share of capital expenditure in total government expenditure has gone down below 15 percent and it is further declining. This means that the balance has been maintained simply at the cost of jeopardizing fiscal role of the government which is supposed to play catalyst task of augmenting productive capacity of the economy. The problem in monetary front is perhaps more serious.&nbsp;</p>
<p>
	Tight monetary policy which deliberately escapes from growth enhancing role has also dismally failed to contain prices as well as maintain balance of payment.&nbsp;</p>
<p>
	Instead, by contributing to unproductive investment-led non-tradable economic activities amidst massive inflow of remittances, it has helped deceleration of production sectors (agriculture and industry), thereby establishing a culture of trade not production. This has led to, among others, destabilization in external trade and payments fronts.&nbsp;</p>
<p>
	Today, the trade deficit has reached alarmingly level, surpassing 28 percent of GDP which is hardly observed around the globe.&nbsp;</p>
<p>
	Amidst immature frequent decisions grounded simply on instant technical reasoning, poor prudential regulations, weak control and monitoring mechanism, inefficiency-led financial instability and increased fraud are raising high risk in the entire banking system. The institutionally driven exclusionary practices encouraging lending activities in certain urban centers and in (that too catering limited business houses and companies) is another paradox of monetary policy under business as usual principle.&nbsp;</p>
<p>
	Another fundamental flaw is that the business as usual discourse presumes trickle downing or spill over effects. Hence identification of linkages or transmission mechanisms through which macro and sectoral policies could play both catalyst and complementary role each simultaneously are either ignored or treated in isolation. In this context increased evidences show (apart from policies linked to tax structure), quality of both public and private investment, policies in the areas of exchange rate, finance, industry, trade and business services together with their institutional and governance dimension become critically important.&nbsp;</p>
<p>
	In Nepal’s specific condition, given the tremendous potentiality and competitive advantages of sectors like agriculture, energy, tourism and richness in biodiversity, interlinking of macro and sectoral policies in an economy-wide frame ensuring comprehensiveness becomes critically important. Here again the micro dimension comes to the forefront in which area-specific policy incentive backed by a strategy of providing basic infrastructure and other facilities under the broad macro, sectoral and interlinked micro policy setting, becomes critically important. A policy of value chain through institutional or organizational structure from the grass roots in an integrated manner has emerged the best alternative as successes of many countries in expanding the domestic production base of the economy and enhancing sustainable growth, indicate. This means that simultaneous consideration from both horizontal and vertical dimension becomes utmost important which is lacking in the present economic policy discourse.&nbsp;</p>
<p>
	In view of all these, time has come to review whole gamut of policy and institutional set ups and arrangements in a way that our tremendous potentials are harnessed more judiciously for rapid growth and economic prosperity in a sustainable way. There is a need of maximum use of our entrepreneurial capability accompanied by development and unleashing of productive forces. Grounded on the existing characteristics of the economy and identification of underlying reasons, a comprehensive forward looking economic policy agenda backed by institutional setups and arrangements must be framed and introduced with utmost priority by involving various stakeholders and other catalyst forces for a new economic discourse that could contribute to enhance productive base of the economy and augment societal transformation in a dynamic way. As such, time has come to engage in much needed concrete agenda rather than repeating simply rhetoric.&nbsp;</p>

	‘’I still don’t get it’’ responded a student.&nbsp;</p>
<p>
	In the meantime a junior brother of one of the student entered the class crying. The faculty and the students were surprised and didn’t know what to do next. However, the student took his brother to deposit at the Dean’s cabin so that he could take his brother home together after the class was over. But the Dean was sleeping. The student than went to the cabin of the adviser who was nowhere in the college. So the student requested his brother to wait for him at the corridor till the class will be over.&nbsp;</p>
<p>
	The faculty, who was already worried for not being able to give best definition of the government to the student, suddenly became happy as now he had found a good answer for him.&nbsp;</p>
<p>
	Now I will make you understand the government! He said, “The Chairman of the Council of the ministers is sleeping, private sector is nowhere, the ministers don’t know what to do and how to do, nobody cares about the people, and the future is full of cry!’’</p>

	<span style="font-size: 12px;">Like every year, July is the budget time, and the debate about pay hike of government employees has started as usual.&nbsp;</span></p>
<p>
	The government will revise the existing pay scale of all the government employees, according to the Finance Ministry. However, there is still problem with the resource generation, to manage the increase.&nbsp;</p>
<p>
	It is understood that the salary the government gives to civil servants is in no way satisfactory as the amount is not sufficient to sustain a family decently. But the proposal to give the government staffers a raise is opposed by tax payers.&nbsp;</p>
<p>
	The government employees are far ahead in demanding increment in salaries but they are reluctant to deliver public service efficiently. On the other hand, government employees are often criticized for institutionalizing corruption.&nbsp;</p>
<p>
	In this regard, both the government and the employees should justify the decision of pay and perks increment. Since the salary to governement staff is paid from the people’s money, any increment in such salary will have an extra burden to the people.&nbsp;</p>
<p>
	The government should start focusing on other aspects of reform along with salary revision. First of all, the efficiency of the employees should be enhanced and the number of employees should be reduced. The saving so generated can be used to pay more to the remaining employees.&nbsp;</p>
<p>
	Similarly, the government should seek alternative way of paying pension. Currently, the pension scheme has become a burden to the government. Every year the number of retired government employees has been increasing, and the law requires paying pension to them throughout their life and ever beyond.&nbsp;</p>
<p>
	The government should bring participatory pension scheme to save the State from future financial disaster.&nbsp;</p>
<p>
	Reform in performance of government employees is also very necessary. None of the government agency has been successful to regulate the concerned sector at present, putting consumers at the receiving end. Increment in salary without commitment of employees is unjustifiable.&nbsp;</p>
<p>
	The government should also introduce the carrot-and-stick approach to encourage government employees to do the best. Independent evaluation of jobs performed by civil servants is urgent to discourage the trend of cheating. Otherwise, salary increment will merely add burden on the entire economy.</p>

	The CPN-Maoist has formally decided to boycott the elections of the Constituent Assembly (CA). Terming the scheduled elections a process of Sikkimization, the Baidya Maoists at the conclusion of four day party central committee meeting held in Pokhara appealed to the people and to ‘nationalist forces’ to boycott the poll. The CPN-Maoist decided to mobilize the full force of the party in cities and villages to foil the electoral process. Chairman Baidya´s political document presented at the meet had proposed boycotting the elections, arguing that it is against the interest of the people.&nbsp;</p>
<p>
	The document also says that the elections are being held only to serve the interests of reactionary and foreign forces to turn Nepal into another Sikkim. “We will retaliate, mobilizing the people, if the government invites confrontation by holding the elections through force,” said party spokesperson Pampha Bhusal.</p>

					<span style="font-size: 12px;">Meanwhile, High Level Political Committee (HLPC) has decided to address demands raised by Mohan Baidya-led CPN-Maoist to bring the party on board in the forthcoming Constituent Assembly Elections. The HLPC meeting held at Singhdurbar on Saturday decided to make all efforts to bring the parties on board in the CA elections. After the meeting, Central Committee member of CPN (UML), Raghuji Panta, said that the HLPC is flexible to address the demands raised by Baidya-led Maoist. Panta also stressed that Regmi-led government must hold the elections on the scheduled time. Vice Chairman of the UCPN (Maoist), Narayan Kaji Shrestha, said that government was holding talks with agitating parties to reach for a consensus. “We are ready to re-organise the HLPC,” said Shrestha. Vice President of Nepali Congress Ram Chandra Paudel expressed hope that Baidya will get ready for the CA election. “At any cost, elections would be held on the scheduled date,” he added.</span></p>

	Former Maoist combatants who were inducted into the national defense forces, have now formally become Nepal Army (NA) personnel after finishing their mandatory training. Altogether 1,352 former rebel combatants completed a nine-month basic army training on Friday to formally become part of the national army. As per the Secretariat of the Army Integration Special Committee, 71 combatants for officer level and 1,373 for other ranks were selected for training. However, 21 combatants could not complete the training due to various reasons. In addition to the former combatants inducted at officer level, 1,352 combatants integrated into the lower ranks in the army have completed basic training and received formal permission to join the army.&nbsp;</p>
<p>
	According to a statement issued by NA´s Directorate of Public Relations (DPR), 16 of the combatants initially selected for integration took voluntary retirement before training started while 14 others retired voluntarily in the course of the training, and three were found medically unfit. Five others fled the training camp. According to Sharma, 14 First Class Warrant Officers, 40 Second Class Warrant Officers, 168 Sergeants, 190 Corporals, 181 Lance Corporals and 759 Privates passed out from basic training.&nbsp;</p>
<p>
	The pass-outs will be posted at different directorates under the newly established NA General Directorate. The Nepal Army has already created 4,417 new posts for the purpose.</p>

	While the entire society (barring some groups) is upbeat about the November 19 elections for the Constituent Assembly Version-2, the chances of the elections actually being held are diminishing with each passing day.&nbsp;</p>
<p>
	First is the timing of the election. November 19 falls immediately after a long holiday season. Generally, August- October is considered a festival season in Nepal and there are 15 festival holidays from August 1 to November 19 when the government offices remain closed (Aug 22 Gaijatra, Aug 28 Shreekrishna Janmastami, Sep 7 Teej, Sep 18 Indrajatra, Oct 5 Ghatasthapana, Oct 11-15 Dashain, Oct 18 Purnima, Nov 3-5 Tihar, and Nov 9 Chhath).</p>
<p>
	In such situation, Election Commission (EC) has to almost finish all major preparation before these festivals start because the staffs in the government offices rarely work even in the working days during this period. The offices look totally deserted during one month period from October 5 (when the Dashain festival starts) till November 9 (the day of Chhath festival). That is the reason why all previous general elections were held on other seasons. One previous election held after the festivals was on over a week after Chhath.&nbsp;</p>
<p>
	Secondly, Mohan Baidya-led Maoist Party has been threatening the government and other political parties to obstruct the upcoming elections. It had also created an alliance of 33 fringe parties. It is good sign that a total of 18 parties out of 33 from the alliance have decided to participate in the upcoming CA polls. And the number may further increase.&nbsp;</p>
<p>
	However, EC should provide sufficient time to these parties to formally register for the polls. That too will work as a drag on election process.&nbsp;</p>
<p>
	Similarly, some crucial issues such as voter education, voter registration and providing election symbols to these parties are also time-consuming.&nbsp;</p>
<p>
	On the other hand, there are still disputes among political parties over some crucial agenda such as fixing the number of constituencies. The Government has asked the constituency delineation Commission that at least one seat must be there for each district.&nbsp;</p>
<p>
	The Commission has just started its work and it is yet to solve the dispute over number of constituencies it seems it will also add trouble in the election of the CA.</p>

	The college, established in 2002, has been in growth and expansion mode. Initially, the college, located in Dhumbarahi, was launched with A-level programme. It started +2 programme last year. “We are also planning to introduce BBA programme in the days to come,” informed Sharma.&nbsp;</p>
<p>
	He says, “The market is highly competitive with every institution aiming for high quality education.” While mentioning the major challenges in order to run a school, Sharma said that there is a very limited quality human resource in the country and there is lack of proper planning and vision. The college has proved that it can produce world class students by producing world topper in CIE examination.&nbsp;</p>
<p>
	The college has shown best performance in SLC results throughout these years.&nbsp;</p>

They have been truly supportive in what we do. They are the reason for our existence. In fact, they can be considered as our strength.”&nbsp;</p>

	Both written and visual form of communication have been used here as teaching methodology whereas ICT is the key point. Sharma says, “We encourage our student to ask question and participate, because effective communication can only lead to proper and effective learning process.” He adds, “Considering the quality, the cost here is quite reasonable. It’s our students who benefit by considering us, not we.”&nbsp;</p>
<p>
	The college has been imparting education to prepare student to face challenges for tomorrow. The college has been guiding, mentoring and motivating young people to make them able to be not only successful but also qualified products.&nbsp;</p>
<p>
	The number of students get enrolled in Science faculty is 40 in average whereas 120 students get admitted every year in management faculty.&nbsp;</p>
<p>
	Sharma further adds, “Students not only study but also work as a foreign study counselor for Saipal Academy. The college arranges different foreign study counseling session periodically. The college has strategy to counsel students rather than plunging them to further frustration. The college administration believes in counseling students when they do something wrong.”&nbsp;</p>
<p>
	The college also provides services such as student’s career guidance since 2002 AD and also offers a personality development course in order to facilitate the student’s career. The personality development course, which is a non- credit course, includes presentation skills enhancement, leadership training, team spirit building and public speaking.&nbsp;</p>
<p>
	Similarly, with an aim to develop the inner qualities of the students, four clubs have been established at Saipal. “These clubs run autonomously through the guidance of the college administration. The club’s leaders are elected through a democratic voting practice among the students. These clubs organize various events to foster team spirit and harmony among the students as a part of extracurricular activities,” says Sharma. The clubs are Take a Step Foundation, Roots and Shoots, Indigenous Rhythms and Real Dreams.</p>

<p>
	Many people citing steady reduction in consumption-based poverty amidst trade and finance-induced economic activities together with some progress in education and health services including limited expansion in physical infrastructure facilities, think that businesses as usual discourse grounded on ongoing but failed globally dominant economic regime is best suited for Nepal’s advancement. Such a view apparently has received added impetus in the present governance setting. As such, viewing problems primarily through technical lence, that too without reference to Nepalis initial conditions, some minor change in the policies wherever necessary is advocated. Such thinking, at first, derecognizes the role and contribution of the perpetuated underdevelopment and contemporary state of the economy in the historical political change of 2006. As a corollary, the asymmetrical tendency between realization of limited successes as stated above (that too driven primarily by remittances) and deepening problems of low growth and jobless trap amidst high inflation, exclusive and non-sustainable nature of development and, above all, the burgeoning external dependency multiplying the vulnerability of the Nepalis economy, is almost fully undermined. Such a tendency, if persists for long, may have more pervasive and wide-ranging devastating impact on the Nepalis economy in the coming days.&nbsp;</p>
<p>
	As is well known, in Nepal the entire macroeconomic policies are revolving around economic stabilization since mid 1980s. Very liberal and open up policies that are continuously being pushed are grounded on it. Undeniably, economic stabilization is a precondition for creating entrepreneurial and business environment and thereby embarking on the path to sustainable development. But Nepal’s experience indicates that this is not a sufficient condition and hence what matters is how that stabilization objective has been achieved. It is ironical that amidst maintenance of fiscal balance through tight fiscal policy the share of capital expenditure in total government expenditure has gone down below 15 percent and it is further declining. This means that the balance has been maintained simply at the cost of jeopardizing fiscal role of the government which is supposed to play catalyst task of augmenting productive capacity of the economy. The problem in monetary front is perhaps more serious.&nbsp;</p>
<p>
	Tight monetary policy which deliberately escapes from growth enhancing role has also dismally failed to contain prices as well as maintain balance of payment.&nbsp;</p>
<p>
	Instead, by contributing to unproductive investment-led non-tradable economic activities amidst massive inflow of remittances, it has helped deceleration of production sectors (agriculture and industry), thereby establishing a culture of trade not production. This has led to, among others, destabilization in external trade and payments fronts.&nbsp;</p>
<p>
	Today, the trade deficit has reached alarmingly level, surpassing 28 percent of GDP which is hardly observed around the globe.&nbsp;</p>
<p>
	Amidst immature frequent decisions grounded simply on instant technical reasoning, poor prudential regulations, weak control and monitoring mechanism, inefficiency-led financial instability and increased fraud are raising high risk in the entire banking system. The institutionally driven exclusionary practices encouraging lending activities in certain urban centers and in (that too catering limited business houses and companies) is another paradox of monetary policy under business as usual principle.&nbsp;</p>
<p>
	Another fundamental flaw is that the business as usual discourse presumes trickle downing or spill over effects. Hence identification of linkages or transmission mechanisms through which macro and sectoral policies could play both catalyst and complementary role each simultaneously are either ignored or treated in isolation. In this context increased evidences show (apart from policies linked to tax structure), quality of both public and private investment, policies in the areas of exchange rate, finance, industry, trade and business services together with their institutional and governance dimension become critically important.&nbsp;</p>
<p>
	In Nepal’s specific condition, given the tremendous potentiality and competitive advantages of sectors like agriculture, energy, tourism and richness in biodiversity, interlinking of macro and sectoral policies in an economy-wide frame ensuring comprehensiveness becomes critically important. Here again the micro dimension comes to the forefront in which area-specific policy incentive backed by a strategy of providing basic infrastructure and other facilities under the broad macro, sectoral and interlinked micro policy setting, becomes critically important. A policy of value chain through institutional or organizational structure from the grass roots in an integrated manner has emerged the best alternative as successes of many countries in expanding the domestic production base of the economy and enhancing sustainable growth, indicate. This means that simultaneous consideration from both horizontal and vertical dimension becomes utmost important which is lacking in the present economic policy discourse.&nbsp;</p>
<p>
	In view of all these, time has come to review whole gamut of policy and institutional set ups and arrangements in a way that our tremendous potentials are harnessed more judiciously for rapid growth and economic prosperity in a sustainable way. There is a need of maximum use of our entrepreneurial capability accompanied by development and unleashing of productive forces. Grounded on the existing characteristics of the economy and identification of underlying reasons, a comprehensive forward looking economic policy agenda backed by institutional setups and arrangements must be framed and introduced with utmost priority by involving various stakeholders and other catalyst forces for a new economic discourse that could contribute to enhance productive base of the economy and augment societal transformation in a dynamic way. As such, time has come to engage in much needed concrete agenda rather than repeating simply rhetoric.&nbsp;</p>

	In the meantime a junior brother of one of the student entered the class crying. The faculty and the students were surprised and didn’t know what to do next. However, the student took his brother to deposit at the Dean’s cabin so that he could take his brother home together after the class was over. But the Dean was sleeping. The student than went to the cabin of the adviser who was nowhere in the college. So the student requested his brother to wait for him at the corridor till the class will be over.&nbsp;</p>
<p>
	The faculty, who was already worried for not being able to give best definition of the government to the student, suddenly became happy as now he had found a good answer for him.&nbsp;</p>
<p>
	Now I will make you understand the government! He said, “The Chairman of the Council of the ministers is sleeping, private sector is nowhere, the ministers don’t know what to do and how to do, nobody cares about the people, and the future is full of cry!’’</p>

	<span style="font-size: 12px;">Like every year, July is the budget time, and the debate about pay hike of government employees has started as usual.&nbsp;</span></p>
<p>
	The government will revise the existing pay scale of all the government employees, according to the Finance Ministry. However, there is still problem with the resource generation, to manage the increase.&nbsp;</p>
<p>
	It is understood that the salary the government gives to civil servants is in no way satisfactory as the amount is not sufficient to sustain a family decently. But the proposal to give the government staffers a raise is opposed by tax payers.&nbsp;</p>
<p>
	The government employees are far ahead in demanding increment in salaries but they are reluctant to deliver public service efficiently. On the other hand, government employees are often criticized for institutionalizing corruption.&nbsp;</p>
<p>
	In this regard, both the government and the employees should justify the decision of pay and perks increment. Since the salary to governement staff is paid from the people’s money, any increment in such salary will have an extra burden to the people.&nbsp;</p>
<p>
	The government should start focusing on other aspects of reform along with salary revision. First of all, the efficiency of the employees should be enhanced and the number of employees should be reduced. The saving so generated can be used to pay more to the remaining employees.&nbsp;</p>
<p>
	Similarly, the government should seek alternative way of paying pension. Currently, the pension scheme has become a burden to the government. Every year the number of retired government employees has been increasing, and the law requires paying pension to them throughout their life and ever beyond.&nbsp;</p>
<p>
	The government should bring participatory pension scheme to save the State from future financial disaster.&nbsp;</p>
<p>
	Reform in performance of government employees is also very necessary. None of the government agency has been successful to regulate the concerned sector at present, putting consumers at the receiving end. Increment in salary without commitment of employees is unjustifiable.&nbsp;</p>
<p>
	The government should also introduce the carrot-and-stick approach to encourage government employees to do the best. 	The CPN-Maoist has formally decided to boycott the elections of the Constituent Assembly (CA). Terming the scheduled elections a process of Sikkimization, the Baidya Maoists at the conclusion of four day party central committee meeting held in Pokhara appealed to the people and to ‘nationalist forces’ to boycott the poll. The CPN-Maoist decided to mobilize the full force of the party in cities and villages to foil the electoral process. Chairman Baidya´s political document presented at the meet had proposed boycotting the elections, arguing that it is against the interest of the people.&nbsp;</p>
<p>
	The document also says that the elections are being held only to serve the interests of reactionary and foreign forces to turn Nepal into another Sikkim. “We will retaliate, mobilizing the people, if the government invites confrontation by holding the elections through force,” said party spokesperson Pampha Bhusal.</p>

					<strong>HLPC Ready to Address CPN-Maoist Demands</strong></p>

					<span style="font-size: 12px;">Meanwhile, High Level Political Committee (HLPC) has decided to address demands raised by Mohan Baidya-led CPN-Maoist to bring the party on board in the forthcoming Constituent Assembly Elections. The HLPC meeting held at Singhdurbar on Saturday decided to make all efforts to bring the parties on board in the CA elections. After the meeting, Central Committee member of CPN (UML), Raghuji Panta, said that the HLPC is flexible to address the demands raised by Baidya-led Maoist. Panta also stressed that Regmi-led government must hold the elections on the scheduled time. Vice Chairman of the UCPN (Maoist), Narayan Kaji Shrestha, said that government was holding talks with agitating parties to reach for a consensus. “We are ready to re-organise the HLPC,” said Shrestha. Vice President of Nepali Congress Ram Chandra Paudel expressed hope that Baidya will get ready for the CA election. “At any cost, elections would be held on the scheduled date,” he added.</span></p>

	Former Maoist combatants who were inducted into the national defense forces, have now formally become Nepal Army (NA) personnel after finishing their mandatory training. Altogether 1,352 former rebel combatants completed a nine-month basic army training on Friday to formally become part of the national army. As per the Secretariat of the Army Integration Special Committee, 71 combatants for officer level and 1,373 for other ranks were selected for training. However, 21 combatants could not complete the training due to various reasons. In addition to the former combatants inducted at officer level, 1,352 combatants integrated into the lower ranks in the army have completed basic training and received formal permission to join the army.&nbsp;</p>
<p>
	According to a statement issued by NA´s Directorate of Public Relations (DPR), 16 of the combatants initially selected for integration took voluntary retirement before training started while 14 others retired voluntarily in the course of the training, and three were found medically unfit. Five others fled the training camp. According to Sharma, 14 First Class Warrant Officers, 40 Second Class Warrant Officers, 168 Sergeants, 190 Corporals, 181 Lance Corporals and 759 Privates passed out from basic training.&nbsp;</p>
<p>
	The pass-outs will be posted at different directorates under the newly established NA General Directorate. The Nepal Army has already created 4,417 new posts for the purpose.</p>

	While the entire society (barring some groups) is upbeat about the November 19 elections for the Constituent Assembly Version-2, the chances of the elections actually being held are diminishing with each passing day.&nbsp;</p>
<p>
	First is the timing of the election. November 19 falls immediately after a long holiday season. Generally, August- October is considered a festival season in Nepal and there are 15 festival holidays from August 1 to November 19 when the government offices remain closed (Aug 22 Gaijatra, Aug 28 Shreekrishna Janmastami, Sep 7 Teej, Sep 18 Indrajatra, Oct 5 Ghatasthapana, Oct 11-15 Dashain, Oct 18 Purnima, Nov 3-5 Tihar, and Nov 9 Chhath).</p>
<p>
	In such situation, Election Commission (EC) has to almost finish all major preparation before these festivals start because the staffs in the government offices rarely work even in the working days during this period. The offices look totally deserted during one month period from October 5 (when the Dashain festival starts) till November 9 (the day of Chhath festival). That is the reason why all previous general elections were held on other seasons. One previous election held after the festivals was on over a week after Chhath.&nbsp;</p>
<p>
	Secondly, Mohan Baidya-led Maoist Party has been threatening the government and other political parties to obstruct the upcoming elections. It had also created an alliance of 33 fringe parties. It is good sign that a total of 18 parties out of 33 from the alliance have decided to participate in the upcoming CA polls. And the number may further increase.&nbsp;</p>
<p>
	However, EC should provide sufficient time to these parties to formally register for the polls. That too will work as a drag on election process.&nbsp;</p>
<p>
	Similarly, some crucial issues such as voter education, voter registration and providing election symbols to these parties are also time-consuming.&nbsp;</p>
<p>
	On the other hand, there are still disputes among political parties over some crucial agenda such as fixing the number of constituencies. The Government has asked the constituency delineation Commission that at least one seat must be there for each district.&nbsp;</p>
<p>
	The Commission has just started its work and it is yet to solve the dispute over number of constituencies it seems it will also add trouble in the election of the CA.</p>

	The college, established in 2002, has been in growth and expansion mode. Initially, the college, located in Dhumbarahi, was launched with A-level programme. It started +2 programme last year. “We are also planning to introduce BBA programme in the days to come,” informed Sharma.&nbsp;</p>
<p>
	He says, “The market is highly competitive with every institution aiming for high quality education.” While mentioning the major challenges in order to run a school, Sharma said that there is a very limited quality human resource in the country and there is lack of proper planning and vision. The college has proved that it can produce world class students by producing world topper in CIE examination.&nbsp;</p>
<p>
	The college has shown best performance in SLC results throughout these years.&nbsp;</p>

	The college is now offering courses in Humanities, Science and Management faculty. Sharma shares, “We have been getting a very good response from students and guardian till date. They have been truly supportive in what we do. They are the reason for our existence. In fact, they can be considered as our strength.”&nbsp;</p>

	Both written and visual form of communication have been used here as teaching methodology whereas ICT is the key point. Sharma says, “We encourage our student to ask question and participate, because effective communication can only lead to proper and effective learning process.” He adds, “Considering the quality, the cost here is quite reasonable. It’s our students who benefit by considering us, not we.”&nbsp;</p>
<p>
	The college has been imparting education to prepare student to face challenges for tomorrow. The college has been guiding, mentoring and motivating young people to make them able to be not only successful but also qualified products.&nbsp;</p>
<p>
	The number of students get enrolled in Science faculty is 40 in average whereas 120 students get admitted every year in management faculty.&nbsp;</p>
<p>
	Sharma further adds, “Students not only study but also work as a foreign study counselor for Saipal Academy. The college arranges different foreign study counseling session periodically. The college has strategy to counsel students rather than plunging them to further frustration. The college administration believes in counseling students when they do something wrong.”&nbsp;</p>
<p>
	The college also provides services such as student’s career guidance since 2002 AD and also offers a personality development course in order to facilitate the student’s career. The personality development course, which is a non- credit course, includes presentation skills enhancement, leadership training, team spirit building and public speaking.&nbsp;</p>
<p>
	Similarly, with an aim to develop the inner qualities of the students, four clubs have been established at Saipal. “These clubs run autonomously through the guidance of the college administration. The club’s leaders are elected through a democratic voting practice among the students. These clubs organize various events to foster team spirit and harmony among the students as a part of extracurricular activities,” says Sharma. The clubs are Take a Step Foundation, Roots and Shoots, Indigenous Rhythms and Real Dreams.</p>

<p>
	Many people citing steady reduction in consumption-based poverty amidst trade and finance-induced economic activities together with some progress in education and health services including limited expansion in physical infrastructure facilities, think that businesses as usual discourse grounded on ongoing but failed globally dominant economic regime is best suited for Nepal’s advancement. Such a view apparently has received added impetus in the present governance setting. As such, viewing problems primarily through technical lence, that too without reference to Nepalis initial conditions, some minor change in the policies wherever necessary is advocated. Such thinking, at first, derecognizes the role and contribution of the perpetuated underdevelopment and contemporary state of the economy in the historical political change of 2006. As a corollary, the asymmetrical tendency between realization of limited successes as stated above (that too driven primarily by remittances) and deepening problems of low growth and jobless trap amidst high inflation, exclusive and non-sustainable nature of development and, above all, the burgeoning external dependency multiplying the vulnerability of the Nepalis economy, is almost fully undermined. Such a tendency, if persists for long, may have more pervasive and wide-ranging devastating impact on the Nepalis economy in the coming days.&nbsp;</p>
<p>
	As is well known, in Nepal the entire macroeconomic policies are revolving around economic stabilization since mid 1980s. Very liberal and open up policies that are continuously being pushed are grounded on it. Undeniably, economic stabilization is a precondition for creating entrepreneurial and business environment and thereby embarking on the path to sustainable development. But Nepal’s experience indicates that this is not a sufficient condition and hence what matters is how that stabilization objective has been achieved. It is ironical that amidst maintenance of fiscal balance through tight fiscal policy the share of capital expenditure in total government expenditure has gone down below 15 percent and it is further declining. This means that the balance has been maintained simply at the cost of jeopardizing fiscal role of the government which is supposed to play catalyst task of augmenting productive capacity of the economy. The problem in monetary front is perhaps more serious.&nbsp;</p>
<p>
	Tight monetary policy which deliberately escapes from growth enhancing role has also dismally failed to contain prices as well as maintain balance of payment.&nbsp;</p>
<p>
	Instead, by contributing to unproductive investment-led non-tradable economic activities amidst massive inflow of remittances, it has helped deceleration of production sectors (agriculture and industry), thereby establishing a culture of trade not production. This has led to, among others, destabilization in external trade and payments fronts.&nbsp;</p>
<p>
	Today, the trade deficit has reached alarmingly level, surpassing 28 percent of GDP which is hardly observed around the globe.&nbsp;</p>
<p>
	Amidst immature frequent decisions grounded simply on instant technical reasoning, poor prudential regulations, weak control and monitoring mechanism, inefficiency-led financial instability and increased fraud are raising high risk in the entire banking system. The institutionally driven exclusionary practices encouraging lending activities in certain urban centers and in (that too catering limited business houses and companies) is another paradox of monetary policy under business as usual principle.&nbsp;</p>
<p>
	Another fundamental flaw is that the business as usual discourse presumes trickle downing or spill over effects. Hence identification of linkages or transmission mechanisms through which macro and sectoral policies could play both catalyst and complementary role each simultaneously are either ignored or treated in isolation. In this context increased evidences show (apart from policies linked to tax structure), quality of both public and private investment, policies in the areas of exchange rate, finance, industry, trade and business services together with their institutional and governance dimension become critically important.&nbsp;</p>
<p>
	In Nepal’s specific condition, given the tremendous potentiality and competitive advantages of sectors like agriculture, energy, tourism and richness in biodiversity, interlinking of macro and sectoral policies in an economy-wide frame ensuring comprehensiveness becomes critically important. Here again the micro dimension comes to the forefront in which area-specific policy incentive backed by a strategy of providing basic infrastructure and other facilities under the broad macro, sectoral and interlinked micro policy setting, becomes critically important. A policy of value chain through institutional or organizational structure from the grass roots in an integrated manner has emerged the best alternative as successes of many countries in expanding the domestic production base of the economy and enhancing sustainable growth, indicate. This means that simultaneous consideration from both horizontal and vertical dimension becomes utmost important which is lacking in the present economic policy discourse.&nbsp;</p>
<p>
	In view of all these, time has come to review whole gamut of policy and institutional set ups and arrangements in a way that our tremendous potentials are harnessed more judiciously for rapid growth and economic prosperity in a sustainable way. There is a need of maximum use of our entrepreneurial capability accompanied by development and unleashing of productive forces. Grounded on the existing characteristics of the economy and identification of underlying reasons, a comprehensive forward looking economic policy agenda backed by institutional setups and arrangements must be framed and introduced with utmost priority by involving various stakeholders and other catalyst forces for a new economic discourse that could contribute to enhance productive base of the economy and augment societal transformation in a dynamic way. As such, time has come to engage in much needed concrete agenda rather than repeating simply rhetoric.&nbsp;</p>

	In the meantime a junior brother of one of the student entered the class crying. The faculty and the students were surprised and didn’t know what to do next. However, the student took his brother to deposit at the Dean’s cabin so that he could take his brother home together after the class was over. But the Dean was sleeping. The student than went to the cabin of the adviser who was nowhere in the college. So the student requested his brother to wait for him at the corridor till the class will be over.&nbsp;</p>
<p>
	The faculty, who was already worried for not being able to give best definition of the government to the student, suddenly became happy as now he had found a good answer for him.&nbsp;</p>
<p>
	Now I will make you understand the government! He said, “The Chairman of the Council of the ministers is sleeping, private sector is nowhere, the ministers don’t know what to do and how to do, nobody cares about the people, and the future is full of cry!’’</p>

	<span style="font-size: 12px;">Like every year, July is the budget time, and the debate about pay hike of government employees has started as usual.&nbsp;</span></p>
<p>
	The government will revise the existing pay scale of all the government employees, according to the Finance Ministry. However, there is still problem with the resource generation, to manage the increase.&nbsp;</p>
<p>
	It is understood that the salary the government gives to civil servants is in no way satisfactory as the amount is not sufficient to sustain a family decently. But the proposal to give the government staffers a raise is opposed by tax payers.&nbsp;</p>
<p>
	The government employees are far ahead in demanding increment in salaries but they are reluctant to deliver public service efficiently. On the other hand, government employees are often criticized for institutionalizing corruption.&nbsp;</p>
<p>
	In this regard, both the government and the employees should justify the decision of pay and perks increment. Since the salary to governement staff is paid from the people’s money, any increment in such salary will have an extra burden to the people.&nbsp;</p>
<p>
	The government should start focusing on other aspects of reform along with salary revision. First of all, the efficiency of the employees should be enhanced and the number of employees should be reduced. The saving so generated can be used to pay more to the remaining employees.&nbsp;</p>
<p>
	Similarly, the government should seek alternative way of paying pension. Currently, the pension scheme has become a burden to the government. Every year the number of retired government employees has been increasing, and the law requires paying pension to them throughout their life and ever beyond.&nbsp;</p>
<p>
	The government should bring participatory pension scheme to save the State from future financial disaster.&nbsp;</p>
<p>
	Reform in performance of government employees is also very necessary. None of the government agency has been successful to regulate the concerned sector at present, putting consumers at the receiving end. Increment in salary without commitment of employees is unjustifiable.&nbsp;</p>
<p>
	The government should also introduce the carrot-and-stick approach to encourage government employees to do the best. Independent evaluation of jobs performed by civil servants is urgent to discourage the trend of cheating. Otherwise, salary increment will merely add burden on the entire economy.</p>

At a programme organised by the Commission at New Baneshwor on Thursday, they suggested the Commission to continue the 205 electoral constituencies and make little changes on the remaining 35 constituencies. Former Chief Secretary and advocate Tirthaman Shakya said that changes could be made only in the 35 electoral constituencies that were increased as per Article 63 (3) of the Interim Constitution 2007. Nepal Bar Association Chairman Hari Krishna Karki suggested the Commission to move ahead by keeping the previous constituencies as they are, except those which need some changes. 	The CPN-Maoist has formally decided to boycott the elections of the Constituent Assembly (CA). Terming the scheduled elections a process of Sikkimization, the Baidya Maoists at the conclusion of four day party central committee meeting held in Pokhara appealed to the people and to ‘nationalist forces’ to boycott the poll. The CPN-Maoist decided to mobilize the full force of the party in cities and villages to foil the electoral process. Chairman Baidya´s political document presented at the meet had proposed boycotting the elections, arguing that it is against the interest of the people.&nbsp;</p>
<p>
	The document also says that the elections are being held only to serve the interests of reactionary and foreign forces to turn Nepal into another Sikkim. “We will retaliate, mobilizing the people, if the government invites confrontation by holding the elections through force,” said party spokesperson Pampha Bhusal.</p>

					<strong>HLPC Ready to Address CPN-Maoist Demands</strong></p>

					<span style="font-size: 12px;">Meanwhile, High Level Political Committee (HLPC) has decided to address demands raised by Mohan Baidya-led CPN-Maoist to bring the party on board in the forthcoming Constituent Assembly Elections. The HLPC meeting held at Singhdurbar on Saturday decided to make all efforts to bring the parties on board in the CA elections. After the meeting, Central Committee member of CPN (UML), Raghuji Panta, said that the HLPC is flexible to address the demands raised by Baidya-led Maoist. Panta also stressed that Regmi-led government must hold the elections on the scheduled time. Vice Chairman of the UCPN (Maoist), Narayan Kaji Shrestha, said that government was holding talks with agitating parties to reach for a consensus. “We are ready to re-organise the HLPC,” said Shrestha. Vice President of Nepali Congress Ram Chandra Paudel expressed hope that Baidya will get ready for the CA election. “At any cost, elections would be held on the scheduled date,” he added.</span></p>

	Former Maoist combatants who were inducted into the national defense forces, have now formally become Nepal Army (NA) personnel after finishing their mandatory training. Altogether 1,352 former rebel combatants completed a nine-month basic army training on Friday to formally become part of the national army. As per the Secretariat of the Army Integration Special Committee, 71 combatants for officer level and 1,373 for other ranks were selected for training. However, 21 combatants could not complete the training due to various reasons. In addition to the former combatants inducted at officer level, 1,352 combatants integrated into the lower ranks in the army have completed basic training and received formal permission to join the army.&nbsp;</p>
<p>
	According to a statement issued by NA´s Directorate of Public Relations (DPR), 16 of the combatants initially selected for integration took voluntary retirement before training started while 14 others retired voluntarily in the course of the training, and three were found medically unfit. Five others fled the training camp. According to Sharma, 14 First Class Warrant Officers, 40 Second Class Warrant Officers, 168 Sergeants, 190 Corporals, 181 Lance Corporals and 759 Privates passed out from basic training.&nbsp;</p>
<p>
	The pass-outs will be posted at different directorates under the newly established NA General Directorate. The Nepal Army has already created 4,417 new posts for the purpose.</p>

	While the entire society (barring some groups) is upbeat about the November 19 elections for the Constituent Assembly Version-2, the chances of the elections actually being held are diminishing with each passing day.&nbsp;</p>
<p>
	First is the timing of the election. November 19 falls immediately after a long holiday season. Generally, August- October is considered a festival season in Nepal and there are 15 festival holidays from August 1 to November 19 when the government offices remain closed (Aug 22 Gaijatra, Aug 28 Shreekrishna Janmastami, Sep 7 Teej, Sep 18 Indrajatra, Oct 5 Ghatasthapana, Oct 11-15 Dashain, Oct 18 Purnima, Nov 3-5 Tihar, and Nov 9 Chhath).</p>
<p>
	In such situation, Election Commission (EC) has to almost finish all major preparation before these festivals start because the staffs in the government offices rarely work even in the working days during this period. The offices look totally deserted during one month period from October 5 (when the Dashain festival starts) till November 9 (the day of Chhath festival). That is the reason why all previous general elections were held on other seasons. One previous election held after the festivals was on over a week after Chhath.&nbsp;</p>
<p>
	Secondly, Mohan Baidya-led Maoist Party has been threatening the government and other political parties to obstruct the upcoming elections. It had also created an alliance of 33 fringe parties. It is good sign that a total of 18 parties out of 33 from the alliance have decided to participate in the upcoming CA polls. And the number may further increase.&nbsp;</p>
<p>
	However, EC should provide sufficient time to these parties to formally register for the polls. That too will work as a drag on election process.&nbsp;</p>
<p>
	Similarly, some crucial issues such as voter education, voter registration and providing election symbols to these parties are also time-consuming.&nbsp;</p>
<p>
	On the other hand, there are still disputes among political parties over some crucial agenda such as fixing the number of constituencies. The Government has asked the constituency delineation Commission that at least one seat must be there for each district.&nbsp;</p>
<p>
	The Commission has just started its work and it is yet to solve the dispute over number of constituencies it seems it will also add trouble in the election of the CA.</p>
