April 21: Nepal Telecom has decided not to pay its mobile service renewal charge of Rs 20 billion to the government immediately. The state-owned telecom company said so arguing that there is lack of clarity in legal provision regarding this issue.

A meeting of Nepal Telecommunication Authority on March 17 had decided to collect Rs 20 billion as renewal charge from Nepal Telecom.

Dilli Ram Adhikari, managing director of Nepal Telecom, told New Business Age that the state-owned telecom giant will not pay the charge unless there is clear legal provisions.

Nepal Telecom had acquired the license to start mobile service about two decades ago. At that time, the government had not determined the registration and renewal charge. Nepal Telecom had obtained the license under the condition that the company would pay the charges on par with other companies in the future. There is a legal provision of renewing the license in 10 years for the first time and then every five years after that.

Howeverm Adhikari argues that there isn’t any clear policy that defines how much amount should be paid.

“We will pay the charge only when there is clear provision in the law,” he added.
