	For a productive day at work tomorrow, give the smartphone a rest tonight. Reading and sending work email on a smartphone late into the evening doesn&rsquo;t just make it harder to get a decent night&rsquo;s sleep. New research findings show it also exhausts workers by morning and leaves them disengaged by the next afternoon.</div>

	That means the way most knowledge workers do their jobs&mdash;monitoring their iPhones for notes from the boss long after the office day is done and responding to colleagues at all hours&mdash;ultimately makes them less effective, posit researchers from University of Florida, Michigan State University and University of Washington.</div>

	The scholars conducted two studies of workers&rsquo; nighttime technology habits, sleep duration and quality, energy and workplace engagement. In the first study, 82 mid- to high-level managers were asked every morning how many minutes they used their smartphone after 9:00 pm the night before and how many hours they slept. Then, they were asked to rate their agreement with statements like &ldquo;I feel drained&rdquo; and &ldquo;Right now, it would take a lot of effort for me to concentrate on something.&rdquo;</div>

	In the afternoon, they had to assess statements about work engagement, such as &ldquo;Today while working, I forgot everything else around me.&rdquo;</div>

	&nbsp;</div>
<div>
	Prior studies have shown that staying focused and resisting distractions takes a lot of effort, so when smartphone use interferes with sleep, it takes a toll the next day.</div>
<div>
	&nbsp;</div>
<div>
	&ldquo;The benefit of smartphone use may&hellip;be offset by the inability of employees to fully recover from work activities while away from the office,&rdquo; the researchers write.</div>
<div>
	&nbsp;</div>
<div>
	After accounting for sleep quality, the researchers found that work-related smartphone use in the evening was associated with fewer hours of sleep. The subjects who recorded shorter nights also reported depleted reserves of self-control, and those who felt morning exhaustion also indicated they were less engaged during the day, a domino effect that shows how an unending workday ultimately leads to poorer work.</div>

	The second study, which involved 161 workers, measured how late-night tech use&mdash;on smartphones, laptops, tablets and TV&mdash;can disrupt sleep and next-day work engagement.</div>

	In her book, &ldquo;Sleeping With Your Smartphone,&rdquo; Harvard Business School professor Leslie Perlow studied executives at Boston Consulting Group who were given a chance to disconnect on a regular basis. The executives became more excited about their work, felt more satisfied about their professional and personal lives and even became more collaborative and efficient.</div>

	Using any kind of electronic device affects sleep quantity and focus the following day, but smartphones are especially draining. That&rsquo;s partly because the always-on, always-handy phone the first device we turn to, says Christopher M. Barnes, an assistant professor of management at University of Washington&rsquo;s Michael G. Foster School of Business and a co-author of the paper. Having a screen so close to our faces probably doesn&rsquo;t help us prepare for sleep, he adds. The researchers don&rsquo;t yet know if there&rsquo;s a particular threshold at which smartphone use begins to affect sleep habits, but even 30 minutes before bedtime can take a toll, Barnes says.</div>

	The fix, researchers say, is to put down the phone and enjoy the evening. But that&rsquo;s easier said than done, so long as managers send emails at 10:30 p.m. and expect responses by 10:31 pm. Barnes says real change will have to come from the top, with managers setting an example by not sending those messages in the first place, or at least toning down expectations on response time.</div>

	Nepse continued its fourth straight week of positive gains as the stock market rose up by 3.03 points (0.38%) last week. The majority of the gains came on Sunday as Nepse gained 9.19 points, which also happened to be the only positive day of the week. The three days that followed saw the market end in the negative zone. However, Nepse is still trading above the 50-day moving average and below the resistance of 847.86. If political climate remains fairly positive along with good financial results from companies, the market may be in further upside in the days to come.&nbsp;</div>

	<span style="font-size:14px;"><strong>RSI</strong></span></div>
<div>
	RSI is one of the leading indicators that are believed to be most effective during periods of sideways movement. Such indicators may create numerous buy and sell signals that are useful when the market is not clearly trending upwards or downwards. The RSI indicator which was settled at 76.17 levels on February 23 (Sunday) began to steadily decline to end at 70.18 levels by the end of last trading day (Wednesday). This indicator shows that the market is slightly overbought in recent times.</div>

	<span style="font-size:14px;"><strong>MACD</strong></span></div>
<div>
	The MACD is a momentum oscillator formed by using two different types of moving averages, which provides specific buying or selling signals. When a MACD line crosses above the signal line, it is considered to be a positive sign and indicates a time to buy, and vice-versa. The MACD indicator, which had been witnessing a declining trend since the third week of January 2014, crossed above the signal line on February 17, 2014. The MACD line is currently trending above the signal line at 15.61 and 13.71 points respectively. This suggests that the near term moving average (or the MACD line) is moving upward with a greater momentum than the longer term moving average (or signal line).</div>

	<span style="font-size:14px;"><strong>On Balance Volume (OBV)</strong></span></div>
<div>
	On Balance Volume is a momentum indicator that relates volume to the current price of index or security. If a price increase is supported by OBV, it confirms an uptrend, whereas if a price decrease is supported by OBV, it confirms a downtrend. In the past week, Nepse increased slightly while the OBV indicator followed a similar pattern. At present, the volume has been supporting the current trend.</div>

The product too has an extensive exposure to international market. The product is always developed in joint efforts with the buyers and it has its own well-established market where specialized products with regular design are exported.&nbsp;</div>

	Economic development is a pre-condition for the multi dimensional aspects of prosperity. This would pave the way for boosting the economic activities thereby creating employment opportunities. Employment creation, on the one hand, provides the youths an opportunity to use their knowledge and skill in the home country while, on the other, it decreases the migration of the workforce. A huge investment is needed for employment creation. The present resource base is not enough for this purpose.&nbsp;</div>

	The Government of Nepal, through its national plan, has declared the development strategy to achieve inclusive, broad-based, high and sustainable economic growth by enhancing the contribution of the private sector, government and co-operatives. &nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Nepal Economic Summit has picked up important priority sectors - Energy, Tourism and Agriculture for economic development of Nepal. These three sectors are among the top priorities of the government as articulated in the current development plan, and are crucial to help Nepal graduate from LDC by 2022. &nbsp;Let me briefly highlight on these sectors. &nbsp;</div>

	&nbsp;</div>
<div>
	The energy sector, especially hydropower, is one of the areas with immense potential for secured and profitable investment in Nepal. With huge availability of water resources, Nepal could be one of the best places to invest in hydropower. I believe that market is not a problem for us to export hydropower. Investment in the hydropower sector will not only get a domestic market but also an export market. There is enormous opportunity for investing in generation and transmission of hydro electricity. The cross-border transmission lines with India will benefit both Nepal and India.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal&rsquo;s energy potentiality is not limited to hydropower. We have high prospects for other forms of energy like bio-mass, solar and wind energy. The Government of Nepal has announced a number of policies and incentive mechanisms for the development of this sector. Different tax incentives are already in place and we are also open to continue discussion on further incentive packages. Further, we are ready to join hands with the private sector to develop the energy sector through the Public-Private-Partnership modality. &nbsp;</div>

	&nbsp;</div>
<div>
	Similarly, agriculture has remained a prime sector of our economy since long. This sector alone contributes around 35 per cent to the total GDP and provides employment to more than 70 per cent population. Realizing this fact, the Government of Nepal has been increasing investment in this sector. In order to develop the agriculture sector in a holistic way, we have recently drafted the Agricultural Development Strategy. Further, we have been drafting new agriculture policy to improve the investment climate in this sector.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal is suitable for cultivation of organic seeds, vegetables, fruits and flowers. Our topography is such that it has scope for eco-tourism and agro-tourism also. In order to increase the production and productivity of crops and livestock products, the Government of Nepal has introduced insurance schemes and different packages of production incentives. We are committed to further increase the investment in this sector and welcome the private investors as well.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal is an ideal tourism destination. We do have the mixture of myriad tourism activities, like soft walking, mountaineering, sightseeing, trekking, community based tourism, village home stay tourism, eco-tourism, adventure-sports tourism and religious tourism. The huge socio-cultural diversity is another mysterious attraction of Nepal. New tourist sites are constantly being discovered and public investment has been increased to develop such sites.&nbsp;</div>

	&nbsp;</div>
<div>
	The Government of Nepal has been investing in basic infrastructures of the tourism sector. More private investment is needed in the tourism sector to build quality hotels, lodges and restaurants. Further, the private sector is encouraged to attract more tourists from all around the globe with sophisticated investment in this sector. The Government of Nepal is building a regional international airport near Lumbini. The private sector should be able to reap the benefits of such infrastructure and develop sufficient measures to attract religious tourists. In many aspects, the tourism sector is almost virgin for new investment. It&rsquo;s not only the natural tourism that is an attractive area for investment, but also the cultural and pilgrimage tourism are equally attractive for the investors.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal adopted the liberalized economic policy after the restoration of democracy in 1990 through the eighth periodic plan. Since then, the private sector has been encouraged to invest in the socio-economic development of the country. In order to facilitate the private sector, Nepal government has formulated a liberal and open Foreign Direct Investment and Technology Transfer Act 1992, Industrial Enterprises Act 1992, Electricity Act 1992, BOOT Act 2006 and Nepal Investment Board Act 2011. In addition to this, we have also signed Bilateral Investment Protection and Promotion Agreement (BIPPA) with France, Germany, UK, Mauritius, Finland and India. Similarly, Avoidance of Double Taxation Treaty has been signed with ten countries and five are under considerations. These all are positive steps towards encouraging foreign investors in the country. However, we feel, there is a need for further reform in order to materialize private investment in the country. &nbsp;&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	We are aware from global studies and observations that Nepal still lacks an investment friendly environment. However, the recent political development shows good gestures in this respect. The domestic market is growing. The international market is already there. There is greater enthusiasm in the domestic private sector. The government is trying to remove non-tariff barriers for investment, such as issues related to trade union, land acquisition, compensation and so on.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	I am confident that this summit would come up with specific recommendations for the Government of Nepal regarding adopting policy measures and creating conducive environment for investment. I would like to assure that the recommendations made here would be taken positively and incorporated in our upcoming policies and programmes.&nbsp;</div>

	As customers (mostly businessmen and industrialists) are refraining from making their true financial disclosures, banks are finding it hard to increase lending. Pressed by Nepal Rastra Bank&rsquo;s directive to implement the Know Your Customer (KYC) norms, the banks have started demanding full financial details of the customers, including copies of tax clearance certificates. According to bankers, this hesitation by customers to make their real financial disclosures available could hit the banking industry hard in the long run. &nbsp;</div>

<div>
	It is a common knowledge in Nepal that most businessmen and industrialists keep three different versions of account books &ndash; one for the purpose of tax, another for the purpose of taking loan from banks and the last one is the real one which they keep with themselves to know the exact situation of their companies and businesses. Now banks have started demanding copies of the same audited balance sheets which businessmen and industrialists submit to the tax office. Unlike in the past, auditors too are refraining from preparing and certifying separate income-expenditure details for the same business.</div>
<div>
	&nbsp;</div>
<div>
	But customers (read businessmen), according to bankers, are refraining from providing such information. They are even ready not to take loans when pressed for audited balance sheets. This hesitation from businessmen to make a true financial disclosure is not good; it is blocking transparency in the country&rsquo;s financial system.</div>
<div>
	&nbsp;</div>
<div>
	Everybody should be transparent. The business community needs to be even more transparent to set an example in society. Therefore, businessmen should stop preparing separate income-expenditure details for the same business. This is an old trick to evade taxes which has worked so far because it has been allowed to work. But if the government authorities are watchful enough, it is not going to work anymore.</div>
<div>
	&nbsp;</div>
<div>
	However, it would be na&iuml;ve to expect only the business community to be transparent. Our bureaucracy, political parties and politicians should be transparent as well. Because it is ultimately the country&rsquo;s bureaucracy and political class that are making the country&rsquo;s business non-transparent. Bureaucrats demand hefty bribes from the business community. Besides bribes, politicians receive hefty sums of money in donation from the business community who, on their part, cannot claim such spending as expenditure in their books. Similar is the case of the extortion money that the business community is forced to pay to different kinds of extortionists. Donations and extortion cannot be shown as expenditure in the books of account. So, businessmen resort to other ways for compensation. Evading tax, though illegal, is one such way.</div>
<div>
	&nbsp;</div>
<div>
	The political parties should start publicly declaring donations as income in their accounts so that the businessmen, on their part, can declare such donations as expenditure in their accounts. The government should provide enough security to the business community so that the latter doesn&rsquo;t have to yield to extortion threats from mushrooming criminal gangs.&nbsp;</div>

<div>
	The NRB should go ahead with its plan to implement the KYC norms in the country&rsquo;s banking system at the earliest possible. It seems the implementation of the KYC norms alone can right various wrongs at various places. &nbsp; &nbsp;&nbsp;</div>',

Three institutes affiliated to CTEVT--Nepal Army&acute;s Institute of Health Science, College of Nursing, Kathmandu, Khwapa Poly Technical Institute, Bhaktapur and Nepal Politechnical Institute, Chitwan--were declared best institutes at the programme. The council also awarded four staffs as best performers, whereas seven others were felicitated for their dedication to work.</div>

	Higher Secondary Education Board (HSEB) has published the re-total result of regular and partial examination of grade 12 Management, Humanities &amp; Education on 24th February. Students can collect changed mark sheet from HSEB office 10 days from the day of result publication. The examination was conducted in 2013, April.</div>

	<span style="font-size:14px;"><strong>No of SLC Aspirants Goes Up</strong></span></div>

	A total of 566,085 students will be sitting the School Level Certificate (SLC) examination that begins on March 20. The number is higher by 54,920 compared to last year. Out of the total number, 419,352 students are from regular category while 146,733 are from exempted category. Similarly, 1,836 exam centres have been fixed, out of which 87 are in Kathmandu alone. The OCE has already dispatched around five million question papers of 52 subjects to 72 districts except in Kathmandu Valley.</div>

	<span style="font-size:14px;"><strong>KUSOM and Janata Bank Signed MOU&nbsp;</strong></span></div>

	Kathmandu University School of Management (KUSOM) signed an MOU with Janata Bank Nepal Limited. According to the MoU, the bank will hire three MBA toppers of the School every year as management trainees. The students would not have to go through the regular selection procedures but will be hired through direct interview. Dean of the KUSOM lauded the effort of Janata Bank as a strategic initiative for talent management and university - industry partnership.</div>

	<span style="font-size:14px;"><strong>Tibetan Scholarship Programme Opens</strong></span></div>

	The Tibetan Scholarship Programme (TSP) 2015 has opened. &nbsp;The scholarship programme is sponsored by Bureau of Educational and Cultural Affairs (ECA) and administered through a cooperative agreement with The Tibet Fund, in collaboration with the Central Tibetan Administration&rsquo;s (CTA) Department of Education. The U.S. Department of State has been providing funds for the scholarship programme so that Tibetan students from India and Nepal can pursue higher education in the United States since 1998. Since the TSP was made available to Tibetan students in Nepal in 2012, there have been two winners. Applications are due on March 31, 2015.</div>

	<span style="font-size:14px;"><strong>CIAA Directed TSC to Publish Results</strong></span></div>
<div>
	The Commission for the Investigation of Abuse of Authority (CIAA) directed the Teachers&rsquo; Service Commission (TSC) on Friday, March 1st to publish results of the examination held earlier to select teachers. The result process was brought to a halt after the CIAA issued a directive to put the results on hold responding to the complaints of irregularities on the written test results. Out of 413,000 examinees around 11,000 candidates have already passed the written tests for the secondary level.</div>',

	For a productive day at work tomorrow, give the smartphone a rest tonight. Reading and sending work email on a smartphone late into the evening doesn&rsquo;t just make it harder to get a decent night&rsquo;s sleep. New research findings show it also exhausts workers by morning and leaves them disengaged by the next afternoon.</div>

	That means the way most knowledge workers do their jobs&mdash;monitoring their iPhones for notes from the boss long after the office day is done and responding to colleagues at all hours&mdash;ultimately makes them less effective, posit researchers from University of Florida, Michigan State University and University of Washington.</div>

	The scholars conducted two studies of workers&rsquo; nighttime technology habits, sleep duration and quality, energy and workplace engagement. In the first study, 82 mid- to high-level managers were asked every morning how many minutes they used their smartphone after 9:00 pm the night before and how many hours they slept. Then, they were asked to rate their agreement with statements like &ldquo;I feel drained&rdquo; and &ldquo;Right now, it would take a lot of effort for me to concentrate on something.&rdquo;</div>

	In the afternoon, they had to assess statements about work engagement, such as &ldquo;Today while working, I forgot everything else around me.&rdquo;</div>

	Prior studies have shown that staying focused and resisting distractions takes a lot of effort, so when smartphone use interferes with sleep, it takes a toll the next day.</div>

	&nbsp;</div>
<div>
	&ldquo;The benefit of smartphone use may&hellip;be offset by the inability of employees to fully recover from work activities while away from the office,&rdquo; the researchers write.</div>
<div>
	&nbsp;</div>
<div>
	After accounting for sleep quality, the researchers found that work-related smartphone use in the evening was associated with fewer hours of sleep. The subjects who recorded shorter nights also reported depleted reserves of self-control, and those who felt morning exhaustion also indicated they were less engaged during the day, a domino effect that shows how an unending workday ultimately leads to poorer work.</div>

	The second study, which involved 161 workers, measured how late-night tech use&mdash;on smartphones, laptops, tablets and TV&mdash;can disrupt sleep and next-day work engagement.</div>

	In her book, &ldquo;Sleeping With Your Smartphone,&rdquo; Harvard Business School professor Leslie Perlow studied executives at Boston Consulting Group who were given a chance to disconnect on a regular basis. The executives became more excited about their work, felt more satisfied about their professional and personal lives and even became more collaborative and efficient.</div>

	Using any kind of electronic device affects sleep quantity and focus the following day, but smartphones are especially draining. That&rsquo;s partly because the always-on, always-handy phone the first device we turn to, says Christopher M. Barnes, an assistant professor of management at University of Washington&rsquo;s Michael G. Foster School of Business and a co-author of the paper. Having a screen so close to our faces probably doesn&rsquo;t help us prepare for sleep, he adds. The researchers don&rsquo;t yet know if there&rsquo;s a particular threshold at which smartphone use begins to affect sleep habits, but even 30 minutes before bedtime can take a toll, Barnes says.</div>

	The fix, researchers say, is to put down the phone and enjoy the evening. But that&rsquo;s easier said than done, so long as managers send emails at 10:30 p.m. and expect responses by 10:31 pm. Barnes says real change will have to come from the top, with managers setting an example by not sending those messages in the first place, or at least toning down expectations on response time.</div>

Employment creation, on the one hand, provides the youths an opportunity to use their knowledge and skill in the home country while, on the other, it decreases the migration of the workforce. A huge investment is needed for employment creation. The present resource base is not enough for this purpose.&nbsp;</div>

	The Government of Nepal, through its national plan, has declared the development strategy to achieve inclusive, broad-based, high and sustainable economic growth by enhancing the contribution of the private sector, government and co-operatives. &nbsp;</div>

	&nbsp;</div>
<div>
	Nepal Economic Summit has picked up important priority sectors - Energy, Tourism and Agriculture for economic development of Nepal. These three sectors are among the top priorities of the government as articulated in the current development plan, and are crucial to help Nepal graduate from LDC by 2022. &nbsp;Let me briefly highlight on these sectors. &nbsp;</div>

	&nbsp;</div>
<div>
	The energy sector, especially hydropower, is one of the areas with immense potential for secured and profitable investment in Nepal. With huge availability of water resources, Nepal could be one of the best places to invest in hydropower. I believe that market is not a problem for us to export hydropower. Investment in the hydropower sector will not only get a domestic market but also an export market. There is enormous opportunity for investing in generation and transmission of hydro electricity. The cross-border transmission lines with India will benefit both Nepal and India.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal&rsquo;s energy potentiality is not limited to hydropower. We have high prospects for other forms of energy like bio-mass, solar and wind energy. The Government of Nepal has announced a number of policies and incentive mechanisms for the development of this sector. Different tax incentives are already in place and we are also open to continue discussion on further incentive packages. Further, we are ready to join hands with the private sector to develop the energy sector through the Public-Private-Partnership modality. &nbsp;</div>

	&nbsp;</div>
<div>
	Similarly, agriculture has remained a prime sector of our economy since long. This sector alone contributes around 35 per cent to the total GDP and provides employment to more than 70 per cent population. Realizing this fact, the Government of Nepal has been increasing investment in this sector. In order to develop the agriculture sector in a holistic way, we have recently drafted the Agricultural Development Strategy. Further, we have been drafting new agriculture policy to improve the investment climate in this sector.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal is suitable for cultivation of organic seeds, vegetables, fruits and flowers. Our topography is such that it has scope for eco-tourism and agro-tourism also. In order to increase the production and productivity of crops and livestock products, the Government of Nepal has introduced insurance schemes and different packages of production incentives. We are committed to further increase the investment in this sector and welcome the private investors as well.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal is an ideal tourism destination. We do have the mixture of myriad tourism activities, like soft walking, mountaineering, sightseeing, trekking, community based tourism, village home stay tourism, eco-tourism, adventure-sports tourism and religious tourism. The huge socio-cultural diversity is another mysterious attraction of Nepal. New tourist sites are constantly being discovered and public investment has been increased to develop such sites.&nbsp;</div>

	&nbsp;</div>
<div>
	The Government of Nepal has been investing in basic infrastructures of the tourism sector. More private investment is needed in the tourism sector to build quality hotels, lodges and restaurants. Further, the private sector is encouraged to attract more tourists from all around the globe with sophisticated investment in this sector. The Government of Nepal is building a regional international airport near Lumbini. The private sector should be able to reap the benefits of such infrastructure and develop sufficient measures to attract religious tourists. In many aspects, the tourism sector is almost virgin for new investment. It&rsquo;s not only the natural tourism that is an attractive area for investment, but also the cultural and pilgrimage tourism are equally attractive for the investors.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal adopted the liberalized economic policy after the restoration of democracy in 1990 through the eighth periodic plan. Since then, the private sector has been encouraged to invest in the socio-economic development of the country. In order to facilitate the private sector, Nepal government has formulated a liberal and open Foreign Direct Investment and Technology Transfer Act 1992, Industrial Enterprises Act 1992, Electricity Act 1992, BOOT Act 2006 and Nepal Investment Board Act 2011. In addition to this, we have also signed Bilateral Investment Protection and Promotion Agreement (BIPPA) with France, Germany, UK, Mauritius, Finland and India. Similarly, Avoidance of Double Taxation Treaty has been signed with ten countries and five are under considerations. These all are positive steps towards encouraging foreign investors in the country. However, we feel, there is a need for further reform in order to materialize private investment in the country. &nbsp;&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	We are aware from global studies and observations that Nepal still lacks an investment friendly environment. However, the recent political development shows good gestures in this respect. The domestic market is growing. The international market is already there. There is greater enthusiasm in the domestic private sector. The government is trying to remove non-tariff barriers for investment, such as issues related to trade union, land acquisition, compensation and so on.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	I am confident that this summit would come up with specific recommendations for the Government of Nepal regarding adopting policy measures and creating conducive environment for investment. I would like to assure that the recommendations made here would be taken positively and incorporated in our upcoming policies and programmes.&nbsp;</div>

	As customers (mostly businessmen and industrialists) are refraining from making their true financial disclosures, banks are finding it hard to increase lending. Pressed by Nepal Rastra Bank&rsquo;s directive to implement the Know Your Customer (KYC) norms, the banks have started demanding full financial details of the customers, including copies of tax clearance certificates. According to bankers, this hesitation by customers to make their real financial disclosures available could hit the banking industry hard in the long run. &nbsp;</div>

	&nbsp;</div>
<div>
	It is a common knowledge in Nepal that most businessmen and industrialists keep three different versions of account books &ndash; one for the purpose of tax, another for the purpose of taking loan from banks and the last one is the real one which they keep with themselves to know the exact situation of their companies and businesses. Now banks have started demanding copies of the same audited balance sheets which businessmen and industrialists submit to the tax office. Unlike in the past, auditors too are refraining from preparing and certifying separate income-expenditure details for the same business.</div>
<div>
	&nbsp;</div>
<div>
	But customers (read businessmen), according to bankers, are refraining from providing such information. They are even ready not to take loans when pressed for audited balance sheets. This hesitation from businessmen to make a true financial disclosure is not good; it is blocking transparency in the country&rsquo;s financial system.</div>
<div>
	&nbsp;</div>
<div>
	Everybody should be transparent. The business community needs to be even more transparent to set an example in society. Therefore, businessmen should stop preparing separate income-expenditure details for the same business. This is an old trick to evade taxes which has worked so far because it has been allowed to work. But if the government authorities are watchful enough, it is not going to work anymore.</div>
<div>
	&nbsp;</div>
<div>
	However, it would be na&iuml;ve to expect only the business community to be transparent. Our bureaucracy, political parties and politicians should be transparent as well. Because it is ultimately the country&rsquo;s bureaucracy and political class that are making the country&rsquo;s business non-transparent. Bureaucrats demand hefty bribes from the business community. Besides bribes, politicians receive hefty sums of money in donation from the business community who, on their part, cannot claim such spending as expenditure in their books. Similar is the case of the extortion money that the business community is forced to pay to different kinds of extortionists. Donations and extortion cannot be shown as expenditure in the books of account. So, businessmen resort to other ways for compensation. Evading tax, though illegal, is one such way.</div>
<div>
	&nbsp;</div>
<div>
	The political parties should start publicly declaring donations as income in their accounts so that the businessmen, on their part, can declare such donations as expenditure in their accounts. The government should provide enough security to the business community so that the latter doesn&rsquo;t have to yield to extortion threats from mushrooming criminal gangs.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	The NRB should go ahead with its plan to implement the KYC norms in the country&rsquo;s banking system at the earliest possible. It seems the implementation of the KYC norms alone can right various wrongs at various places. &nbsp; &nbsp;&nbsp;</div>',

Three institutes affiliated to CTEVT--Nepal Army&acute;s Institute of Health Science, College of Nursing, Kathmandu, Khwapa Poly Technical Institute, Bhaktapur and Nepal Politechnical Institute, Chitwan--were declared best institutes at the programme. The council also awarded four staffs as best performers, whereas seven others were felicitated for their dedication to work.</div>

	Higher Secondary Education Board (HSEB) has published the re-total result of regular and partial examination of grade 12 Management, Humanities &amp; Education on 24th February. Students can collect changed mark sheet from HSEB office 10 days from the day of result publication. The examination was conducted in 2013, April.</div>

	<span style="font-size:14px;"><strong>No of SLC Aspirants Goes Up</strong></span></div>

	A total of 566,085 students will be sitting the School Level Certificate (SLC) examination that begins on March 20. The number is higher by 54,920 compared to last year. Out of the total number, 419,352 students are from regular category while 146,733 are from exempted category. Similarly, 1,836 exam centres have been fixed, out of which 87 are in Kathmandu alone. The OCE has already dispatched around five million question papers of 52 subjects to 72 districts except in Kathmandu Valley.</div>

	<span style="font-size:14px;"><strong>KUSOM and Janata Bank Signed MOU&nbsp;</strong></span></div>

	Kathmandu University School of Management (KUSOM) signed an MOU with Janata Bank Nepal Limited. According to the MoU, the bank will hire three MBA toppers of the School every year as management trainees. The students would not have to go through the regular selection procedures but will be hired through direct interview. Dean of the KUSOM lauded the effort of Janata Bank as a strategic initiative for talent management and university - industry partnership.</div>

	<span style="font-size:14px;"><strong>Tibetan Scholarship Programme Opens</strong></span></div>

	The Tibetan Scholarship Programme (TSP) 2015 has opened. &nbsp;The scholarship programme is sponsored by Bureau of Educational and Cultural Affairs (ECA) and administered through a cooperative agreement with The Tibet Fund, in collaboration with the Central Tibetan Administration&rsquo;s (CTA) Department of Education. The U.S. Department of State has been providing funds for the scholarship programme so that Tibetan students from India and Nepal can pursue higher education in the United States since 1998. Since the TSP was made available to Tibetan students in Nepal in 2012, there have been two winners. Applications are due on March 31, 2015.</div>

	<span style="font-size:14px;"><strong>CIAA Directed TSC to Publish Results</strong></span></div>

	The Commission for the Investigation of Abuse of Authority (CIAA) directed the Teachers&rsquo; Service Commission (TSC) on Friday, March 1st to publish results of the examination held earlier to select teachers. The result process was brought to a halt after the CIAA issued a directive to put the results on hold responding to the complaints of irregularities on the written test results. Out of 413,000 examinees around 11,000 candidates have already passed the written tests for the secondary level.</div>',

	For a productive day at work tomorrow, give the smartphone a rest tonight. Reading and sending work email on a smartphone late into the evening doesn&rsquo;t just make it harder to get a decent night&rsquo;s sleep. New research findings show it also exhausts workers by morning and leaves them disengaged by the next afternoon.</div>

	That means the way most knowledge workers do their jobs&mdash;monitoring their iPhones for notes from the boss long after the office day is done and responding to colleagues at all hours&mdash;ultimately makes them less effective, posit researchers from University of Florida, Michigan State University and University of Washington.</div>

	The scholars conducted two studies of workers&rsquo; nighttime technology habits, sleep duration and quality, energy and workplace engagement. In the first study, 82 mid- to high-level managers were asked every morning how many minutes they used their smartphone after 9:00 pm the night before and how many hours they slept. Then, they were asked to rate their agreement with statements like &ldquo;I feel drained&rdquo; and &ldquo;Right now, it would take a lot of effort for me to concentrate on something.&rdquo;</div>

	In the afternoon, they had to assess statements about work engagement, such as &ldquo;Today while working, I forgot everything else around me.&rdquo;</div>

	Prior studies have shown that staying focused and resisting distractions takes a lot of effort, so when smartphone use interferes with sleep, it takes a toll the next day.</div>

	&nbsp;</div>
<div>
	&ldquo;The benefit of smartphone use may&hellip;be offset by the inability of employees to fully recover from work activities while away from the office,&rdquo; the researchers write.</div>

	&nbsp;</div>
<div>
	After accounting for sleep quality, the researchers found that work-related smartphone use in the evening was associated with fewer hours of sleep. The subjects who recorded shorter nights also reported depleted reserves of self-control, and those who felt morning exhaustion also indicated they were less engaged during the day, a domino effect that shows how an unending workday ultimately leads to poorer work.</div>

	The second study, which involved 161 workers, measured how late-night tech use&mdash;on smartphones, laptops, tablets and TV&mdash;can disrupt sleep and next-day work engagement.</div>

	In her book, &ldquo;Sleeping With Your Smartphone,&rdquo; Harvard Business School professor Leslie Perlow studied executives at Boston Consulting Group who were given a chance to disconnect on a regular basis. The executives became more excited about their work, felt more satisfied about their professional and personal lives and even became more collaborative and efficient.</div>

	Using any kind of electronic device affects sleep quantity and focus the following day, but smartphones are especially draining. That&rsquo;s partly because the always-on, always-handy phone the first device we turn to, says Christopher M. Barnes, an assistant professor of management at University of Washington&rsquo;s Michael G. Foster School of Business and a co-author of the paper. Having a screen so close to our faces probably doesn&rsquo;t help us prepare for sleep, he adds. The researchers don&rsquo;t yet know if there&rsquo;s a particular threshold at which smartphone use begins to affect sleep habits, but even 30 minutes before bedtime can take a toll, Barnes says.</div>

	The fix, researchers say, is to put down the phone and enjoy the evening. But that&rsquo;s easier said than done, so long as managers send emails at 10:30 p.m. and expect responses by 10:31 pm. Barnes says real change will have to come from the top, with managers setting an example by not sending those messages in the first place, or at least toning down expectations on response time.</div>

The MACD indicator, which had been witnessing a declining trend since the third week of January 2014, crossed above the signal line on February 17, 2014. The MACD line is currently trending above the signal line at 15.61 and 13.71 points respectively. This suggests that the near term moving average (or the MACD line) is moving upward with a greater momentum than the longer term moving average (or signal line).</div>

	Economic development is a pre-condition for the multi dimensional aspects of prosperity. This would pave the way for boosting the economic activities thereby creating employment opportunities. Employment creation, on the one hand, provides the youths an opportunity to use their knowledge and skill in the home country while, on the other, it decreases the migration of the workforce. A huge investment is needed for employment creation. The present resource base is not enough for this purpose.&nbsp;</div>

	The Government of Nepal, through its national plan, has declared the development strategy to achieve inclusive, broad-based, high and sustainable economic growth by enhancing the contribution of the private sector, government and co-operatives. &nbsp;</div>
<div>
	&nbsp;</div>
<div>
	Nepal Economic Summit has picked up important priority sectors - Energy, Tourism and Agriculture for economic development of Nepal. These three sectors are among the top priorities of the government as articulated in the current development plan, and are crucial to help Nepal graduate from LDC by 2022. &nbsp;Let me briefly highlight on these sectors. &nbsp;</div>

	&nbsp;</div>
<div>
	The energy sector, especially hydropower, is one of the areas with immense potential for secured and profitable investment in Nepal. With huge availability of water resources, Nepal could be one of the best places to invest in hydropower. I believe that market is not a problem for us to export hydropower. Investment in the hydropower sector will not only get a domestic market but also an export market. There is enormous opportunity for investing in generation and transmission of hydro electricity. The cross-border transmission lines with India will benefit both Nepal and India.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal&rsquo;s energy potentiality is not limited to hydropower. We have high prospects for other forms of energy like bio-mass, solar and wind energy. The Government of Nepal has announced a number of policies and incentive mechanisms for the development of this sector. Different tax incentives are already in place and we are also open to continue discussion on further incentive packages. Further, we are ready to join hands with the private sector to develop the energy sector through the Public-Private-Partnership modality. &nbsp;</div>

	&nbsp;</div>
<div>
	Similarly, agriculture has remained a prime sector of our economy since long. This sector alone contributes around 35 per cent to the total GDP and provides employment to more than 70 per cent population. Realizing this fact, the Government of Nepal has been increasing investment in this sector. In order to develop the agriculture sector in a holistic way, we have recently drafted the Agricultural Development Strategy. Further, we have been drafting new agriculture policy to improve the investment climate in this sector.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal is suitable for cultivation of organic seeds, vegetables, fruits and flowers. Our topography is such that it has scope for eco-tourism and agro-tourism also. In order to increase the production and productivity of crops and livestock products, the Government of Nepal has introduced insurance schemes and different packages of production incentives. We are committed to further increase the investment in this sector and welcome the private investors as well.&nbsp;</div>

	&nbsp;</div>
<div>
	Nepal is an ideal tourism destination. We do have the mixture of myriad tourism activities, like soft walking, mountaineering, sightseeing, trekking, community based tourism, village home stay tourism, eco-tourism, adventure-sports tourism and religious tourism. The huge socio-cultural diversity is another mysterious attraction of Nepal. New tourist sites are constantly being discovered and public investment has been increased to develop such sites.&nbsp;</div>

	&nbsp;</div>
<div>
	The Government of Nepal has been investing in basic infrastructures of the tourism sector. More private investment is needed in the tourism sector to build quality hotels, lodges and restaurants. Further, the private sector is encouraged to attract more tourists from all around the globe with sophisticated investment in this sector. The Government of Nepal is building a regional international airport near Lumbini. The private sector should be able to reap the benefits of such infrastructure and develop sufficient measures to attract religious tourists. In many aspects, the tourism sector is almost virgin for new investment. It&rsquo;s not only the natural tourism that is an attractive area for investment, but also the cultural and pilgrimage tourism are equally attractive for the investors.&nbsp;</div>

	Nepal adopted the liberalized economic policy after the restoration of democracy in 1990 through the eighth periodic plan. Since then, the private sector has been encouraged to invest in the socio-economic development of the country. In order to facilitate the private sector, Nepal government has formulated a liberal and open Foreign Direct Investment and Technology Transfer Act 1992, Industrial Enterprises Act 1992, Electricity Act 1992, BOOT Act 2006 and Nepal Investment Board Act 2011. In addition to this, we have also signed Bilateral Investment Protection and Promotion Agreement (BIPPA) with France, Germany, UK, Mauritius, Finland and India. Similarly, Avoidance of Double Taxation Treaty has been signed with ten countries and five are under considerations. These all are positive steps towards encouraging foreign investors in the country. However, we feel, there is a need for further reform in order to materialize private investment in the country. &nbsp;&nbsp;</div>

	&nbsp;</div>
<div>
	We are aware from global studies and observations that Nepal still lacks an investment friendly environment. However, the recent political development shows good gestures in this respect. The domestic market is growing. The international market is already there. There is greater enthusiasm in the domestic private sector. The government is trying to remove non-tariff barriers for investment, such as issues related to trade union, land acquisition, compensation and so on.&nbsp;</div>
<div>
	&nbsp;</div>
<div>
	I am confident that this summit would come up with specific recommendations for the Government of Nepal regarding adopting policy measures and creating conducive environment for investment. I would like to assure that the recommendations made here would be taken positively and incorporated in our upcoming policies and programmes.&nbsp;</div>

	As customers (mostly businessmen and industrialists) are refraining from making their true financial disclosures, banks are finding it hard to increase lending. Pressed by Nepal Rastra Bank&rsquo;s directive to implement the Know Your Customer (KYC) norms, the banks have started demanding full financial details of the customers, including copies of tax clearance certificates. According to bankers, this hesitation by customers to make their real financial disclosures available could hit the banking industry hard in the long run. &nbsp;</div>

	It is a common knowledge in Nepal that most businessmen and industrialists keep three different versions of account books &ndash; one for the purpose of tax, another for the purpose of taking loan from banks and the last one is the real one which they keep with themselves to know the exact situation of their companies and businesses. Now banks have started demanding copies of the same audited balance sheets which businessmen and industrialists submit to the tax office. Unlike in the past, auditors too are refraining from preparing and certifying separate income-expenditure details for the same business.</div>

	&nbsp;</div>
<div>
	But customers (read businessmen), according to bankers, are refraining from providing such information. They are even ready not to take loans when pressed for audited balance sheets. This hesitation from businessmen to make a true financial disclosure is not good; it is blocking transparency in the country&rsquo;s financial system.</div>
<div>
	&nbsp;</div>
<div>
	Everybody should be transparent. The business community needs to be even more transparent to set an example in society. Therefore, businessmen should stop preparing separate income-expenditure details for the same business. This is an old trick to evade taxes which has worked so far because it has been allowed to work. But if the government authorities are watchful enough, it is not going to work anymore.</div>
<div>
	&nbsp;</div>
<div>
	However, it would be na&iuml;ve to expect only the business community to be transparent. Our bureaucracy, political parties and politicians should be transparent as well. Because it is ultimately the country&rsquo;s bureaucracy and political class that are making the country&rsquo;s business non-transparent. Bureaucrats demand hefty bribes from the business community. Besides bribes, politicians receive hefty sums of money in donation from the business community who, on their part, cannot claim such spending as expenditure in their books. Similar is the case of the extortion money that the business community is forced to pay to different kinds of extortionists. Donations and extortion cannot be shown as expenditure in the books of account. So, businessmen resort to other ways for compensation. Evading tax, though illegal, is one such way.</div>

	&nbsp;</div>
<div>
	The political parties should start publicly declaring donations as income in their accounts so that the businessmen, on their part, can declare such donations as expenditure in their accounts. The government should provide enough security to the business community so that the latter doesn&rsquo;t have to yield to extortion threats from mushrooming criminal gangs.&nbsp;</div>

	The NRB should go ahead with its plan to implement the KYC norms in the country&rsquo;s banking system at the earliest possible. It seems the implementation of the KYC norms alone can right various wrongs at various places. &nbsp; &nbsp;&nbsp;</div>',

Three institutes affiliated to CTEVT--Nepal Army&acute;s Institute of Health Science, College of Nursing, Kathmandu, Khwapa Poly Technical Institute, Bhaktapur and Nepal Politechnical Institute, Chitwan--were declared best institutes at the programme. The council also awarded four staffs as best performers, whereas seven others were felicitated for their dedication to work.</div>

	<span style="font-size:14px;"><strong>HSEB Publishes Grade 12 Re-total Results&nbsp;</strong></span></div>

	Higher Secondary Education Board (HSEB) has published the re-total result of regular and partial examination of grade 12 Management, Humanities &amp; Education on 24th February. Students can collect changed mark sheet from HSEB office 10 days from the day of result publication. The examination was conducted in 2013, April.</div>

	<span style="font-size:14px;"><strong>No of SLC Aspirants Goes Up</strong></span></div>

	A total of 566,085 students will be sitting the School Level Certificate (SLC) examination that begins on March 20. The number is higher by 54,920 compared to last year. Out of the total number, 419,352 students are from regular category while 146,733 are from exempted category. Similarly, 1,836 exam centres have been fixed, out of which 87 are in Kathmandu alone. The OCE has already dispatched around five million question papers of 52 subjects to 72 districts except in Kathmandu Valley.</div>

	<span style="font-size:14px;"><strong>KUSOM and Janata Bank Signed MOU&nbsp;</strong></span></div>

	Kathmandu University School of Management (KUSOM) signed an MOU with Janata Bank Nepal Limited. According to the MoU, the bank will hire three MBA toppers of the School every year as management trainees. The students would not have to go through the regular selection procedures but will be hired through direct interview. Dean of the KUSOM lauded the effort of Janata Bank as a strategic initiative for talent management and university - industry partnership.</div>

	<span style="font-size:14px;"><strong>Tibetan Scholarship Programme Opens</strong></span></div>

	The Tibetan Scholarship Programme (TSP) 2015 has opened. &nbsp;The scholarship programme is sponsored by Bureau of Educational and Cultural Affairs (ECA) and administered through a cooperative agreement with The Tibet Fund, in collaboration with the Central Tibetan Administration&rsquo;s (CTA) Department of Education. The U.S. Department of State has been providing funds for the scholarship programme so that Tibetan students from India and Nepal can pursue higher education in the United States since 1998. Since the TSP was made available to Tibetan students in Nepal in 2012, there have been two winners. Applications are due on March 31, 2015.</div>

	<span style="font-size:14px;"><strong>CIAA Directed TSC to Publish Results</strong></span></div>

	The Commission for the Investigation of Abuse of Authority (CIAA) directed the Teachers&rsquo; Service Commission (TSC) on Friday, March 1st to publish results of the examination held earlier to select teachers. The result process was brought to a halt after the CIAA issued a directive to put the results on hold responding to the complaints of irregularities on the written test results. Out of 413,000 examinees around 11,000 candidates have already passed the written tests for the secondary level.</div>',

	For a productive day at work tomorrow, give the smartphone a rest tonight. Reading and sending work email on a smartphone late into the evening doesn&rsquo;t just make it harder to get a decent night&rsquo;s sleep. New research findings show it also exhausts workers by morning and leaves them disengaged by the next afternoon.</div>

	That means the way most knowledge workers do their jobs&mdash;monitoring their iPhones for notes from the boss long after the office day is done and responding to colleagues at all hours&mdash;ultimately makes them less effective, posit researchers from University of Florida, Michigan State University and University of Washington.</div>

	The scholars conducted two studies of workers&rsquo; nighttime technology habits, sleep duration and quality, energy and workplace engagement. In the first study, 82 mid- to high-level managers were asked every morning how many minutes they used their smartphone after 9:00 pm the night before and how many hours they slept. Then, they were asked to rate their agreement with statements like &ldquo;I feel drained&rdquo; and &ldquo;Right now, it would take a lot of effort for me to concentrate on something.&rdquo;</div>

	In the afternoon, they had to assess statements about work engagement, such as &ldquo;Today while working, I forgot everything else around me.&rdquo;</div>

	Prior studies have shown that staying focused and resisting distractions takes a lot of effort, so when smartphone use interferes with sleep, it takes a toll the next day.</div>

	&ldquo;The benefit of smartphone use may&hellip;be offset by the inability of employees to fully recover from work activities while away from the office,&rdquo; the researchers write.</div>

	Using any kind of electronic device affects sleep quantity and focus the following day, but smartphones are especially draining. That&rsquo;s partly because the always-on, always-handy phone the first device we turn to, says Christopher M. Barnes, an assistant professor of management at University of Washington&rsquo;s Michael G. Foster School of Business and a co-author of the paper. Having a screen so close to our faces probably doesn&rsquo;t help us prepare for sleep, he adds. The researchers don&rsquo;t yet know if there&rsquo;s a particular threshold at which smartphone use begins to affect sleep habits, but even 30 minutes before bedtime can take a toll, Barnes says.</div>

	The fix, researchers say, is to put down the phone and enjoy the evening. But that&rsquo;s easier said than done, so long as managers send emails at 10:30 p.m. and expect responses by 10:31 pm. Barnes says real change will have to come from the top, with managers setting an example by not sending those messages in the first place, or at least toning down expectations on response time.</div>

	The MACD is a momentum oscillator formed by using two different types of moving averages, which provides specific buying or selling signals. The MACD indicator, which had been witnessing a declining trend since the third week of January 2014, crossed above the signal line on February 17, 2014. The MACD line is currently trending above the signal line at 15.61 and 13.71 points respectively. This suggests that the near term moving average (or the MACD line) is moving upward with a greater momentum than the longer term moving average (or signal line).</div>

A huge investment is needed for employment creation. The present resource base is not enough for this purpose.&nbsp;</div>

	The Government of Nepal, through its national plan, has declared the development strategy to achieve inclusive, broad-based, high and sustainable economic growth by enhancing the contribution of the private sector, government and co-operatives. &nbsp;</div>

	Nepal Economic Summit has picked up important priority sectors - Energy, Tourism and Agriculture for economic development of Nepal. These three sectors are among the top priorities of the government as articulated in the current development plan, and are crucial to help Nepal graduate from LDC by 2022. &nbsp;Let me briefly highlight on these sectors. &nbsp;</div>

	The energy sector, especially hydropower, is one of the areas with immense potential for secured and profitable investment in Nepal. With huge availability of water resources, Nepal could be one of the best places to invest in hydropower. I believe that market is not a problem for us to export hydropower. Investment in the hydropower sector will not only get a domestic market but also an export market. There is enormous opportunity for investing in generation and transmission of hydro electricity. The cross-border transmission lines with India will benefit both Nepal and India.&nbsp;</div>

<div>
	Nepal&rsquo;s energy potentiality is not limited to hydropower. We have high prospects for other forms of energy like bio-mass, solar and wind energy. The Government of Nepal has announced a number of policies and incentive mechanisms for the development of this sector. Different tax incentives are already in place and we are also open to continue discussion on further incentive packages. Further, we are ready to join hands with the private sector to develop the energy sector through the Public-Private-Partnership modality. &nbsp;</div>

	Similarly, agriculture has remained a prime sector of our economy since long. This sector alone contributes around 35 per cent to the total GDP and provides employment to more than 70 per cent population. Realizing this fact, the Government of Nepal has been increasing investment in this sector. In order to develop the agriculture sector in a holistic way, we have recently drafted the Agricultural Development Strategy. Further, we have been drafting new agriculture policy to improve the investment climate in this sector.&nbsp;</div>

<div>
	Nepal is suitable for cultivation of organic seeds, vegetables, fruits and flowers. Our topography is such that it has scope for eco-tourism and agro-tourism also. In order to increase the production and productivity of crops and livestock products, the Government of Nepal has introduced insurance schemes and different packages of production incentives. We are committed to further increase the investment in this sector and welcome the private investors as well.&nbsp;</div>

	Nepal is an ideal tourism destination. We do have the mixture of myriad tourism activities, like soft walking, mountaineering, sightseeing, trekking, community based tourism, village home stay tourism, eco-tourism, adventure-sports tourism and religious tourism. The huge socio-cultural diversity is another mysterious attraction of Nepal. New tourist sites are constantly being discovered and public investment has been increased to develop such sites.&nbsp;</div>

	The Government of Nepal has been investing in basic infrastructures of the tourism sector. More private investment is needed in the tourism sector to build quality hotels, lodges and restaurants. Further, the private sector is encouraged to attract more tourists from all around the globe with sophisticated investment in this sector. The Government of Nepal is building a regional international airport near Lumbini. The private sector should be able to reap the benefits of such infrastructure and develop sufficient measures to attract religious tourists. In many aspects, the tourism sector is almost virgin for new investment. It&rsquo;s not only the natural tourism that is an attractive area for investment, but also the cultural and pilgrimage tourism are equally attractive for the investors.&nbsp;</div>

	Nepal adopted the liberalized economic policy after the restoration of democracy in 1990 through the eighth periodic plan. Since then, the private sector has been encouraged to invest in the socio-economic development of the country. In order to facilitate the private sector, Nepal government has formulated a liberal and open Foreign Direct Investment and Technology Transfer Act 1992, Industrial Enterprises Act 1992, Electricity Act 1992, BOOT Act 2006 and Nepal Investment Board Act 2011. In addition to this, we have also signed Bilateral Investment Protection and Promotion Agreement (BIPPA) with France, Germany, UK, Mauritius, Finland and India. Similarly, Avoidance of Double Taxation Treaty has been signed with ten countries and five are under considerations. These all are positive steps towards encouraging foreign investors in the country. However, we feel, there is a need for further reform in order to materialize private investment in the country. &nbsp;&nbsp;</div>

	We are aware from global studies and observations that Nepal still lacks an investment friendly environment. However, the recent political development shows good gestures in this respect. The domestic market is growing. The international market is already there. There is greater enthusiasm in the domestic private sector. The government is trying to remove non-tariff barriers for investment, such as issues related to trade union, land acquisition, compensation and so on.&nbsp;</div>

	I am confident that this summit would come up with specific recommendations for the Government of Nepal regarding adopting policy measures and creating conducive environment for investment. I would like to assure that the recommendations made here would be taken positively and incorporated in our upcoming policies and programmes.&nbsp;</div>

Pressed by Nepal Rastra Bank&rsquo;s directive to implement the Know Your Customer (KYC) norms, the banks have started demanding full financial details of the customers, including copies of tax clearance certificates. According to bankers, this hesitation by customers to make their real financial disclosures available could hit the banking industry hard in the long run. &nbsp;</div>

	It is a common knowledge in Nepal that most businessmen and industrialists keep three different versions of account books &ndash; one for the purpose of tax, another for the purpose of taking loan from banks and the last one is the real one which they keep with themselves to know the exact situation of their companies and businesses. Now banks have started demanding copies of the same audited balance sheets which businessmen and industrialists submit to the tax office. Unlike in the past, auditors too are refraining from preparing and certifying separate income-expenditure details for the same business.</div>

	But customers (read businessmen), according to bankers, are refraining from providing such information. They are even ready not to take loans when pressed for audited balance sheets. This hesitation from businessmen to make a true financial disclosure is not good; it is blocking transparency in the country&rsquo;s financial system.</div>

	&nbsp;</div>
<div>
	Everybody should be transparent. The business community needs to be even more transparent to set an example in society. Therefore, businessmen should stop preparing separate income-expenditure details for the same business. This is an old trick to evade taxes which has worked so far because it has been allowed to work. But if the government authorities are watchful enough, it is not going to work anymore.</div>
<div>
	&nbsp;</div>
<div>
	However, it would be na&iuml;ve to expect only the business community to be transparent. Our bureaucracy, political parties and politicians should be transparent as well. Because it is ultimately the country&rsquo;s bureaucracy and political class that are making the country&rsquo;s business non-transparent. Bureaucrats demand hefty bribes from the business community. Besides bribes, politicians receive hefty sums of money in donation from the business community who, on their part, cannot claim such spending as expenditure in their books. Similar is the case of the extortion money that the business community is forced to pay to different kinds of extortionists. Donations and extortion cannot be shown as expenditure in the books of account. So, businessmen resort to other ways for compensation. Evading tax, though illegal, is one such way.</div>

	The political parties should start publicly declaring donations as income in their accounts so that the businessmen, on their part, can declare such donations as expenditure in their accounts. The government should provide enough security to the business community so that the latter doesn&rsquo;t have to yield to extortion threats from mushrooming criminal gangs.&nbsp;</div>

	The NRB should go ahead with its plan to implement the KYC norms in the country&rsquo;s banking system at the earliest possible. It seems the implementation of the KYC norms alone can right various wrongs at various places. &nbsp; &nbsp;&nbsp;</div>',

	Council for Technical Education and Vocational Training (CTEVT) marked its 26th founding anniversary on Monday, 24th February with a programme. On the occasion, Ministry of Education&acute;s Secretary Narayan Man Malego applauded the Council for its best performance in technical field in all development regions. Three institutes affiliated to CTEVT--Nepal Army&acute;s Institute of Health Science, College of Nursing, Kathmandu, Khwapa Poly Technical Institute, Bhaktapur and Nepal Politechnical Institute, Chitwan--were declared best institutes at the programme. The council also awarded four staffs as best performers, whereas seven others were felicitated for their dedication to work.</div>

	<span style="font-size:14px;"><strong>HSEB Publishes Grade 12 Re-total Results&nbsp;</strong></span></div>

	Higher Secondary Education Board (HSEB) has published the re-total result of regular and partial examination of grade 12 Management, Humanities &amp; Education on 24th February. Students can collect changed mark sheet from HSEB office 10 days from the day of result publication. The examination was conducted in 2013, April.</div>

	<span style="font-size:14px;"><strong>No of SLC Aspirants Goes Up</strong></span></div>

	A total of 566,085 students will be sitting the School Level Certificate (SLC) examination that begins on March 20. The number is higher by 54,920 compared to last year. Out of the total number, 419,352 students are from regular category while 146,733 are from exempted category. Similarly, 1,836 exam centres have been fixed, out of which 87 are in Kathmandu alone. The OCE has already dispatched around five million question papers of 52 subjects to 72 districts except in Kathmandu Valley.</div>

	<span style="font-size:14px;"><strong>KUSOM and Janata Bank Signed MOU&nbsp;</strong></span></div>

	Kathmandu University School of Management (KUSOM) signed an MOU with Janata Bank Nepal Limited. According to the MoU, the bank will hire three MBA toppers of the School every year as management trainees. The students would not have to go through the regular selection procedures but will be hired through direct interview. Dean of the KUSOM lauded the effort of Janata Bank as a strategic initiative for talent management and university - industry partnership.</div>

	<span style="font-size:14px;"><strong>Tibetan Scholarship Programme Opens</strong></span></div>

	The Tibetan Scholarship Programme (TSP) 2015 has opened. &nbsp;The scholarship programme is sponsored by Bureau of Educational and Cultural Affairs (ECA) and administered through a cooperative agreement with The Tibet Fund, in collaboration with the Central Tibetan Administration&rsquo;s (CTA) Department of Education. The U.S. Department of State has been providing funds for the scholarship programme so that Tibetan students from India and Nepal can pursue higher education in the United States since 1998. Since the TSP was made available to Tibetan students in Nepal in 2012, there have been two winners. Applications are due on March 31, 2015.</div>

	<span style="font-size:14px;"><strong>CIAA Directed TSC to Publish Results</strong></span></div>

	The Commission for the Investigation of Abuse of Authority (CIAA) directed the Teachers&rsquo; Service Commission (TSC) on Friday, March 1st to publish results of the examination held earlier to select teachers. The result process was brought to a halt after the CIAA issued a directive to put the results on hold responding to the complaints of irregularities on the written test results. Out of 413,000 examinees around 11,000 candidates have already passed the written tests for the secondary level.</div>',
