The winners of the UCPN (Maoist) under the direct system have not accepted the certificate from the EC yet. According to the latest data, in last four months (between Sep 6-Nov 8), commercial banks have accumulated the total deposit amount has increased by Rs 42 billion, while the total loan investment has increased only by the half of the amount of the total deposit. The excessive liquidity has led Nepal Rastra Bank (NRB) to issue the Reverse Repo several times during the period of four months. NRB issued a latest round of reverse repo last week to absorb excess liquidity from the market. As many as 21 commercial banks have bid for securities worth Rs 23 billion for the reverse repo held by the NRB worth Rs 10 billion. This is the sixth times that NRB has issued the reverse repo in the current fiscal year. According to NRB, the reverse repos were held in a bid to ensure financial stability and good governance by curbing inflation in the market due to the excess liquidity.</div> <div> </div> <div> <span style="font-size:16px;">•</span>At a time when Civil Aviation Authority of Nepal (CAAN) was defending allegations against it on aviation safety and clear International Civil Aviation Organisation (ICAO) about the present scenario of the domestic aviation industry, a probe committee formed to investigate the May 16 accident of Nepal Airlines Corporation aircraft in Jomsom has attributed to the pilot’s error as the factor behind the crash. “The most probable cause of the accident is inappropriate short take-off and landing procedure carried out by the pilot-in-command during the landing phase and an attempt to take off again without sufficient airspeed, lifting force and runway length to roll,” read the report released last week. Aviation specialists say that the air accidents or incidents are caused by the prevailing risk factors which could be eliminated if the associated hazards are identified and risks mitigated before they contribute to an accident or incident.</div> <div> </div> <div> <span style="font-size:16px;">•</span>The gold import has gone down to Rs 3.5 billion between mid-July and mid-October compared to Rs 7 billion worth of import a year ago, according to the data of Nepal Rastra Bank (NRB). As the country is likely to observe disturbances, violence and protests before and after the polls, the US has issued a travel alert to its citizens while travelling to Nepal. The US is the fourth largest tourist market source to Nepal. The hotel entrepreneurs have also said that the tourists have started cancelling their reservations at the hotels. Malaysia, which is one of the most sought destinations for the Nepali workers, has increased its visa fee to Rs 4,200 from Rs 700. The excessive liquidity has led Nepal Rastra Bank (NRB) to issue the Reverse Repo several times during the period of four months. NRB issued a latest round of reverse repo last week to absorb excess liquidity from the market. As many as 21 commercial banks have bid for securities worth Rs 23 billion for the reverse repo held by the NRB worth Rs 10 billion. This is the sixth times that NRB has issued the reverse repo in the current fiscal year. Though the government has not decided the number of shares to be sold to the prospective partner, a technical committee formed last year had recommended the government to sell 30 per cent of its shares to such partner. Now, with the government’s nod, NT will hire a consultant firm to prepare bid documents for finding a new strategic partner. The 15-member board is still to pick the names of candidates following the selection criteria, a member of the Board </div> <div> told TC. </div> <div> </div> <div> Likewise, CPN (UML), which won 91 seats under direct system, is also holding its central committee meeting on December 9 to select 84 candidates that is entitled for the CA members under the PR system. Earlier, on last Friday, Standing Committee meeting of the CPN (UML) proposed to nominate half of the total candidates from the central committee and central departments and local committees, weighing their contribution to the party.</div> <div> </div> <div> Similarly, Rastriya Prajatantra Party-Nepal (RPP Nepal) has also said that it is preparing to submit the names of the PR candidates to the EC within a week. The EC has annulled the candidacy of Dhungel based on the complaint lodged by Ram Kumari Jhakri of CPN (UML). Dhungel was sentenced for life imprisonment by the Supreme Court in 2010 on murder charges. </div> <div> </div> <div> Similarly, EC has annulled the candidacy of Fakir based on the complaint that she is the commissioner of National Muslim Commission. The meeting of the Council of Ministers has cleared the decks for the government to sell a part of its stock in NT to the prospective strategic partner. Though the government has not decided the number of shares to be sold to the prospective partner, a technical committee formed last year had recommended the government to sell 30 per cent of its shares to such partner. Now, with the government’s nod, NT will hire a consultant firm to prepare bid documents for finding a new strategic partner. Officials at the Ministry of Finance say that a recommendation made by the technical committee will be considered while developing standards for the prospective strategic partner. Amid stiff competition posed with the entry of private telecommunication service providers in the market, the new strategic partner for the state entity is expected to provide some external stimulus to drive the company forward.</li> </ul> <div> </div> <ul> <li> Data has shown that the contribution of the financial sector to the Gross Domestic Product (GDP) of the country has remained constant for the last seven years. Though there has been a rise in the numbers of banks, banking access, deposit and loan amounts, the total contribution to the GDP each year since Fiscal Year 2006-07 to FY 2012-13 has remained around four per cent only. Stakeholders attribute the lack of investment friendly climate, political instability and investment areas, among others, behind such lackluster performance of the financial sector towards contributing to the GDP. IRD had inspected 15,000 business enterprises last year during the Dashain festival, while it plans to monitor 20,000 business firms this year. The excessive liquidity has led Nepal Rastra Bank (NRB) to issue the Reverse Repo several times during the period of four months. As many as 21 commercial banks have bid for securities worth Rs 23 billion for the reverse repo held by the NRB worth Rs 10 billion. This is the sixth times that NRB has issued the reverse repo in the current fiscal year. Though the government has set a ceiling of Rs 80,000 for the manpower company to charge the aspiring worker, the manpower agencies have been opposing the ceiling amount complaining that such amount was not practical as that does not include the commission amount to be paid in Malaysia. Minister Ghimire said, “I have ordered the security force to arrest and prosecute immediately anybody who comes to the street to impose the banda.” According to the Home Ministry, 62,000 army personnel, 1 hundred and 10 thousand police, 32 thousand armed police and 45 thousand temporary police have been deployed for the security of the polls. </div> <div> </div> <div> Likewise, the government has also urged the people to contact the local administration in case their free mobility is obstructed, properties damaged, public properties damaged and acts of arson and forceful deeds committed. </div> <div> </div> <div> The government has also said that it will provide the compensation up to 90 per cent to the public vehicles if they are damaged or destroyed while plying in the street during the polls. According to the EC, it will use 15,000 volunteers and government staffers for the distribution of the cards. </div> <div> </div> <div> <span style="font-size:14px;"><strong>Dhungel, Fakir Candidacy Scrapped</strong></span></div> <div> Election Commission has cancelled the candidacy of two UCPN (Maoist) candidates, Bal Krishna Dhungel and Usha Shah Fakir, stating that those candidates were ineligible to contest the CA polls. The EC has annulled the candidacy of Dhungel based on the complaint lodged by Ram Kumari Jhakri of CPN (UML). Dhungel was sentenced for life imprisonment by the Supreme Court in 2010 on murder charges. </div> <div> </div> <div> Similarly, EC has annulled the candidacy of Fakir based on the complaint that she is the commissioner of National Muslim Commission. A person is not eligible to contest the polls if (s)he holds any public post and entertains facilities provided by the state.</div> <div> </div> <div> <span style="font-size:14px;"><strong>Victory not a cakewalk for top guns</strong></span></div> <div> This election is going to be an uphill battle for some of the top leaders of the major political parties. The meeting of the Council of Ministers has cleared the decks for the government to sell a part of its stock in NT to the prospective strategic partner. Though the government has not decided the number of shares to be sold to the prospective partner, a technical committee formed last year had recommended the government to sell 30 per cent of its shares to such partner. Now, with the government’s nod, NT will hire a consultant firm to prepare bid documents for finding a new strategic partner. Officials at the Ministry of Finance say that a recommendation made by the technical committee will be considered while developing standards for the prospective strategic partner. Amid stiff competition posed with the entry of private telecommunication service providers in the market, the new strategic partner for the state entity is expected to provide some external stimulus to drive the company forward.</li> </ul> <div> </div> <ul> <li> Data has shown that the contribution of the financial sector to the Gross Domestic Product (GDP) of the country has remained constant for the last seven years. Though there has been a rise in the numbers of banks, banking access, deposit and loan amounts, the total contribution to the GDP each year since Fiscal Year 2006-07 to FY 2012-13 has remained around four per cent only. Stakeholders attribute the lack of investment friendly climate, political instability and investment areas, among others, behind such lackluster performance of the financial sector towards contributing to the GDP. Though the IRD campaign to inspect the market in a bid to encourage customers and business firms to ask and issue VAT bills while buying goods and services is positive, the monitoring of the market on the eve of the festive seasons alone cannot ensure the full-practice of issuing a VAT bill. IRD had inspected 15,000 business enterprises last year during the Dashain festival, while it plans to monitor 20,000 business firms this year. This number is small among the total number of business firms in Nepal.
