‘Govt Needs to Clear Ambiguities Related to Social Security Fund’

March 1: Private companies have come under pressure to comply with the Social Security Fund announced by the government on November 27 due a provision for compulsory registration for the scheme.

Article 34 of the constitution mentions contribution-based social security as the fundamental right of workers.

Stakeholders said during a roundtable meeting organised by New Business Age on Thursday (February 28) that the government clarify some issues to facilitate the compulsory registration process.

Vice President of General Federation of Nepalese Trade Unions (GEFONT), Ramesh Badal said that the government must remove some ambiguities regarding the Social Security Fund by amending the laws.

“As the constitution itself has guaranteed the rights of the workers, the employers have no other option than to accept the new scheme,” he said.

Similarly, Rajesh Agrawal, vice president of the Confederation of Nepalese Industries (CNI), said that there are still some ambiguities regarding the Employees’ Provident Fund and the Social Security Fund.

“The government must formulate a clear policy regarding what kind of benefits the workers are entitled to from the two different funds,” he said.

Deputy Director General of the Federation of Nepalese Chamber of Commerce and Industries, Hansa Ram Pandey, said some practical problems have surfaced while adopting the Social Security Fund.

He maintained that the government must clarify the provision related to pension after 60 years.

“There have been different interpretations regarding the provision relating to pension. The government must clarify this by amending the laws,” he said.

Meanwhile, General Secretary of Nepal Trade Union Congress, Yogendra Kumar Kunwar, expressed his belief that the Social Security Fund will prove to be beneficial for the employees as well as the employers in the long run.

Director of the Social Security Fund, Rama Bhattarai, informed the meeting that more than 2,000 employers have agreed to contribute to the new scheme.
