The insurance companies complained that they were unable to diversify their investment due to the investment guidelines. Following the grudges of the insurance companies, the Insurance Board decided to amend the guidelines to allow diversify the investment of the companies.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">“We received complaints that the insurance companies were unable to invest in sectors like hydropower, agriculture, tourism, infrastructure development and other productive sectors due to the investment guidelines,” said Surya Prasad Silwal, chairman of the Insurance Board.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">“Therefore, we are preparing to amend the guidelines so that the insurance companies can invest in new areas,” added Silwal.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">The Insurance Board had changed the investment guidelines three years ago and allowed to diversify investment as per the suggestion of the insurance companies. However, they are still unable to invest. As a result, they focused on fixed deposits.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">The guidelines issued by the board in March 2019 has opened way to invest in infrastructure and productive sectors such as real estate business, water resources, agriculture, tourism, in addition to fixed deposits and shares. However, insurance companies do not seem to be attracted to other areas except fixed deposits.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">According to the Insurance Board, by the end of the fiscal year 2021/22, 19 life insurance companies and 20 non-life insurance companies invested a total of Rs 527.8 billion. Among these investments, 408 billion has invested in fixed deposits of banks and financial institutions. This is 77.48 percent of the total investment of insurance companies.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">The insurance companies have invested only 1.41 percent in infrastructure development which includes investment of Rs 7.14 billion by life insurance companies and Rs 300 million investment by non-life insurance companies. The investment of insurance companies in the real estate sector is negligible.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">As per the guidelines, companies should invest a minimum of 40 percent of their total technical reserve in fixed deposits of commercial and infrastructure banks and a minimum of 5 percent in government bonds. The workers engaged in the construction of the railway track are not being paid on time, states a report prepared by the Development and Technology Committee of the House of Representatives. As per the report, other major problems include the use of substandard materials in the construction of the trackbed and land encroachment in different places.</span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial","sans-serif"">The report prepared by a delegation of the House Committee, which visited Janakpur-Jayanagar and Janakpur-Kurtha-Bardibas-Nijgarh sections in August, has pointed out more than a dozen such problems. The report has also pointed out problems like land acquisition for the construction of a bridge in Bardibas, distribution of compensation, and deforestation.</span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial","sans-serif"">Problems like acquisition of public land and community forests have also surfaced while constructing a 30 km trackbed in Sarlahi. This has delayed the construction itself. Out of the 18 km trackbed under construction in Mahottari, 3.1 km of the trackbed has problem in acquisition of public land.</span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial","sans-serif"">The parliamentary committee found that the builders who were entrusted with the construction of this section of track handed over the construction work to local builders. The report also mentions that the quality of work has been compromised due to the workers abandoning the work abruptly after they were not paid on time. Nepal Intermodal Transport Development Board, which operates the ICP, said that they are facing pressure to manage the parking area of the vehicles and also to ensure safety of the parked vehicles.</span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">Due to the pressure to accommodate increasing number of vehicles, the board is planning to construct a parking lot with a capacity to park 300 more vehicles.</span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">Kamal Gyawali, chief of the board, believes that the pressure to manage the vehicles at the ICP will ease after the construction of a new parking lot. </span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">“The vehicles that have arrived here have not got customs clearance. The number of vehicles is increasing each day and it is becoming difficult to manage the ICP,” said Gyawali. </span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">Preparations are underway to build a separate warehouse and parking lot at the ICP with support from the World Bank.</span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">Under this plan, warehouse and parking will be prepared in an area of 40,000 square meters, the board said. For this, a team from the World Bank has already conducted an on-site study of the ICP.</span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">In order to reduce the pressure on the foreign exchange reserves, the government had imposed a ban on import of some luxury items including vehicles for personal use. As a result, the cars have been piling up at the customs point after banks stopped credit investment for purchase of vehicles upon instruction from the government. </span></span></p> <p><span style="font-size:12pt"><span style="font-family:"Times New Roman","serif"">Even the vehicles that arrived at the customs point before the government imposed the restrictions have been held at the customs. If the term insurance, short-term insurance and foreign employment life insurance are not included, the access to insurance is limited to just 16.68 percent. Similarly, the access to insurance is 38.26 percent based on the data other than foreign employment life insurance policy.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Despite the increase in access to insurance, the lack of liquidity in the financial sector has started affecting the business of insurance companies. Due to the lack of liquidity, the sale of insurance policies and the collection of insurance premiums of the insurance companies are getting affected.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Statistics of the board show that the number of non-life insurance policies decreased by 8.35 percent in mid-August 2022 compared to the corresponding period of last fiscal year. However, insurance companies do not seem to be attracted to other areas except fixed deposits.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">According to the Insurance Board, by the end of the fiscal year 2021/22, 19 life insurance companies and 20 non-life insurance companies invested a total of Rs 527.8 billion. Among these investments, 408 billion has invested in fixed deposits of banks and financial institutions. This is 77.48 percent of the total investment of insurance companies.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">The insurance companies have invested only 1.41 percent in infrastructure development which includes investment of Rs 7.14 billion by life insurance companies and Rs 300 million investment by non-life insurance companies. The report has also pointed out problems like land acquisition for the construction of a bridge in Bardibas, distribution of compensation, and deforestation.</span></span></span></p> <p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial","sans-serif"">Problems like acquisition of public land and community forests have also surfaced while constructing a 30 km trackbed in Sarlahi. This has delayed the construction itself. However, insurance companies do not seem to be attracted to other areas except fixed deposits.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">According to the Insurance Board, by the end of the fiscal year 2021/22, 19 life insurance companies and 20 non-life insurance companies invested a total of Rs 527.8 billion. Among these investments, 408 billion has invested in fixed deposits of banks and financial institutions. This is 77.48 percent of the total investment of insurance companies.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">The insurance companies have invested only 1.41 percent in infrastructure development which includes investment of Rs 7.14 billion by life insurance companies and Rs 300 million investment by non-life insurance companies. The investment of insurance companies in the real estate sector is negligible.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">As per the guidelines, companies should invest a minimum of 40 percent of their total technical reserve in fixed deposits of commercial and infrastructure banks and a minimum of 5 percent in government bonds. Compared to mid-August 2021, access to insurance among the people has increased by 13.64 percentage points. During the corresponding period of last fiscal year, only 27.51 percent of people had access to insurance.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">The Insurance Board published the status of access to insurance based on the data collected from insurance companies including term insurance, short term insurance and foreign employment insurance. If the term insurance, short-term insurance and foreign employment life insurance are not included, the access to insurance is limited to just 16.68 percent. Similarly, the access to insurance is 38.26 percent based on the data other than foreign employment life insurance policy.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Despite the increase in access to insurance, the lack of liquidity in the financial sector has started affecting the business of insurance companies. Due to the lack of liquidity, the sale of insurance policies and the collection of insurance premiums of the insurance companies are getting affected.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Statistics of the board show that the number of non-life insurance policies decreased by 8.35 percent in mid-August 2022 compared to the corresponding period of last fiscal year. In mid-August 2021, non-life insurance companies had issued 241,837 insurance policies, which dropped to 221,642 by mid-August 2022.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Although the number of non-life insurance policies have declined, the number of life insurance policies is on the rise. By mid-August 2022, life insurance companies issued a total of 13,089,486 life insurance policies, which were only 8,587,044 in mid-August 2021. Life insurance policies increased by 52.43 percent in a single year. </span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Despite the increase in life insurance policies, the collection of insurance premium of the companies has been affected. The collection of insurance premiums of life insurance companies increased by 9.35 percent, while that of non-life companies increased by 49.68 percent. However, they are still unable to invest. However, insurance companies do not seem to be attracted to other areas except fixed deposits.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">According to the Insurance Board, by the end of the fiscal year 2021/22, 19 life insurance companies and 20 non-life insurance companies invested a total of Rs 527.8 billion. Among these investments, 408 billion has invested in fixed deposits of banks and financial institutions. This is 77.48 percent of the total investment of insurance companies.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">The insurance companies have invested only 1.41 percent in infrastructure development which includes investment of Rs 7.14 billion by life insurance companies and Rs 300 million investment by non-life insurance companies. He is of the view that the garment industry can contribute a lot to the economy if the government gives as much priority to this sector as it used to give about three decades ago.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">President of the association Chandi Prasad Aryal said that the government’s apathy has led to the downfall of the readymade garment industry which once exported goods worth USD 400 million a year.</span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">According to the association, Nepal’s annual export of ready-made goods in the fiscal year 2020/21 was worth Rs 5.31 billion. </span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">Bangladesh, which started exporting ready-made garment around the same time along with Nepal, exported goods worth Rs 35 billion during fiscal year 2020/21, said Aryal. </span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">He urged the government to develop infrastructure to make the ready-made garment industry more competitive in the market. Compared to mid-August 2021, access to insurance among the people has increased by 13.64 percentage points. During the corresponding period of last fiscal year, only 27.51 percent of people had access to insurance.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">The Insurance Board published the status of access to insurance based on the data collected from insurance companies including term insurance, short term insurance and foreign employment insurance. If the term insurance, short-term insurance and foreign employment life insurance are not included, the access to insurance is limited to just 16.68 percent. Similarly, the access to insurance is 38.26 percent based on the data other than foreign employment life insurance policy.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Despite the increase in access to insurance, the lack of liquidity in the financial sector has started affecting the business of insurance companies. Due to the lack of liquidity, the sale of insurance policies and the collection of insurance premiums of the insurance companies are getting affected.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Statistics of the board show that the number of non-life insurance policies decreased by 8.35 percent in mid-August 2022 compared to the corresponding period of last fiscal year. In mid-August 2021, non-life insurance companies had issued 241,837 insurance policies, which dropped to 221,642 by mid-August 2022.</span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Although the number of non-life insurance policies have declined, the number of life insurance policies is on the rise. By mid-August 2022, life insurance companies issued a total of 13,089,486 life insurance policies, which were only 8,587,044 in mid-August 2021. Life insurance policies increased by 52.43 percent in a single year. </span></span></p> <p><span style="font-size:18px"><span style="font-family:"Times New Roman","serif"">Despite the increase in life insurance policies, the collection of insurance premium of the companies has been affected. ', 'content' => '<p><span style="font-size:11pt"><span style="font-family:Calibri,"sans-serif""><span style="font-family:"Arial Unicode MS","sans-serif"">September 11: Rice traders of Bara and Parsa industrial corridor have said the 20 percent customs duty on export of rice and paddy imposed by India would have direct impact on the Nepali market. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">Organizing a press conference in Birgunj on Friday, the Birgunj Chamber of Commerce and Industry said that India recently fixed 20 percent customs duty on the export of paddy and rice. Prior to this, there wasn’t any customs duty on the export of rice and paddy. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">The chamber said that the 20 percent customs duty imposed by India on rice and paddy export will hit the industries, consumers and the economy of Nepal. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">Nepal Rice, Oil, Lentil Industries Association’s President Dr Subodh Gupta said India's latest decision is not fair for the industries, traders, consumers and the market of Nepal. Gupta is also the president of Birgunj Chamber of Commerce and Industry. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">Another rice trader Suresh Rungta expressed concern that the consumers would be hit hardest due to the customs tariff imposed by India on paddy and rice export. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">Gupta was worried that this drastic decision of India might lead to a situation in which the rice mills in Nepal will be closed and called on the government to address the problem at the earliest. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">Nepal has been importing rice worth over Rs 8 billion annually from India. Nepal imported 550,000 metric tonnes of paddy, 520,000 metric tonnes of rice and 50,000 metric tonnes of rice grits from India last year alone. </span><br /> <span style="font-family:"Arial Unicode MS","sans-serif"">There are around 2,500 rice industries registered across the country and half of these are already closed. Even those rice industries which are operating are not operating in full capacity due to various reasons. The topics discussed during the online interaction were reading and writing on different themes, how to select a book according to grade level, opportunities and challenges of developing books for children and young adults in the context of developing countries, and much more, added the statement. </span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">“Besides the international exposure, students got to interact with local celebrities and authors/illustrators through in-person discussions, workshops, and panel discussions,” reads the statement. </span></span></p> <p><span style="font-size:18px"><span style="font-family:Calibri,"sans-serif"">Some notable examples, according to the school, were a session on music, literature, and social change by popular singer-songwriter Samriddhi Rai, session on understanding poetry by celebrated poet, Viplov Pratik, interesting illustration sessions that encompassed both the historic, mythological and modern by Dhruba Prajapati and Binita Buddhacharya, and an engaging panel discussion on “The art of telling stories through movies’ that included Gaurav Pahari, Bijay Baral, Hem Raj BC.
