May 29: Government has publicised of bringing project bond in a bid to accumulate investment for infrastructure. Project bond an alternative source of financing infrastructure projects practiced internationally is a new concept for Nepal. The government is likely to involve Insurance Companies, Citizen Investment Trust, Employee Provident Fund, and Deposit and Credit Guarantee Corporation in such project bond. Securities Board of Nepal (SEBON) has also planned of formulating a mechanism to utilize excess money accumulated in insurance companies by establishing mutual investment fund. SEBON is preparing to amend mutual fund bylaws in order to formulate the mechanism.

Similarly, in the budget, the government has reiterated ‘Bank account for all Nepali’ program announced earlier. For this, the government is planning to distribute social security allowance through bank accounts. Similarly, it has directed Nepal Rastra Bank (NRB) to formulate necessary mechanism in order to open bank account in zero balance.  Cash handovers made by the governments including insurance will also be distributed through the bank accounts.

The budget also includes topic of establishing Infrastructure Bank that has been repeating over the years. The bank will be established under government and private sector’s partnership. Similarly, the budget also includes programs of mobile banking and branchless banking for expansion of financial services in the rural areas.
