<p style="text-align: justify;">The preparation is being forwarded in a bid to attract huge foreign investments required to upgrade the country to Middle-income country by 2030.</p>

<p style="text-align: justify;">National Planning Commission (NPC) has already started study regarding the matter, informed an official at NPC.</p>

<p style="text-align: justify;">Nepal that has adopted pegged exchange rate system with India has maintained the rate fixed for the past 24 years at NPR 1.6 for INR 1.</p>

<p style="text-align: justify;">After the study conducted by the Nepal Rastra Bank (NRB) showed the need of review in the pegged exchange rate system with India, the government directed the NPC to further study regarding the matter.</p>

<p style="text-align: justify;">&nbsp;&ldquo;The NRB study concluded that the foreign exchange rate system with India should be reviewed in order to be benefited from trade and investment from third countries,&rdquo; said Dr Min Bahadur Shrestha, vice-chairman of NPC.</p>

<p style="text-align: justify;">Due to long open border and dependent trade relations with India, the government had pegged its currency with Indian currency in order to maintain stability in price in internal market and for external trade.&nbsp;</p>

<p style="text-align: justify;">&nbsp;The International Monetary Fund (IMF) as well as other multilateral donor agencies had also recommended the pegged foreign exchange system as an ideal tool of monetary policy for Nepal.</p>

<p style="text-align: justify;">The Consultative Mission of IMF that visited Nepal for inspection of economy and for consultation with stakeholders in January this year had also recommended continuing the pegged foreign exchange rate system with India. Nepali currency was pegged with Indian currency in 1992 at NRs 1.6 for IRs 1.</p>

<p style="text-align: justify;">The government has targeted to upgrade the nation to middle-income nation by 2030. &nbsp;Therefore, the government has prepared internally to change the exchange rate in order to attract big investments from countries other than India. For this, the government has to change the current policies to adopt free exchange rate system unpegged to Indian currency.</p>

<p style="text-align: justify;">The government now considers the two-decade old pegged foreign exchange rate with India a possible constraint in attracting Foreign Direct Investment (FDI).</p>

<p style="text-align: justify;">According to the NRB study also, the devaluation of Nepali rupee against US Dollar is mainly caused by pegged foreign exchange rate with India rather than the volume of export and import. A study by the South Asia Watch on Trade, Economics and Environment (SAWTEE) had also recommended change in the pegged exchange rate with Indian currency.</p>

			'content' => '<p>April 4: Industrialists have requested the Electricity Tariff Fixation Commission not to raise the electricity tariff.</p>

<p>The Board of Directors (BOD) of Nepal Electricity Authority (NEA) had proposed the commission to increase the electricity tariff citing increase in accumulated loss of the organization.</p>

<p>The commission had started interaction so as to draw suggestions on the proposal from consumers in various sectors.&nbsp; In the interaction programs that took place in various locations in the country, the participating industrialists requested the commission to withdraw the idea of raising the tariff. &nbsp;</p>

<p>&ldquo;We will fix the tariff considering the advice given by the consumers,&rdquo; said Jagat Kumar Bhusal, Chairman of the commission. &ldquo;Although the expectation of NEA is upfront, the decision regarding the matter will not be taken instantly,&rdquo; he said. &nbsp;</p>

<p>Bhusal opined that the industrialists are paying more tariffs from mid-December to mid-March in the current fiscal year as compared to the review period of the last FY.</p>

<p>&nbsp;&ldquo;The industrialists are paying 60-85 percent more tariff than last year while using electricity after 11:00 pm. Therefore, it would not be reasonable to increase the burden on the industrialists,&rdquo; he said.</p>

<p>However, Bhakta Bahadur Pun, board member of NEA said that the tariff needs to be raised as the present electricity tariff is cheaper as compared to the new power purchase agreement (PPA) issued by the Ministry.</p>

<p>&ldquo;The Energy Ministry has raised the purchase rate of electricity to be paid by NEA to Independent Power Producers (IPP) as per the increase in cost of generating power,&rdquo; he said, &ldquo;We cannot sell cheap electricity by purchasing it at higher price. Thus our only demand is to fix the electricity tariff accordingly.&rdquo;</p>

<p>The NEA BOD has requested the Commission to raise the electricity tariff of industries in the first phase and then to the domestic consumers consecutively. Last year only, the Authority had raised the tariff by 19 percent. In the proposal submitted to the Commission, NEA recommends 20 percent increase in electricity tariff.</p>

<p>However, the Electricity Tariff Fixation Regulation- 2050 permits for only 5 percent increment in the tariff. According to NEA, it spends Rs 12.13 per unit of electricity and supplies it to industrial areas at Rs 9.66 resulting in a loss of Rs 2.47 per unit.&nbsp;</p>

<p style="text-align:justify">&ldquo;The government is preparing to bring the next budget with additional Rs 100 billion or 10.5 percent increase as compared to that of the current fiscal year. It is also planning to bring programs and policies in coherence with the increased budget amount,&rdquo; said Madhu Marasini, Head (Joint Secretary) of Budget and Program Department of the Ministry of Finance.</p>

<p style="text-align:justify">Meanwhile, the National Planning Commission (NPC) has directed the ministry and other constitutional bodies to prepare the budget of upcoming fiscal year within the ceiling of Rs 1156.40 billion.</p>

<p style="text-align:justify">The government had announced the budget of Rs 1050 billion for the current FY. The government that brought the budget exceeding the ceiling fixed by NPC and by including many ambitious programs, has not been so far able to spend the budget as expected.</p>

<p style="text-align:justify">Therefore, for the upcoming budget, NPC has directed the government for recommending programs and projects that make it possible to spend the allocated budget in time.</p>

<p style="text-align:justify">Apart from the size of the budget, the ministry estimates that the current expenditure will also increase by Rs 90 billion to Rs 708.81 billion in the upcoming budget.</p>

<p style="text-align:justify">However, the capital expenditure is expected to increase by merely Rs 18 billion to Rs 330.64 billion. Nevertheless, a ministry source informed that the financial management budget will decline by nearly 80 billion to Rs 116.58 billion compared to the current FY.&nbsp;</p>

<p style="text-align:justify">In the estimated budget, Rs 843.60 billion is expected to be fulfilled through government revenue and internal loans. The government is planning to fulfill the deficit by means of foreign grants and foreign loans amounting to Rs 102.08 billion and Rs 210.36 billion respectively, said an official of the ministry.</p>

<p style="text-align:justify">The previous government had, with some ambitious projects, formulated the budget of Rs 1048 billion in the current FY. However, the government has spent only 38 percent of the total budget including 21.85 percent capital expenditure in the nine months period of the current FY.&nbsp;</p>

<p style="text-align:justify">According to Sitaram Pokharel, Spokesperson of the Corporation, the sale of Euro 4 standard gasolines started on April 3 though it was informed to be made available from April 2.</p>

<p style="text-align:justify">The corporation has started the sale of new standard petroleum products in Kathmandu, Pokhara, Bhairahawa, Biratnagar and Jhapa from April 3.</p>

<p style="text-align:justify">Similarly, spokesperson Pokharel said that new standard gasoline will be available throughout the country from April 4.</p>

<p style="text-align:justify">According to the corporation, Euro 4 standard fuels are available in the market at the existing price of petrol per liter Rs 101.50 and diesel per liter Rs 77.50.</p>

<p style="text-align:justify">The agreement to distribute Euro 4 standard fuel in Nepal was reached in mid-November with Indian Oil Corporation (IOC), but was finalized a week ago while renewing the five-year fuel purchase agreement between Nepal and India.</p>

<p style="text-align:justify">The corporation claims that the new standard fuels are of better quality and minimize pollution.</p>

<p style="text-align:justify">Likewise, it will provide more mileage to the vehicles and give longer life to vehicles. Euro 3 standard fuel has 150 PPM sulfur whereas Euro 4 standard fuel has only 50 PPM sulfur, the corporation informed.</p>

<p style="text-align: justify;">National Planning Commission (NPC) has already started study regarding the matter, informed an official at NPC.</p>

<p style="text-align: justify;">Nepal that has adopted pegged exchange rate system with India has maintained the rate fixed for the past 24 years at NPR 1.6 for INR 1.</p>

<p style="text-align: justify;">After the study conducted by the Nepal Rastra Bank (NRB) showed the need of review in the pegged exchange rate system with India, the government directed the NPC to further study regarding the matter.</p>

<p style="text-align: justify;">&nbsp;&ldquo;The NRB study concluded that the foreign exchange rate system with India should be reviewed in order to be benefited from trade and investment from third countries,&rdquo; said Dr Min Bahadur Shrestha, vice-chairman of NPC.</p>

<p style="text-align: justify;">Due to long open border and dependent trade relations with India, the government had pegged its currency with Indian currency in order to maintain stability in price in internal market and for external trade.&nbsp;</p>

<p style="text-align: justify;">&nbsp;The International Monetary Fund (IMF) as well as other multilateral donor agencies had also recommended the pegged foreign exchange system as an ideal tool of monetary policy for Nepal.</p>

<p style="text-align: justify;">The Consultative Mission of IMF that visited Nepal for inspection of economy and for consultation with stakeholders in January this year had also recommended continuing the pegged foreign exchange rate system with India. Nepali currency was pegged with Indian currency in 1992 at NRs 1.6 for IRs 1.</p>

<p style="text-align: justify;">The government has targeted to upgrade the nation to middle-income nation by 2030. &nbsp;Therefore, the government has prepared internally to change the exchange rate in order to attract big investments from countries other than India. For this, the government has to change the current policies to adopt free exchange rate system unpegged to Indian currency.</p>

<p style="text-align: justify;">The government now considers the two-decade old pegged foreign exchange rate with India a possible constraint in attracting Foreign Direct Investment (FDI).</p>

<p style="text-align: justify;">According to the NRB study also, the devaluation of Nepali rupee against US Dollar is mainly caused by pegged foreign exchange rate with India rather than the volume of export and import. A study by the South Asia Watch on Trade, Economics and Environment (SAWTEE) had also recommended change in the pegged exchange rate with Indian currency.</p>

<p>The Board of Directors (BOD) of Nepal Electricity Authority (NEA) had proposed the commission to increase the electricity tariff citing increase in accumulated loss of the organization.</p>

<p>The commission had started interaction so as to draw suggestions on the proposal from consumers in various sectors.&nbsp; In the interaction programs that took place in various locations in the country, the participating industrialists requested the commission to withdraw the idea of raising the tariff. &nbsp;</p>

<p>&ldquo;We will fix the tariff considering the advice given by the consumers,&rdquo; said Jagat Kumar Bhusal, Chairman of the commission. &ldquo;Although the expectation of NEA is upfront, the decision regarding the matter will not be taken instantly,&rdquo; he said. &nbsp;</p>

<p>Bhusal opined that the industrialists are paying more tariffs from mid-December to mid-March in the current fiscal year as compared to the review period of the last FY.</p>

<p>&nbsp;&ldquo;The industrialists are paying 60-85 percent more tariff than last year while using electricity after 11:00 pm. Therefore, it would not be reasonable to increase the burden on the industrialists,&rdquo; he said.</p>

<p>However, Bhakta Bahadur Pun, board member of NEA said that the tariff needs to be raised as the present electricity tariff is cheaper as compared to the new power purchase agreement (PPA) issued by the Ministry.</p>

<p>&ldquo;The Energy Ministry has raised the purchase rate of electricity to be paid by NEA to Independent Power Producers (IPP) as per the increase in cost of generating power,&rdquo; he said, &ldquo;We cannot sell cheap electricity by purchasing it at higher price. Thus our only demand is to fix the electricity tariff accordingly.&rdquo;</p>

<p>The NEA BOD has requested the Commission to raise the electricity tariff of industries in the first phase and then to the domestic consumers consecutively. Last year only, the Authority had raised the tariff by 19 percent. In the proposal submitted to the Commission, NEA recommends 20 percent increase in electricity tariff.</p>

<p>However, the Electricity Tariff Fixation Regulation- 2050 permits for only 5 percent increment in the tariff. According to NEA, it spends Rs 12.13 per unit of electricity and supplies it to industrial areas at Rs 9.66 resulting in a loss of Rs 2.47 per unit.&nbsp;</p>

<p style="text-align:justify">&ldquo;The government is preparing to bring the next budget with additional Rs 100 billion or 10.5 percent increase as compared to that of the current fiscal year. It is also planning to bring programs and policies in coherence with the increased budget amount,&rdquo; said Madhu Marasini, Head (Joint Secretary) of Budget and Program Department of the Ministry of Finance.</p>

<p style="text-align:justify">Meanwhile, the National Planning Commission (NPC) has directed the ministry and other constitutional bodies to prepare the budget of upcoming fiscal year within the ceiling of Rs 1156.40 billion.</p>

<p style="text-align:justify">The government had announced the budget of Rs 1050 billion for the current FY. The government that brought the budget exceeding the ceiling fixed by NPC and by including many ambitious programs, has not been so far able to spend the budget as expected.</p>

<p style="text-align:justify">Therefore, for the upcoming budget, NPC has directed the government for recommending programs and projects that make it possible to spend the allocated budget in time.</p>

<p style="text-align:justify">Apart from the size of the budget, the ministry estimates that the current expenditure will also increase by Rs 90 billion to Rs 708.81 billion in the upcoming budget.</p>

<p style="text-align:justify">However, the capital expenditure is expected to increase by merely Rs 18 billion to Rs 330.64 billion. Nevertheless, a ministry source informed that the financial management budget will decline by nearly 80 billion to Rs 116.58 billion compared to the current FY.&nbsp;</p>

<p style="text-align:justify">In the estimated budget, Rs 843.60 billion is expected to be fulfilled through government revenue and internal loans. The government is planning to fulfill the deficit by means of foreign grants and foreign loans amounting to Rs 102.08 billion and Rs 210.36 billion respectively, said an official of the ministry.</p>

<p style="text-align:justify">The previous government had, with some ambitious projects, formulated the budget of Rs 1048 billion in the current FY. However, the government has spent only 38 percent of the total budget including 21.85 percent capital expenditure in the nine months period of the current FY.&nbsp;</p>

<p style="text-align:justify">The corporation has started the sale of new standard petroleum products in Kathmandu, Pokhara, Bhairahawa, Biratnagar and Jhapa from April 3.</p>

<p style="text-align:justify">Similarly, spokesperson Pokharel said that new standard gasoline will be available throughout the country from April 4.</p>

<p style="text-align:justify">According to the corporation, Euro 4 standard fuels are available in the market at the existing price of petrol per liter Rs 101.50 and diesel per liter Rs 77.50.</p>

<p style="text-align:justify">The agreement to distribute Euro 4 standard fuel in Nepal was reached in mid-November with Indian Oil Corporation (IOC), but was finalized a week ago while renewing the five-year fuel purchase agreement between Nepal and India.</p>

<p style="text-align:justify">The corporation claims that the new standard fuels are of better quality and minimize pollution.</p>

<p style="text-align:justify">Likewise, it will provide more mileage to the vehicles and give longer life to vehicles. Euro 3 standard fuel has 150 PPM sulfur whereas Euro 4 standard fuel has only 50 PPM sulfur, the corporation informed.</p>

<p style="text-align: justify;">National Planning Commission (NPC) has already started study regarding the matter, informed an official at NPC.</p>

<p style="text-align: justify;">Nepal that has adopted pegged exchange rate system with India has maintained the rate fixed for the past 24 years at NPR 1.6 for INR 1.</p>

<p style="text-align: justify;">After the study conducted by the Nepal Rastra Bank (NRB) showed the need of review in the pegged exchange rate system with India, the government directed the NPC to further study regarding the matter.</p>

<p style="text-align: justify;">&nbsp;&ldquo;The NRB study concluded that the foreign exchange rate system with India should be reviewed in order to be benefited from trade and investment from third countries,&rdquo; said Dr Min Bahadur Shrestha, vice-chairman of NPC.</p>

<p style="text-align: justify;">Due to long open border and dependent trade relations with India, the government had pegged its currency with Indian currency in order to maintain stability in price in internal market and for external trade.&nbsp;</p>

<p style="text-align: justify;">&nbsp;The International Monetary Fund (IMF) as well as other multilateral donor agencies had also recommended the pegged foreign exchange system as an ideal tool of monetary policy for Nepal.</p>

<p style="text-align: justify;">The Consultative Mission of IMF that visited Nepal for inspection of economy and for consultation with stakeholders in January this year had also recommended continuing the pegged foreign exchange rate system with India. Nepali currency was pegged with Indian currency in 1992 at NRs 1.6 for IRs 1.</p>

<p style="text-align: justify;">The government has targeted to upgrade the nation to middle-income nation by 2030. &nbsp;Therefore, the government has prepared internally to change the exchange rate in order to attract big investments from countries other than India. For this, the government has to change the current policies to adopt free exchange rate system unpegged to Indian currency.</p>

<p style="text-align: justify;">The government now considers the two-decade old pegged foreign exchange rate with India a possible constraint in attracting Foreign Direct Investment (FDI).</p>

<p style="text-align: justify;">According to the NRB study also, the devaluation of Nepali rupee against US Dollar is mainly caused by pegged foreign exchange rate with India rather than the volume of export and import. A study by the South Asia Watch on Trade, Economics and Environment (SAWTEE) had also recommended change in the pegged exchange rate with Indian currency.</p>

<p>The Board of Directors (BOD) of Nepal Electricity Authority (NEA) had proposed the commission to increase the electricity tariff citing increase in accumulated loss of the organization.</p>

<p>The commission had started interaction so as to draw suggestions on the proposal from consumers in various sectors.&nbsp; In the interaction programs that took place in various locations in the country, the participating industrialists requested the commission to withdraw the idea of raising the tariff. &nbsp;</p>

<p>&ldquo;We will fix the tariff considering the advice given by the consumers,&rdquo; said Jagat Kumar Bhusal, Chairman of the commission. &ldquo;Although the expectation of NEA is upfront, the decision regarding the matter will not be taken instantly,&rdquo; he said. &nbsp;</p>

<p>Bhusal opined that the industrialists are paying more tariffs from mid-December to mid-March in the current fiscal year as compared to the review period of the last FY.</p>

<p>&nbsp;&ldquo;The industrialists are paying 60-85 percent more tariff than last year while using electricity after 11:00 pm. Therefore, it would not be reasonable to increase the burden on the industrialists,&rdquo; he said.</p>

<p>However, Bhakta Bahadur Pun, board member of NEA said that the tariff needs to be raised as the present electricity tariff is cheaper as compared to the new power purchase agreement (PPA) issued by the Ministry.</p>

<p>&ldquo;The Energy Ministry has raised the purchase rate of electricity to be paid by NEA to Independent Power Producers (IPP) as per the increase in cost of generating power,&rdquo; he said, &ldquo;We cannot sell cheap electricity by purchasing it at higher price. Thus our only demand is to fix the electricity tariff accordingly.&rdquo;</p>

<p>The NEA BOD has requested the Commission to raise the electricity tariff of industries in the first phase and then to the domestic consumers consecutively. Last year only, the Authority had raised the tariff by 19 percent. In the proposal submitted to the Commission, NEA recommends 20 percent increase in electricity tariff.</p>

<p>However, the Electricity Tariff Fixation Regulation- 2050 permits for only 5 percent increment in the tariff. According to NEA, it spends Rs 12.13 per unit of electricity and supplies it to industrial areas at Rs 9.66 resulting in a loss of Rs 2.47 per unit.&nbsp;</p>

<p style="text-align:justify">&ldquo;The government is preparing to bring the next budget with additional Rs 100 billion or 10.5 percent increase as compared to that of the current fiscal year. It is also planning to bring programs and policies in coherence with the increased budget amount,&rdquo; said Madhu Marasini, Head (Joint Secretary) of Budget and Program Department of the Ministry of Finance.</p>

<p style="text-align:justify">Meanwhile, the National Planning Commission (NPC) has directed the ministry and other constitutional bodies to prepare the budget of upcoming fiscal year within the ceiling of Rs 1156.40 billion.</p>

<p style="text-align:justify">The government had announced the budget of Rs 1050 billion for the current FY. The government that brought the budget exceeding the ceiling fixed by NPC and by including many ambitious programs, has not been so far able to spend the budget as expected.</p>

<p style="text-align:justify">Therefore, for the upcoming budget, NPC has directed the government for recommending programs and projects that make it possible to spend the allocated budget in time.</p>

<p style="text-align:justify">Apart from the size of the budget, the ministry estimates that the current expenditure will also increase by Rs 90 billion to Rs 708.81 billion in the upcoming budget.</p>

<p style="text-align:justify">However, the capital expenditure is expected to increase by merely Rs 18 billion to Rs 330.64 billion. Nevertheless, a ministry source informed that the financial management budget will decline by nearly 80 billion to Rs 116.58 billion compared to the current FY.&nbsp;</p>

<p style="text-align:justify">In the estimated budget, Rs 843.60 billion is expected to be fulfilled through government revenue and internal loans. The government is planning to fulfill the deficit by means of foreign grants and foreign loans amounting to Rs 102.08 billion and Rs 210.36 billion respectively, said an official of the ministry.</p>

<p style="text-align:justify">The previous government had, with some ambitious projects, formulated the budget of Rs 1048 billion in the current FY. However, the government has spent only 38 percent of the total budget including 21.85 percent capital expenditure in the nine months period of the current FY.&nbsp;</p>

<p style="text-align:justify">According to the corporation, Euro 4 standard fuels are available in the market at the existing price of petrol per liter Rs 101.50 and diesel per liter Rs 77.50.</p>

<p style="text-align:justify">The agreement to distribute Euro 4 standard fuel in Nepal was reached in mid-November with Indian Oil Corporation (IOC), but was finalized a week ago while renewing the five-year fuel purchase agreement between Nepal and India.</p>

<p style="text-align:justify">The corporation claims that the new standard fuels are of better quality and minimize pollution.</p>

<p style="text-align:justify">Likewise, it will provide more mileage to the vehicles and give longer life to vehicles. Euro 3 standard fuel has 150 PPM sulfur whereas Euro 4 standard fuel has only 50 PPM sulfur, the corporation informed.</p>

<p style="text-align: justify;">Nepal that has adopted pegged exchange rate system with India has maintained the rate fixed for the past 24 years at NPR 1.6 for INR 1.</p>

<p style="text-align: justify;">After the study conducted by the Nepal Rastra Bank (NRB) showed the need of review in the pegged exchange rate system with India, the government directed the NPC to further study regarding the matter.</p>

<p style="text-align: justify;">&nbsp;&ldquo;The NRB study concluded that the foreign exchange rate system with India should be reviewed in order to be benefited from trade and investment from third countries,&rdquo; said Dr Min Bahadur Shrestha, vice-chairman of NPC.</p>

<p style="text-align: justify;">Due to long open border and dependent trade relations with India, the government had pegged its currency with Indian currency in order to maintain stability in price in internal market and for external trade.&nbsp;</p>

<p style="text-align: justify;">&nbsp;The International Monetary Fund (IMF) as well as other multilateral donor agencies had also recommended the pegged foreign exchange system as an ideal tool of monetary policy for Nepal.</p>

<p style="text-align: justify;">The Consultative Mission of IMF that visited Nepal for inspection of economy and for consultation with stakeholders in January this year had also recommended continuing the pegged foreign exchange rate system with India. <p>The Board of Directors (BOD) of Nepal Electricity Authority (NEA) had proposed the commission to increase the electricity tariff citing increase in accumulated loss of the organization.</p>

<p>The commission had started interaction so as to draw suggestions on the proposal from consumers in various sectors.&nbsp; In the interaction programs that took place in various locations in the country, the participating industrialists requested the commission to withdraw the idea of raising the tariff. &nbsp;</p>

<p>&ldquo;We will fix the tariff considering the advice given by the consumers,&rdquo; said Jagat Kumar Bhusal, Chairman of the commission. &ldquo;Although the expectation of NEA is upfront, the decision regarding the matter will not be taken instantly,&rdquo; he said. &nbsp;</p>

<p>Bhusal opined that the industrialists are paying more tariffs from mid-December to mid-March in the current fiscal year as compared to the review period of the last FY.</p>

<p>&nbsp;&ldquo;The industrialists are paying 60-85 percent more tariff than last year while using electricity after 11:00 pm. Therefore, it would not be reasonable to increase the burden on the industrialists,&rdquo; he said.</p>

<p>However, Bhakta Bahadur Pun, board member of NEA said that the tariff needs to be raised as the present electricity tariff is cheaper as compared to the new power purchase agreement (PPA) issued by the Ministry.</p>

<p>&ldquo;The Energy Ministry has raised the purchase rate of electricity to be paid by NEA to Independent Power Producers (IPP) as per the increase in cost of generating power,&rdquo; he said, &ldquo;We cannot sell cheap electricity by purchasing it at higher price. Thus our only demand is to fix the electricity tariff accordingly.&rdquo;</p>

<p>The NEA BOD has requested the Commission to raise the electricity tariff of industries in the first phase and then to the domestic consumers consecutively. Last year only, the Authority had raised the tariff by 19 percent. In the proposal submitted to the Commission, NEA recommends 20 percent increase in electricity tariff.</p>

<p>However, the Electricity Tariff Fixation Regulation- 2050 permits for only 5 percent increment in the tariff. According to NEA, it spends Rs 12.13 per unit of electricity and supplies it to industrial areas at Rs 9.66 resulting in a loss of Rs 2.47 per unit.&nbsp;</p>

It is also planning to bring programs and policies in coherence with the increased budget amount,&rdquo; said Madhu Marasini, Head (Joint Secretary) of Budget and Program Department of the Ministry of Finance.</p>

<p style="text-align:justify">Meanwhile, the National Planning Commission (NPC) has directed the ministry and other constitutional bodies to prepare the budget of upcoming fiscal year within the ceiling of Rs 1156.40 billion.</p>

<p style="text-align:justify">The government had announced the budget of Rs 1050 billion for the current FY. The government that brought the budget exceeding the ceiling fixed by NPC and by including many ambitious programs, has not been so far able to spend the budget as expected.</p>

<p style="text-align:justify">Therefore, for the upcoming budget, NPC has directed the government for recommending programs and projects that make it possible to spend the allocated budget in time.</p>

<p style="text-align:justify">Apart from the size of the budget, the ministry estimates that the current expenditure will also increase by Rs 90 billion to Rs 708.81 billion in the upcoming budget.</p>

<p style="text-align:justify">However, the capital expenditure is expected to increase by merely Rs 18 billion to Rs 330.64 billion. Nevertheless, a ministry source informed that the financial management budget will decline by nearly 80 billion to Rs 116.58 billion compared to the current FY.&nbsp;</p>

<p style="text-align:justify">In the estimated budget, Rs 843.60 billion is expected to be fulfilled through government revenue and internal loans. The government is planning to fulfill the deficit by means of foreign grants and foreign loans amounting to Rs 102.08 billion and Rs 210.36 billion respectively, said an official of the ministry.</p>

<p style="text-align:justify">The previous government had, with some ambitious projects, formulated the budget of Rs 1048 billion in the current FY. However, the government has spent only 38 percent of the total budget including 21.85 percent capital expenditure in the nine months period of the current FY.&nbsp;</p>

<p style="text-align:justify">The agreement to distribute Euro 4 standard fuel in Nepal was reached in mid-November with Indian Oil Corporation (IOC), but was finalized a week ago while renewing the five-year fuel purchase agreement between Nepal and India.</p>

<p style="text-align:justify">The corporation claims that the new standard fuels are of better quality and minimize pollution.</p>

<p style="text-align:justify">Likewise, it will provide more mileage to the vehicles and give longer life to vehicles. Euro 3 standard fuel has 150 PPM sulfur whereas Euro 4 standard fuel has only 50 PPM sulfur, the corporation informed.</p>
