Last year, the government had relaxed FDI norms in sectors including telecom, defence, PSU oil refineries, commodity bourses, power exchanges and stock exchanges.</div> <div> </div> <div> Over a year after India eased FDI norms for multi-brand retail, the first investment proposal came through two weeks ago when British retailer Tesco sought entry into the country's $500 billion retail sector in partnership with Tata's Trent. The Foreign Investment Promotion Board cleared Tesco's $110-million investment plan on December 30. Sharma had indicated last week that there would be more multi-brand retail proposals before the end of the current financial year. "The decisions of the government have resonated with the global community and we have seen results in the last few months," the minister said, adding that India was rated as the most-favoured investment destination destination globally in 2013.</div> <div> </div> <div> The ministry is now working to relax FDI norms in railways and construction activities. FDI in the April-October period stood at $12.6 billion, down 15% from a year ago. Sharma said the coming months would see a greater push for development of industrial corridors and work would begin for establishing newcities along the Delhi-Mumbai Industrial Corridor (DMIC). The $90-billion DMIC project is aimed at creating mega industrial infrastructure along the Delhi-Mumbai Rail Freight Corridor, which is under implementation. Japan is providing financial and technical aid for the project, which will cover seven states totaling 1,483 km.</div> <div> </div> <div> "I expect that with greater foreign investment and technology collaborations, Indian manufacturing will alsomove up the value chain and acquire greater competitiveness globally," Sharma said. The minister said the country had done reasonably well in exports in the first eight months of the fiscal despite weak demand in traditional markets. In the current Nepali month of Paush (mid-December to mid-January) alone, for example, there are three days off because festivals of different communities have fallen on those days. </div> <div> </div> <div> After the success of the 2006 April Movement, known as Jana Aandolan II, many of the birthday-cum-holidays of the monarchs of old were scrapped only to be replaced with the likes of Lokatantra Diwas and Ganatantra Diwas. In addition, the newly declared secular state was under immense pressure from various religious and ethnic groups to declare their festivals as public holidays. So, the state declared those days as public holidays as demanded to, perhaps, prove its multicultural and multi-ethnic credentials.</div> <div> </div> <div> But that has not satisfied everyone, though Nepal celebrates an average of one public holiday a week. There are still several ethnic minorities who are demanding that the government declare their festivals, too, as national holidays. Imagine all the days that could now be declared holidays if the country was to acknowledge the myriad minorities that are today asserting their rights and identities, on and off the official calendar. </div> <div> </div> <div> If festivals of all communities are declared as public holidays, most public as well as private offices would be closed for almost the entire year! We certainly don’t want such a situation to emerge. In fact, the Administration Restructuring Commission (ARC) formed in 2009 has already advised the government to reduce the number of public holidays drastically. Established by then Maoist-led government under the chairmanship of the Minister for General Administration, the ARC claimed that the civil service would become more effective if its recommendation was implemented.</div> <div> </div> <div> Presently, Hindus get more festival holidays than other religious groups who don’t mind it because they too get holidays on such days. A non-Hindu would perhaps like to work on the public holidays meant for the Hindus. Similarly, a Hindu would like to work on the festival holidays meant for other religious groups. The government should allow them to do so. For example, if a Buddhist or a Christian or a Muslim wants to work on Shivaratri or Janai Purnima and take a day off on some other important festivals of theirs, they should be allowed to do so. This would be judicious, too.</div> <div> </div> <div> Therefore, the government will do well to fix the number of festival holidays for the entire year and leave it to the employees to decide when they want to take their festival holidays according to their needs, interest and culture. This way, every employee will not want to take a day off on all festivals and offices will be open every day except the weekly day off on Saturday and the national holidays. The number of national holidays, too, should be as minimum as possible.</div> <div> </div> <div> In India, there are only three national holidays. Other holidays are decided by the state governments. Similarly, there are only 11 festival holidays in China. Nepal should learn from such examples in its immediate neighbourhood. Therefore, long festival holidays of Dashain and Tihar should be cut down. Now the IRD has given its go-ahead, it is learnt. In addition, the newly declared secular state was under immense pressure from various religious and ethnic groups to declare their festivals as public holidays. So, the state declared those days as public holidays as demanded to, perhaps, prove its multicultural and multi-ethnic credentials.</div> <div> </div> <div> But that has not satisfied everyone, though Nepal celebrates an average of one public holiday a week. There are still several ethnic minorities who are demanding that the government declare their festivals, too, as national holidays. Imagine all the days that could now be declared holidays if the country was to acknowledge the myriad minorities that are today asserting their rights and identities, on and off the official calendar. </div> <div> </div> <div> If festivals of all communities are declared as public holidays, most public as well as private offices would be closed for almost the entire year! We certainly don’t want such a situation to emerge. In fact, the Administration Restructuring Commission (ARC) formed in 2009 has already advised the government to reduce the number of public holidays drastically. Established by then Maoist-led government under the chairmanship of the Minister for General Administration, the ARC claimed that the civil service would become more effective if its recommendation was implemented.</div> <div> </div> <div> Presently, Hindus get more festival holidays than other religious groups who don’t mind it because they too get holidays on such days. A non-Hindu would perhaps like to work on the public holidays meant for the Hindus. Similarly, a Hindu would like to work on the festival holidays meant for other religious groups. The government should allow them to do so. For example, if a Buddhist or a Christian or a Muslim wants to work on Shivaratri or Janai Purnima and take a day off on some other important festivals of theirs, they should be allowed to do so. This would be judicious, too.</div> <div> </div> <div> Therefore, the government will do well to fix the number of festival holidays for the entire year and leave it to the employees to decide when they want to take their festival holidays according to their needs, interest and culture. This way, every employee will not want to take a day off on all festivals and offices will be open every day except the weekly day off on Saturday and the national holidays. The number of national holidays, too, should be as minimum as possible.</div> <div> </div> <div> In India, there are only three national holidays. Other holidays are decided by the state governments. Similarly, there are only 11 festival holidays in China. Nepal should learn from such examples in its immediate neighbourhood. Therefore, long festival holidays of Dashain and Tihar should be cut down. NC submitted a list of 91 PR members for the CA while the UCPN (Maoist) submitted a list of 56 CA members. Fifteen central committee members of the NC have written a note of dissent about the party’s list. Responding to a writ petition filed by advocate Biswas Acharya, a single bench of Justice Tarka Raj Bhatta also asked both petitioner and defendants to appear before the court to discuss whether a stay order is required as demanded by the petitioner in the writ. The Prime Minister’s Office, Council of Ministers and Minister for Information and Communication, Madhav Poudel, have been made the defendants in the writ. Advocate Acharya had moved the apex court on December 27, last year, demanding an order that the President call the first meeting of the CA. Senior Divisional Engineer at the Department of Electricity Development (DoED), Gokarna Raj Pantha said, “Both these projects have committed to start producing power within three years.” The construction cost of Rudikhola A which is being devepoed by Bindhyabasini Hydropower Development Company, is Rs 1.15 billion. Now the IRD has given its go-ahead, it is learnt. Sharma had indicated last week that there would be more multi-brand retail proposals before the end of the current financial year. In addition, the newly declared secular state was under immense pressure from various religious and ethnic groups to declare their festivals as public holidays. So, the state declared those days as public holidays as demanded to, perhaps, prove its multicultural and multi-ethnic credentials.</div> <div> </div> <div> But that has not satisfied everyone, though Nepal celebrates an average of one public holiday a week. There are still several ethnic minorities who are demanding that the government declare their festivals, too, as national holidays. Imagine all the days that could now be declared holidays if the country was to acknowledge the myriad minorities that are today asserting their rights and identities, on and off the official calendar. </div> <div> </div> <div> If festivals of all communities are declared as public holidays, most public as well as private offices would be closed for almost the entire year! We certainly don’t want such a situation to emerge. In fact, the Administration Restructuring Commission (ARC) formed in 2009 has already advised the government to reduce the number of public holidays drastically. Established by then Maoist-led government under the chairmanship of the Minister for General Administration, the ARC claimed that the civil service would become more effective if its recommendation was implemented.</div> <div> </div> <div> Presently, Hindus get more festival holidays than other religious groups who don’t mind it because they too get holidays on such days. A non-Hindu would perhaps like to work on the public holidays meant for the Hindus. Similarly, a Hindu would like to work on the festival holidays meant for other religious groups. The government should allow them to do so. For example, if a Buddhist or a Christian or a Muslim wants to work on Shivaratri or Janai Purnima and take a day off on some other important festivals of theirs, they should be allowed to do so. This would be judicious, too.</div> <div> </div> <div> Therefore, the government will do well to fix the number of festival holidays for the entire year and leave it to the employees to decide when they want to take their festival holidays according to their needs, interest and culture. This way, every employee will not want to take a day off on all festivals and offices will be open every day except the weekly day off on Saturday and the national holidays. The number of national holidays, too, should be as minimum as possible.</div> <div> </div> <div> In India, there are only three national holidays. Other holidays are decided by the state governments. Similarly, there are only 11 festival holidays in China. Nepal should learn from such examples in its immediate neighbourhood. Therefore, long festival holidays of Dashain and Tihar should be cut down. Responding to a writ petition filed by advocate Biswas Acharya, a single bench of Justice Tarka Raj Bhatta also asked both petitioner and defendants to appear before the court to discuss whether a stay order is required as demanded by the petitioner in the writ. The Prime Minister’s Office, Council of Ministers and Minister for Information and Communication, Madhav Poudel, have been made the defendants in the writ. Advocate Acharya had moved the apex court on December 27, last year, demanding an order that the President call the first meeting of the CA. Senior Divisional Engineer at the Department of Electricity Development (DoED), Gokarna Raj Pantha said, “Both these projects have committed to start producing power within three years.” The construction cost of Rudikhola A which is being devepoed by Bindhyabasini Hydropower Development Company, is Rs 1.15 billion. Similarly, the Ghalemdi Khola hydel project is being developed by CMAT Power Development Company. Anandaraj Khanal, officiating chief of Nepal Telecommunications Authority (NTA) has been appointed the member secretary of the taskforce. Similarly, the taskforce has Mahesh Prasad Adhikari, a board member of NTA as the coordinator. Other members of the committee include technical Under-Secretaries at the Office of Prime Minister and Council of Ministers, the National Planning Commission, the Ministry of Science and Technology, the Ministry of Information and Communications, and expert at Tribhuvan University. According to TEPC Executive Director Ishwari Prasad Ghimire, a minister level decision will be taken at the earliest possible to honour the industrialists and entrepreneurs.</div> <div> </div> <div> According to the Guidelines for the CIP honour, entrepreneurs and companies with controversial background will not be awarded with the honour. It is because of this provision that the list of the entrepreneurs and firms to be hounoured was pending at the In-land Revenue Department (IRD|) for a long time for investigation. “That’s why it took a long time to finalise the list,” a source said. Now the IRD has given its go-ahead, it is learnt. There are eight categories of the entrepreneurs and companies to be awarded the CIP honour - 13 Nepali exporters, nine foreign importers of Nepali goods, eight business chambers and commodities associations, two from the tourism sector, one highest taxpayer, one highest employment creator, one highest investor in manufacturing sector, and one from the remittance sector. Those awarded with the CIP honour will get high priority to meet the Prime Minister and ministers. Similarly they will get VIP privileges at the Tribhuvan International Airport. Sharma had indicated last week that there would be more multi-brand retail proposals before the end of the current financial year. The $90-billion DMIC project is aimed at creating mega industrial infrastructure along the Delhi-Mumbai Rail Freight Corridor, which is under implementation. In the current Nepali month of Paush (mid-December to mid-January) alone, for example, there are three days off because festivals of different communities have fallen on those days. </div> <div> </div> <div> After the success of the 2006 April Movement, known as Jana Aandolan II, many of the birthday-cum-holidays of the monarchs of old were scrapped only to be replaced with the likes of Lokatantra Diwas and Ganatantra Diwas. In addition, the newly declared secular state was under immense pressure from various religious and ethnic groups to declare their festivals as public holidays. So, the state declared those days as public holidays as demanded to, perhaps, prove its multicultural and multi-ethnic credentials.</div> <div> </div> <div> But that has not satisfied everyone, though Nepal celebrates an average of one public holiday a week. There are still several ethnic minorities who are demanding that the government declare their festivals, too, as national holidays. Imagine all the days that could now be declared holidays if the country was to acknowledge the myriad minorities that are today asserting their rights and identities, on and off the official calendar. </div> <div> </div> <div> If festivals of all communities are declared as public holidays, most public as well as private offices would be closed for almost the entire year! We certainly don’t want such a situation to emerge. In fact, the Administration Restructuring Commission (ARC) formed in 2009 has already advised the government to reduce the number of public holidays drastically. Established by then Maoist-led government under the chairmanship of the Minister for General Administration, the ARC claimed that the civil service would become more effective if its recommendation was implemented.</div> <div> </div> <div> Presently, Hindus get more festival holidays than other religious groups who don’t mind it because they too get holidays on such days. A non-Hindu would perhaps like to work on the public holidays meant for the Hindus. Similarly, a Hindu would like to work on the festival holidays meant for other religious groups. The government should allow them to do so. For example, if a Buddhist or a Christian or a Muslim wants to work on Shivaratri or Janai Purnima and take a day off on some other important festivals of theirs, they should be allowed to do so. This would be judicious, too.</div> <div> </div> <div> Therefore, the government will do well to fix the number of festival holidays for the entire year and leave it to the employees to decide when they want to take their festival holidays according to their needs, interest and culture. This way, every employee will not want to take a day off on all festivals and offices will be open every day except the weekly day off on Saturday and the national holidays. The number of national holidays, too, should be as minimum as possible.</div> <div> </div> <div> In India, there are only three national holidays. Other holidays are decided by the state governments. Similarly, there are only 11 festival holidays in China. Nepal should learn from such examples in its immediate neighbourhood. Therefore, long festival holidays of Dashain and Tihar should be cut down. NC submitted a list of 91 PR members for the CA while the UCPN (Maoist) submitted a list of 56 CA members. However, the political parties submitted the lists amid serious dissatisfaction and disputes among their senior leaders over the allotment of the PR seats. Fifteen central committee members of the NC have written a note of dissent about the party’s list. Similarly, UCPN (M) leaders Baburam Bhattarai and Narayan Kaji Shrestha boycotted the party’s central committee meeting held at Chairman Pushpa Kamal Dahal’s residence in Lazimpat, expressing serious reservation over the allotment of the PR seats. Meanwhile, Federal Socialist Party-Nepal, which won five seats under the PR category, and Madhesi Janaadhikar Forum-Nepal, which won eight, did not submit their final lists of PR candidates though the third deadline to do so expired.</div> <div> </div> <div> <span style="font-size:14px;"><strong>SC Quizzes Govt over CA Session Writ </strong></span></div> <div> The Supreme Court on December 31 asked the government to explain why the President cannot call the first meeting of the Constituent Assembly (CA). Responding to a writ petition filed by advocate Biswas Acharya, a single bench of Justice Tarka Raj Bhatta also asked both petitioner and defendants to appear before the court to discuss whether a stay order is required as demanded by the petitioner in the writ. The Prime Minister’s Office, Council of Ministers and Minister for Information and Communication, Madhav Poudel, have been made the defendants in the writ. Advocate Acharya had moved the apex court on December 27, last year, demanding an order that the President call the first meeting of the CA. He maintains that it is an international practice that the head of state calls meeting of the CA and session of Parliament.</div> <div> </div> <div> <span style="font-size:14px;"><strong>RPP-N Saved From Split</strong></span></div> <div> The disgruntled leaders of the Rastriya Prajatantra Party-Nepal (RPP-N), who had announced to split from the party on December 30, have rejoined the mother party. They have also admitted that trying to split the party was a great mistake. Speaking at a programme organised in the capital on January 2, senior leader Tanka Dhakal, who leads the disgruntled faction, admitted that the attempt by him and other irate leaders to register a new party after rebelling from RPP-N was the “gravest mistake” of his political career. Earlier, 20 out of the 45 Central Committee (CC) members of the party had decided to part ways and form a new party after RPP-Nepal party Chairman Kamal Thapa turned down their demand to review the list of the CA members under the PR category. Senior Divisional Engineer at the Department of Electricity Development (DoED), Gokarna Raj Pantha said, “Both these projects have committed to start producing power within three years.” The construction cost of Rudikhola A which is being devepoed by Bindhyabasini Hydropower Development Company, is Rs 1.15 billion. Similarly, the Ghalemdi Khola hydel project is being developed by CMAT Power Development Company. Nepal Electricity Authority has already signed power purchase Agreement (PPA) with both the projects.</div> <div> </div> <div> <strong>Taskforce for Making Nepal Free Wi-Fi Zone</strong></div> <div> As per a concept developed by the Ministry of Information and Communications, the government has formed a taskforce to study the possibilities of declaring entire Nepal a Free WiFi Zone. Anandaraj Khanal, officiating chief of Nepal Telecommunications Authority (NTA) has been appointed the member secretary of the taskforce. Similarly, the taskforce has Mahesh Prasad Adhikari, a board member of NTA as the coordinator. Other members of the committee include technical Under-Secretaries at the Office of Prime Minister and Council of Ministers, the National Planning Commission, the Ministry of Science and Technology, the Ministry of Information and Communications, and expert at Tribhuvan University. It is because of this provision that the list of the entrepreneurs and firms to be hounoured was pending at the In-land Revenue Department (IRD|) for a long time for investigation. “That’s why it took a long time to finalise the list,” a source said. Now the IRD has given its go-ahead, it is learnt. There are eight categories of the entrepreneurs and companies to be awarded the CIP honour - 13 Nepali exporters, nine foreign importers of Nepali goods, eight business chambers and commodities associations, two from the tourism sector, one highest taxpayer, one highest employment creator, one highest investor in manufacturing sector, and one from the remittance sector. Those awarded with the CIP honour will get high priority to meet the Prime Minister and ministers. Similarly they will get VIP privileges at the Tribhuvan International Airport.
