<p style="text-align:justify">During the meetings, &nbsp;Zhang commended the improved project implementation performance in 2016, achieving $358 million contract award and $201 million disbursement, both highest in ADB&rsquo;s operational history in Nepal.</p>

<p style="text-align:justify">&ldquo;ADB has allocated $843.8 million for Nepal for 2017-2019. A further $356 million can be made available over the period for projects contributing to regional cooperation and integration and reduction of disaster risks and fragility, provided that Nepal continues to improve its performance of its ongoing projects,&rdquo; he added.</p>

<p style="text-align:justify">The ADB Vice-President will also meet with Nepal&rsquo;s Prime Minister Pushpa Kamal Dahal, Minister for Water Supply and Sanitation Prem Bahadur Singh, Minister for Energy Janardan Sharma, and Vice-Chairman of the National Planning Commission Min Bahadur Shrestha.</p>

<p style="text-align:justify">During the meeting with senior officials, &nbsp;Zhang acknowledged the progress of the Melamchi Water Supply Project and Kathmandu Valley Water Supply Improvement Project that are likely to start delivering Melamchi water in October 2017, and agreed on maximum mutual efforts to complete the project in time.</p>

<p style="text-align:justify">In this connection, both sides also agreed on expediting institutional strengthening of the Kathmandu Upatyaka Khanepani Limited (KUKL) including the restructuring of its board and implementation of the roadmap prepared by its management, such as ICT-based automated water distribution and billing, and deployment of middle managers and additional technical staff.&nbsp;&nbsp;</p>

<p style="text-align:justify">&nbsp;Zhang said, &ldquo;On the basis of the advancement of the KUKL reforms to become customer-oriented water provider, ADB is ready to extend assistance for the second Melamchi project to extend tunnel to the Yangri and Larke Rivers to further augment water supply from the tunnel from 170 million litres per day (MLD) to 510 MLD. This will make possible continuous supply of water to people in Kathmandu Valley, 24 hours a day, 7 days a week.&rdquo;&nbsp;&nbsp;</p>

<p style="text-align:justify">During the meetings, Zhang also renewed ADB&rsquo;s commitment to support Nepal to prepare long-term socio-economic development vision, strategy, and economic transformation programs towards achieving its goal of becoming a prosperous middle income country by 2030. He also conveyed readiness to support critical regulatory and institutional reforms in the energy sector, and associated investments such as 300 MW Dudhkoshi hydropower project, and the modernization of electricity distribution systems in the Kathmandu Valley.&nbsp;&nbsp;</p>

<p style="text-align:justify">During his visit to Nepal, Zhang also participated in the Nepal Infrastructure Summit 2017 organized by the Confederation of Nepalese Industries and the Government of Nepal. <p style="text-align:justify">Hari Bhakta Sharma, President of CNI said that Nepal lags behind in terms of gross domestic product, international trade and industrial development. &quot;We should carry out necessary steps to build prosperous Nepal in our time. <p style="text-align: justify;">The experts in the Nepal Infrastructure Summit- 2017 that kicked off in the capital on Sunday stressed on PPP-model saying no infrastructure development is possible with only the investment from the state.</p>

<p style="text-align: justify;">The government is at present giving very little public services to the people amidst resource crunch.</p>

<p style="text-align: justify;">CEO of the Nepal Reconstruction Authority (NRA) and former vice chairman of the National Planning Commission (NPC) Govind Pokhrel said the co-work between the private sector and the government is itself public-private partnership and added that sharing of risk and returns will be between the two.</p>

<p style="text-align: justify;">Member of NPC, Hirendra Man Pradhan said government is focused on services but the private sector on profit and that there should be balance between the two sectors. There is no possibility of infrastructure development in the country with the government investment alone, he said, adding that hydropower is the main priority area&nbsp; in Nepal in terms of&nbsp; investment.&nbsp; He stressed on the development of hydropower, irrigation and drinking water sectors in Nepal.</p>

<p style="text-align: justify;">&nbsp;Pokhrel as one of the key speakers of the first session in the conference, urged not to take PPP as commercialization of public services or involvement of private sector in public executive bodies.&nbsp;</p>

<p style="text-align: justify;">He opined, however, that PPP could be adopted in the sectors of transportation, service sectors, drinking water and sanitation.</p>

<p style="text-align: justify;">CEO Pokhrel said there are three kinds of PPP model including operation and management; build-own- operate and transfer (BOOT), and build, own and operate.</p>

<p style="text-align: justify;">&nbsp;Stating that although there were laws on PPP, it could not be fully utilized, he said land acquisition was the biggest problem regarding it. &nbsp;More clarity is needed on what is public-private partnership in the context of Nepal, he added.</p>

<p style="text-align: justify;">Manager of IFC South Asia region Isabel Chatterton said there should be no delay in adoption of PPP model in infrastructure development in Nepal.&nbsp;&nbsp;&nbsp;</p>

<p style="text-align: justify;">She stressed on creating security payment mechanism&nbsp;&nbsp; for controlling risks in payments. She also called for opening private sector investment in infrastructure sector while emphasizing on the need of keeping a large number of projects in pipeline so as to encourage private sector investment.</p>

<p style="text-align: justify;">DFID Nepal Chief Gail Marzetti suggested taking the investment issue seriously, whereas, Nepal Mediation Council Chairman Birendra Bahadur Deuja said not a single project could be prepared even if it was talked about for the past 20 years.&nbsp; Research fellow Nihar Nayak while stating that private sector investment in India was above 30 percent, added that Nepal could learn from India in PPP model.</p>

<p style="text-align: justify;">&nbsp;Nepal-India Chamber of Commerce Chairman Surya SJV Rana said issues of land acquisition, local obstruction and forest were full of hassles.</p>

<p style="text-align: justify;">While presiding over the first session, Finance Minister Krishna Bahadur Mahara made commitment to implement PPP model while taking the suggestions positively. &nbsp;</p>

<p style="text-align: justify;">The budget surplus is not a positive indicator to pace the economy and economical growth through employment generation, said economists. &quot;However, Nepal has been getting surplus budget since long time due to incapable of spending the allocated amount,&quot; said Daya Ram Pandey, Prof of Economic, Tribhuvan University adding &quot;Then how will the economy can achieve desired growth rate.&quot; The statistics clearly shows that the weak capital investment and significantly increased revenue has unbalanced the whole financial system, he opined. He voiced that the economic activities should be significantly and continuously carried out for prosperous economy.&nbsp;&nbsp; &nbsp;</p>

<p style="text-align: justify;">On the collection of considerable revenue, the government should increase its spending on projects providing sustainable achievement, Pandey stated.&nbsp; In the review period, the government&#39;s total expenditure increased by 55.7 per cent to Rs 248 billion as per the statistics. The expenditure was Rs 159 billion during the corresponding period of the last FY. The government through the budget of the current FY raised remuneration of government employees and social allowances resulting increase in total expenditure of the government.</p>

<p style="text-align: justify;">However, the capital expenditure of the government could not increase as expected besides announcing the budget one and a half months earlier than the previous year.</p>

<p style="text-align: justify;">The government has spent Rs 248.20 billion from the total allocated budget of Rs 1048.90 billion of the current FY in the review period. In the total spent amount, Rs 196 billion has been spent on current expenditure; Rs 30.97 billion has been spent on capital expenditure and Rs 20.76 billion on financial expenditure. &nbsp;Compare to allocated budget, the current, capital and financial expenditure is of 31.83, 9.93 and 17.33 per cent respectively.&nbsp;</p>

<p>As per them, the current condition is of BFIs being unable of extending their loans, however the BFIs still have 20 per cent liquidity remained after 80 per cent credit to core capital-cum-deposit (CCD) ratio, they claimed.</p>

<p>Economists and Former Director of Nepal Rastra Bank (NRB) Prof Dr Bishamber Pyakurel suspecting that the NRB is preparing to decline CRR, requested to decline such idea. According to him, the BFIs should control loan extension in present scenario.</p>

<p>The economists concluded that if the current speed of loan extension continues, the national foreign currency reserve may suffer. &quot;The current scenario has arrived with the decline of capital expenditure and the rigidity of BFIs of earning regular profits,&quot; he said.</p>

<p>According to him, apart from diffused and fragile inspection of NRB, lack of co-ordination between Nepal Planning Commission that approves projects, bodies that prepare annual budget and higher commissions leading political power are all responsible for current circumstance.</p>

<p>Moreover, the NRB directive of increasing paid-up capital of all BFIs also play significant role in the arrival of current condition. When BFIs floated further public offerings and right shares to increase their paid-up capital, investors started investing in these tools through margin lending. As a result, a big portion of bank loan able amount went to unproductive sector which is a notable reason of the current crisis, the economists concluded. Similarly, previously the commercial banks used to provide minimal interest to savings but high interest to institutional deposits. Due to which general investors got attracted to other financial institutions. Now that the commercial banks are gradually increasing the deposit interest rate, improvement in the current scenario is expected, they opined.</p>

<p>As per the NRB statistics by mid-January, the CCD ratio of BFIs has reached 15 per cent which is under the limit of 20 per cent set by the central bank. However, as per the statistics of Nepal Bankers Association, the BFIs have extended Rs 1611 billion loan of the Rs 1595 billion limit that shows exceeding the loan limit. Thus, the NRB is already late on inspection, the economists pointed out.</p>

<p>In order to improve the current credit crunch, the government should also increase the capital expenditure, they exclaimed. The government has spent only 16 percent of capital expenditure in the seven months of the current FY. If the government do not take immediate step to increase the capital expenditure, the whole economy may tear apart, they lamented.&nbsp;</p>

<p style="text-align:justify">During the meetings, &nbsp;Zhang commended the improved project implementation performance in 2016, achieving $358 million contract award and $201 million disbursement, both highest in ADB&rsquo;s operational history in Nepal.</p>

<p style="text-align:justify">&ldquo;ADB has allocated $843.8 million for Nepal for 2017-2019. A further $356 million can be made available over the period for projects contributing to regional cooperation and integration and reduction of disaster risks and fragility, provided that Nepal continues to improve its performance of its ongoing projects,&rdquo; he added.</p>

<p style="text-align:justify">The ADB Vice-President will also meet with Nepal&rsquo;s Prime Minister Pushpa Kamal Dahal, Minister for Water Supply and Sanitation Prem Bahadur Singh, Minister for Energy Janardan Sharma, and Vice-Chairman of the National Planning Commission Min Bahadur Shrestha.</p>

<p style="text-align:justify">During the meeting with senior officials, &nbsp;Zhang acknowledged the progress of the Melamchi Water Supply Project and Kathmandu Valley Water Supply Improvement Project that are likely to start delivering Melamchi water in October 2017, and agreed on maximum mutual efforts to complete the project in time.</p>

<p style="text-align:justify">In this connection, both sides also agreed on expediting institutional strengthening of the Kathmandu Upatyaka Khanepani Limited (KUKL) including the restructuring of its board and implementation of the roadmap prepared by its management, such as ICT-based automated water distribution and billing, and deployment of middle managers and additional technical staff.&nbsp;&nbsp;</p>

<p style="text-align:justify">&nbsp;Zhang said, &ldquo;On the basis of the advancement of the KUKL reforms to become customer-oriented water provider, ADB is ready to extend assistance for the second Melamchi project to extend tunnel to the Yangri and Larke Rivers to further augment water supply from the tunnel from 170 million litres per day (MLD) to 510 MLD. This will make possible continuous supply of water to people in Kathmandu Valley, 24 hours a day, 7 days a week.&rdquo;&nbsp;&nbsp;</p>

<p style="text-align:justify">During the meetings, Zhang also renewed ADB&rsquo;s commitment to support Nepal to prepare long-term socio-economic development vision, strategy, and economic transformation programs towards achieving its goal of becoming a prosperous middle income country by 2030. He also conveyed readiness to support critical regulatory and institutional reforms in the energy sector, and associated investments such as 300 MW Dudhkoshi hydropower project, and the modernization of electricity distribution systems in the Kathmandu Valley.&nbsp;&nbsp;</p>

<p style="text-align:justify">During his visit to Nepal, Zhang also participated in the Nepal Infrastructure Summit 2017 organized by the Confederation of Nepalese Industries and the Government of Nepal. He also visited the Tanahu Hydropower Project in Tanahun district, and a dairy plant assisted by an ADB-funded livestock project in Kaski district.&nbsp;</p>

<p style="text-align: justify;">The experts in the Nepal Infrastructure Summit- 2017 that kicked off in the capital on Sunday stressed on PPP-model saying no infrastructure development is possible with only the investment from the state.</p>

<p style="text-align: justify;">The government is at present giving very little public services to the people amidst resource crunch.</p>

<p style="text-align: justify;">CEO of the Nepal Reconstruction Authority (NRA) and former vice chairman of the National Planning Commission (NPC) Govind Pokhrel said the co-work between the private sector and the government is itself public-private partnership and added that sharing of risk and returns will be between the two.</p>

<p style="text-align: justify;">Member of NPC, Hirendra Man Pradhan said government is focused on services but the private sector on profit and that there should be balance between the two sectors. There is no possibility of infrastructure development in the country with the government investment alone, he said, adding that hydropower is the main priority area&nbsp; in Nepal in terms of&nbsp; investment.&nbsp; He stressed on the development of hydropower, irrigation and drinking water sectors in Nepal.</p>

<p style="text-align: justify;">&nbsp;Pokhrel as one of the key speakers of the first session in the conference, urged not to take PPP as commercialization of public services or involvement of private sector in public executive bodies.&nbsp;</p>

<p style="text-align: justify;">He opined, however, that PPP could be adopted in the sectors of transportation, service sectors, drinking water and sanitation.</p>

<p style="text-align: justify;">CEO Pokhrel said there are three kinds of PPP model including operation and management; build-own- operate and transfer (BOOT), and build, own and operate.</p>

<p style="text-align: justify;">&nbsp;Stating that although there were laws on PPP, it could not be fully utilized, he said land acquisition was the biggest problem regarding it. &nbsp;More clarity is needed on what is public-private partnership in the context of Nepal, he added.</p>

<p style="text-align: justify;">Manager of IFC South Asia region Isabel Chatterton said there should be no delay in adoption of PPP model in infrastructure development in Nepal.&nbsp;&nbsp;&nbsp;</p>

<p style="text-align: justify;">She stressed on creating security payment mechanism&nbsp;&nbsp; for controlling risks in payments. She also called for opening private sector investment in infrastructure sector while emphasizing on the need of keeping a large number of projects in pipeline so as to encourage private sector investment.</p>

<p style="text-align: justify;">DFID Nepal Chief Gail Marzetti suggested taking the investment issue seriously, whereas, Nepal Mediation Council Chairman Birendra Bahadur Deuja said not a single project could be prepared even if it was talked about for the past 20 years.&nbsp; Research fellow Nihar Nayak while stating that private sector investment in India was above 30 percent, added that Nepal could learn from India in PPP model.</p>

<p style="text-align: justify;">&nbsp;Nepal-India Chamber of Commerce Chairman Surya SJV Rana said issues of land acquisition, local obstruction and forest were full of hassles.</p>

<p style="text-align: justify;">While presiding over the first session, Finance Minister Krishna Bahadur Mahara made commitment to implement PPP model while taking the suggestions positively. &nbsp;</p>

He voiced that the economic activities should be significantly and continuously carried out for prosperous economy.&nbsp;&nbsp; &nbsp;</p>

<p style="text-align: justify;">On the collection of considerable revenue, the government should increase its spending on projects providing sustainable achievement, Pandey stated.&nbsp; In the review period, the government&#39;s total expenditure increased by 55.7 per cent to Rs 248 billion as per the statistics. The expenditure was Rs 159 billion during the corresponding period of the last FY. The government through the budget of the current FY raised remuneration of government employees and social allowances resulting increase in total expenditure of the government.</p>

<p style="text-align: justify;">However, the capital expenditure of the government could not increase as expected besides announcing the budget one and a half months earlier than the previous year.</p>

<p style="text-align: justify;">The government has spent Rs 248.20 billion from the total allocated budget of Rs 1048.90 billion of the current FY in the review period. In the total spent amount, Rs 196 billion has been spent on current expenditure; Rs 30.97 billion has been spent on capital expenditure and Rs 20.76 billion on financial expenditure. &nbsp;Compare to allocated budget, the current, capital and financial expenditure is of 31.83, 9.93 and 17.33 per cent respectively.&nbsp;</p>

<p>As per them, the current condition is of BFIs being unable of extending their loans, however the BFIs still have 20 per cent liquidity remained after 80 per cent credit to core capital-cum-deposit (CCD) ratio, they claimed.</p>

<p>Economists and Former Director of Nepal Rastra Bank (NRB) Prof Dr Bishamber Pyakurel suspecting that the NRB is preparing to decline CRR, requested to decline such idea. According to him, the BFIs should control loan extension in present scenario.</p>

<p>The economists concluded that if the current speed of loan extension continues, the national foreign currency reserve may suffer. &quot;The current scenario has arrived with the decline of capital expenditure and the rigidity of BFIs of earning regular profits,&quot; he said.</p>

<p>According to him, apart from diffused and fragile inspection of NRB, lack of co-ordination between Nepal Planning Commission that approves projects, bodies that prepare annual budget and higher commissions leading political power are all responsible for current circumstance.</p>

<p>Moreover, the NRB directive of increasing paid-up capital of all BFIs also play significant role in the arrival of current condition. When BFIs floated further public offerings and right shares to increase their paid-up capital, investors started investing in these tools through margin lending. As a result, a big portion of bank loan able amount went to unproductive sector which is a notable reason of the current crisis, the economists concluded. Similarly, previously the commercial banks used to provide minimal interest to savings but high interest to institutional deposits. Due to which general investors got attracted to other financial institutions. Now that the commercial banks are gradually increasing the deposit interest rate, improvement in the current scenario is expected, they opined.</p>

<p>As per the NRB statistics by mid-January, the CCD ratio of BFIs has reached 15 per cent which is under the limit of 20 per cent set by the central bank. However, as per the statistics of Nepal Bankers Association, the BFIs have extended Rs 1611 billion loan of the Rs 1595 billion limit that shows exceeding the loan limit. Thus, the NRB is already late on inspection, the economists pointed out.</p>

<p>In order to improve the current credit crunch, the government should also increase the capital expenditure, they exclaimed. The government has spent only 16 percent of capital expenditure in the seven months of the current FY. If the government do not take immediate step to increase the capital expenditure, the whole economy may tear apart, they lamented.&nbsp;</p>

<p style="text-align:justify">During the meetings, &nbsp;Zhang commended the improved project implementation performance in 2016, achieving $358 million contract award and $201 million disbursement, both highest in ADB&rsquo;s operational history in Nepal.</p>

<p style="text-align:justify">&ldquo;ADB has allocated $843.8 million for Nepal for 2017-2019. A further $356 million can be made available over the period for projects contributing to regional cooperation and integration and reduction of disaster risks and fragility, provided that Nepal continues to improve its performance of its ongoing projects,&rdquo; he added.</p>

<p style="text-align:justify">The ADB Vice-President will also meet with Nepal&rsquo;s Prime Minister Pushpa Kamal Dahal, Minister for Water Supply and Sanitation Prem Bahadur Singh, Minister for Energy Janardan Sharma, and Vice-Chairman of the National Planning Commission Min Bahadur Shrestha.</p>

<p style="text-align:justify">During the meeting with senior officials, &nbsp;Zhang acknowledged the progress of the Melamchi Water Supply Project and Kathmandu Valley Water Supply Improvement Project that are likely to start delivering Melamchi water in October 2017, and agreed on maximum mutual efforts to complete the project in time.</p>

<p style="text-align:justify">In this connection, both sides also agreed on expediting institutional strengthening of the Kathmandu Upatyaka Khanepani Limited (KUKL) including the restructuring of its board and implementation of the roadmap prepared by its management, such as ICT-based automated water distribution and billing, and deployment of middle managers and additional technical staff.&nbsp;&nbsp;</p>

<p style="text-align:justify">&nbsp;Zhang said, &ldquo;On the basis of the advancement of the KUKL reforms to become customer-oriented water provider, ADB is ready to extend assistance for the second Melamchi project to extend tunnel to the Yangri and Larke Rivers to further augment water supply from the tunnel from 170 million litres per day (MLD) to 510 MLD. This will make possible continuous supply of water to people in Kathmandu Valley, 24 hours a day, 7 days a week.&rdquo;&nbsp;&nbsp;</p>

<p style="text-align:justify">During the meetings, Zhang also renewed ADB&rsquo;s commitment to support Nepal to prepare long-term socio-economic development vision, strategy, and economic transformation programs towards achieving its goal of becoming a prosperous middle income country by 2030. He also conveyed readiness to support critical regulatory and institutional reforms in the energy sector, and associated investments such as 300 MW Dudhkoshi hydropower project, and the modernization of electricity distribution systems in the Kathmandu Valley.&nbsp;&nbsp;</p>

<p style="text-align: justify;">The experts in the Nepal Infrastructure Summit- 2017 that kicked off in the capital on Sunday stressed on PPP-model saying no infrastructure development is possible with only the investment from the state.</p>

<p style="text-align: justify;">The government is at present giving very little public services to the people amidst resource crunch.</p>

<p style="text-align: justify;">CEO of the Nepal Reconstruction Authority (NRA) and former vice chairman of the National Planning Commission (NPC) Govind Pokhrel said the co-work between the private sector and the government is itself public-private partnership and added that sharing of risk and returns will be between the two.</p>

<p style="text-align: justify;">Member of NPC, Hirendra Man Pradhan said government is focused on services but the private sector on profit and that there should be balance between the two sectors. There is no possibility of infrastructure development in the country with the government investment alone, he said, adding that hydropower is the main priority area&nbsp; in Nepal in terms of&nbsp; investment.&nbsp; He stressed on the development of hydropower, irrigation and drinking water sectors in Nepal.</p>

<p style="text-align: justify;">&nbsp;Pokhrel as one of the key speakers of the first session in the conference, urged not to take PPP as commercialization of public services or involvement of private sector in public executive bodies.&nbsp;</p>

<p style="text-align: justify;">He opined, however, that PPP could be adopted in the sectors of transportation, service sectors, drinking water and sanitation.</p>

<p style="text-align: justify;">CEO Pokhrel said there are three kinds of PPP model including operation and management; build-own- operate and transfer (BOOT), and build, own and operate.</p>

<p style="text-align: justify;">&nbsp;Stating that although there were laws on PPP, it could not be fully utilized, he said land acquisition was the biggest problem regarding it. &nbsp;More clarity is needed on what is public-private partnership in the context of Nepal, he added.</p>

<p style="text-align: justify;">Manager of IFC South Asia region Isabel Chatterton said there should be no delay in adoption of PPP model in infrastructure development in Nepal.&nbsp;&nbsp;&nbsp;</p>

<p style="text-align: justify;">She stressed on creating security payment mechanism&nbsp;&nbsp; for controlling risks in payments. She also called for opening private sector investment in infrastructure sector while emphasizing on the need of keeping a large number of projects in pipeline so as to encourage private sector investment.</p>

<p style="text-align: justify;">DFID Nepal Chief Gail Marzetti suggested taking the investment issue seriously, whereas, Nepal Mediation Council Chairman Birendra Bahadur Deuja said not a single project could be prepared even if it was talked about for the past 20 years.&nbsp; Research fellow Nihar Nayak while stating that private sector investment in India was above 30 percent, added that Nepal could learn from India in PPP model.</p>

<p style="text-align: justify;">&nbsp;Nepal-India Chamber of Commerce Chairman Surya SJV Rana said issues of land acquisition, local obstruction and forest were full of hassles.</p>

<p style="text-align: justify;">While presiding over the first session, Finance Minister Krishna Bahadur Mahara made commitment to implement PPP model while taking the suggestions positively. &nbsp;</p>

Such surplus was Rs 28.93 billion in the corresponding period of the previous &nbsp;FY. Because of a slow pace of government expenditure relative to resource mobilization, the government accumulated budget surplus during the review period.</p>

<p style="text-align: justify;">The budget surplus is not a positive indicator to pace the economy and economical growth through employment generation, said economists. &quot;However, Nepal has been getting surplus budget since long time due to incapable of spending the allocated amount,&quot; said Daya Ram Pandey, Prof of Economic, Tribhuvan University adding &quot;Then how will the economy can achieve desired growth rate.&quot; The statistics clearly shows that the weak capital investment and significantly increased revenue has unbalanced the whole financial system, he opined. He voiced that the economic activities should be significantly and continuously carried out for prosperous economy.&nbsp;&nbsp; &nbsp;</p>

<p style="text-align: justify;">On the collection of considerable revenue, the government should increase its spending on projects providing sustainable achievement, Pandey stated.&nbsp; In the review period, the government&#39;s total expenditure increased by 55.7 per cent to Rs 248 billion as per the statistics. The expenditure was Rs 159 billion during the corresponding period of the last FY. The government through the budget of the current FY raised remuneration of government employees and social allowances resulting increase in total expenditure of the government.</p>

<p style="text-align: justify;">However, the capital expenditure of the government could not increase as expected besides announcing the budget one and a half months earlier than the previous year.</p>

<p style="text-align: justify;">The government has spent Rs 248.20 billion from the total allocated budget of Rs 1048.90 billion of the current FY in the review period. In the total spent amount, Rs 196 billion has been spent on current expenditure; Rs 30.97 billion has been spent on capital expenditure and Rs 20.76 billion on financial expenditure. &nbsp;Compare to allocated budget, the current, capital and financial expenditure is of 31.83, 9.93 and 17.33 per cent respectively.&nbsp;</p>

<p>As per them, the current condition is of BFIs being unable of extending their loans, however the BFIs still have 20 per cent liquidity remained after 80 per cent credit to core capital-cum-deposit (CCD) ratio, they claimed.</p>

<p>Economists and Former Director of Nepal Rastra Bank (NRB) Prof Dr Bishamber Pyakurel suspecting that the NRB is preparing to decline CRR, requested to decline such idea. According to him, the BFIs should control loan extension in present scenario.</p>

<p>The economists concluded that if the current speed of loan extension continues, the national foreign currency reserve may suffer. &quot;The current scenario has arrived with the decline of capital expenditure and the rigidity of BFIs of earning regular profits,&quot; he said.</p>

<p>According to him, apart from diffused and fragile inspection of NRB, lack of co-ordination between Nepal Planning Commission that approves projects, bodies that prepare annual budget and higher commissions leading political power are all responsible for current circumstance.</p>

<p>Moreover, the NRB directive of increasing paid-up capital of all BFIs also play significant role in the arrival of current condition. When BFIs floated further public offerings and right shares to increase their paid-up capital, investors started investing in these tools through margin lending. As a result, a big portion of bank loan able amount went to unproductive sector which is a notable reason of the current crisis, the economists concluded. Similarly, previously the commercial banks used to provide minimal interest to savings but high interest to institutional deposits. Due to which general investors got attracted to other financial institutions. Now that the commercial banks are gradually increasing the deposit interest rate, improvement in the current scenario is expected, they opined.</p>

<p>As per the NRB statistics by mid-January, the CCD ratio of BFIs has reached 15 per cent which is under the limit of 20 per cent set by the central bank. However, as per the statistics of Nepal Bankers Association, the BFIs have extended Rs 1611 billion loan of the Rs 1595 billion limit that shows exceeding the loan limit. Thus, the NRB is already late on inspection, the economists pointed out.</p>

<p>In order to improve the current credit crunch, the government should also increase the capital expenditure, they exclaimed. The government has spent only 16 percent of capital expenditure in the seven months of the current FY. If the government do not take immediate step to increase the capital expenditure, the whole economy may tear apart, they lamented.&nbsp;</p>

<p style="text-align:justify">During the meetings, &nbsp;Zhang commended the improved project implementation performance in 2016, achieving $358 million contract award and $201 million disbursement, both highest in ADB&rsquo;s operational history in Nepal.</p>

<p style="text-align:justify">&ldquo;ADB has allocated $843.8 million for Nepal for 2017-2019. A further $356 million can be made available over the period for projects contributing to regional cooperation and integration and reduction of disaster risks and fragility, provided that Nepal continues to improve its performance of its ongoing projects,&rdquo; he added.</p>

<p style="text-align:justify">The ADB Vice-President will also meet with Nepal&rsquo;s Prime Minister Pushpa Kamal Dahal, Minister for Water Supply and Sanitation Prem Bahadur Singh, Minister for Energy Janardan Sharma, and Vice-Chairman of the National Planning Commission Min Bahadur Shrestha.</p>

<p style="text-align:justify">During the meeting with senior officials, &nbsp;Zhang acknowledged the progress of the Melamchi Water Supply Project and Kathmandu Valley Water Supply Improvement Project that are likely to start delivering Melamchi water in October 2017, and agreed on maximum mutual efforts to complete the project in time.</p>

<p style="text-align:justify">In this connection, both sides also agreed on expediting institutional strengthening of the Kathmandu Upatyaka Khanepani Limited (KUKL) including the restructuring of its board and implementation of the roadmap prepared by its management, such as ICT-based automated water distribution and billing, and deployment of middle managers and additional technical staff.&nbsp;&nbsp;</p>

<p style="text-align:justify">&nbsp;Zhang said, &ldquo;On the basis of the advancement of the KUKL reforms to become customer-oriented water provider, ADB is ready to extend assistance for the second Melamchi project to extend tunnel to the Yangri and Larke Rivers to further augment water supply from the tunnel from 170 million litres per day (MLD) to 510 MLD. This will make possible continuous supply of water to people in Kathmandu Valley, 24 hours a day, 7 days a week.&rdquo;&nbsp;&nbsp;</p>

<p style="text-align:justify">During the meetings, Zhang also renewed ADB&rsquo;s commitment to support Nepal to prepare long-term socio-economic development vision, strategy, and economic transformation programs towards achieving its goal of becoming a prosperous middle income country by 2030. He also conveyed readiness to support critical regulatory and institutional reforms in the energy sector, and associated investments such as 300 MW Dudhkoshi hydropower project, and the modernization of electricity distribution systems in the Kathmandu Valley.&nbsp;&nbsp;</p>

<p style="text-align:justify">During his visit to Nepal, Zhang also participated in the Nepal Infrastructure Summit 2017 organized by the Confederation of Nepalese Industries and the Government of Nepal. He also visited the Tanahu Hydropower Project in Tanahun district, and a dairy plant assisted by an ADB-funded livestock project in Kaski district.&nbsp;</p>

<p style="text-align: justify;">The experts in the Nepal Infrastructure Summit- 2017 that kicked off in the capital on Sunday stressed on PPP-model saying no infrastructure development is possible with only the investment from the state.</p>

<p style="text-align: justify;">The government is at present giving very little public services to the people amidst resource crunch.</p>

<p style="text-align: justify;">CEO of the Nepal Reconstruction Authority (NRA) and former vice chairman of the National Planning Commission (NPC) Govind Pokhrel said the co-work between the private sector and the government is itself public-private partnership and added that sharing of risk and returns will be between the two.</p>

<p style="text-align: justify;">Member of NPC, Hirendra Man Pradhan said government is focused on services but the private sector on profit and that there should be balance between the two sectors. There is no possibility of infrastructure development in the country with the government investment alone, he said, adding that hydropower is the main priority area&nbsp; in Nepal in terms of&nbsp; investment.&nbsp; He stressed on the development of hydropower, irrigation and drinking water sectors in Nepal.</p>

<p style="text-align: justify;">&nbsp;Pokhrel as one of the key speakers of the first session in the conference, urged not to take PPP as commercialization of public services or involvement of private sector in public executive bodies.&nbsp;</p>

<p style="text-align: justify;">He opined, however, that PPP could be adopted in the sectors of transportation, service sectors, drinking water and sanitation.</p>

<p style="text-align: justify;">CEO Pokhrel said there are three kinds of PPP model including operation and management; build-own- operate and transfer (BOOT), and build, own and operate.</p>

<p style="text-align: justify;">&nbsp;Stating that although there were laws on PPP, it could not be fully utilized, he said land acquisition was the biggest problem regarding it. &nbsp;More clarity is needed on what is public-private partnership in the context of Nepal, he added.</p>

<p style="text-align: justify;">Manager of IFC South Asia region Isabel Chatterton said there should be no delay in adoption of PPP model in infrastructure development in Nepal.&nbsp;&nbsp;&nbsp;</p>

<p style="text-align: justify;">She stressed on creating security payment mechanism&nbsp;&nbsp; for controlling risks in payments. She also called for opening private sector investment in infrastructure sector while emphasizing on the need of keeping a large number of projects in pipeline so as to encourage private sector investment.</p>

<p style="text-align: justify;">DFID Nepal Chief Gail Marzetti suggested taking the investment issue seriously, whereas, Nepal Mediation Council Chairman Birendra Bahadur Deuja said not a single project could be prepared even if it was talked about for the past 20 years.&nbsp; Research fellow Nihar Nayak while stating that private sector investment in India was above 30 percent, added that Nepal could learn from India in PPP model.</p>

<p style="text-align: justify;">&nbsp;Nepal-India Chamber of Commerce Chairman Surya SJV Rana said issues of land acquisition, local obstruction and forest were full of hassles.</p>

<p style="text-align: justify;">While presiding over the first session, Finance Minister Krishna Bahadur Mahara made commitment to implement PPP model while taking the suggestions positively. &nbsp;</p>

<p style="text-align: justify;">The budget surplus is not a positive indicator to pace the economy and economical growth through employment generation, said economists. &quot;However, Nepal has been getting surplus budget since long time due to incapable of spending the allocated amount,&quot; said Daya Ram Pandey, Prof of Economic, Tribhuvan University adding &quot;Then how will the economy can achieve desired growth rate.&quot; The statistics clearly shows that the weak capital investment and significantly increased revenue has unbalanced the whole financial system, he opined. He voiced that the economic activities should be significantly and continuously carried out for prosperous economy.&nbsp;&nbsp; &nbsp;</p>

<p style="text-align: justify;">On the collection of considerable revenue, the government should increase its spending on projects providing sustainable achievement, Pandey stated.&nbsp; In the review period, the government&#39;s total expenditure increased by 55.7 per cent to Rs 248 billion as per the statistics. The expenditure was Rs 159 billion during the corresponding period of the last FY. The government through the budget of the current FY raised remuneration of government employees and social allowances resulting increase in total expenditure of the government.</p>

<p style="text-align: justify;">However, the capital expenditure of the government could not increase as expected besides announcing the budget one and a half months earlier than the previous year.</p>

<p style="text-align: justify;">The government has spent Rs 248.20 billion from the total allocated budget of Rs 1048.90 billion of the current FY in the review period. In the total spent amount, Rs 196 billion has been spent on current expenditure; Rs 30.97 billion has been spent on capital expenditure and Rs 20.76 billion on financial expenditure. &nbsp;Compare to allocated budget, the current, capital and financial expenditure is of 31.83, 9.93 and 17.33 per cent respectively.&nbsp;</p>

<p>As per them, the current condition is of BFIs being unable of extending their loans, however the BFIs still have 20 per cent liquidity remained after 80 per cent credit to core capital-cum-deposit (CCD) ratio, they claimed.</p>

<p>Economists and Former Director of Nepal Rastra Bank (NRB) Prof Dr Bishamber Pyakurel suspecting that the NRB is preparing to decline CRR, requested to decline such idea. According to him, the BFIs should control loan extension in present scenario.</p>

<p>The economists concluded that if the current speed of loan extension continues, the national foreign currency reserve may suffer. &quot;The current scenario has arrived with the decline of capital expenditure and the rigidity of BFIs of earning regular profits,&quot; he said.</p>

<p>According to him, apart from diffused and fragile inspection of NRB, lack of co-ordination between Nepal Planning Commission that approves projects, bodies that prepare annual budget and higher commissions leading political power are all responsible for current circumstance.</p>

<p>Moreover, the NRB directive of increasing paid-up capital of all BFIs also play significant role in the arrival of current condition. When BFIs floated further public offerings and right shares to increase their paid-up capital, investors started investing in these tools through margin lending. As a result, a big portion of bank loan able amount went to unproductive sector which is a notable reason of the current crisis, the economists concluded. Similarly, previously the commercial banks used to provide minimal interest to savings but high interest to institutional deposits. Due to which general investors got attracted to other financial institutions. Now that the commercial banks are gradually increasing the deposit interest rate, improvement in the current scenario is expected, they opined.</p>

<p>As per the NRB statistics by mid-January, the CCD ratio of BFIs has reached 15 per cent which is under the limit of 20 per cent set by the central bank. However, as per the statistics of Nepal Bankers Association, the BFIs have extended Rs 1611 billion loan of the Rs 1595 billion limit that shows exceeding the loan limit. Thus, the NRB is already late on inspection, the economists pointed out.</p>

<p>In order to improve the current credit crunch, the government should also increase the capital expenditure, they exclaimed. The government has spent only 16 percent of capital expenditure in the seven months of the current FY. If the government do not take immediate step to increase the capital expenditure, the whole economy may tear apart, they lamented.&nbsp;</p>
