<p style="text-align: justify;">According to NOC, it has current fuel storage capacity of 71,600 kiloliters in various 10 locations including Kathmandu, Amlekhgunj, Pokhara, Nepalgunj, Bhairahawa and others. The stock can meet the fuel demand for 17 days. The storage capacity will be increased so that the demand can be met till 90 days, said NOC.</p>

<p style="text-align: justify;">NOC started the preparation with the government&#39;s decision to increase the petroleum products storage capacity so that to avoid suffering due to lack of fuel.</p>

<p style="text-align: justify;">The ever increasing demand of fuel has also triggered the need of raising storage facility. &quot;Nepal Government has already taken the strategic decision of raising the storage facility so that to meet at least three months demand,&quot; said Gopal Bahadur Khadka, Executive Director of NOC. Khadka opined that in order to avoid acute fuel shortage due to supply constraints of few days and to make pipeline transfer ease and affordable, adequate storage capacity is fundamental. &nbsp;As per him, the government has initiated work on that aspect.</p>

<p style="text-align: justify;">&quot;NOC targets to build storage area as per provincial structure. For that matter, essential policy and budget has been already managed,&quot; said a NOC source. &nbsp;NOC plans to build storage facilities in all the provinces immediately after acquiring lands required for construction. It is anticipated that the construction of storage facilities will cost above Rs 100 billion.</p>

<p style="text-align: justify;">As per the NOC, it plans to raise the storage facility by 92,465 kiloliters in Province no 1 and by 81,587 in Province no 2. Similarly, it has planned to increase storage facility by 201,566 in Province no 3, by 32,634 in Province no 4 and by 97,904 in Province no 5. Likewise, it is planning to raise the storage facility by 5,500 in Province no 6 and by 21,750 in Province no 7.</p>

<p style="text-align: justify;">January 25: India has levied 4.5 per cent service tax on transportation of Nepali goods imported through Indian port which may affect Nepali industrialists and customers adversely. &nbsp;According to some industrialists, Nepali market will have direct impact of the decision taken by Finance Ministry of India.</p>

<p style="text-align: justify;">The tax implemented from January 23 will adversely affect Nepali industries and customers,&quot; said Shiva Shankar Agrawal, Former President of Chamber of Industries,Morang. He said, &quot;Indian Finance Minister circulated a notice regarding the tax on January 12. It levied 4.5 per cent service charge on marine imported good since January 23.&quot;</p>

<p style="text-align: justify;">According to Agrawal, no tax and service charges were payable earlier. However, the implemented decision of Indian government will affect the general consumers of Nepal as it will increase the production cost. Previously, service charges were collected on the clearing of goods imported through Kolkata.</p>

<p style="text-align: justify;">However, Kiran Basnet, Chief of Biratnagar Customs Office said that they are not acquainted to any such service tax collected by Indian government. &quot;We have not received any information regarding the matter,&quot; he said.</p>

<p>No process of power trade from Nepal has been forwarded with another neighbor China. &nbsp;In such a situation, the access to Bangladesh for power trade has increased the possibility of power sector development in Nepal.&nbsp;</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;Khadga Bahadur Bista, former President of Independent Power Producers&rsquo; Association, Nepal (IPPAN) considers the Bangladeshi plan as a major strategic decision. &nbsp;He says for the time being, Bangladesh will have to pay less for per unit of power while purchasing from India than Nepal, but it seems that it has forwarded the present purchase policy of importing from Nepal in view of climate change, future dearth of non-renewable energy and&nbsp;&nbsp; emphasis on renewable energy.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bangladesh, while emphasizing on its own production, has been successful in generating 10,000 mw in seven years.&nbsp; And, this trend is getting continuation. &nbsp;Besides this, Bangladesh has forwarded power purchase strategy to buy electricity to fulfill its high demand for power from India, Bhutan and Nepal as well.&nbsp;</p>

<p>Therefore, if possible, it wants to import power directly from Nepal and if not, invest in the hydro power projects in the concerned country and then import it. Bangladesh had been making efforts for long to import power from Nepal. The process was forwarded after talks were held in minister level when Energy Minister Janardan Sharma had visited Bangladesh recently to participate in a programme.</p>

<p>Now, when the two countries sign understanding on this, it will open up avenues for power trade to other country for Nepal other than India. &nbsp;But experts in this sector suspect that India which has defined electricity as a strategic commodity than a commercial commodity in its Cross-Border Power Trade Directory, could fail to show normal behavior on exchange of power between two countries through its territory other than buying or selling itself.</p>

<p><strong>Emphasis on internal consumption</strong></p>

<p>&nbsp;For a long time in the past, exporting power generated in Nepal to India was deemed attractive.</p>

<p>&nbsp;On this issue, every energy minister kept on calling for foreign investment in the energy sector. But the new Energy Minister Sharma said first, fulfill the internal demand, and then emphasize on industrialization and other development for consumption, and if saved, then only export power. &nbsp;This has challenged the notion that if India does not buy electricity, developing hydro power projects in Nepal will eventually stop.</p>

<p style="text-align:justify">If it goes as the minister says, there is no possibility of electricity export from Nepal for a long time. On the other hand, China is also showing concern on extension of Trans-Himalayan transmission line via Kerung at Rasuwagadhi border point of Nepal.&nbsp; In this situation, Nepal has to adopt a far-sighted strategy regarding power development and trade.&nbsp;</p>

<p style="text-align:justify">The collected revenue is 42 per cent more than that of the corresponding period last FY, as per the statement issued by the department.</p>

<p style="text-align:justify">According to the Department, it has been successful in collecting 106 per cent of the given target of Rs 106.32 billion revenue by mid-January of the current FY. The figure of revenue collection does not include customs charge of imported merchandise. Including the customs charge, the revenue collected is above Rs 250 billion during the period, shows the statistics of the Office of the Comptroller General.&nbsp;</p>

<p style="text-align:justify">As per the statistics of the Department, income tax has major contribution of Rs 62 billion in the internal revenue followed by Value Added Tax (VAT) amounting to Rs 28 billion.</p>

<p style="text-align:justify">Similarly, excise duty of Rs 21.08 billion has been collected while the remaining amount has been collected through health and education charges.</p>

<p style="text-align:justify">The collected income tax is 109 per cent of the given target whereas VAT is collected 100 per cent. Similarly, 104 per cent excise duty has been collected and education service charges and health service charges have been collected 88 per cent and 89 per cent respectively.</p>

<p style="text-align:justify">Compared to the review period of the last FY, the income tax, VAT and excise duty have increased by 147 per cent, 125 per cent and 160 per cent respectively. Likewise, health service tax and education service tax have increased by 131 percent each, as per the statistics.</p>

<p style="text-align:justify">Chudamani Sharma, Director General of the Department congratulated the employees for collecting excess revenue than the targeted revenue. He also directed employees to obtain due tax from related kin in case of death of any taxpayer.</p>

<p style="text-align:justify">For those offices which could not meet the revenue collection target, he ordered to submit the basis and causes of low revenue collection. In the context of ineffective collection of house-rent tax, he said that the market inspection will be made intense by taking the rent paid by government offices as a base.</p>

<p style="text-align:justify">Moreover, the Department has prepared an action plan under which details of taxpayers will be included in taxpayers&#39; registration process and effective inspection will be carried out on the stickers of alcoholic beverages and tobacco products.&nbsp;</p>

<p style="text-align: justify;">According to NOC, it has current fuel storage capacity of 71,600 kiloliters in various 10 locations including Kathmandu, Amlekhgunj, Pokhara, Nepalgunj, Bhairahawa and others. The stock can meet the fuel demand for 17 days. The storage capacity will be increased so that the demand can be met till 90 days, said NOC.</p>

<p style="text-align: justify;">NOC started the preparation with the government&#39;s decision to increase the petroleum products storage capacity so that to avoid suffering due to lack of fuel.</p>

<p style="text-align: justify;">The ever increasing demand of fuel has also triggered the need of raising storage facility. &quot;Nepal Government has already taken the strategic decision of raising the storage facility so that to meet at least three months demand,&quot; said Gopal Bahadur Khadka, Executive Director of NOC. Khadka opined that in order to avoid acute fuel shortage due to supply constraints of few days and to make pipeline transfer ease and affordable, adequate storage capacity is fundamental. &nbsp;As per him, the government has initiated work on that aspect.</p>

<p style="text-align: justify;">&quot;NOC targets to build storage area as per provincial structure. For that matter, essential policy and budget has been already managed,&quot; said a NOC source. &nbsp;NOC plans to build storage facilities in all the provinces immediately after acquiring lands required for construction. It is anticipated that the construction of storage facilities will cost above Rs 100 billion.</p>

<p style="text-align: justify;">As per the NOC, it plans to raise the storage facility by 92,465 kiloliters in Province no 1 and by 81,587 in Province no 2. Similarly, it has planned to increase storage facility by 201,566 in Province no 3, by 32,634 in Province no 4 and by 97,904 in Province no 5. Likewise, it is planning to raise the storage facility by 5,500 in Province no 6 and by 21,750 in Province no 7.</p>

He said, &quot;Indian Finance Minister circulated a notice regarding the tax on January 12. It levied 4.5 per cent service charge on marine imported good since January 23.&quot;</p>

<p style="text-align: justify;">According to Agrawal, no tax and service charges were payable earlier. However, the implemented decision of Indian government will affect the general consumers of Nepal as it will increase the production cost. Previously, service charges were collected on the clearing of goods imported through Kolkata.</p>

<p style="text-align: justify;">However, Kiran Basnet, Chief of Biratnagar Customs Office said that they are not acquainted to any such service tax collected by Indian government. &quot;We have not received any information regarding the matter,&quot; he said.</p>

<p>There has been so far only one agreement for exporting power to only one country when the Power Trade Agreement (PTA) was signed between Nepal and India (that too under suspicion regarding its implementation).</p>

<p>No process of power trade from Nepal has been forwarded with another neighbor China. &nbsp;In such a situation, the access to Bangladesh for power trade has increased the possibility of power sector development in Nepal.&nbsp;</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;Khadga Bahadur Bista, former President of Independent Power Producers&rsquo; Association, Nepal (IPPAN) considers the Bangladeshi plan as a major strategic decision. &nbsp;He says for the time being, Bangladesh will have to pay less for per unit of power while purchasing from India than Nepal, but it seems that it has forwarded the present purchase policy of importing from Nepal in view of climate change, future dearth of non-renewable energy and&nbsp;&nbsp; emphasis on renewable energy.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bangladesh, while emphasizing on its own production, has been successful in generating 10,000 mw in seven years.&nbsp; And, this trend is getting continuation. &nbsp;Besides this, Bangladesh has forwarded power purchase strategy to buy electricity to fulfill its high demand for power from India, Bhutan and Nepal as well.&nbsp;</p>

<p>Therefore, if possible, it wants to import power directly from Nepal and if not, invest in the hydro power projects in the concerned country and then import it. Bangladesh had been making efforts for long to import power from Nepal. The process was forwarded after talks were held in minister level when Energy Minister Janardan Sharma had visited Bangladesh recently to participate in a programme.</p>

<p>Now, when the two countries sign understanding on this, it will open up avenues for power trade to other country for Nepal other than India. &nbsp;But experts in this sector suspect that India which has defined electricity as a strategic commodity than a commercial commodity in its Cross-Border Power Trade Directory, could fail to show normal behavior on exchange of power between two countries through its territory other than buying or selling itself.</p>

<p><strong>Emphasis on internal consumption</strong></p>

<p>&nbsp;For a long time in the past, exporting power generated in Nepal to India was deemed attractive.</p>

<p>&nbsp;On this issue, every energy minister kept on calling for foreign investment in the energy sector. But the new Energy Minister Sharma said first, fulfill the internal demand, and then emphasize on industrialization and other development for consumption, and if saved, then only export power. &nbsp;This has challenged the notion that if India does not buy electricity, developing hydro power projects in Nepal will eventually stop.</p>

<p style="text-align:justify">If it goes as the minister says, there is no possibility of electricity export from Nepal for a long time. On the other hand, China is also showing concern on extension of Trans-Himalayan transmission line via Kerung at Rasuwagadhi border point of Nepal.&nbsp; In this situation, Nepal has to adopt a far-sighted strategy regarding power development and trade.&nbsp;</p>

<p style="text-align:justify">The collected revenue is 42 per cent more than that of the corresponding period last FY, as per the statement issued by the department.</p>

<p style="text-align:justify">According to the Department, it has been successful in collecting 106 per cent of the given target of Rs 106.32 billion revenue by mid-January of the current FY. The figure of revenue collection does not include customs charge of imported merchandise. Including the customs charge, the revenue collected is above Rs 250 billion during the period, shows the statistics of the Office of the Comptroller General.&nbsp;</p>

<p style="text-align:justify">As per the statistics of the Department, income tax has major contribution of Rs 62 billion in the internal revenue followed by Value Added Tax (VAT) amounting to Rs 28 billion.</p>

<p style="text-align:justify">Similarly, excise duty of Rs 21.08 billion has been collected while the remaining amount has been collected through health and education charges.</p>

<p style="text-align:justify">The collected income tax is 109 per cent of the given target whereas VAT is collected 100 per cent. Similarly, 104 per cent excise duty has been collected and education service charges and health service charges have been collected 88 per cent and 89 per cent respectively.</p>

<p style="text-align:justify">Compared to the review period of the last FY, the income tax, VAT and excise duty have increased by 147 per cent, 125 per cent and 160 per cent respectively. Likewise, health service tax and education service tax have increased by 131 percent each, as per the statistics.</p>

<p style="text-align:justify">Chudamani Sharma, Director General of the Department congratulated the employees for collecting excess revenue than the targeted revenue. He also directed employees to obtain due tax from related kin in case of death of any taxpayer.</p>

<p style="text-align:justify">For those offices which could not meet the revenue collection target, he ordered to submit the basis and causes of low revenue collection. In the context of ineffective collection of house-rent tax, he said that the market inspection will be made intense by taking the rent paid by government offices as a base.</p>

<p style="text-align:justify">Moreover, the Department has prepared an action plan under which details of taxpayers will be included in taxpayers&#39; registration process and effective inspection will be carried out on the stickers of alcoholic beverages and tobacco products.&nbsp;</p>

<p style="text-align: justify;">According to NOC, it has current fuel storage capacity of 71,600 kiloliters in various 10 locations including Kathmandu, Amlekhgunj, Pokhara, Nepalgunj, Bhairahawa and others. The stock can meet the fuel demand for 17 days. The storage capacity will be increased so that the demand can be met till 90 days, said NOC.</p>

<p style="text-align: justify;">NOC started the preparation with the government&#39;s decision to increase the petroleum products storage capacity so that to avoid suffering due to lack of fuel.</p>

<p style="text-align: justify;">The ever increasing demand of fuel has also triggered the need of raising storage facility. &quot;Nepal Government has already taken the strategic decision of raising the storage facility so that to meet at least three months demand,&quot; said Gopal Bahadur Khadka, Executive Director of NOC. Khadka opined that in order to avoid acute fuel shortage due to supply constraints of few days and to make pipeline transfer ease and affordable, adequate storage capacity is fundamental. &nbsp;As per him, the government has initiated work on that aspect.</p>

<p style="text-align: justify;">&quot;NOC targets to build storage area as per provincial structure. For that matter, essential policy and budget has been already managed,&quot; said a NOC source. &nbsp;NOC plans to build storage facilities in all the provinces immediately after acquiring lands required for construction. It is anticipated that the construction of storage facilities will cost above Rs 100 billion.</p>

<p style="text-align: justify;">As per the NOC, it plans to raise the storage facility by 92,465 kiloliters in Province no 1 and by 81,587 in Province no 2. Similarly, it has planned to increase storage facility by 201,566 in Province no 3, by 32,634 in Province no 4 and by 97,904 in Province no 5. Likewise, it is planning to raise the storage facility by 5,500 in Province no 6 and by 21,750 in Province no 7.</p>

<p style="text-align: justify;">According to Agrawal, no tax and service charges were payable earlier. However, the implemented decision of Indian government will affect the general consumers of Nepal as it will increase the production cost. Previously, service charges were collected on the clearing of goods imported through Kolkata.</p>

<p>No process of power trade from Nepal has been forwarded with another neighbor China. &nbsp;In such a situation, the access to Bangladesh for power trade has increased the possibility of power sector development in Nepal.&nbsp;</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;Khadga Bahadur Bista, former President of Independent Power Producers&rsquo; Association, Nepal (IPPAN) considers the Bangladeshi plan as a major strategic decision. &nbsp;He says for the time being, Bangladesh will have to pay less for per unit of power while purchasing from India than Nepal, but it seems that it has forwarded the present purchase policy of importing from Nepal in view of climate change, future dearth of non-renewable energy and&nbsp;&nbsp; emphasis on renewable energy.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bangladesh, while emphasizing on its own production, has been successful in generating 10,000 mw in seven years.&nbsp; And, this trend is getting continuation. &nbsp;Besides this, Bangladesh has forwarded power purchase strategy to buy electricity to fulfill its high demand for power from India, Bhutan and Nepal as well.&nbsp;</p>

<p>Therefore, if possible, it wants to import power directly from Nepal and if not, invest in the hydro power projects in the concerned country and then import it. Bangladesh had been making efforts for long to import power from Nepal. The process was forwarded after talks were held in minister level when Energy Minister Janardan Sharma had visited Bangladesh recently to participate in a programme.</p>

<p>Now, when the two countries sign understanding on this, it will open up avenues for power trade to other country for Nepal other than India. &nbsp;But experts in this sector suspect that India which has defined electricity as a strategic commodity than a commercial commodity in its Cross-Border Power Trade Directory, could fail to show normal behavior on exchange of power between two countries through its territory other than buying or selling itself.</p>

<p><strong>Emphasis on internal consumption</strong></p>

<p>&nbsp;For a long time in the past, exporting power generated in Nepal to India was deemed attractive.</p>

<p>&nbsp;On this issue, every energy minister kept on calling for foreign investment in the energy sector. But the new Energy Minister Sharma said first, fulfill the internal demand, and then emphasize on industrialization and other development for consumption, and if saved, then only export power. &nbsp;This has challenged the notion that if India does not buy electricity, developing hydro power projects in Nepal will eventually stop.</p>

<p style="text-align:justify">If it goes as the minister says, there is no possibility of electricity export from Nepal for a long time. On the other hand, China is also showing concern on extension of Trans-Himalayan transmission line via Kerung at Rasuwagadhi border point of Nepal.&nbsp; In this situation, Nepal has to adopt a far-sighted strategy regarding power development and trade.&nbsp;</p>

<p style="text-align:justify">The collected revenue is 42 per cent more than that of the corresponding period last FY, as per the statement issued by the department.</p>

<p style="text-align:justify">According to the Department, it has been successful in collecting 106 per cent of the given target of Rs 106.32 billion revenue by mid-January of the current FY. The figure of revenue collection does not include customs charge of imported merchandise. Including the customs charge, the revenue collected is above Rs 250 billion during the period, shows the statistics of the Office of the Comptroller General.&nbsp;</p>

<p style="text-align:justify">As per the statistics of the Department, income tax has major contribution of Rs 62 billion in the internal revenue followed by Value Added Tax (VAT) amounting to Rs 28 billion.</p>

<p style="text-align:justify">Similarly, excise duty of Rs 21.08 billion has been collected while the remaining amount has been collected through health and education charges.</p>

<p style="text-align:justify">The collected income tax is 109 per cent of the given target whereas VAT is collected 100 per cent. Similarly, 104 per cent excise duty has been collected and education service charges and health service charges have been collected 88 per cent and 89 per cent respectively.</p>

<p style="text-align:justify">Compared to the review period of the last FY, the income tax, VAT and excise duty have increased by 147 per cent, 125 per cent and 160 per cent respectively. Likewise, health service tax and education service tax have increased by 131 percent each, as per the statistics.</p>

<p style="text-align:justify">Chudamani Sharma, Director General of the Department congratulated the employees for collecting excess revenue than the targeted revenue. He also directed employees to obtain due tax from related kin in case of death of any taxpayer.</p>

<p style="text-align:justify">For those offices which could not meet the revenue collection target, he ordered to submit the basis and causes of low revenue collection. In the context of ineffective collection of house-rent tax, he said that the market inspection will be made intense by taking the rent paid by government offices as a base.</p>

<p style="text-align:justify">Moreover, the Department has prepared an action plan under which details of taxpayers will be included in taxpayers&#39; registration process and effective inspection will be carried out on the stickers of alcoholic beverages and tobacco products.&nbsp;</p>

<p style="text-align: justify;">According to NOC, it has current fuel storage capacity of 71,600 kiloliters in various 10 locations including Kathmandu, Amlekhgunj, Pokhara, Nepalgunj, Bhairahawa and others. The stock can meet the fuel demand for 17 days. The storage capacity will be increased so that the demand can be met till 90 days, said NOC.</p>

<p style="text-align: justify;">NOC started the preparation with the government&#39;s decision to increase the petroleum products storage capacity so that to avoid suffering due to lack of fuel.</p>

<p style="text-align: justify;">The ever increasing demand of fuel has also triggered the need of raising storage facility. &quot;Nepal Government has already taken the strategic decision of raising the storage facility so that to meet at least three months demand,&quot; said Gopal Bahadur Khadka, Executive Director of NOC. Khadka opined that in order to avoid acute fuel shortage due to supply constraints of few days and to make pipeline transfer ease and affordable, adequate storage capacity is fundamental. &nbsp;As per him, the government has initiated work on that aspect.</p>

<p style="text-align: justify;">&quot;NOC targets to build storage area as per provincial structure. For that matter, essential policy and budget has been already managed,&quot; said a NOC source. &nbsp;NOC plans to build storage facilities in all the provinces immediately after acquiring lands required for construction. It is anticipated that the construction of storage facilities will cost above Rs 100 billion.</p>

<p style="text-align: justify;">As per the NOC, it plans to raise the storage facility by 92,465 kiloliters in Province no 1 and by 81,587 in Province no 2. Similarly, it has planned to increase storage facility by 201,566 in Province no 3, by 32,634 in Province no 4 and by 97,904 in Province no 5. Likewise, it is planning to raise the storage facility by 5,500 in Province no 6 and by 21,750 in Province no 7.</p>

He said, &quot;Indian Finance Minister circulated a notice regarding the tax on January 12. It levied 4.5 per cent service charge on marine imported good since January 23.&quot;</p>

<p style="text-align: justify;">According to Agrawal, no tax and service charges were payable earlier. However, the implemented decision of Indian government will affect the general consumers of Nepal as it will increase the production cost. Previously, service charges were collected on the clearing of goods imported through Kolkata.</p>

<p>No process of power trade from Nepal has been forwarded with another neighbor China. &nbsp;In such a situation, the access to Bangladesh for power trade has increased the possibility of power sector development in Nepal.&nbsp;</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;Khadga Bahadur Bista, former President of Independent Power Producers&rsquo; Association, Nepal (IPPAN) considers the Bangladeshi plan as a major strategic decision. &nbsp;He says for the time being, Bangladesh will have to pay less for per unit of power while purchasing from India than Nepal, but it seems that it has forwarded the present purchase policy of importing from Nepal in view of climate change, future dearth of non-renewable energy and&nbsp;&nbsp; emphasis on renewable energy.</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bangladesh, while emphasizing on its own production, has been successful in generating 10,000 mw in seven years.&nbsp; And, this trend is getting continuation. &nbsp;Besides this, Bangladesh has forwarded power purchase strategy to buy electricity to fulfill its high demand for power from India, Bhutan and Nepal as well.&nbsp;</p>

<p>Therefore, if possible, it wants to import power directly from Nepal and if not, invest in the hydro power projects in the concerned country and then import it. Bangladesh had been making efforts for long to import power from Nepal. The process was forwarded after talks were held in minister level when Energy Minister Janardan Sharma had visited Bangladesh recently to participate in a programme.</p>

<p>Now, when the two countries sign understanding on this, it will open up avenues for power trade to other country for Nepal other than India. &nbsp;But experts in this sector suspect that India which has defined electricity as a strategic commodity than a commercial commodity in its Cross-Border Power Trade Directory, could fail to show normal behavior on exchange of power between two countries through its territory other than buying or selling itself.</p>

<p><strong>Emphasis on internal consumption</strong></p>

<p>&nbsp;For a long time in the past, exporting power generated in Nepal to India was deemed attractive.</p>

<p>&nbsp;On this issue, every energy minister kept on calling for foreign investment in the energy sector. But the new Energy Minister Sharma said first, fulfill the internal demand, and then emphasize on industrialization and other development for consumption, and if saved, then only export power. &nbsp;This has challenged the notion that if India does not buy electricity, developing hydro power projects in Nepal will eventually stop.</p>

<p style="text-align:justify">If it goes as the minister says, there is no possibility of electricity export from Nepal for a long time. On the other hand, China is also showing concern on extension of Trans-Himalayan transmission line via Kerung at Rasuwagadhi border point of Nepal.&nbsp; In this situation, Nepal has to adopt a far-sighted strategy regarding power development and trade.&nbsp;</p>

<p style="text-align:justify">The collected revenue is 42 per cent more than that of the corresponding period last FY, as per the statement issued by the department.</p>

<p style="text-align:justify">According to the Department, it has been successful in collecting 106 per cent of the given target of Rs 106.32 billion revenue by mid-January of the current FY. The figure of revenue collection does not include customs charge of imported merchandise. Including the customs charge, the revenue collected is above Rs 250 billion during the period, shows the statistics of the Office of the Comptroller General.&nbsp;</p>

<p style="text-align:justify">As per the statistics of the Department, income tax has major contribution of Rs 62 billion in the internal revenue followed by Value Added Tax (VAT) amounting to Rs 28 billion.</p>

<p style="text-align:justify">Similarly, excise duty of Rs 21.08 billion has been collected while the remaining amount has been collected through health and education charges.</p>

<p style="text-align:justify">The collected income tax is 109 per cent of the given target whereas VAT is collected 100 per cent. Similarly, 104 per cent excise duty has been collected and education service charges and health service charges have been collected 88 per cent and 89 per cent respectively.</p>

<p style="text-align:justify">Compared to the review period of the last FY, the income tax, VAT and excise duty have increased by 147 per cent, 125 per cent and 160 per cent respectively.
