	Altogether 6,352 candidates have filed their nominations under the first-past-the-post election system last Thursday for the Constituent Assembly (CA) election 2013 in 240 electoral constituencies across the country. According to the Election Commission, out of the total candidates, 1,000 are independent, 591 women, 5,761 men and one from third gender.</div>

	Likewise, a total of 121 political parties submitted their closed list of candidates under the Proportional Representation (PR) system last Friday. The parties submitting the lists are Unified CPN (Maoist), Nepali Congress, CPN-UML, Terai-Madhes Democratic Party and Federal Socialist Party, among others.&nbsp;</div>

	<span style="font-size:14px;"><strong>Top Notches from Two Constituencies&nbsp;</strong></span></div>

	Most of the top leaders of the major political parties have filed their nominations from two constituencies. UCPN (Maoist) chairman Pushpa Kamal Dahal has fielded his candidacies from Kathmandu 10 and Siraha 5, while another leader of the UCPN (Maoist) Dr Baburam Bhattarai filed his nominations from Rupandehi4 and Gorkha 1. Nepali Congress president Sushil Koirala is contesting polls from Banke 3 and Chitwan 4, and senior leader Sher Bahadur Deuba from Kailali 6 and Dadeldhura. CPN (UML) chairperson Jhalanath Khanal, Vice-chairperson Bamdev Gautam, senior leader Madhav Kumar Nepal, Madhesi Janadhikar Forum-Nepal chairperson Upendra Yadav and Madhesi Janadhikar Forum-Democratic Chairperson Bijay Kumar Gachhadar are other leaders who are contesting from two constituencies.</div>

	<span style="font-size:14px;"><strong>Central Member Ghimire Quits NC</strong></span></div>

	NC central working committee member Suprabha Ghimire has announced to quit the party after it decided to grant the ticket of candidacy to Gagan Thapa for the Kathmandu constituency-4, from where she has won last CA election. Ghimire has filed her candidacy from Kathmandu-4 as independent to contest against NC candidate Thapa.</div>

	<span style="font-size:14px;"><strong>Kiranti Challenges Oli</strong></span></div>

	Despite defeat in last Constituent Assembly poll, CPN (UML) leader KP Oli has registered his candidacy from Jhapa 7. Though UCPN (Maoist) leader Barsha Man Pun was likely to file his candidacy from Jhapa-7, the party backtracked from fielding his candidacy following the request of the cadres. UCPN (Maoist) has fielded the candidacy of Gopal Kiranti from this constituency.</div>

	<span style="font-size:14px;"><strong>Dahal to Confront his Slapper</strong></span></div>

	Padam Bahadur Kunwar, who shot to fame after slapping UCPN (Maoist) Chairman Pushpa Kamal Dahal at a public programme in the capital last year, filed his candidacy against Dahal at Constituency 10 of Kathmandu. A resident of Baglung, Kunwar filed his candidacy as an independent candidate from the constituency that also has Chairman Dahal as a contender.&nbsp;</div>

	Talking to media persons on the occasion, Kunwar, however, said that he has to do nothing with personal animosity.</div>

	<span style="font-size:14px;"><strong>Clashes in Khalanga</strong></span></div>

	Except in Khalanga of Salyan, no violence cases were reported on the day of filing nominations under the first-past-the-post election system. &nbsp;Clashes ensued in Salyan&rsquo;s district headquarter Khalanga between the UCPN and CPN-Maoist cadres. Around dozen cadres from both parties were injured during the clashes. &nbsp;</div>

	<span style="font-size:14px;"><strong>UML Candidate Alam Shot</strong></span></div>

	An unidentified group has shot at Mohammad Alam, a candidate of the FPTP election from CPN (UML) from Bara 4 last Thursday. Seriously injured Alam was airlifted to Kathmandu for further treatment. He is undergoing treatment at the Teaching Hospital. According to an eye witness, two unidentified persons riding on a motorcycle with Indian number plate shot at Alam. CPN-UML, NC and other parties have condemned the attack. Meanwhile, Spokesperson of Ministry of Home Affairs Shankar Prasad Koirala has said that the government has intensified the manhunt to nab the shooters. The Election Commission has also written to the government asking it to provide security to the CA poll candidates.</div>',

	Rastriya Prajatantra Party -Nepal (RPP-Nepal) has announced the list of candidates for the CA elections contesting under the First-Past-The-Post (FPTP) system. Organising a press conference in the capital last Friday, the party has said that it will be contesting from all 240 constituencies. The list of 196 declared candidates includes most of the party&rsquo;s top leaders, central committee members and district leaders. Among the top leaders, Padma Sundar Lawoti has been announced RPP-N candidate from Panchthar -2. Chandra Bahadur Gurung has been declared as candidate from Syangja-1, Udhav Poudel from Kathmandu-4 and singers Mira Rana and Sanjaya Shrestha from Kathmandu-3 and 6, respectively. Bharat Jangam, who joined the party recently, is also contesting from Kathmandu-1. The announcement of the remaining candidates will be done within the next two days, informed party chairman Kamal Thapa.</div>

However, she said the date for registering political parties could be changed in order to bring the agitating parties on board. Citing that providing both responsibilities of media monitoring and taking action to the Nepal Press Council would not be effective, she claimed the EC itself would monitor the media during the election. Federation of Nepali Journalists president Shiva Gaunle, however, said they were not consulted with while forming such a committee. 	The Election Commission (EC) decided to resume the voter registration process for a week. The EC took the decision last Thursday to reopen voter registration for a week beginning August 17. The EC has said that it has extended the registration programme following requests from various political parties and the public in order to give a chance to those who have not registered themselves yet on the new electoral role.&nbsp;</div>

	The EC had registered 12.3 million voters with photo and biometrics by July 15, when a three-year-long voter registration programme was concluded.</div>

	President Dr Ram Baran Yadav expressed his concern over the government&rsquo;s preparation for the Constituent Assembly election. &nbsp;The President expressed his concern on election preparation while meeting the Chairperson of the Interim Election Council, Khil Raj Regmi, at the Presidential Palace last Tuesday.</div>

	<strong>EC Rejects Eight Parties&rsquo; Registration</strong></div>

	The Election Commission (EC) has rejected to register eight parties for the coming Constituent Assembly polls scheduled for Nov 19.</div>

	According to the EC, the parties did not meet the conditions set in the Interim Constitution and party registration bylaws. The parties so refused are Nepal Janaloktantra Party, Nepal Republic Party and Bahujan Samaj Party, among others.</div>

	Meanwhile, the EC has registered 128 parties, thereby granting them permission to participate in the polls.</div>

Likewise, Hridayesh Tripathi and Jitendra Dev are other two members from the United Democratic Madhesi Front in the team, which has been mandated three days to submit its report.&nbsp;</div>

A resident of Baglung, Kunwar filed his candidacy as an independent candidate from the constituency that also has Chairman Dahal as a contender.&nbsp;</div>

He is undergoing treatment at the Teaching Hospital. According to an eye witness, two unidentified persons riding on a motorcycle with Indian number plate shot at Alam. CPN-UML, NC and other parties have condemned the attack. Meanwhile, Spokesperson of Ministry of Home Affairs Shankar Prasad Koirala has said that the government has intensified the manhunt to nab the shooters. The Election Commission has also written to the government asking it to provide security to the CA poll candidates.</div>',

A resident of Baglung, Kunwar filed his candidacy as an independent candidate from the constituency that also has Chairman Dahal as a contender.&nbsp;</div>

He is undergoing treatment at the Teaching Hospital. According to an eye witness, two unidentified persons riding on a motorcycle with Indian number plate shot at Alam. CPN-UML, NC and other parties have condemned the attack. Meanwhile, Spokesperson of Ministry of Home Affairs Shankar Prasad Koirala has said that the government has intensified the manhunt to nab the shooters. 	According to the EC, the parties did not meet the conditions set in the Interim Constitution and party registration bylaws. The parties so refused are Nepal Janaloktantra Party, Nepal Republic Party and Bahujan Samaj Party, among others.</div>

	The HLPC has decided to form a team comprising two members each from the parties represented in the HLPC. The eight members of the committee are- Krishna Bahadur Mahara and Khim Lal Devkota from UCPN (Maoist), Ram Sharan Mahat and Minendra Rijal from Nepali Congress, and Surendra Panday and Agni Kharel from CPN (UML). Likewise, Hridayesh Tripathi and Jitendra Dev are other two members from the United Democratic Madhesi Front in the team, which has been mandated three days to submit its report.&nbsp;</div>

According to the Election Commission, out of the total candidates, 1,000 are independent, 591 women, 5,761 men and one from third gender.</div>

Nepali Congress president Sushil Koirala is contesting polls from Banke 3 and Chitwan 4, and senior leader Sher Bahadur Deuba from Kailali 6 and Dadeldhura. A resident of Baglung, Kunwar filed his candidacy as an independent candidate from the constituency that also has Chairman Dahal as a contender.&nbsp;</div>

	Except in Khalanga of Salyan, no violence cases were reported on the day of filing nominations under the first-past-the-post election system. &nbsp;Clashes ensued in Salyan&rsquo;s district headquarter Khalanga between the UCPN and CPN-Maoist cadres. 	Former Chief Election Commissioner Bhojraj Pokharel has said that an election in November is impossible because of the government and some political parties. &ldquo;Old characters do not want change in the rules,&rsquo;&rsquo; Pokharel said speaking at a programme in the capital. Pokharel suggested that a round table talk would be the solution to the on going problems. That should be followed by formation of regulations, and party registration within 45 days. He also claimed that the political parties and the election commission have already agreed secretly to conduct elections in April next year.</div>

	<span style="font-size: 12px;">The Election Commission (EC) has revealed its plan to conduct the upcoming Constituent Assembly (CA) elections in a single day. Addressing an interaction program at EC office in the Capital on Monday, Chief Election Commissioner Neel Kantha Uprety said, “We wish to conduct the elections on November 19 in a free, independent and impartial manner. The EC is fully concentrated on the same.” Uprety further noted that necessary Acts have been promulgated through the ordinance while the EC has also passed the Election Regulations. More than 200,000 employees including security personnel are to be mobilized for the elections.</span></p>
