Nepal Telecommunications Authority (NTA) is planning to introduce 4G service within the current fiscal year. As per the basis of technology neutrality policy, the telecom regulator is providing 4G frequency licenses to the service providers. Despite the high mobile penetration rate and fast growing mobility access in the recent years, Nepal has significantly lagged in terms of introducing faster mobile internet technology.

With the development of technology in recent years, the 1800 band for 4G service is considered as the ‘golden band.’ Before this the determined band (700 and 2600 band) frequencies were distributed on the basis of auction. However, NTA is readying to give a go-ahead to the service providers to start 4G service using the ‘golden band’ frequency which would not be distributed on the basis of auction.

Stating that the frequency in 900 band is not sufficient, NTA has already started distributing frequency on 1800 band for 2G and GSM networks. “The frequency of 1800 band has already been distributed due to which the auction is not possible,” says NTA Chairman Digambar Jha. The 4G service will starts from the current fiscal year with the policy decision on technology neutrality. ‘Technology neutrality’ refers to a policy arrangement which provides the facility to provide services using any kind of technology.

“The preparations to introduce 4G technology has already started,” informs NTA Spokesperson Min Prasad Aryal. According to him, the authority has begun homework on minimum frequency bandwidth for 4G service, frequency to be provided for each telecom company and its minimum price, process of distribution along with the requirements for service providers.

4G service for 2 service providers only

NTA is permitting two service providers to start 4G services stating that the others are not functioning. With this, Nepal Telecom and Ncell can start 4G service for now. “However, service providers will have their 4G licenses revoked if they do not utilize their respective frequencies,” said a NTA source, adding, “Permission cannot be given for those who are not able to run the licensed services.”
