NC Still Divided On Federal Set-up

Though the previous Constituent Assembly was dissolved following the failure of political parties to agree on the issue of federalism, Nepali Congress (NC), the second largest party of the previous CA, is yet to agree upon a common federal structure within the party. 
 
The party’s Central Working Committee (CWC) meeting held on August 29 witnessed a debate on whether to adopt the 13-province or the seven-province federal model as proposed by vice-president Ram Chandra Poudel in the political report.
 
A CWC member Mohammad Aftab Alam said that most members from the Madhes and ethnic communities are in favour of the 13-province model while others support the seven-province model. 
 
The political report tabled in the last ‘Mahasamiti Meeting’ held in Tribani of Nawalparasi on April 8 was endorsed in the CWC meeting after incorporating suggestions from delegates of the meeting as well as CWC members. 
 
The party, however, has not finalised the model of federalism it is to adopt. The decision would be finalised by a committee led by vice-president Ram Chandra Poudel which was formed during the Mahasamiti Meeting. The Mahasamiti Meeting had delegated the resposibility to the committee to come up with a suitable federal structure after the party’s jamboree failed to do so.
 
Unlike the compromise made by the party for a mixed system of governance in the erstwhile Constituent Assembly, the NC in its report has said that it will adopt the parliamentary system this time. 
 
The NC has said that the party’s election manifesto will be drafted based on this report.  
 
Meanwhile, the party requested people to donate money for election expenses through its bank accounts. Issuing an appeal, the party has said its bank accounts have been opened in different parts of the country to make the donation transactions open and transparent.
