'content' => '<p>September 15: The Constitution Assembly (CA) has decided to promulgate the new constitution on September 20, 2015. President Dr. Ram Baran Yadav will promulgate the constitution amid a ceremony at the assembly at 5 pm. </p>
<p>The CA has already passed more than 100 articles of the new constitution by majority vote. </p>
<p>Yesterday (Monday), the CA meeting had been adjourned after 57 articles were passed. All the remaining articles are being passed in the meeting on Tuesday.</p>
<p>The CA is going ahead with the constitution making process even as political parties from the Madhesh have boycotted proceedings of the CA. Members of the ruling alliance have said the grievances of these parties can be addressed by amending the constitution, once it is promulgated. </p>
