The bill was recently approved by the Finance Committee of Legislature-Parliament with some member of parliament forcefully incorporating their interests in the amendment. Experts warn that if the bill gets endorsed as it is, it will create havoc in the country&rsquo;s banking system. &ldquo;Banking sector have to face risks if the bill gets parliamentary approval without amendments on some provisions approved by the Finance Committee. Such provisions were included in the bill due to some Members of Parliament (MPs) who are also bank directors and members of the Finance Committee,&rdquo; says Former NRB Governor Dipendra Bahadur Chettri.</span></p>

<p style="text-align:justify"><span style="font-size:13pt">Chettri was speaking at an interaction program organised by the Society of Economic Journalists-Nepal (SEJON) on Monday. He added that promoters who do not have basic understanding of the banking sector, but are rushed to open banks after having some money has created risks in the industry. The preliminary draft of the bill had set two-term limit for the Chairman and director of the bank. It was set so due to the possible risk of manipulation, if the same individual stays in the post for the long period. However, the Sub-Committee formed under Chairmanship of MP Deepak Kuinkel submitted a report recommending removal of the provision to the FinanceCommittee. The committee on May 24 passed the bill as per the recommendation of the Sub-Committee. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">The bill has been criticised for including provision where individuals who were earlier penalised for their actions against business discipline can also become directors and chairman of BFIs. Similarly, it also has provision including long-term appointment of bank directors. The draft amendment has set a five year term limit for bank CEOs which was earlier four years. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">Likewise, the Sub-Committee has also recommended removing a provision that bars individuals from having any top position in the BFIs who owns above 50 percent ownership in any firm or company taking loan from any BFIs. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">However, MP Kuinkel says that the provisions included in the bill are amendable. &ldquo;We had to approve the amendments because there was a risk of bill stuck at the parliament if the suggestions of some MPs (bank directors) had not been incorporated,&rdquo; he said, adding, &ldquo;Even if the bill gets endorsed as it is, it can be amended later.&rdquo;</span></p>

However, the company has notified all its existing shareholders to D-mat their shareholders to resume transaction in secondary market citing improvement in the company. &ldquo;Preparations are going on for correspondence with Nepal Stock Exchange (NEPSE), Securities Board of Nepal (SEBON) and Insurance Board (IB) in a bid to resume share transactions,&rdquo; says Ambika Prasad Poudel, Director of the company.</p>

<p style="text-align: justify;">The existing shareholders can purchase per unit of right share at Rs 100. In the period, investors group such as Hathway Investment and IME have entered the company. The group at present owns 50 percent of the total investment in the company along with the investment in the right shares. The new directors have planned of rebranding the company to erase the notoriety caused by earlier promoters.</p>

<p style="text-align: justify;">&nbsp;The company had 2 percent market share before the IB blocked its transaction. The company had re-started its business from 2015. As of mid-March 2016, net worth per share is Rs 72 and total asset per share is Rs 203. The profit of the company has increased by 136 percent to Rs 21.1 million.</p>

<p style="text-align: justify;">ICRA Nepal has provided Grade 4 rating for the issuance that indicates below average fundamentals of the company. ICRA has mentioned that there is a low possibility for equity holders receiving dividend payments in 4-5 years although the proposed equity injection will strengthen the capital base.</p>

<p style="text-align: justify;">&ldquo;Under the service, the card users will get interest free loan up to 45 days,&rdquo; informs the bank in a press statement. The card can be used in Nepal and India. &ldquo;The chip-based Visa Debit Cards are issued as per Nepal Rastra Bank&rsquo;s guidelines,&rdquo; reads the statement.</p>

<p style="text-align: justify;">The bank has been providing its services through 61 branches, five extension counters, 24 revenue collection counters and 85 ATMs.</p>

<p>The US Government under various conditions has provided zero tariff access to 66 Nepali products for 10 years. However, Nepali entrepreneurs have expressed their dissatisfaction over the US decision saying that major goods are not included in the list.</p>

<p>&ldquo;The government will negotiate to include major export goods for the customs waiver,&rdquo; informed Minister for Industry Som Prasad Pandey on the occasion of 24th annual general meeting of Garment Association Nepal (GAN). Similarly Vice-chairman of National Planning Commission, Dr Yubaraj Khatiwada said that the budget for FY 2016/17 has addressed issues including reduction of transaction costs for the promotion of exports. &ldquo;The banks need to ease loan requirements to export-oriented industries,&rdquo; he said.</p>

<p>Chandi Prasad Aryal, Acting President of GAN demanded re-financing facility at 4.5 percent interest rate to export-oriented industries including the garment sector, minimum 10 percent cash subsidy to garment exporters, waiver of income tax &nbsp;for five years, implementation of flexible labour policy and continuous supply of electricity.</p>

<p>Meanwhile, Chandi Prasad Aryal has been unanimously elected as the new President of GAN. The Association&rsquo;s 24th AGM also elected a working committee of 10.</p>

Experts warn that if the bill gets endorsed as it is, it will create havoc in the country&rsquo;s banking system. &ldquo;Banking sector have to face risks if the bill gets parliamentary approval without amendments on some provisions approved by the Finance Committee. Such provisions were included in the bill due to some Members of Parliament (MPs) who are also bank directors and members of the Finance Committee,&rdquo; says Former NRB Governor Dipendra Bahadur Chettri.</span></p>

<p style="text-align:justify"><span style="font-size:13pt">Chettri was speaking at an interaction program organised by the Society of Economic Journalists-Nepal (SEJON) on Monday. He added that promoters who do not have basic understanding of the banking sector, but are rushed to open banks after having some money has created risks in the industry. The preliminary draft of the bill had set two-term limit for the Chairman and director of the bank. It was set so due to the possible risk of manipulation, if the same individual stays in the post for the long period. However, the Sub-Committee formed under Chairmanship of MP Deepak Kuinkel submitted a report recommending removal of the provision to the FinanceCommittee. The committee on May 24 passed the bill as per the recommendation of the Sub-Committee. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">The bill has been criticised for including provision where individuals who were earlier penalised for their actions against business discipline can also become directors and chairman of BFIs. Similarly, it also has provision including long-term appointment of bank directors. The draft amendment has set a five year term limit for bank CEOs which was earlier four years. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">Likewise, the Sub-Committee has also recommended removing a provision that bars individuals from having any top position in the BFIs who owns above 50 percent ownership in any firm or company taking loan from any BFIs. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">However, MP Kuinkel says that the provisions included in the bill are amendable. &ldquo;We had to approve the amendments because there was a risk of bill stuck at the parliament if the suggestions of some MPs (bank directors) had not been incorporated,&rdquo; he said, adding, &ldquo;Even if the bill gets endorsed as it is, it can be amended later.&rdquo;</span></p>

However, the company has notified all its existing shareholders to D-mat their shareholders to resume transaction in secondary market citing improvement in the company. &ldquo;Preparations are going on for correspondence with Nepal Stock Exchange (NEPSE), Securities Board of Nepal (SEBON) and Insurance Board (IB) in a bid to resume share transactions,&rdquo; says Ambika Prasad Poudel, Director of the company.</p>

<p style="text-align: justify;">The existing shareholders can purchase per unit of right share at Rs 100. In the period, investors group such as Hathway Investment and IME have entered the company. The group at present owns 50 percent of the total investment in the company along with the investment in the right shares. The new directors have planned of rebranding the company to erase the notoriety caused by earlier promoters.</p>

<p style="text-align: justify;">&nbsp;The company had 2 percent market share before the IB blocked its transaction. The company had re-started its business from 2015. As of mid-March 2016, net worth per share is Rs 72 and total asset per share is Rs 203. The profit of the company has increased by 136 percent to Rs 21.1 million.</p>

<p style="text-align: justify;">ICRA Nepal has provided Grade 4 rating for the issuance that indicates below average fundamentals of the company. ICRA has mentioned that there is a low possibility for equity holders receiving dividend payments in 4-5 years although the proposed equity injection will strengthen the capital base.</p>

<p>The US Government under various conditions has provided zero tariff access to 66 Nepali products for 10 years. However, Nepali entrepreneurs have expressed their dissatisfaction over the US decision saying that major goods are not included in the list.</p>

<p>&ldquo;The government will negotiate to include major export goods for the customs waiver,&rdquo; informed Minister for Industry Som Prasad Pandey on the occasion of 24th annual general meeting of Garment Association Nepal (GAN). Similarly Vice-chairman of National Planning Commission, Dr Yubaraj Khatiwada said that the budget for FY 2016/17 has addressed issues including reduction of transaction costs for the promotion of exports. &ldquo;The banks need to ease loan requirements to export-oriented industries,&rdquo; he said.</p>

<p>Chandi Prasad Aryal, Acting President of GAN demanded re-financing facility at 4.5 percent interest rate to export-oriented industries including the garment sector, minimum 10 percent cash subsidy to garment exporters, waiver of income tax &nbsp;for five years, implementation of flexible labour policy and continuous supply of electricity.</p>

He added that promoters who do not have basic understanding of the banking sector, but are rushed to open banks after having some money has created risks in the industry. The preliminary draft of the bill had set two-term limit for the Chairman and director of the bank. It was set so due to the possible risk of manipulation, if the same individual stays in the post for the long period. However, the Sub-Committee formed under Chairmanship of MP Deepak Kuinkel submitted a report recommending removal of the provision to the FinanceCommittee. The committee on May 24 passed the bill as per the recommendation of the Sub-Committee. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">The bill has been criticised for including provision where individuals who were earlier penalised for their actions against business discipline can also become directors and chairman of BFIs. Similarly, it also has provision including long-term appointment of bank directors. The draft amendment has set a five year term limit for bank CEOs which was earlier four years. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">Likewise, the Sub-Committee has also recommended removing a provision that bars individuals from having any top position in the BFIs who owns above 50 percent ownership in any firm or company taking loan from any BFIs. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">However, MP Kuinkel says that the provisions included in the bill are amendable. &ldquo;We had to approve the amendments because there was a risk of bill stuck at the parliament if the suggestions of some MPs (bank directors) had not been incorporated,&rdquo; he said, adding, &ldquo;Even if the bill gets endorsed as it is, it can be amended later.&rdquo;</span></p>

However, the company has notified all its existing shareholders to D-mat their shareholders to resume transaction in secondary market citing improvement in the company. &ldquo;Preparations are going on for correspondence with Nepal Stock Exchange (NEPSE), Securities Board of Nepal (SEBON) and Insurance Board (IB) in a bid to resume share transactions,&rdquo; says Ambika Prasad Poudel, Director of the company.</p>

<p style="text-align: justify;">The existing shareholders can purchase per unit of right share at Rs 100. In the period, investors group such as Hathway Investment and IME have entered the company. The group at present owns 50 percent of the total investment in the company along with the investment in the right shares. The new directors have planned of rebranding the company to erase the notoriety caused by earlier promoters.</p>

<p style="text-align: justify;">&nbsp;The company had 2 percent market share before the IB blocked its transaction. The company had re-started its business from 2015. As of mid-March 2016, net worth per share is Rs 72 and total asset per share is Rs 203. The profit of the company has increased by 136 percent to Rs 21.1 million.</p>

<p style="text-align: justify;">ICRA Nepal has provided Grade 4 rating for the issuance that indicates below average fundamentals of the company. ICRA has mentioned that there is a low possibility for equity holders receiving dividend payments in 4-5 years although the proposed equity injection will strengthen the capital base.</p>

<p>The US Government under various conditions has provided zero tariff access to 66 Nepali products for 10 years. However, Nepali entrepreneurs have expressed their dissatisfaction over the US decision saying that major goods are not included in the list.</p>

<p>&ldquo;The government will negotiate to include major export goods for the customs waiver,&rdquo; informed Minister for Industry Som Prasad Pandey on the occasion of 24th annual general meeting of Garment Association Nepal (GAN). Similarly Vice-chairman of National Planning Commission, Dr Yubaraj Khatiwada said that the budget for FY 2016/17 has addressed issues including reduction of transaction costs for the promotion of exports. &ldquo;The banks need to ease loan requirements to export-oriented industries,&rdquo; he said.</p>

<p>Chandi Prasad Aryal, Acting President of GAN demanded re-financing facility at 4.5 percent interest rate to export-oriented industries including the garment sector, minimum 10 percent cash subsidy to garment exporters, waiver of income tax &nbsp;for five years, implementation of flexible labour policy and continuous supply of electricity.</p>

<p style="text-align:justify"><span style="font-size:13pt">Chettri was speaking at an interaction program organised by the Society of Economic Journalists-Nepal (SEJON) on Monday. He added that promoters who do not have basic understanding of the banking sector, but are rushed to open banks after having some money has created risks in the industry. The preliminary draft of the bill had set two-term limit for the Chairman and director of the bank. It was set so due to the possible risk of manipulation, if the same individual stays in the post for the long period. However, the Sub-Committee formed under Chairmanship of MP Deepak Kuinkel submitted a report recommending removal of the provision to the FinanceCommittee. The committee on May 24 passed the bill as per the recommendation of the Sub-Committee. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">The bill has been criticised for including provision where individuals who were earlier penalised for their actions against business discipline can also become directors and chairman of BFIs. Similarly, it also has provision including long-term appointment of bank directors. The draft amendment has set a five year term limit for bank CEOs which was earlier four years. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">Likewise, the Sub-Committee has also recommended removing a provision that bars individuals from having any top position in the BFIs who owns above 50 percent ownership in any firm or company taking loan from any BFIs. </span></p>

<p style="text-align:justify"><span style="font-size:13pt">However, MP Kuinkel says that the provisions included in the bill are amendable. &ldquo;We had to approve the amendments because there was a risk of bill stuck at the parliament if the suggestions of some MPs (bank directors) had not been incorporated,&rdquo; he said, adding, &ldquo;Even if the bill gets endorsed as it is, it can be amended later.&rdquo;</span></p>

<p style="text-align: justify;">The existing shareholders can purchase per unit of right share at Rs 100. In the period, investors group such as Hathway Investment and IME have entered the company. The group at present owns 50 percent of the total investment in the company along with the investment in the right shares. The new directors have planned of rebranding the company to erase the notoriety caused by earlier promoters.</p>

<p style="text-align: justify;">&nbsp;The company had 2 percent market share before the IB blocked its transaction. The company had re-started its business from 2015. As of mid-March 2016, net worth per share is Rs 72 and total asset per share is Rs 203. The profit of the company has increased by 136 percent to Rs 21.1 million.</p>

<p style="text-align: justify;">ICRA Nepal has provided Grade 4 rating for the issuance that indicates below average fundamentals of the company. ICRA has mentioned that there is a low possibility for equity holders receiving dividend payments in 4-5 years although the proposed equity injection will strengthen the capital base.</p>

<p style="text-align: justify;">&ldquo;We are happy to start this new service. After the start of the service, customers will not only get secured card service but also easy and safe banking service,&rdquo; said AK Ahluwalia, Chief Executive Officer of EBL. &ldquo;Visa Credit Card service will also protect the personal secrecy of the customers,&rdquo; added Ahluwalia.</p>

<p style="text-align: justify;">&ldquo;Under the service, the card users will get interest free loan up to 45 days,&rdquo; informs the bank in a press statement. The card can be used in Nepal and India. &ldquo;The chip-based Visa Debit Cards are issued as per Nepal Rastra Bank&rsquo;s guidelines,&rdquo; reads the statement.</p>

<p style="text-align: justify;">The bank has been providing its services through 61 branches, five extension counters, 24 revenue collection counters and 85 ATMs.</p>

<p>The US Government under various conditions has provided zero tariff access to 66 Nepali products for 10 years. However, Nepali entrepreneurs have expressed their dissatisfaction over the US decision saying that major goods are not included in the list.</p>

<p>&ldquo;The government will negotiate to include major export goods for the customs waiver,&rdquo; informed Minister for Industry Som Prasad Pandey on the occasion of 24th annual general meeting of Garment Association Nepal (GAN). Similarly Vice-chairman of National Planning Commission, Dr Yubaraj Khatiwada said that the budget for FY 2016/17 has addressed issues including reduction of transaction costs for the promotion of exports. &ldquo;The banks need to ease loan requirements to export-oriented industries,&rdquo; he said.</p>

<p>Chandi Prasad Aryal, Acting President of GAN demanded re-financing facility at 4.5 percent interest rate to export-oriented industries including the garment sector, minimum 10 percent cash subsidy to garment exporters, waiver of income tax &nbsp;for five years, implementation of flexible labour policy and continuous supply of electricity.</p>

<p><strong>Aryal Elected GAN President</strong></p>

<p>Meanwhile, Chandi Prasad Aryal has been unanimously elected as the new President of GAN. The Association&rsquo;s 24th AGM also elected a working committee of 10.</p>

<h4>Similarly, the AGM unanimously elected Iman Singh Lama First Vice-President, Bhupendra Kumar Basnet Second Vice-President, Ashok Kumar Agrawal General Seceratery, Pashupatidev Pandey Joint Secretary and Sanjay Kumar Agrawal as the Treasurer. Likewise, Rajesh Udas, Thomnath Basyal, Bhim Kumar Giri, Basant Raj Adhikari and Lalit Maharjan were elected as executive members. The newly elected President Aryal appointed Krishna Prasad Pandey and Ashish Kumar Sengupta as the executive member and Special Advisor respectively. The first meeting of the executive committee also unanimously elected former President Kiran Prakash Saakha as the Immediate Past President of the association.&nbsp;</h4>
