March 10: Investor for Tamakoshi-3 Hydroelectricity Project (HEP) is set to be selected from open competition. Investment Board has planned to grant the HEP to the capable, experienced and compassionate investor who intends to give maximum benefit to the country.  In the recently held Nepal Investment Summit, Chinese company Bulling Power showed interest in the HEP. For that, it has already announced to make investment of USD 1.2 billion. However, if the HEP is granted like this, it might be unfair to other investors, opined Board. “Being a big project, it should be granted to any company through bidding so that other interested companies will also get fair chance,” said Madhu Prasad Bhetwal, Spokesperson of Board. Few other Chinese and Japanese companies have also shown interest on the HEP.

The board has already sent the development modality of Tamakoshi-3 to Energy Ministry one month ago. However, the ministry has not responded to the modality till date, as per the board. On the other hand, Dinesh Ghimire, Spokesperson of the ministry said that it has not received any such documents. The ministry has listed the HEP in the projects to be developed as company model. As per this, joint investment from government, public and foreign investors is provisioned.

Initially, power generated from the project has been targeted to export to India. Due to which, Stat Kraft Nor fund Company (NS Power) had surveyed the project. However, declining electricity price in India led the company to withdraw its decision.

Presently, Energy Ministry is planning to consume the power generated in the country itself. It is rumored that the project which was initially set to build at 880 MW capacity will be now built with 650 MW capacity. “Without detail study, the exact capacity could not be determined,” said Ghimire. He added “if the water level, geographical condition favors, the HEP will be built with high capacity.”

The HEP will be developed as Picking-Run-Of-River project. It can accumulate 157.8 million cubic water for one and half month. The reservoir will affect 424 hectors surrounding land.
