September 3: Nepal Rastra Bank has been actively engaged in drafting regulations for cyber security following the recent ATM hacking by a group of Chinese nationals.

The central bank is preparing to issue cyber security directives for Banks and Financial Institutions. According to the head of the Payments Department of NRB, Bam Bahadur Mishra, the central bank will issue the cyber security directives as soon as the investigation into Saturday’s hacking concludes.

“Saturday’s incident has given us a lesson just like the earthquakes of 2015 made us realize the need for building code,” he said.

“We will issue strict instructions as soon as the investigation concludes,” he added.

Mishra, who is also a member of the probe committee formed by the central bank to investigate the issue, said that the committee will prepare its preliminary report by Tuesday evening or Wednesday.

NRB on Monday sent a letter to Nepal Electronic Payment System Limited (NePS) to conduct forensic lab test of the transaction that took place by hacking on Saturday.

According to NRB, it will take around ten days to get the report of the forensic test. The central bank said it will be able to tell in detail about the hacking once it gets the report.

“We don’t have this testing facility in Nepal, so we are planning to do this test with the help of experts from Singapore or Mumbai,” said Mishra.

BFIs had adopted immediate measures to prevent unauthorized transaction after the hackers stole millions of rupees on Saturday.

BFIs have prohibited the use of ATM cards of NePS network in any other booth. Currently, Nabil Bank, Nepal Investment Bank and NePS issue ATM cards under their own network.

BFIs are also vigilant about large transactions taking place through ATMs.
