UNDP Launches Electronic Building Permit System in Kirtipur

October 5: UNDP's Comprehensive Disaster Risk Management Programme (CDRMP) in collaboration with Kirtipur Municipality has officially launched Electronic Building Permit System(e-BPS) in Kirtipur Municipality October 4. 


e-BPS is a web-based application software suite which has been developed to assist municipalities to improve their current building permit process and to maintain current building records. Amid the launching ceremony, State Minister for Federal Affairs and Local Development  Shree Prasad Jabegu said that the application will ease citizens to get their building permit in an easy, transparent and accountable way. Similarly, UNDP Deputy Country Director Sophie Kemkhadze highlighted that adoption of e-BPS is fully linked with national building code compliant construction that contributes towards achievement of Building Back Better (BBB) goal in the country.


 e-BPS is a distributed system and can be accessed from both municipal head offices as well as their respective ward offices.  The system also allows citizens to submit as well as track their application(s) and its status respectively over the internet. It enables municipal staff members to maintain a building permit database and ensure National Building Code and Building Bye-laws compliance for individual buildings through an intuitive web interface. 


Kathmandu Metropolitan City has already adopted e-BPS with support from UNDP and The Department for International Development (DFID) in 14 wards of KMC from 2015 and expanded it to all 35 wards . UNDP's CDRMP is supporting establishment of a fully operational e-BPS in Lalitpur Sub Metropolitan and aligned with Ministry of Federal Affairs and Local Development’s plan for establishment of a central server, the piloting of eBPS in Kirtipur Municipality, which has been under testing from July 2016 in Kirtipur.
