May 10: Prioritising implementation of constitution, the Ministry of Agricultural is planning to formulate programs of coming fiscal year in provincial basis. “The programs for coming fiscal year have been prepared on the basis of possibilities of provincial and local regions,” says Yogendra Kumar Karki, Spokesperson of the Ministry. “The programs need to be centralised instead of distributing randomly to build prosperous Nepal,” he says adding, “Capital formation of the nation and livelihood of farmers did not changed significantly when projects and programs were randomly distributed.” He clarifies that Ministry has stressed on change oriented programs to build self-sufficient nation.  

In the policy and program, issue on self-sufficiency of nation through food and livestock production also acquired an important space. The policy and program also includes issues of food security, commercialisation of agriculture for employment generation within the nation and transformation of agriculture and increase in investment for modernisation and mechanisation of agriculture. In order to achieve the target, it is said that change oriented programs as per geography and environment will be brought based on comparative and competitive benefits. Similarly, programs will be launched to mark coming decade as ‘fruit decade’. Likewise, special programs will be launched by assigning pocket areas for production of foodstuffs, fruits, vegetable and herbs.


Similarly, the programs will be centralised in which high mountainous regions will prioritise in production of fruits such as walnuts, apple and olive as well as herbs. Likewise, mid-mountainous regions will focus on production of orange, lemon, Asian pear, tea-coffee, turmeric, ginger and food crops. In the same way,  food crops like rice, wheat, maize will be prioritise in tarai regions.

The government policy encourages mechanisation of agriculture for development of collective and cooperative agriculture. The government plans to provide required agriculture technical services for the implementation of major strategies and programs under 20-years agricultural development strategies.  The program and policy also include establishment of social security fund along with farmers’ participation that will covers all farmers.

The government is also planning to provide subsidised loan in livestock farming to attract youths in agriculture and generate employment and income. Agriculture subsidy will be provided based on task performance and productivity. The government will stress on collective program including establishment of resource centre in each province and construction of Haat bazaars and modern animal slaughter. The program also highlights on broadcasting of agricultural information through mobile phones.

The government has aimed of ensuring fertilisers, seeds, irrigation, technology and market for agricultural products. The government has planned of expanding accessibility to farmers in agricultural loans and insurance of crops and livestock. The government has also planned to coordinate with cooperatives and private sector for economic and social empowerment  of small farmers.
