Poudel has estimated that the hospital will earn more than Rs 250 million in the current fiscal year. The government plans to increase the infrastructure by acquiring land between these two structures.</span></span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-size:12.0pt"><span style="font-family:"Times New Roman","serif"">Umesh Kumar Dhakal, Chief District Officer of Parsa, said the second phase of compensation distribution has been started after the government released an additional budget of Rs 1 billion in the current fiscal year 2021/22. In the last fiscal year, the government had distributed Rs 1.5 billion rupees. Lal Bahadur Khatri, chief customs officer of the dry port, informed that compensation for 17 bighas of land has been paid to 52 local landowners. The Ministry of Finance had proposed land acquisition in 2015/16.</span></span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-size:12.0pt"><span style="font-family:"Times New Roman","serif"">The project plan was implemented five years later, yet it has not been able to pick up pace. It has been seventeen years since the dry port came into operation and four years since import and export started from the Integrated Check Post. The customs officials claim that this estimate covers the cost of land alone. When the valuation of houses and trees are added, the cost is expected to reach above Rs 7 billion. </span></span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-size:12.0pt"><span style="font-family:"Times New Roman","serif"">The government has classified the land into thirteen categories. Compensation ranging from Rs 2.4 million to Rs 6.5 million has been fixed. The compensation has been fixed for 919 plots west of the port, south of Padma Road and east of ICP Road. It includes private land, 64 houses, a primary school, health post, pond and land belonging to a guthi (trust).</span></span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-size:12.0pt"><span style="font-family:"Times New Roman","serif"">The sale and purchase of land has been prevented after the compensation amount was fixed. Two Chinese companies have won contracts this year for the construction of tunnels and bridges along 72.5 km of roads, which is estimated to cost Rs 175 billion. There will be 71 bridges including 16 major bridges and other 87 smaller bridges. The army aims to complete the construction of the 11 km tunnel and bridge in the next three and a half years. The deadline of the project has been extended till 2024 and it has so far spent only Rs 25 billion.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Expenditure of the Millennium Challenge Account Nepal, which includes national pride projects, also shows poor performance during the review period of the current Fiscal Year. According to the Financial Comptroller General’s Office, the project, which received a budget of Rs 8.5 billion in the current fiscal year, has spent only 0.22% of it. The District Administration Office, Parsa has started distributing compensation for 62 bighas of land located between the Integrated Check Post (ICP) and the dry port starting from Tuesday, December 28. The government had allocated budget of Rss 8.81 billion this year, of which 253 million has been spent. The project inaugurated by the then PM Pushpa Kamal Dahal was expected to be completed in four years but it has not made any significant progress. The Nepalese Army, which had opened the fast track in 2012 has been awarded the contract of the project.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">The Nepalese Army has completed 16 percent of the work in the last four years. Two Chinese companies have won contracts this year for the construction of tunnels and bridges along 72.5 km of roads, which is estimated to cost Rs 175 billion. There will be 71 bridges including 16 major bridges and other 87 smaller bridges. The army aims to complete the construction of the 11 km tunnel and bridge in the next three and a half years. The deadline of the project has been extended till 2024 and it has so far spent only Rs 25 billion.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Expenditure of the Millennium Challenge Account Nepal, which includes national pride projects, also shows poor performance during the review period of the current Fiscal Year. Although the dry port built in 220 ropanis of land in Chobhar is ready for operation, it is not yet functional. The dry port was built with an investment of Rs 1.60 billion. There will be 71 bridges including 16 major bridges and other 87 smaller bridges. The army aims to complete the construction of the 11 km tunnel and bridge in the next three and a half years. The deadline of the project has been extended till 2024 and it has so far spent only Rs 25 billion.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Expenditure of the Millennium Challenge Account Nepal, which includes national pride projects, also shows poor performance during the review period of the current Fiscal Year. According to the Financial Comptroller General’s Office, the project, which received a budget of Rs 8.5 billion in the current fiscal year, has spent only 0.22% of it. According to Surya Raj Acharya, infrastructure expert, the government is not interested in addressing the problems these projects are facing.
