<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">At present, insurance companies are regulated by the Insurance Board Nepal, Nepal Stock Exchange (NEPSE) by Securities Board and Nepal Telecom by Nepal Telecommunication Authority.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Meanwhile, other public entities like Hetauda Cement, Udayapur Cement, Nepal Airlines Corporation, Gorkhapatra Sansthan, Nepal Electricity Authority, Nepal Oil Corporation, Dairy Development Corporation, Nepal Food Corporation among others are governed by departments of concerned ministries.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Concluding that the regulation of the public entities by different bodies have been ineffective and that the organizations have not been able to progress, the Ministry of Finance has decided to form the autonomous body to oversee all the public companies, informed a high-ranking government official.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">The source said that the finance ministry will present the draft bill to the Council of Ministers after being approved by the law ministry.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">&ldquo;The process to form a single body to regulate all public companies has been initiated to end the anomalies of the companies and to turn them into profit-oriented institutions,&rdquo; said the official requesting anonymity.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">The draft bill also proposes giving authority to the provincial government to establish public companies.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Experts, however, claim that this provision will once again turn public companies into recruitment centres of political parties.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">According to the source, the proposed body has been given the authority to select the chiefs of public companies as well as to sack them.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">The powerful body will also have the rights to determine scrapping public companies, privatizing them, or establishing a new entity.</span></span></p>

The construction of the runway and other infrastructure is already complete. The government plans to operate the airport from March 2020 after completing all the policy-level procedures within the first three months of next year.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">The government will have to get approval from the International Civil Aviation Organisation (ICAO) for operating the airport once the construction work finishes.</span></span></p>

<p><span style="font-size:10.5pt"><span style="font-family:游明朝,serif">The Nagdhunga Tunnel Construction Project is a loan project funded by the Government of Japan where JICA is the development partner providing loan assistance of Japanese yen worth 16.636 billion. </span></span></p>

<p><span style="font-size:10.5pt"><span style="font-family:游明朝,serif">According to the statement, the objective of the project is to improve the road condition around Nagdhunga pass by constructing a tunnel, thereby contributing to achieve a smooth transportation network between Kathmandu and other principal cities in Nepal.</span></span></p>

<p><span style="font-size:10.5pt"><span style="font-family:游明朝,serif">JICA further said that the commencement of this tunnel project will be the first of its kind in Nepal. The highway will have two lanes of 2.7 kilometers in length and is&nbsp; expected to reduce the time to clear Nagdhunga Pass to one-third of the current time (currently 30 minutes when heading east and 20 minutes w</span></span></p>

<p><span style="font-size:10.5pt"><span style="font-family:游明朝,serif">The executing agency for this project is the Ministry for Physical Infrastructure and Transport and the construction period is expected to be around 3.5 years.</span></span></p>

The ministry has asked the company to comply with the criteria.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">&ldquo;Sajha Yatayat changed the procurement criteria on its own. We cannot allow the procurement process to move ahead in the changed context,&rdquo; said Gyawali. &nbsp;</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Meanwhile, Sajha Yatayat has claimed that the new criteria comply with the standard set by the government. The company said that the government only set the framework while they made the criteria based on the framework, according to CEO of the company Bhushan Adhikari.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">&ldquo;The framework was silent on AC bus or normal bus so we decided to include AC bus,&rdquo; said Adhikari.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">After Smart Telecom failed to complete the project on time, NTA had extended the deadline by three months. However, the company did not comply within the extended deadline as well, leading to the termination of the contract.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">NTA&rsquo;s Spokesperson Min Prasad Aryal said that the telecom governing body of Nepal decided to scrap the agreement with Smart Telecom due to lack of visible progress in the project. According to him, the company was sent an official letter in this regard on Sunday, October 20.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">NTA has sought the progress details of the project so far.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Smart Telecom has received Rs 600 million in advance for the project. NTA, meanwhile has written to the concerned bank to freeze the bank guarantee kept by the company.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Spokesperson of the ministry, Rajeshwar Gyawali, clarified that the ministry is not against procurement of the buses but has demanded to halt the process for the time being. The ministry has asked the company to comply with the criteria.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">&ldquo;Sajha Yatayat changed the procurement criteria on its own. We cannot allow the procurement process to move ahead in the changed context,&rdquo; said Gyawali. &nbsp;</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Meanwhile, Sajha Yatayat has claimed that the new criteria comply with the standard set by the government. The company said that the government only set the framework while they made the criteria based on the framework, according to CEO of the company Bhushan Adhikari.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">&ldquo;The framework was silent on AC bus or normal bus so we decided to include AC bus,&rdquo; said Adhikari.</span></span></p>

The company was supposed to complete the project within two years but failed to complete the work within the extended deadline.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Earlier, NTA had terminated the contract with United Telecom to lay the optical fibre in provinces 4 and 5 some eight months ago. With this, expansion of optical fibre in the four provinces has become uncertain.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">After Smart Telecom failed to complete the project on time, NTA had extended the deadline by three months. However, the company did not comply within the extended deadline as well, leading to the termination of the contract.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">NTA&rsquo;s Spokesperson Min Prasad Aryal said that the telecom governing body of Nepal decided to scrap the agreement with Smart Telecom due to lack of visible progress in the project. According to him, the company was sent an official letter in this regard on Sunday, October 20.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">NTA has sought the progress details of the project so far.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Smart Telecom has received Rs 600 million in advance for the project. NTA, meanwhile has written to the concerned bank to freeze the bank guarantee kept by the company.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Meanwhile, Sajha Yatayat has claimed that the new criteria comply with the standard set by the government. The company said that the government only set the framework while they made the criteria based on the framework, according to CEO of the company Bhushan Adhikari.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">After Smart Telecom failed to complete the project on time, NTA had extended the deadline by three months. However, the company did not comply within the extended deadline as well, leading to the termination of the contract.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">NTA&rsquo;s Spokesperson Min Prasad Aryal said that the telecom governing body of Nepal decided to scrap the agreement with Smart Telecom due to lack of visible progress in the project. According to him, the company was sent an official letter in this regard on Sunday, October 20.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">NTA has sought the progress details of the project so far.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Smart Telecom has received Rs 600 million in advance for the project. NTA, meanwhile has written to the concerned bank to freeze the bank guarantee kept by the company.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">The airport is in the final stage of completion. The construction of the runway and other infrastructure is already complete. According to the Civil Aviation Authority of Nepal (CAAN), the overall progress of the airport is between 80 to 85 percent on the infrastructure front.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">According to the airport management, the construction of the terminal building, control tower, water tank, administrative building, security guard building, and other infrastructure are in the final phase of completion.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Likewise, the works of electrification, construction of taxi parking and setting the roof of the international departure building is currently underway.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">As per the initial plan, the project is expected to be completed within 2019. The government plans to operate the airport from March 2020 after completing all the policy-level procedures within the first three months of next year.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">The government will have to get approval from the International Civil Aviation Organisation (ICAO) for operating the airport once the construction work finishes.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Cjina&rsquo;s NorthwestCivil Aviation Airport Construction Group has been undertaking the construction of the project worth Rs 6.22 billion.</span></span></p>

<p><span style="font-size:10.5pt"><span style="font-family:游明朝,serif">According to the statement, the objective of the project is to improve the road condition around Nagdhunga pass by constructing a tunnel, thereby contributing to achieve a smooth transportation network between Kathmandu and other principal cities in Nepal.</span></span></p>

<p><span style="font-size:10.5pt"><span style="font-family:游明朝,serif">JICA further said that the commencement of this tunnel project will be the first of its kind in Nepal. NTA terminated the contract on October 17 citing unsatisfactory work performance by Smart Telecom. Smart Telecom was awarded the contract worth Rs 3.94 billion on July 18, 2017. The company was supposed to complete the project within two years but failed to complete the work within the extended deadline.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Earlier, NTA had terminated the contract with United Telecom to lay the optical fibre in provinces 4 and 5 some eight months ago. With this, expansion of optical fibre in the four provinces has become uncertain.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">After Smart Telecom failed to complete the project on time, NTA had extended the deadline by three months. However, the company did not comply within the extended deadline as well, leading to the termination of the contract.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">NTA&rsquo;s Spokesperson Min Prasad Aryal said that the telecom governing body of Nepal decided to scrap the agreement with Smart Telecom due to lack of visible progress in the project. According to him, the company was sent an official letter in this regard on Sunday, October 20.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">NTA has sought the progress details of the project so far.</span></span></p>

<p><span style="font-size:11pt"><span style="font-family:Calibri,sans-serif">Smart Telecom has received Rs 600 million in advance for the project. NTA, meanwhile has written to the concerned bank to freeze the bank guarantee kept by the company.</span></span></p>
