November 9: The government is preparing to bring Health Insurance Act in a bid to organise the health insurance program. The government is preparing to launch the program across the country which was implemented last year from Kailali, Baglung and Illam. The present health insurance policy being deficient for the nationwide operation of the program, the health ministry recently forwarded the procedure to formulate an Act.

"The Health Insurance Act is being formulated because the policy is not sufficient enough to forward the health insurance program as more and more districts are being affiliated to the program," said Dr Gunaraj Lohani, Executive Director of Social Health Security Development Committee. According to him, a draft of proposed Health Insurance Act has already been submitted to the Health Ministry by the committee which will be sent to the parliament for discussion and approval after a month. "Health insurance manual and additional policies will be formulated after the formulation of Act," he added.

"The health insurance policy is focused on providing membership to the citizens to the program operated districts which is not sufficient to operate the program," Lohani said.

The government through the budget of the current FY announced the 'National Health Insurance Plan' with a target to conduct health insurance to all countrymen within next three years. As per the announcement, it has allocated Rs 2.50 billion budget in order to carry out the program in 25 districts in the current year.

Under the program, a family of five must pay Rs 2,500 annually to participate. Moreover, the participants can insure up to Rs 50,000 by paying Rs 100 per person annually. The family with more than five members will have to pay Rs 450 per member to participate in the program.
