September 3: The dispute between the centre, province and local levels regarding the distribution of natural resources and their utilization has resurfaced again. The dispute on natural resource has started to erupt even among the provinces.

Although the constitution has provisions to solve the problem, the disputes continue instead of settling down in the absence of clarity in law.

The government of Province 2 on Saturday, August 30, decided to prohibit deforestation of Nijgadh for constructing an international airport. The province’s Minister for Industry, Forest and Environment Ram Naresh Raya said that they will not allow cutting down of trees, but rather make available other places for the construction of international airport within the province.

However, the federal government has refused to seek an alternative to Nijgadh International Airport. Minister for Culture, Tourism and Civil Aviation Yogesh Bhattarai said that the government finalized Nijgadh after studying different places for the construction of airport.

Similarly, Gandaki Province and Province 5 are also wrangling over the Kaligandaki- Tinau diversion project. There is a disagreement between the two provinces regarding the channeling of the water of Kaligandaki river to Butwal of Province 5 through a tunnel.

The project aims to facilitate irrigation in the farms of Kapilvastu and Rupandehi by utilizing the water of Kaligandaki river. However, Gandaki Province is against the diversion of Kaligandaki river arguing that the project will dry up the areas of Gandaki Province including Syanja, Tanahun and Palpa.
