NC Condemns White Paper

Nepali Congress (NC), the main opposition party in the parliament has criticised the White Paper ont heEconomy brought out recently by the government. Speaking at the Parliamentary meeting of April 17, Dip Kumar Upadhyaya, a CA member from NC termed it as ‘the supplementary budget camouflaged as White Paper’.

 
Upadhyaya objected that the White Paper has allocated budget to a number of programmes that were not included in the budget approved earlier by the Parliament. He lambasted Deputy Prime Minister and Finance Minister Bharat Mohan Adhikari for announcing the White Paper by organising a programme outside the Parliament. By doing this, Adhikari ignored the parliamentary principles and undermined the dignity of the parliament, said Upadhyaya.  
 
The government issued white paper on April 12 after it faced much criticism in its attempt to bring a supplementary budget. The White Paper includes provisions for waiving customs duty and providing subsidy. This makes it like a regular budget, say the critics. The White Paper has also announced that the government will move ahead with the principle of three-pillar economic model which includes the public, the private and the cooperative sector.
 
According to the White Paper, the government targets to make the country self-reliant on fishery, meat, dairy and vegetable products in coordination with the cooperatives. Similarly, the government has said it would introduce special programmes to reduce investment cost for the private sector.
