Despite the signing of a Memorandum of Cooperation (MoC) with Japan to re-employ workers with special skills in 2019, the agreement has not been implemented. Despite the signing of a Memorandum of Cooperation (MoC) with Japan to re-employ workers with special skills in 2019, the agreement has not been implemented.
